Obama calls for at least short-term fix with cuts, revenue to avoid sequester

President Barack Obama said if congressional negotiators cannot draft a full budget by March 1, they should at least come up with a short-term combination of spending cuts and revenue increases in order to stave off deep federal spending cuts scheduled for that date.

"If Congress can't act immediately on a bigger package, if they can't get a bigger package done by the time the sequester is scheduled to go into effect," Obama said, "then I believe that they should at least pass a smaller package of spending cuts and tax reforms that would delay the economically damaging effects of the sequester for a few more months until Congress finds a way to replace these cuts with a smarter solution."

The sequester, reached as part of 2011 budget negotiations, was never actually supposed to take effect. Rather, its deep cuts, including almost $500 billion in defense spending over nine years, were put in place as a trigger to get Congress to agree to more comprehensive budget and tax reform.

House Speaker John Boehner released a written statement before Obama’s remarks, blaming the president for the sequester and saying he would not support any additional revenue increases.

“President Obama first proposed the sequester and insisted it become law,” Boehner said, adding, “We believe there is a better way to reduce the deficit, but Americans do not support sacrificing real spending cuts for more tax hikes."

In recent weeks, members of Congress appeared to be playing rhetorical chicken over the cuts, with some suggesting they were resigned to the across-the-board cuts.

“I think it’s more likely to happen,” Sen. Lindsey Graham (R-S.C.) was quoted as saying by the Washington Post last week.

But the White House has stood firm on the self-imposed cuts, with White House Press Secretary Jay Carney underscoring Friday that the sequester was always intended to be replaced.

“The negative consequences of implementation would be bad across the board," Carney said. "That's the point. So Congress needs to do its job."

And the president hinted that revenues would remain central to all budget negotiations, telling CBS in a Sunday interview that “there is no doubt we need additional revenue coupled with smart spending reductions in order to bring down our deficit."

The President, in accordance with to the Budget and Accounting Act of 1921, must submit a budget to Congress each year. In its current form, federal budget legislation law (31 U.S.C. 1105(a)) specifies that the President submit a budget between the first Monday in January and the first Monday in February.

Congressional consideration of the federal budget begins once the President of the United States submits a budget request, which is formulated over a period of months with the assistance of the Office of Management and Budget, the largest office within the Executive Office of the President. Harry Reid says he doesn't need a budget. So just who enforces the laws of the president and the congress? Why were the Republicans held to the time and date when the budgets were due? The House has submitted a budget every year only to sit on Harry Reid's desk, never looked at.

So the problems are the people and that are not doing their jobs. That would be the president and the senate that are controlled by the democrats. This is freaking nuts!!

Well, I don't know about you, but MY budget depends on INCOME. The country has an INCOME problem cause no one has enough to fund the government. You could cut evrything and pay off the debt tomorrow, but if that is all you did, our economy would still be going bust. The spending is a problem, but it has also been a savior, stopping us from amuch deeper depression

          The President's proposal never gets an up or down vote. What has been happening is that Republicans in the House take the proposal and modify it while still calling it "Obama's" budget.

          They know Republicans will never vote for anything Obama and the Democrats won't vote for a Republican tweaked bill, so it dies.

            The example I posted was the 2012 budget proposal that you mention. It was Jeff Session's bill that received no votes.

            As for the President's role, He is also the head of the Executive branch, which is separate and co-equal to the Legislative. Reid is fully independent and free to do what he wants to under the separation of powers.

              Here we go again. We have seen this for the past 4 years and we will see it for the next 4 years. Obama and the Democrats have to get off their high horse and sit down and figure out what new programs they have to cut. After all it is them that have kept the spending over the top for the last 4 years.

              We have seen no movement on the jobs front and the economy. All we have seen is Obama and the Democrats creating new ways to stop businesses from expanding. There is a lot of money sitting on the side lines because these people, like us, have no idea what anything is going to cost us next week. Gas of all things has gone up again and that means everything else will be going up. Groceries have gone up and never came down since the last time this game was played. Obama-Care with all the good stuff we were told about has still got businesses wondering what all this will cost them. So the question remains open.

              If you have been to the Doctor any time this year you will find that cost there too has gone up. The price for the drugs we use and need have gone up or have been kicked of any prescription plan you might have. The FDA has made it even harder for people that need pain medication to get what they need. If they keep this up the only ones that will have any kind of pain medication will be the criminals. Something needs to be done. Obama and the Democrats have been doing noting but creating new programs for anything.

              Gun control needs to take a back seat to all of this. We have more problems than we need and most were created within the last 4 years. Now we are stuck with that fool in the White House for 4 more years. Well done your Emperor has arrived and has invade everyone's life for the worse.
