Congress: Today's vote on the Ryan budget

“A far-reaching six-month funding bill cleared the Senate on Wednesday afternoon after final adjustments were made for the meat industry to forestall the planned furloughs of food safety inspectors this summer in the wake of sequestration,” David Rogers writes. “The measure goes next to the House, which is expected to give its quick approval Thursday so as to avoid any threat of a government shutdown when the current continuing resolution runs out March 27.”

NBC’s Frank Thorp reports the vote on the Ryan budget should take place likely between 11:45 am ET and 12:15 pm ET.

Nancy Cook: “The Republican National Committee may want to send a few extra copies of the election postmortem it released this week over to Capitol Hill. Judging by the budget blueprints put forth by congressional Republicans, they didn’t get the memo. Right now, there appears to be a disconnect on economic policy between Republican Party officials, concerned with winning the White House in 2016, and congressional Republicans, concerned with slashing government spending and overhauling Medicare and Medicaid. That divide was particularly evident this week as the RNC released a report that implored Republicans to put forth new or different policy ideas to address the economic anxieties of the working and middle classes. ‘The Republican Party must be the champion of those who seek to climb the economic ladder of life,’ the report said. Historically, whoever charms this group wins national elections.”

But Priebus himself on MSNBC’s The Daily Rundown was touting the importance of debt and deficits and defending the Ryan budget. "We're not losing the issues on the math,” Priebus contended, despite losing a 2012 election that was largely about taxing the wealthy, “Debt and spending are winners for us," he added.

Stu Rothenberg: “The Republican Party continues to fracture more seriously than I expected following last year’s re-election of President Barack Obama. Instead of uniting the GOP’s various constituencies against the president’s agenda, Obama’s re-election seems to have encouraged Republicans to spend much of their time harping on their internal disagreements and fighting over how the party should be positioned for 2016 and beyond.”

More: “With Republicans increasingly split on policy and strategy — hardly a recipe for political success in 2014 or 2016 — GOP grass-roots activists, party leaders and ‘outside’ groups still need to find a compelling case for swing voters and weak Democrats to reassess their assumptions about the two parties. For now, only the president and congressional Democrats can give them that.”

Democrats pulled a procedural maneuver to vote “present” to force Republicans to vote no on the Republican Study Committee Budget. If they didn’t vote no, it would have passed: “While the outcome was never seriously in doubt, the Democratic procedural maneuver ensured Republicans didn’t get to cast a freebie vote for a budget that plays well with the conservative base but is considered too extreme even by most members of the GOP,” Jonathan Allen writes.

Bob Corker: “For far too long, Congress has failed to fully exercise its constitutional responsibility to authorize the use of military force, including in the current struggle against al-Qaida, so I urge the committee to consider updating current anti-terrorism authorities to adapt to threats that did not exist in 2001 and to better protect our nation while upholding our morals and values.”

Question: In all this talk about drones and executive power, etc., where were Republicans when George W. Bush was pushing through the Patriot Act?

Well, OK then… “Support for gay marriage is picking up steam all over the country — except on Capitol Hill,” Politico writes. “Take Sen. Saxby Chambliss. When asked if his views had changed on gay marriage, the Georgia Republican quipped: ‘I’m not gay. So I’m not going to marry one.’”

The Ryan budget is a bad joke, one the American people will reject. Social Security and Medicare do not need to be destroyed by this guy, how can the people of Janesville WI. be so stupid?

Passing the Budget is easy because the spending falls within the limit set by the 'sequester cuts'.

The real problem is the lack of progress on entitlement spending. How long can we afford to fund health care when we only collect health care taxes of about $2.73 Trillion over the next 10 years, but plan to spend $10.53 Trillion on health care (Medicare, Medicaid and Obamacare) over that same time period (Obama's 2013 Budget projections)?

The entire Deficit over the next 10 years is the result of health care spending that is 4 times higher than health care tax receipts.

That path is clearly unsustainable, and Obamacare has made it worse by adding more than $2 Trillion to health care costs over the next 10 years.

Maybe this points to the fact the rich are not paying enough in taxes. The facts ( I know Roy Wilson that you don't like the truth) Every other country in the world except for the self prescribed greatest country on earth can afford health care for its people. Yet, we have more billionaires then any other country on earth.

The path is only unsustainable because you and your ilk have made it that way on purpose, it can be fixed without destroying it as you and Ryan would do. I am sick of you irresponsible S.O.B.'s trying to screw up medicare for those that need it, and protecting those that don't. Medical care should not be determined by a persons financial status. Health care is a human right. Our record on human rights ranks right up there with many of the countries we scorn. That needs to be fixed.

Nobody is talking about 'destroying' Social Security and Medicare, but we cannot bury our heads in the sand and ignore the looming crisis. We need to find a way to make them sustainable, and Ryan is merely addressing the problem, while the Democrats still insist that 'We don't have a problem' and demonize anyone that points out the inevitable consequences of doing nothing (See my Post #1.1 above).

Why don't YOU try spending 4 times as much as you earn and see how long YOU last?

Your 'solution' is always the same - "Tax the rich, but leave my taxes alone". The 'rich' (top 10%) already pay about 75% of the income taxes, while earning only about 45% of the income.

I have always supported 'Universal Heath Care' for every legal citizen, so you're picking the wrong person to argue that issue. My beef is that we have a totally mismanaged health care system that is incredibly inefficient and needs reform. My proposal is to copy the best run health care systems in the World, and then fund it with a combination of payroll taxes (employers and employees) and a small National Sales Tax (I estimate about 3%, excluding food and medicine).

      Roy, that is bovine excrement and you know it. Ryan's budget does not address the problem. It destroys medical care for especially the lower income senior. Vouchers are not the answer, never will be. Obama care comes a lot closer to addressing the problem then robbing medicare of more money so your rich buddy's can be get richer.

      You use the figure 75% which is untrue, your memory must be as short as your peter. Remember Romney paid only 14%, Warren Buffett said he pays less then his secretary. Out side of being a liar, what do you feel are your other accomplishments? The top 20% own 80% of the wealth, with the bottom 20% owning less then 1%. How do you justify protecting these rich bitches from paying their fair share to support the country and its many wars?

      Here's the source that shows that the top 10% paid 70.47% of all personal income taxes in 2009, and with the new tax increase on the 'rich, it will add about 5% more to their share. In fact, they pay a much higher percentage of the income taxes than they did under Bill Clinton, despite claims by the ignorant that the Bush Tax cuts only benefited the 'rich'.

      I do not agree with the Ryan Budget because its focus is on spending cuts, while I believe that we need both spending cuts AND tax increases, but at least he's trying to address the Deficits, unlike the Democrats who claim "We don't have a spending problem".

        Read the Steven Brill article in TIME. We spend too much on medical care because it is a criminal enterprise that charges too much for everything. Pay the doctors and nurses more and the executives less, make non-profits truely non-profits or make them pay taxes, cap profit margins of hospitals and medical equipment manufacturers.

        I am soooo tired of executives making millions per year for minding the store while us peons do the work.

        Medical lobbyists spend 5 times more than ANY other industry lobbies. Your congress critters are very well paid to keep it that way.

        Reduce the profiteering, costs go down, and we don't have to raise taxes.

            The POTUS budget did exist. Then it went to the House and they threw it away and submitted the Ryan budget that has no chance in h3ll of passing.

            Why not start with Obama's budget as a starting point and amend it into a compromise. But the repubs won't compromise because for them, step one is to repeal Obamacare. So nothing will happen and we will have no budget - again.

            The Patriot Act was voted in almost unanimously, and has been extended by President Obama. The Patriot Act has nothing to do with drones.

            Nowhere in the Patriot Act does it allow the President to kill an American in the US with a drone strike...

                The so called "patriot act" was wrong under Bush and it is wrong under Obama. Both parties should be protesting even the suggestion of such violations of our privacy but they don't.

Our Constitution is the longest-lasting standing written Constitution in theworld, however it was written in broad form and it allows our courts legislators and adversative’s to make interpretations that are contrary to its original intent. It is simple words that have guaranteed our rights and liberties. We often misuse or misinterpret these words, to the point that we don't understand their meaning anymore. This comes from the common occurrence of the political realm. Politicians love to attach arbitrary meaning to words and spout them repeatedly until that their meaning is accepted as definition. They've thrown the word "Democracy" around so much that we actually believe in it. America was not, and has never been founded on democracy. We now have a mission to spread "Democracy" around the world at the point of a gun that we don't even practice. We have a representative form of government which is a Republic.

                Our Constitution needs to be ratified to clearly define for its original intent. Ratification of our
                constitution cannot be performed by Washington. Keep in mind that their policies are much
                harder to repeal than it was for them to implement. The two controlling parties are two sides of the same coin. Both parties absolutely believe in an enormous, all-powerful government and only disagree on how it should be
                implemented. The federal government very rarely gives up the power that it has gained and more
                often than not it tries to amplify its power to become the supreme ruler. Againwe must look at our Constitution. It very clearly and plainly gives most powers to the individual states. Our Constitution was developed and approved by ourfirst states of the union.

                Again we must turn to the states for this process as before. We must have a
                constitutional convention by the states. Our Constitution is a dead document unless the states expound and define its true intent which delegates responsibilities and authority of both State and Federal Governments. Amendments become part of the Constitution as soon as it is ratified by three-fourths of the States (38 of 50 States) this is set forth in our Constitution. A number of delegates to this convention should be appointed by the governor of each state. Each article should be reviewed and amended for clarification and approved by ¾ of the states before moving to thenext. Great caution must be exercised by these delegates to insure the original
                meaning and intent is preserved. Words are powerful and can be supportive to clarify or destructive to distort. An example of this is the recent revision ofthe Bible. Isaiah 7:14 says “the virgin shall be with child, and bear a son, and shall name him Immanuel.” The 2011 revision replaces virgin to “the young woman”. This completely nullifies that Christ was born of a virgin. Their justification was that the original Hebrew word, almah, may, or may not,signify a virgin.

                A reasonable time table should be set for finalizing this process, bearing mind the urgent need for its completion. All amendments should have a list of supporting documents (Statements made by the original framers and the original delegates of the constitutional convention, Declarations of
                Independents and The Bill of Rights. Since the President does not have a constitutional role in the amendment process, the joint resolutions does not goto the White House for signature or approval.To justify the urgent need for this ratification or clarification of our Constitution, look at its one of the
                biggest violation of many in our history that is destroying our country.

                December 23, 1913, our congress gave the bankers a Christmas gift of a life time. Congress passed the Federal
                Reserve Act, which officially took the power to create the money from the United States and turned it over to private Bankers, who called themselves the Federal Reserve Corporation. Notice the word “Federal” used in
                their name. Most American have believe that the Federal Reserve is a government agency because the word “Federal” and this isexactly what the Bankers wanted knowing the ignorance among the population.

                The banking and currency reform plan approved by President Wilson in 1913 was sponsored by the chairmen of the House and Senate Banking and Currency committees, Representative Carter Glass, a Democrat of Virginia and Senator Robert Latham Owen, a Democrat of Oklahoma. After realizing the impact this bill would have
                on the country President Wilson and lamented and wrote the following:

                “ I am a mostunhappy man. I have unwittingly ruined my country. A great industrial nation is
                controlled by its system of credit. Our system of credit is concentrated. The growth of the nation, therefore, and all our activities are in the hands of a few men. We have come to be one of the worst ruled, one of the most completely controlled and dominated Governments in the civilized world no longer a Government by free opinion, no longer a Government by conviction and the vote of the majority, but a Government by the opinionand duress of a small group of dominant men”.

                What he is saying, I had no intentions to ruin our country, and I did it ignorantly.

                The Constitution is precise in allowing the Federal Government to print money and coinage. However it only allows the state coinage of gold and silver. If the federal government could just print and spend money it wanted to, our national debt would be zero. But instead, our national debt is now nearly 16trillion dollars. Under the Federal ReserveSystem, the U.S. government has purposely allowed itself to be subjugated to a
                financial system in which it will be constantly borrowing larger and larger amounts of money. Since the Government cannot print money it must borrow. To get the money it wants or needs, the U.S. government creates a bunch of U.S. Treasury bonds (debt) and takes them to the Federal Reserve. The Federal Reserve creates a billion dollars out of thin air which is delivered to the Federal Government for the bonds. The government must pay 5% interest on this debt. So where will the U.S. government get the money
                to pay that debt? The government then tries to collect enough taxes to pay the debt. But that never actually happens and the creators of the Federal Reserve understood this as well. They understood that the U.S. government would not have enough money to both run the government and service the national debt.
                They knew that the U.S. government would have to keep borrowing even more money. Our National Debt will never be paid under this system.
