Obama hits Capitol Hill -- and a few snags along the way

President Barack Obama huddled with Senate Democrats on Capitol Hill Tuesday, stepping onto congressional turf as part of a week of outreach to both his own party and his GOP rivals.

With new budget and gun control bills snaking through the legislative process -- and with comprehensive immigration reform measures being drafted by bipartisan lawmakers -- Obama’s series of in-person conversations with congressional heavies are meant to smooth the way for compromise after the budget sequester stalemate last month.  

But it’s not exactly a bipartisan campfire kumbaya.

Even as the president was leaving the building, Senate Majority Leader Harry Reid told reporters that Oklahoma Republican Sen. Tom Coburn has already said he will object to a bipartisan measure to temporarily fund the federal government -- a snag that could slow efforts to avert a government shutdown later this month.

“This is in this new era of ‘let’s get along,’ all this cheering and yelling about this ‘bipartisan’ bill,” Reid lamented to reporters after meeting with Obama, “I just learned when I was in here with the president that -- who else? -- Coburn now won’t let us move the bill.”

And the news of that hiccup wasn’t the only challenge Obama received during his trek to Capitol Hill.

One Democrat in the room told NBC News that a senior senator in the closed-door meeting challenged the president on his administration’s unmanned drone policy, saying the White House has treated Obama’s own party poorly in dealing with the issue.

The meeting with Senate Democrats -- which participants said included discussion of entitlement reform, immigration and gun control -- kicked off a series of closed-door sessions that Obama has scheduled this week with lawmakers on the other end of Pennsylvania Ave, including a Wednesday luncheon with House Republicans.

His conspicuous “charm offensive” aimed at the GOP started last week, when he dined with a dozen Republican senators as well as with House budget chief Rep. Paul Ryan.

For the most part, Republicans say ‘the more, the better’ when it comes to Obama’s outreach.  

“We welcome it,” Senate Minority Leader Mitch McConnell told reporters on Capitol Hill Tuesday.

“It’s a good opportunity to have a candid conversation and we all know that, with the president’s request to raise the debt ceiling here again later this summer, we will be discussing again the possibility of finally solving our huge deficit and debt problems by making the kind of changes to [entitlements] that we all know we have to make to save these programs and save our country,” McConnell said.

Still, the effort has not been without some skeptics.

A National Journal report out Tuesday morning quoted an unnamed White House aide griping that the vigorous schedule of bipartisan meetings is “a joke” and a waste of time staged merely to make the press “happy.”

White House spokesman Jay Carney dismissed that sentiment as inaccurate during a briefing with reporters.

“I have no idea who said that," he said. "But I can tell you that opinion has never been voiced in my presence, in the president's presence, in the West Wing. It does not represent the president's view, it does not represent the White House's view, and it does not represent the administration's view."

It's the image. Many Americans dropped their opinion of his "actions" during the scarequester and now, along with the "dinner" and "lunch" posturings, he has to look like he is involved on "the hill".

Since day one (January 20, 2009), the President has tried to reach out to the GOP, but they had played 'hard-to-get.' Then the GOP was whacked in November 2012. But then Republicans in congress still pretend to have an upper hand, pretending to 'welcome it', in the words of McConnell. I think these Republicans have no reality chick, no grasp of people's desires for compromises in the nation's capital. We are all expecting more whacking of GOP by voters in November 2014 and 2016.

Lisa, judging from all the previous efforts the past four years President Obama made to reach out to republicans, I wouldn't hold my breath. It's worth a try again, maybe they're tired of saying NO...and maybe they realize that continuing to say NO won't help them in 2014. Amazing how the media has forgotten the weekly cocktail hours that first year, super bowl invites, movie invites to name a few all turned down by the GOP.

Sometimes, some people can say dumb things like that, but it's not what Pres. O thinks. I thought we have freedoms too. People are allowed to have different opinions. But don't be distracted by such minor incident, that's what opponents of compromises want - these opponents (more likely Republicans) want to cause confusion by magnifying such minor unimportant incident.

Just ignore it.

Rep. Louie Gohmert recently introduced legislation that essentially would stop the president from going golfing unless the White House reinstates the public tours it canceled as a result of the sequester.

The Ryan budget would balance in 10 years without raising taxes and by reducing spending over the next decade by $5.7 trillion compared to the CBO baseline.

Instead of trying to put a patchwork a bill together, why that blasted lunatic Reid will not pass a budget is beyond belief. Reid is another dinosaur that has overstayed his usefulness. Now with the sequester in place. Obama has to stay put in Washington because he too cried wolf far too often. How would the American people react if the White House closes to visitors and the POTUS is playing golf at $18000 per hour?

With Obama's approval rating in the low to mid 40"s. I don't think people will tolerate anymore of his lavish trips without seeing some form of progress on the budget front.

Bob in KC - you appear to have selective amnesia. The "other half" of the grand bargain happened BEFORE the tax increase part. After 1.3 Trillion in spending cuts in 2011, the Republicans finally allowed $600B in tax increases and promptly forgot about the spending cuts and are now insisting on more spending cuts because they gave the Democrats less tax cuts than they asked for. The Democrats appear to be willing to sell out the American people in order to placate the Republicans, but that is not what I voted for. Why is it that those who lost the elections are still the ones calling the shots? I don't believe that what we are seeing in our country now is what the Founders had in mind when they set up the system. I see no honor in evidence.

Jesse, 4 months later? It wasn't boner, but Mitch McConnell made that statement before the votes were all counted. The president tries to get bipartisan support on the ACA, and gets snubbed, he's weak and can't lead. He gets a little aggressive and all of a sudden, he's trying to be King. The only thing he could do to make the teabags happy would be to abdicate, but don't hold your breath.

Can we survive?

Every day young Americans are becoming more fiscally conservative while their social choices lean liberal. Our continued political insolence between parties will eventually drive young people to protect themselves financially. “Young Americans” are already complaining about their forecasted payment of structured debt and entitlements. As they grow older and gain voting strength and dissatisfaction, “Young Americans” will sadly leave both parties in droves if necessary, for their own personal survival. The political pendulum continues to swing in either direction from generation to generation!

Problem is the Democrats pendulum can no longer move farther left. Obama has created substantial displacement for the Washington Democratic leadership and the party now looks very one dimensional in its insolent glory. So, the “meaningful” Democratic Party no longer has any political acumen.

Unfortunately many Democrats just don't understand how they’ve allowed Obama and the media to take them so far left. The displacement Obama creates for the Democrats will destroy them even as they bathe themselves in recent victory. The Democrats now struggle to find their core, because Obama will not allow them to think outside the box, especially when faced with difficult and ever increasing fiscal problems to solve. The Democratic Party could be in substantial trouble if the status quo continues another 4 years (and there really is no light at the end of the tunnel right now). Even now Democratic leaders are fearful about the position Obama has put them in. Don't look for Democratic leadership to unilaterally support Obama's spending habits and policies over the next 4 years (good luck on those approved payouts for Sandy victims, just look at what happened in New Orleans). Because of the blame game he has played for the last 4 years along with his contempt for the opposition, Obama certainly won’t get any substantial support from Republicans. He has selfishly and systematically displaced both parties’ leadership roles as he continues to put the government in a deeper and unmanageable fiscal bind. The Chinese and Western Europe aren’t going to buy down Obama's bad debt much longer. The Chinese are heading into a recession themselves and Europe is basically bankrupt. So Obama once again will try swaying Americans to pick-up his outrageous spending tab (good luck with that if we’re smart). Obama’s definitely a lame-duck in his lame-duck term and will have nowhere to hide when the young liberal media eventually turn on him.

As the media turns on Obama, the "wealthy", including your President, will continue daily to take millions if not billions of tax dollars out of the U.S. economy. The money is taken off shore or put in unchecked safe havens. And much of it's your tax dollars (your money); some directly, much indirectly (through unchecked government funded contracts and unchecked offshore government pork-barrel projects). If you’re not on the A-list for receiving these unchecked funds; you’re on the outside looking in. On the books it’s viewed as government subsidized waste. In reality it’s surplus retirement funding for the “select few”. That is what now defines both sides of the aisle in Washington. So, as you hack and rant about one another’s political positions you’re just allowing continued misdirection from what should be your true focus; your personal freedoms and personal wealth. Probably truer words were never spoken. Not to mention the fact that after more then 4 years in office, the Obama public outreach has lasted about a week. Lets see how long this outreach continues, and no one should be surprised if it all turns out to have been a show for the media. When ObamaCare fully kicks in by 2014, the entire Democrat brand is going to take a huge hit. It will be funny to see if Obama blames Pelosi and Reid for writing it behind closed doors in secret locations, and forcing everyone to pass it before anyone could know what was in it. It will be a rude awakening for how poorly Obama has governed.

Hopefully, President Obama told his fellow Democrats in the Senate to get off their butts and pass the budget. We are almost half way through the fiscal year. The House passed their back in July of last year. The Senate subcommittees passed their bills by September. Now the hold up is the full Senate passing their version. That must happen before the Senate/House Conference Committee can resolving differences between their versions and the President signing the bill into law. No matter what Pig and Fiesty think, the problem is not House Republicans, but Senate Democrats.

The truth is that we've put short-sighted single-issued shallow-thinking one-lining politically inept representatives in a place that requires critical thinking, a long term view, and political grace in order to succeed. I've never seen such a sorry collection of idiots.

When a party is split in so many directions, people get elected by oft-repeating single mantras, whether they're real or true or not. My representative's only claim to fame was "jobs"... haven't heard a word since the election and she sure hasn't pumped out any jobs.

They all have no serious foundation except to be "unObama" so they run around trying to make a name, to gain power, to say that "perfect" one-liner, and really haven't a clue as to what to do or how to do it.

War? No war? War unless Obama is for it. Immigration? Send them all back. Give them a path to hell or citizenship depending on whatever is "unObama". Gun control? Oops, the NRA was my primary contributor, so... and so on.

Taxes? Tax cuts? Tax reform? The economy? Recovery versus debt?... the only thing you can count on is that this party of idiots have no clue about how this economy works. How do we support our unfortunate through these times? F#$k-em, a bunch of leaches anyway. What about our sick? They're on their own... I have my medical insurance... they would too if they weren't a bunch of leaches. What about the elderly? They're living longer so they need to "man-up" and work longer and live on less, those f@#king leaches. See a trend? The trend is to do nothing or to do the anti-Obama and/or to support anti-logic, but what's for sure is that they haven't a clue and they're doing EXACTLY what the corrupt money-grabbing powers-that-be want them to do. Given their way, they would exclude their own mother unless she had the proper "GOP papers".

So back to the article... trying to smooth feathers with the right assumes there's a brain in there somewhere... bad assumption from where I stand.

Obama said in an interview last night that he has no interest in a budget that balances. So Democrats will propose a budget that increases both taxes and spending. As Obama demigods the Ryan budget, he fails to mention one key point. The Ryan budget increases government spending every year. Obama wants to raise spending by over 5% every year, and Ryan just 3.4%. The economy isn't growing at over 5% per year, so why can't Obama and the Democrats put forth a plan that allows the government to live within its means? Simple, because liberals like Pelosi, Reid, and Obama all believe it is the governments money not ours. Pelosi, Reid, and Obama are in charge of deciding how much they will allow us to have, which is the government spending their money on us. After all, who is better at spending money, our government, or us? Liberals feel it is the government.

And now that Obama has been reelected, will the press start actually doing its job of exposing the truth, or will they spend another 4 yeas of providing 'cover' for their darling, historic "First Black President".

No matter how you 'slice and dice it', Obama projects the National Debt to increase from $9.986 Trillion at the end of fiscal 2008 to $20.4 Trillion in fiscal 2016 (see Obama's 2013 Budget projections). Since presidential projections are ALWAYS optimistic, it could be closer to $25 Trillion. (a)

(a) As an example, Bush's 2008 Budget projected the National Debt would be $11.487 Trillion at the end of fiscal 2012, but the actual National Debt at the end of fiscal 2012 under Obama was $16.066 Trillion, an increase of almost $4.6 Trillion above projections.

The Federal Budget has gone from 2 Trillion Dollars in 2002 to over 3.5 Trillion dollars in 2012. The Ryan Budget plans on doubling the 2002 Budget and then adding 3.4% every year until 2013, when it is supposed to reach a "balanced budget". There is no reason for the government to be spending that much money. No reason at all.

The number of people on food stamps continues to increase, and we set new records for those on them every single month. Why is that? If we are in a serious recovery, wouldn't that number be decreasing and not amount to 1/6th of the population?

The government needs to seriously reform their programs, entitlement programs included, in order to reach a sustainable course and a sustainable budget. The republicans are at least trying to provide a way to balance the budget. Paul Ryan's budget does it in 10 years, Rand Paul has one that does it in 5. Where is the President's plan to actually reach a balanced budget? Where is any Democrat's plan?

The Democrats are freaking out because Paul Ryan's plan spends only $41.4 Trillion over 10 years, instead of the currently expected $46 Trillion. That's absolutely crazy if you think that we can actually make it as a country if we continue to spend Trillions of dollars every year, and borrow 1/4 - 1/3 of that...

And about Obama actually willing to compromise with the Republicans...(if it's real,) it's really about time. Both sides have been unwilling to compromise, but at least the Republicans have been more willing as of late. They gave Obama a tax raise in January on the top 1%, oh wait...it actually hit the top 71%, because Obama had to have his way. Taxes went up, now it's time for spending to go down. And $85 Billion is absolutely nothing in a $3.5-3.8 Billion Budget.

A cynic might suggest that it was to increase the number of people who were dependent on the government, who would then vote for Obama because he promises more 'income redistribution' (tax the rich, give to the poor).

The number of people getting welfare increased from about 30 million in 2008 to almost 47 million in 2012, and Obama won this low income group by a net margin of 12.9 Million votes, while Romney won the middle and upper income group (75% of the voters who actually pay the income taxes to provide the welfare) by a net margin of 8 million votes. The 'welfare vote' put Obama over the top for his net winning margin of 4.9 million votes (remember the Obama campaign slogan - 'Romney will take away your food stamps'?)

That's 'Chicago-Style' politics in action - using taxpayers funds to get reelected.

If you can't see that from his actions, inaction's, and continual campaigning (even though as you say he won) take off the rose colored glasses. He is human and needs acceptance.         Obama, Reid, and Pelosi all claimed ObamaCare would cost less then one trillion over the first ten years. The latest CBO numbers now have the first ten years of ObamaCare costing 2.7 trillion. So the costs associated with ObamaCare are already spiraling out of control, and we still have almost two years before it is fully implemented. Governors are not supporting ObamaCare, they are complying with the law as they should. ObamaCare is terrible legislation and what mediocre support it has now will plummet as it reaches full implementation. But this is what you get when the most liberal members of one party go behind closed doors in secret locations to write a bill that is then rammed through congress using procedural maneuvers.

        I guess you haven't noticed that virtually all your criticism is based on what you believe will happen in the future. So what if you're predictions of failure are as wrong as the GOP election predictions? What if Obamacare works like it's supposed to? Republican Governors are already coming around to it and local legislators are winning battles against those that oppose it.

        The truth is that the economy will keep growing, albeit slower than it would be absent the blocking in Congress. The truth is that corporations are making record profits... that P/E ratios are the best ever... that unemployment is receding... that jobs are being created... that government is shrinking... that the border is more secure than ever... that immigration enforcement is at it's highest performance ever... that the wars are being brought to an end... that our new foreign policies are working... that the drone war on terrorists is working... that we are leading the world with our recovery.

        The only thing not really working at the moment is Congress and my bet is that a little self reflection would be in order versus an Obama blame strategy. You will lose. You are wrong.

After his sequester "scare-a-thon" and his "sky is falling" campaign....opinions have changed drastically. Obama overplayed his hand and now he's trying to make amends, but Polls are showing it's not working and HIS media is having a hard time spinning it positive towards him.         One of the reasons this country is in trouble is that so many influential elements in our society simply refuse to acknowledge or come to terms with the truth.

        You can take all, and I mean all, of everything that's happened to stop or at least slow down any progress that Obama or Democrats have made so far, and assign to it one, and only one, reason.

        And it is simply this.

        All Republicans, and some Democrats, will, if at all possible, absolutely refuse to allow Obama to accomplish anything.

        His election was unforseen by these people, and for many of them, it was a shock.

        Their only answer is to make sure it never, ever, happens again.

        If the whole country goes through hell while they accomplish this goal then so be it.

        A black person simply cannot be allowed to have any success of any kind.

        And if something is accomplished it must be reversed or undone, at any cost.

        Which is why Ryan and so many others' top priority is to get rid of Obamacare.

        It simply cannot be allowed to stay in effect if at all possible.

        Blacks certainly must never again be allowed to attain the presidency of this country.

        And a a message must be put out to any black person who may aspire to the presidency that this obstructionism and total disrespect is what they will also be in for if they attempt it.

        This is the truth.

        And it's the truth for one simple reason. There is simply no other logical reason to explain the extreme animosity Obama has been shown by Republicans since he took office.

The black community organizer was able to elevate himself to a position of prominence that cannot be negated. Even if he were impeached it would only remove him from office but not remove him from the record books. It would even further his accomplishments that he would try to spin into a positive - first bi-racial president elected and first bi-racial president impeached. Either way it would indicate milestones.

          Strategy sessions in how to deal with the loyal (?) opposition are nothing new. He visits with them on the hill so as not to take them too far from where they should be working. President Obama has reached out to leaders of both parties and now it is up to them to DO something for once. The 112th Congress did less than most modern Congresses and the President wants a blit more out of the 113th Congress. Whether or not he gets that will depend on the leaders. Incompetent Housee Speaker John, crybaby, Boehner and Senate Majority Leader Harry, the hack, Reid both need to wake up and learn to work with members of both parties and the White House to do the people's work.

What happened to them? Boehner actually had DOZENS of bills pass the House and sent them to the Senate. What happened to them?

          Not ONE MINUTE of discussion, debate, committee hearings, negotiation, or compromise. EVERY single one of them hidden away by Harry Reid in his corrupt mindset of "protecting" Obama and demonizing Republicans.

          Don't blame Republicans for not doing anything.             The Army announced Friday that it will no longer accept applications for its Tuition Assistance program, which gives soldiers as much as $4,500 annually to take courses, at accredited schools, toward high school and college diplomas. Army officials could not give a specific amount on how much the cuts would save but said 201,000 soldiers used the program in fiscal 2012 at the cost of $373 million.

            In addition, the Air Force, Marines and Coast Guard announced this week that their programs also have been suspended.

            Pete Hegseth, chief executive of Concerned Veterans for America, told FoxNews.com on Tuesday that Washington indeed needs to examine its spending and cut the waste. However, he said, officials have gone after “low hanging fruit” such as military tuition assistance because special interest groups have protected big items like weapons systems.

            “Our government has made a contract with veterans,” he said. “So we have a responsibility to them, above most everyone else. But I would say we need to consider reform.”

            Congress allowed the drastic, across-the-board cuts in 2011 after failing to reach a deal on a more measured approach to fixing Washington’s fiscal problems. The cuts kicked in March 1, with Democrats and Republicans acknowledging they could hurt the U.S. economy and trying to find alternative ways to make the reductions, which will equal roughly $1.2 trillion over 10 years.

            The Department of Veterans Affairs is spared from the cuts. But cuts elsewhere in the federal budget will nevertheless affect veterans. Even a joint effort between HUD and the VA to provide housing vouchers for veterans -- while technically spared -- might be affected because HUD fears local-level housing agencies might not accept the vouchers because of federal cuts to funding that helps them administer the program.

            Further, a Labor Department program that provides employment-related assistance for veterans also is being cut.

            An agency spokesman said Monday that tens of thousands of veterans under the VETS job-training program will no longer receive assistance.

            He said reaching a more exact number is difficult because the cuts were made in overlapping budgets and the full impact will really be felt over the next couple months. But he confirmed that 33,000 fewer veterans will be served under a state grant program known as Jobs for Veterans.

            Meanwhile, Americans have complained about the federal government’s spending amid the cuts to veterans and others -- including $250 million in aid to Egypt and an essentially untouchable, $400 billion program to build F-35 fighter jets before testing is complete.

            A spokesman for Republican Rep. Buck McKeon, chairman of the House Armed Services Committee, said the California congressman has warned of such consequences for the past 18 months and continues to try to upend the sequester.

            “No one has ringed the alarm bell more than Chairman McKeon,” said spokesman Claude Chafin. He also said McKeon’s objective now is to use House Budget Committee Chairman Rep. Paul Ryan’s new budget to end sequester.

            “Not delay, not reverse,” Chafin said. “It needs to stop.”

            For those of you who blame the sequestration on President Obama should remember, it was part of the Budget Control Act 2011, brought about to end the debt ceiling crisis which had threatened to lead us into default. It had a series of complex mechanisms, of which one of them was sequestration, all were included in the thinking we would never reach the point where they would trigger cuts..but we did and now we have sequestration. Anyone who has complaints about how it affects their lives, should contact their respective representatives and find out what they're doing about it.

            Bottom line: The President wants loopholes to Oil Companies, Corporations etc closed and the GOP say no, they want only cuts to spending programs that help people. Why should corporations get a ride we pay for when their profits are through the roof and they keep their money overseas so they don't pay taxes.

            If you are a working person and you support giving tax breaks of this enormity to corporations you are a fool.

Spend more then you make (assuming you have a job or income) Then, spend more then you make, and start borrowing to pay the credit cards and when they are maxed out keep spending your way to prosperity.
