The House passed legislation on Wednesday amid a wintry storm in Washington to avert a government shutdown, and keep the government running through the summer.
The Republican-held chamber voted 267 to 151 to approve a continuing resolution and pull the United States back from the brink of a government shutdown on March 27, when current day-to-day funding is set to expire. Fifty-three Democrats joined with the bulk of Republicans to approve the legislation.

House Minority Leader Nancy Pelosi addresses her concerns over a Republican-backed bill that would fund the federal government through September.
The maneuver by the House could be a crucial first step toward avoiding a government shutdown this month, though it was not clear whether the GOP proposal would sail through the Senate.
"Today the House has taken the first step towards assuring the American people that the federal government will stay open, which President Obama agrees should be our shared goal," House Speaker John Boehner, R-Ohio, said in a statement. "The Senate should pass the House measure without delay so we can continue focusing on helping Americans get back to work and putting the country on a path to a balanced budget.”
Consideration of the "CR" was sped up to Wednesday afternoon to accommodate a winter storm that had affected Washington, D.C. and its surrounding areas. The vote capped an abbreviated work week for lawmakers in the House.
President Barack Obama said last Friday that the continuing resolution was "the right thing to do to make sure that we don't have a government shutdown." His administration formally released a statement on Tuesday expressing its concerns with the Republican bill, though it stopped short of threatening a veto.
Senate Majority Leader Harry Reid, D-Nev., said Tuesday that Democrats would produce their own bill to fund the government, with a goal of reaching a final resolution before Congress's Easter recess beginning March 22.
The legislation would extend funding for the government, at existing levels, through the end of the U.S. government's fiscal year — that is, through the end of September. The funding level, though, is subject to the automatic spending cuts, "sequestration," that sprung into effect last Friday.

The continuing resolution also contains language meant to deal with some of the most severe aspects of the sequester, which mandates indiscriminate, across-the-board cuts to different parts of the federal budget. The Republican proposal would give the Department of Defense and the Department of Veterans Affairs more flexibility to reallocate funds in their budgets to avoid some of the harshest consequences of sequestration.
More significantly, this move on Wednesday by the House would seem to end the series of miniature fiscal crises which took the U.S. to the brink of calamity on numerous occasions over the past few years. The onset of sequestration on March 1 and the last-minute resolution on higher taxes for the wealthy on Jan. 1 of this year are only the most recent examples of high-profile fiscal battles on Capitol Hill.
Several other fiscal battles await Congress later this spring, though. Both the House and Senate have vowed to approve formal budgets for the forthcoming fiscal year, and Obama is due to produce his own budget soon. Those budgets are tied into a needed extension of the nation's debt limit, which has been suspended through mid-May. An agreement to extract Republican votes for an increase in the debt ceiling will likely hinge on what, if any, consensus lawmakers can reach on taxes, spending and entitlements.

While this avoids another self-imposed crisis at least through September, the question I want Speaker Boehner to answer is WHY only the Defense and Veteran's Affairs departments were given flexibility to deal with sequstration cuts? If flexibility is good for Defense and Veterans, it should be good for every Department.

I think the simple answer is that the DoD recieved the largest amount of the cuts, both as a % of the budget and $ amount. Sounds like the place to start.

Wow...things are really looking up...the house passes a continuing resolution that honors the sequester agreement signed into law by President Obama....the stock market has hit an all time new high (now some of those waiting on their 401-k's to rebuild before retiring....can now retire and open up promotions and new jobs for the rest of us)... and even Pigotry is praising Boehner!
Now, if only Harry Reid doesn't screw all of this up by pushing something in the Senate which eliminates the spending cap that has been agreed to, we are poised to continue the move forward.
Senator Reid, if you think we still need more revenue, then let's start with your state. I suggest we begin with a new federal tax on casinos. Their profits often come at the expense of desperate people, hoping against hope, that by betting their rent money they can reverse their fortunes...even though they know that the odds in every game, and at every slot, are against them and guarantee that the house will win over time (how else can your casinos afford to build those huge palaces)! And surprisingly casino greed doesn't end with the odds being stacked in their favor, those people who have found ways to even the odds (the card counters) are identified and made examples of by being thrown out and/or prosecuted!
While you are manning up and showing the way, add a new federal tax on the liquor purchased by casinos. Taxing the stuff they give away free (in order to eliminate the good judgment of their customers) only seems fair....and while you are at it, how about adding in a new tax on the prostitution that is legal in so many Nevada counties!
There, now you have raised enough revenue to help those who have had their lives destroyed (albeit thru their own poor choices, but aided and abetted with plenty of free booze) by the major businesses in your state.
There is one last thing I would like you to consider. We now have a Consumer Protection Bureau (CPB), which was created to protect us from the unscrupulous practices of American business....need I say more ... hmmmm .... yes I will. Ask the CPB to develop legislation which allows individuals who have lost money gambling, while under the influence of alcohol provided free of charge by the offending business, the right to sue for the recovery of their losses. To be fair to the casinos, they would be protected from the potential of lawsuit if they require that customers, with alcohol impaired judgment, be escorted off the floor to a place (compliments of the house) where they can regain their judgment. Such a place could be a show but preferably would be dinner, or in the case of serious impairment...a free room. NOTE: This policy must be applied without discrimination....whales (the super wealthy gamblers) must be treated the same as the rest of us...they get impaired...off to dinner they go.

The reality is that if we move a couple of percentage points each way, we'll be a lot closer to a solution than most people realize. The situation is not nearly as bad as a lot of people seem to think it is. To use the household analogy that so many people use, the U.S. is basically one year's 'salary' in debt. Most families dwarf that amount with their home mortgage alone. It's really just a matter of getting the nation's house in order. And if the sides refuse to cooperate, then the only way to handle it is this draconian B.S., which shouldn't be necessary but somehow it's become so.

Interesting comments. I also believed that it would have been better to allow all the Bush Tax cuts to expire, even those on the middle class. On the sequester I originally thought it was a good idea to get cuts to defense and other programs. I felt we could sustain and weather the sequester. However, after seeing the affect on employment due to government cuts last quarter I realized that maybe I was wrong. Last quarter GDP growth was -.1% later revised to .1% growth. While not a catastrophe the sequester will have its negative effects, especially for those furlouged, laid off or people needing cut programs.
I really wished that they would have hammered out a solution to weigh the cuts away from critical programs. I will not be happy in defense spending if it means Boeing or Grummond or even Blackwater cuts employment. Blackwater, well... no not even Blackwater job loses will gladden me.
Maybe before the debt limit raising debate an agreement can be reached on some tax revenues (tax reform, closing loopholes) and entitlement reforms chained CPI, raising elgibility age slightly and gradually.

We see these kinds of stories where some reporter digests the Bills into one sentence sound bites and then give us a total vote. I guess that's fine for a tweet, but you wrote a story and didn't really tell us much.
There is hardly a Bill that gets passed that doesn't have something tacked onto it, and CRs tend to be a good place to slip in these little gems.
I'm not talking about pork either. Frankly we ought to bring back pork. It helps achieve compromise and it brings need money back to the states. Just limit it to some reasonable cap.
People read these kinds of stories and form opinions without really understanding the Bill they voted on. I want to see how my Representatives voted and I want to see all the little tidbits in the Bills that nobody mentions and we later find out have some significant impact.
I know we can go search for this stuff, but these idiots don't even put the Bill number in the story.

Yellowdog Mark, one objection I have is that the House bill only gives "flexibility" on sequestration cuts to the Defense Department and Veterans' Affairs which I expressed above while saying at least they postponed another fiscal crisis.

Joel lotsonumbers, experts, non partisan experts, have all said , as has President Obama that it will require both cuts and revenue increases to get us out of this mess. The increases don't have to be pegrmanent nor do they have to be but a few percent to make a significant difference. Obama has already cut the deficit and more people are working plus the stock market has hit an all time high despite efforts by some to stifle the recovery. Some companies are seeing the err of their ways in shipping jobs overseas because the cheap labor is producing junk, demanding more money and the cost of shipping the junk to the consumer, if not in China, India or wherever its made is too high and not cost effective.
Good paying jobs will mean people will pay income tax that is not now being collected due to the unemployed don't pay much tax on unemployment insurance claims. Those who are unemployed include many who are using food stamps and other public services for the first time in their lives just to stay alive. If they have good paying jobs they'll be off the dole and contributing once again. If all we do is cut, cut, cut those folks will starve or worse. Perhaps the great Caesar or Joel lotsonumbers doesn't care but most Americans do. Just remember when you see someone who is down and out to say to yourself "There, but by the grace of God, go I."
Well it is very revealing to look at what is in this Bill and what is behind it.
It is pretty clear that what the House Republicans are trying to do is re-write the sequestration law through this Continuing Resolution.
It is obvious by this 296 page Bill and the 394 page supporting documents, that they have been working on this for some time and never had any intentions to negotiate sequestration. Full analysis will take some time, but what it appears like, is that they are fully funding DOD at 2013 levels plus adding at least $2 billion if not more. About 98% of the bill is about specific DOD budgets. In the supporting document the take 392 of the 394 pages to go through and mark up the DOD budget request line by line. Making cuts in some places and increases in others. Pretty interesting which items they cut and which they increased. But ultimately they are providing more money than the Budget Request. (Note too, that the Budget Request does not have any adjustments in it for the sequester. They criticized Obama for not having DOD write their budget proposal with sequestration figured in.)
In the last page and a half of the 394 page explaination. They basically say that few other things get some additional funding and then that everything else gets across the board so that the grand total is equal to the original sequester cuts amount.
They fully funded DOD plus more and redirected what DOD was directing funds for, and then throwing all the total cuts across the board for things they don't like.
In the explanation document, you can see what the budget request was and what they "recommend". Pretty interesting because it essentially molds DOD policy based on money. Some interesting things that got more money than the original budget requests. Abrams tanks and Bradleys adding several hundred million. C-130 aircraft, F-18 aircraft, Helicopter upgrades and a variety of shipbuilding funding. In other words, spend more money on war toys they like. Cuts were fairly small and widely scattered, but hit things like communication improvements, Special Forces funding, UAVs and similar high tech stuff. In a few cases they denied budget requests to move some funding from one thing to anaother.(Seems to me they like the traditional type of war and not the kind that Obama has waged. I haven't checked yet, but my guess would be that these Republican Congressmen probably have a vested interest in the Defence Contractors they are funding at higher levels.)
It will take quite a while to analyze all the detail and add it up, but the above things I mentioned jumped off the pages. I am actually amazed that they published this because there is an amazing amount of detail about the DOD budget which I wouldn't think you would like your enemies to get hold of. For example, you can see the detail for how much is budgeted for specific types of ammo. Want to know how much 5.56 ammo we're planning on buying? You can figure it out from the detail. Want to know how much we are planning on spending for specific missles? It's there. In fact there is stuff there I've never even heard of and can't find with a simple search. Maybe I'm missing something, but I wouldn't think you would want to make that level of detail available for anyone to see. I also find it interesting that Congress is tweaking DOD funding at that low a level of detail.
What they did was rewrite the DOD budget making it bigger rather than smaller. No sequester problem there anymore! Then they took a few favorite other items and funded or cut at levels they wanted and said hack everything else across the board to make up the difference.
No way this gets through the Senate as it stands. If I were President Obama, this baby would get vetoed.
Actually, a pretty good strategy because to the generally dumb and uninformed public, it just looks like Republicans are caving and saying, just keep funding like last year. That is absolutely not the case.

The Bill isn't the final, as passed version, but I don't think it was changed a lot. The revealing document is the "explanation", because the Bill doesn't really do a good job of showing you what it was before and what it is now, plus it is written at a higher level.
They are calling this a Continuing Resolution, but it really isn't. It is the Republican's answer to the sequestration problem, take it or leave it with no room for negotiation. Someone went through an amazing amount of work and I sincerely doubt that any individual Congressman has a detailed enough grasp on things to have done it. They had to be working directly with the defense contractor lobbiests. Read it yourself and then tell me which Congressman knows this better than the DOD?

The Senate will, and most likely both democrats and republicans in the Senate will amend it at which time either reconciliation occurs between the two legislative bodies, or the House votes on the Senate bill and passes it, or the House amends the Senate bill or everybody starts over.

It does not end the sequester cuts. Did you bother to read the article?? The legislation gives the defense and a couple other departments the latitude to shift the cuts to different areas of their budget. The Senate is also working with the White House to determine what, if any, additional government departments will be given the latitude to similarly shift their cuts. The Senate can then produce their bill and the two bodies could then meet in a conference to work out the final details. That is exactly how the system is supposed to work. Obama has already said he supports this approach.
Thus far the CR is only one sided and that is the Republican side. I find it disingenuous of the Republicans to vote yes on the entire sequestration only to come back and cherry pick only the defense budget for latitude in the cuts. You don't get to have it both ways. This of course is not surprising. Both parties have their pet issues, albeit the Republicans really only care about defense and not much else. I am hopeful that their proposal, as it stands, will not be accepted.
The Senate is doing the negotiating with the White House on any additional latitude for the budget cuts. The few areas that were added into the CR passed by the House were areas already agreed to by the committees in the House AND Senate with responsibility for oversight of those agencies. You might try doing some research AlaskaGirl. At least on this issue, the CR for the FY2013 budget, the government in Washington is functioning exactly as it is supposed to.

Shutting down the government does not only affect the Congress. You do understand that a government shutdown is essentially shutting down the country and all that entails? No cops, no security at the airport, no public workers making sure electricity and water are restored after a large storm, no social security checks going out, no IRS processing tax returns, no security at our borders, no military making sure our airspace is not violated by terrorists, nobody making sure our food and drinking water is safe, no mail, the financial institutions being left unregulated. Wow, the list goes on and on as I sit here and think about the ramifications of a full government shutdown. We shut down and it becomes a global issue, as well. It's not just about us, folks.

What rights does it afford victims, that they aren't already afforded under the current law? The stripped down version, which allowed only limited protection for LGBT and Native Americans, was rejected 257 to 166. [17] The renewed act expanded federal protections to gays, lesbians and transgender individuals, Native Americans and immigrants.[18][19]

So why wouldn't these people committing these crimes be held liable under normal us law? Because the tribal laws don't allow them to prosecute non-native americans, why does that exclude those acts under normal law, or does it? It is there to see that certain agencies exist to support victims of violence. Not just rape, but domestic violence as well. It helps create places an abused woman can go with her children where they will be safe from continued abuse until they can make other arrangements for protection. It's set up for women because it is a fact that considerably more women are raped or abused than men are.

Domestic violence laws are about empowering women, through the courts, to kick a man out of his home, to ban him from ever retrieving his property, and to steal his property by filing a false complaint with a judge behind closed doors and denying the accused any meaningful legal defense. Personal Protection Orders are the key to doing this, and it happens all the time. Of course, these laws are about as unconstitutional as it gets, and there are no penalties against women who use this system as a weapon of abuse against men, but anyone who points this out must be-- you guessed it-- a domestic abuser! *gasp!*

The "Dems" have not participated in the budget process, and by Dems, I'm speaking towards Senate Democrats. The President has indeed submitted a budget proposal each year, though late, that does not reflect the "Dems" participating in the Budget process.
The Budget process does not originate in the House of Representatives. It is the responsibility of the House of Representatives to effectively get the paperwork moving towards actually creating a budget each year.
The budget process starts with the various federal agencies submitting budget requests to the President through the Office of Management and Budget.
the OMB organizes those requests and they are given to the President. This is how the President determines what he wants his budget to look like. Based on the requests of the Federal Agencies, and the desires of the President, the President then formulates his budget.

Keep in mind, "Congress" includes both houses, the Senate and the House of Representatives.
After Congress receives the President's budget proposal this is what is supposed to happen:
Both houses are to create budget resolutions, there is to then be a conference committee made up of members of both houses that reconcile the differences between the two bills. At that point, both houses need to approve the final bill.
Then this happens:
It has been Senate Democrats inaction in the budget process that has required the Continuing Resolutions following the FY2009 budget that was signed by Obama on March 11, 2009 which included the additional stimulus spending.
Spending was greatly increased in that budget and has remained at those relatively high levels ever since through the Continuing Resolutions, as that was a better option than a government shut down.
So while the President has certainly submitted a budget, as he is required, Senate Democrats have not participated in the process.
