Patrick appoints former chief of staff interim senator; first time there will be two black senators

Updated, 11:08 am ET, Jan. 30: Massachusetts Gov. Deval Patrick (D) appointed his former chief of staff, William "Mo" Cowan, to be the interim U.S. Senator to replace John Kerry. (Kerry was confirmed Tuesday as Secretary of State.)

Cowan will be one of just two African Americans serving in the U.S. Senate -- Republican Tim Scott of South Carolina being the other. But it is the first time the U.S. Senate will have two black senators serving at the same time. Both Cowan and Scott, however, were appointed. The last black senator before that was also appointed -- Roland Burris. The last elected black senator was Barack Obama.

Massachusetts appointed his former chief of staff, William "Mo" Cowan, to be the interim U.S. Senator to replace . NBC's Brian Williams reports.

Cowan will also be Massachusetts' second black senator. The first was Republican Ed Brooke, who served from 1967 to 1978.

This now means that newly elected Sen. Elizabeth Warren (D) becomes the senior senator from Massachusetts. That represents a remarkable shift from the seniority Massachusetts had just a short time ago when both Sens. Ted Kennedy (D) and Kerry served at the same time.

"Mo's service on the front lines in our efforts to manage through the worst economy in 80 years and build a better, stronger Commonwealth for the next generation has earned him the respect and admiration of people throughout government," Patrick said in a statement. "The people of the Commonwealth have benefited from his wisdom and good judgment during his time in our office, and will again in the Senate." 

For his part, Cowan said, "I am honored and humbled by this appointment today. I pledge to you and the people of Massachusetts that during this interim period I will work as hard as humanly possible to perform my duties with the needs and aspirations of our state's citizens foremost in mind."

“I am very pleased to welcome Mo Cowan to the Senate," Warren said in a statement. "As former chief of staff to Governor Patrick, Mo brings a deep knowledge of the issues facing the people of our Commonwealth to the Senate. He will be a committed, hardworking interim Senator, and I look forward to working closely with him to protect the interests of Massachusetts families."

Cowan grew up in humble beginnings in a small town in North Carolina. His mother worked for minimum wage and his father died when he was 16, the Boston Globe reported. Cowan graduated from Duke University and then moved to Boston to attend Northeastern Law School. 

On Wednesday, John Kerry said farewell to his Senate home of 27 years, as he prepares to take on a new role as Secretary of State. NBC's Brian Williams reports.

Cowan stayed in Boston to practice law and became friends with Patrick while both were attorneys.

Cowan also helped former Republican Gov. Mitt Romney, and 2012 Republican presidential nominee, identify more diverse candidates for his judicial picks.

Patrick was also considering businesswoman Carol Fulp, who is African American, and Margaret Marshall, the first woman state Supreme Court chief justice.

Former Congressman Barney Frank openly campaigned for the post, but his lobbying is said to have rankled Patrick. Frank also criticized Chuck Hagel, President Obama's pick for Defense Secretary. Obama and Patrick are good friends, having gone to law school together. They've even shared speech writing.

Frank walked back his criticism of Hagel, but that may have been too late.

The state set the special election date for June 25th; the primary will be April 30th. 

Former Republican Sen. Scott Brown says he's now "leaning strongly" toward a run for the Senate again.

The top Democrat is seen as Congressman Ed Markey, but a poll out this week showed Brown as the favorite, if he runs, as he held sizable lead over Markey and other Democrats.

Frank also criticized Chuck Hagel, President Obama's pick for Defense Secretary. Frank walked back his criticism, but that may have been too late.

Most of us know that most everything that happens in life has consequences. Sometimes they can be very subtle, other times quite glaring. There are very few times when things in life don't come full circle.

When people make comments as Barney Frank made, they are usually form the heart. They may later regret saying them, but it is usually because of repercussions of the statements. This certainly seems to be the case here. His statement ruined his chance for the senate seat and it should prove as a shinning example to everyone, especially in politics, that karma can be a real bitch.

I have no doubt that Gov. Deval made a great choice and that Mr. Cowan will fill in quite nicely for the people of MA.

I'm with you, Feisty---would have loved to see Lawrence O'Donnell in the seat! Disappointed for Barney Frank because he would have done a good job but appreciative of his service to our country.

Lost in all the Democratic convention coverage with the fabulous speeches given by President Clinton and Michelle Obama, not to mention President Obama, was the terrific speech that Gov. Patrick gave. Very impressive.

because of Romney, state college education increased on average 63%

because of Romney, MA was 47th in job creation

Romney's approval rating was in the low 30s and he would have NOT been re-elected if he decided to seek the 2nd term while Patrick was relected to the 2nd term. And if you are going to use approval rating figures, come up with something that is more recent than 2011.

Articles written like the one above focus on perhaps the least relevant of a subjects characteristics, race. The last elected black senator was Barack Obama? Ryan's conviction for fraud, racketeering and other charges was the culmination of the federal Operation Safe Road investigation that exposed rampant bribery in state driver's license facilities while he was secretary of state as well as misdeeds as governor.

After a six-month trial, a federal jury convicted Ryan in 2006 of steering millions of dollars in state business to lobbyists and friends in return for vacations, gifts and other benefits to Ryan and his family.

I can not believe that anyone would say that Barney Frank would have been a good choice. That moron was one of the two people instrumental in the repeal of Glass-Steagal which is what lead to the massive banking crisis. He was also one of the people who fought against changes to Fannie Mae and Freddie Mac that could have helped to avert, or at least lessen the housing crisis. Barney Frank has been involved in some of the worst financial decisions in history. To have him as a senator would be a complete joke, not to mention potential disaster for this nation. At least Mass. law calls for a special election so that the people will get to replace this political toady that the governor appointed in fairly short order.

Given the complexities of governing, I happen to believe that experience is an important criteria for leadership positions in the Senate. Despite the machinations of the Tea Party, the reality is that governance in this day and age is extremely complicated. Legislation is an exercise is legal language, compromise and assembling the votes. It is important to know the people, the pressures of their constituencies, and their own personal biases. It is not a job for the uninitiated or naive. It takes time and experience to be effective in Washington. Too many of our recent Tea Party members clearly have no concept of how government works or the fact that democracy was intended to foster compromise, not dictatorship by the minority.

The question Now for MSNBC's people in the KNOW to me is "When are You going to Promote Rachel to Political Director " & put Chucky T. out to pasture? He already follows Rachels leads from the previous Night to use on his morning show & i'ma guessing it's because Chucky T. is Too Lazy to do the investigating part of Journalism, so he just uses other's Research to try & Form the next Days Talking Points for Every News show on MSNBC!

I'm sorry for coming off like this angry troll, but I'm actually from Massachusetts and it ticks me off that some ultra partisan internet troll can go around lying about how my state is supposedly better under that window store mannequin of a politician we know as Mitt Romney. I won't speak for New Jersey, because I don't know its politics that well. But as far as Massachusetts goes, let me tell you the REAL story:

    Now before I get into this, let me just get out there that I am NOT a Republican and NOT a Democrat. I'm an Independent who believes blind party bias is tearing our country apart. So I make these judgements through my experience living through them, and not some fraudulent notion of party bias. You wouldn't think I would have to say that, but if I don't some radical troll always inaccurately calls me partisan names if they don't agree with me. I don't know why this has become necessary, but it is what it is.

    Back to the story of Governor Romney:

    Romney came into Massachusetts. The results? Massachusetts went to 47th in job growth under Mitt's watch, and that was during the Bush years. 47th!!!!! We were 36th before he came. Not great, but not bottom of the pile, either. Yes, Romney inherited a situation that wasn't ideal. And yes, he also made it much worse. He put almost no effort into trying to fix the economy, and even less money.

    Trying to balance the budget off Massachusetts, Mitt Romney slashed education and elderly housing. Every year the public school system in towns and cities across the state would talk about what they would have to cut and which schools they would have to close down because they didn't even have half as much as they needed, let alone anywhere near enough to function. But at least he balanced the budget, right? Wrong! Completely gutting elderly housing and education were only some of the cuts he made. And yet he was still no where close to balancing the budget even with all those harmful cuts.

    And then how could we forget Romney-care? Anyone who actually would truly consider themselves a Republican would not praise Mitt Romney off all people for his role as Governor of Massachusetts for many reasons, but especially because of the disaster that was his healthcare plan. Romney-care was not only the template for Obama-care, which Conservatives claim they hate so much, but it was also a financial disaster that added to the disaster that was already Mitt Romney's budget.

    I'll freely admit I hate Romney. I hate him for what he did to my state, and I hate him as a gutless politician being who can't hold a stance on anything. I don't care that he has money. He simply isn't a leader or decent politician when in office.

    Deval Patrick's story:

    I freely admit I was skeptical about his campaign for Massachusetts. So much so that I didn't vote for him. I won't get into why I didn't like him, because it isn't important. The important thing is that I was far from impressed. The funny thing is that Deval Patrick came in and eventually fixed most of what was wrong with Massachusetts. It didn't start out that great, and he did make his share off poor choices especially early on. Early on, I admit that I couldn't stand him.

    However, he did grow into the position soon after that and started doing a good job. It took him a couple of year to get going. But eventually, he did damage control on the mess he inherited from Romney, including doing what he could with Romney-care. Admittedly, he also took credit for it. But to be fair he was the one who cleaned it up so that it was at least viable. Our education has come back thriving under him. And when the great recession hit, Massachusetts was hit less than much of the rest of the country, and actually became much stronger under Patrick's watch than under Romney.

    He actually balanced Massachusetts budget, and was even prepared to be able to keep it balanced for awhile if we actually hit the debt ceiling during the debacle that was (and still is) the debt cieling crisis. I thought that was very impressive. Despite his businessman reputation, Mitt Romney couldn't even balance a budget, let alone do something like that.

    Conclusion:

    Now, it is true Massachusetts was hit decently hard in the past couple years. And Deval Patrick is far from perfect. He has certainly made his share of mistakes and questionable choices, especially early on. However, he is a competent governor and has overall done a pretty good job. And he is worlds better than Mitt "I changed my mind" Romney-care.

    Basically, to say that Mitt Romney did a better job than Deval Patrick as governor of Massachusetts is laughable at best.

      Supporting constitutional rights wrong? Supporting that if you can lay out of work on strike that you shouldn't mooch off the other taxpayers from govt handouts. That's a choice not to work.           Unlike a 'kitchen table' economy, active commerce is what drives a national economy. The reason the economy has contracted is because all the rich corporations are holding their cash in order to pressure government for less regulation.

          Their big plan of waiting until Romney was elected to release their billions into the market backfired big time, and now they are totally confused as to what to do.

          As the Dow goes to 14k, the large companies are going to have to accept that a DEM is in the white house for another 4 years.

          Just watch, in another 6 months, these companies are going to be competing to be the first ones to get their money out there and working for them.

          I predict a boom economy for 2013-14.

            Your first statement about Greece...Greece is the way it is because the country refuses to live with in it's means.             Look at what the Administration is doing to Energy. These corporation do not know if the EPA is going to put an Air Restriction so tight ..that they have to close the Power Plant down due to it being far to expensive to retrofit their plant . Therefore the Corporations hold their money. Power Plants have no work done to them ..no Capital Projects ..just layoffs( I am one of them). By the way the reasons for these tighter Air Restrictions ...are to appease his Environmentalist voting Block and Pave the way for Green Energy....which only has the capacity to take on 20 percent of our Energy needs.

            The Romney Plan...Never saw that plan... I am guessing you kind of made that one up ....not sure. I just never saw it and never heard of that particular strategy.

            Be careful with the DOW...isn't that where Romney made a lot of money and people do not like that . They want more restrictions and Taxes on those types of people...therefore causing many people to stay away from the Stock Market...That could certainly cause a dive in the Stock Market if this Administration gets its way. Going with that dive will be the 401k's and other retirement Investments.

            6 months for the massive turnaround that Obama has been predicting since he stepped in office? I don't know...many signals show that is not going to happen. To many Under employed people..Too many deadbeats on the rolls. I hope I am so wrong and you are right.

Once Cowan takes office, he'll be only the eighth African American to serve in the U.S. Senate, and it will be the first time in American history that two African-American senators served at the same time -- South Carolina's Tim Scott (R) was appointed to fill Jim DeMint's vacancy earlier this month.

              Moreover, with Sen. Elizabeth Warren (D) having been elected a few months ago, this will also be the first time in American history that a state's Senate delegation has been made up of one woman and one African American. While we're at it, let's also note that Massachusetts will now be the first state to ever be represented by an African-American governor and an African-American senator at the same time.

                  It's funny isn't it - if he had selected Barney Frank or Vicky Kennedy, all would have been right with the pick. No one would have questioned his selection.                           Not every fiscally conservative person on the planet is socially anal. Massachusetts, has many examples of poor leadership, but we get it right once a decade or so.

                          Scott Brown, the likely Republican contender, does not simply vote party lines. Do a little reading before you spout. The man is basically socially liberal and fiscally conservative. He even believes in reading a piece of legislation before he decides to vote for or against it.

                          If only by accident, this state does produce a few rational leaders. In addition to Brown, former Republican Governor Bill Weld, and former Democratic Senator Paul Tsongas come to mind.

                          Political parties be damned, each of these people seek or sought to lead by rational, reasonable governance.

                          Scott Brown might not simply vote party lines, but Scott Brown does sometimes vote simply. He lost a significant portion of what would have been termed the Reagan Democrat vote when he followed the GOP line and voted against extending unemployment insurance, directly impacting and alienating thousands of unemployed blue-collar Bay Staters and their families and friends who might otherwise have supported him. His alleged social liberalism seemed to have abandoned him in his reluctance to distance himself from war-hooping and tomahawk-chopping supporters. Perhaps his fiscal conservatism was the reason for the liberalism with which the financial community made their campaign donations, but perhaps not. He proved himself effective against Martha Coakley, but was outclassed by Elizabeth Warren. Ed Markey has been to the rodeo a few times, so Brown may be reviewing his career opportunities.

                            We're all entitled to our own opinion, and I have to disagree with your opinion regarding Warren outclassing Brown during the election. Frankly, I found the whole process classless in the best case, and blatant lies in the worst. I wouldn't and don't exclude Brown or Warren from that criticism.

                            I don't believe it to be the case, but your assessment of how the vote fell may be entirely correct. Regardless, I agreed with the decision to deny extending unemployment benefits. Unfortunately, it does directly affect some of my friends and family. That doesn't mean it wasn't the correct decision for our country. I am self employed, so it does not have a direct bearing on me. There are no unemployment benefits for the self employed.

                            I have supported other legislation that does work against me personally and financially. For me, it comes down to what I believe to be the best decision for our country.

                                Romney didn't run again. He checked off the little box next to "be a governor of a state" on his "things I need to do to run for president" list. He was hated in the state when he left office in 2006, because he went from being moderate to far right in preparation for a shot at the presidency in 2008. He did very little as governor, primarily because he was overridden at every turn by a massively democrat legislature.

                                  anothermick, it was unfair of Barney Frank to take center stage on this matter.

                                  It was unfair to the governor and it was unfair to whoever the governor decided to select.

                                  Now everybody is up in arms, through no fault of Gov. Patrick. This was not his doing, it was Barney Frank's doing. He should have stayed out of it out of respect for the governor and the decision he had to make. And out of respect for the person selected.

                                  You can't put the governor of a state in that kind of position with the left now up in arms at a governor who never asked for their approval before making a decision. He was put in the middle of a situation he should never have been put in.

NO ONE was shredding the SS system and the voucher system was going to put into place for those who WANTED it (it was an OPTION, nothing you lapdogs understand), but still had the Medicare option. Try looking something up yourself, reading it, and then forming an opinion. It is better to be silent and thought a fool than to open your mouth and remove all doubt. You, Amy, and so many like you remove doubt with every post.

                                        Scott Brown would be a political fool to run for this office. If he were to win the special election, he'd still be ousted in 2014. His best bet is to wait out Duval Patrick and run for Governor.

                                        Brown wants that seat so bad he is already salivating over it. He lost it after he was appointed to replace Ted Kennedy and now he wants another run at it. He lost before and he will lose again.

                                        Why does this have to be about a BLACK senator? Why can't this be an appointment of former democratic aid to governor? When a white person is appointed you don't hear that another white person is appointed making the 48th white senator serving. Frankly I could care less if he is black, white or purple all this statement does is fuel the racial fires and that is what the dems do best.

                                        I agree catthepat but I believe by the dem insistence and pressure it doesn't allow the repubs to do anything without the dems calling it racist even though it may have nothing to do with racism. I mean because the repubs want to see tighter immigration laws that means they are racists and hate Hispanics=dem vote. Repubs disagree with Obama legislation means they are racists and don't like obama because he is black=dem vote. Repubs are not on the side of abortion they are discriminating against women=dem vote. You know I really don't know how the dems became the champions of the gay community because I really can't think of how the repubs have affected them anymore adversely than the dems. Gays still can only legally marry in a few states and unless the insurance companies go along with it you still can't insure your partner if you aren't married. So why is it they associate more with the dems???? I guess obama can lie better than the repubs.

Both know the intricacies and mines laid out in the Senate. You know me, I call it like it is, and that drives the racist right wingers nuts, but in this case I think the Governor played the race card. Both, him and Corey in Newark have dropped a couple of notches on my book. Corey, for his blind ambition allowing him to disrespect the great Senator Lautenberg, and for speaking on behalf of the hedge fund lobby in the past. I simply do not trust his "convictions". Also, there's something strange in his eyes....Do I sound like Bush talking about Putin?
