The president is taking his second-term agenda on the road next week.
However, the topic of Tuesday’s trip is immigration and not gun control. While event details are still being sorted out, the White House has confirmed that “the president will be traveling to Nevada on Tuesday to redouble the Administration's efforts to work with Congress to fix the broken immigration system this year.”
This comes after an unannounced meeting at the White House with members of the Congressional Hispanic Caucus Friday morning. Members of the caucus and the White House expressed a “sense of urgency” when it came to tackling the issue of comprehensive immigration reform.
Since his re-election, President Obama has said that he would attempt to tackle the issue in his second term and the topic was given prominence by being included in his inaugural address.
“Our journey is not complete until we find a better way to welcome the striving, hopeful immigrants who still see America as a land of opportunity,” he said Monday.
Rep. Luis Gutierrez (D-IL), who has been an outspoken supporter of the DREAM Act and comprehensive immigration reform said after the meeting, “We all need to work together -- the president and Congress, Republicans and Democrats -- to get something done right away."
In an interview late last year, House Speaker John Boehner said, “I think a comprehensive approach is long overdue, and I’m confident that the president, myself, others, can find the common ground to take care of this issue once and for all.”
But while there has been acknowledgement and even some optimism on both sides of the aisle that there needs to be some type of reform to the country’s immigration system, it is still unclear how any kind of large-scale reform would move through Congress, what the details would be, and who would spearhead it.
President Obama's push for comprehensive immigration reform comes after his sweeping advantage with Latinos in his re-election. Obama won 71 percent of Latinos, up from 67% in 2008. They made up 10 percent of the electorate, up from 9 percent in 2008, which underperforms their population nationally -- 16 percent, according to the U.S. Census.
In Nevada, those shares are even higher. Obama won 74 percent of Hispanics in Nevada, and made up 19 percent of the electorate (but are 27 percent of the overall population). They were crucial in helping Obama to a 52-46% win in the Silver State, as well as victories in Colorado, New Mexico, and Florida.

If ever there was a bottle whose Genie escaped it is this one. Putting this Genie back into the bottle is impossible now. How can it not be when the Genie has been allowed to metastasize so completely? It elects our presidents, sets our policies and has the utter audacity to march and demand status whilst being wholly illegal, right there in front of the cameras. And you think we can do something about it? Fools all.
And for those of you clamoring to pin the racist word on me, go right ahead. But, right before you do please think about any community, and I do mean any, wherein a highly concentrated gaggle of Hispanics reside. See any green lawns, picket fences and families gathered on the porch? No, but you do see abandoned cars, mattresses, shoes hanging from the electrical wires and gang bangers on every corner. That my dear folks is the difference between immigration of yesteryear and this nonsense of today.
Yes, I see green lawns, picket fences, families enjoying a barbeque all the time.
showshanda--That is the difference between LEGAL immigration, and illegal immigration, which not only allows(sic) immigrants with NO job skills to come here, and then allows them to NOT assimilate into OUR society, but rather to maintain the 'society' of where they came from.
ILLEGAL behavior, (coming here, working illegally using false or stolen ID, driving illegally, etc., does NOT usually make for ideal communities.
Where is CODE ENFORCEMENT, when these neighborhoods are going to hell,
with trash piled up, abandoned cars, etc? If your city/town has Code Enforcement,
then they need to punish those who do not properly care for their properties, even
if they are "renting". There should also be a clause, in the Section 8, housing
vouchers, that demands, that those who are receiving assistance, maintain the properties
they are renting, to certain standards, or LOSE the assistance. With all the babies
they keep having, some of those babies, are old enough to rake, and clean the yards,
and NO junker clunkers should be in their yards, Unless we enforce the laws that
Code Enforcement is hired to do, in every City across the country, then all those working
in Code Enforcement need to lose their jobs. After all, if they are not doing what their
job states they do, why pay them with our tax dollars, to sleep in their trucks?
The decline of America is in everybody's face and yet only a few are complaining about what's happening to this one time great country. The government has been infiltrated over time with some scary personal. Probably Obama is the cream of the scary because he has all the other anti-America groups behind him all wanting their piece of America. Well I got news for you, by the time it's over if Obama and his flock of sickos get their way there will not be a America any more that has programs, policies, laws to protect the innocent, all that will be left is a shadow government that takes what it can from it's inhabitants with brute force & rule. Like Hugo Chavez of Venezuela, or some other 3rd world country that is ruled by a Radical, or Marxist, or the Muslim brotherhood, the writing is on the wall for all to see if you have guts to admit it. by the way Obama is a Muslim who sympathizes with Muslim brotherhood, but you already know that, you just don't want to admit it.
America is in economic recovery.....not decline.
Obama won the election, and you are in the minority. He is not a sicko.
"Shadow government, marxism, Muslim.....etc."....what a load of crap.
Obama is a Christian, the birther movement is dead.
obama won the election with 50 % of 50% of eligible voters..nowhere near a mandate or a huge majority....obama is an ass......
Eric you don't have a clue when it comes to what is happening do you.
Nor do you read much. This country is not coming together and improving it's falling apart were just waiting for the next round of this depression it's no longer recession. And yes more will see job loss.
There is no budget because they would have to cut SS, health care and create jobs for the young.
More money the government takes in the more they will spend on war.
Changing the immigration law just gives the government more young people and old people that need services that they can not provide now.
Mr. OBAMA needs to let all the gates open to these people ; and completely drive the republican conservative tea party of the RACIST to extinction. But then , the poor poor supremist movements , WHERE WILL THEY GO ??? LOL !!!!
Playing the race card to advance your position is the first sign of ignorance!
Every time some idiot calls the Tea party racist they need to be reminded of the 2010 elections where the Tea party elected more minorities then your Liberal racist party. Look it up fool
Nominating minorities that are racist is not an accomplishment.
Eric- "Nominating Minorities that are racist" only in a Liberal world would that make any sense
Only in a Republican world would that not be understood.
So racist will only vote for minorities, if that was the case in your land of OZ Obama would have won by a landslide, like I said only in a Liberal world would that make any sense
Obama did win as a result of the Latino vote.
Eric what are you saying Latino's are racist? How Liberal of you
and really ruin our nation....
They will go to their guns.
NEXT UP? With all of the issues facing the country, like passing his first budget, cutting spending, and getting us out of his recession, etc "The One" thinks that the highest priority is to give amnesty to 20 million illegals, and make it easier for their replacements to come?
Who would possibly think that piece of political payback is a BAD IDEA ?
Immigration reform is what America wants.....NOT doing this is part of the reason Romney lost.
Eric it's near the bottom of the list
http://www.gallup.com/poll/145592/americans-congress-obama-tackle-economic-issues.aspx
Sorry to burst your bubble but the POTUS had four years to address immigration and failed to do so. Instead he tossed out some bread crumbs 4 months before the election and got by on that. The bottom line...secure the border then we can talk.
Obama won the election, he gets to choose the priorities. Presidents only have a small time to implement changes in a second term.
Obama won the election in part because he promised to do something about immigration.
If he has to drag others kicking and screaming to do that....so be it.
Can we at least agree that illegal immigration needs to be stopped before we can deal with those already here.
Exuce me Eric "he gets to choose the priorities" but I thought the President was suppose to work for the people who elected him and immigration is at the bottom of the pile. Didn't realize we elected a King
Presidents do work for the people, but all Presidents pick their priorities. They are not driven by the polls.
Illegal immigration is a major issue.
Wrong again Eric, Romney did psupport immigration reform, his problem washis vision didn't included a path to citizenship for illegals.
Eric--while you and the Dems are Whooping and Hoorahing about Obama's supposed MANDATE to pick priorities, remember A) that Obama got 8 MILLION fewer votes in 2012 than he did in 2008, B) in 2010, the US voters, largely as the result of NOT agreeing with Obama's priorities (mostly the flawed health care bill) gave the REPUBLICAN party a HUGE victory in the House of Representatives (and made gains in the Senate) AND elected a large batch of Republican governors to the States, giving the Republicans a big majority there and any a majority of state legislatures, and C) in 2012, the voters, who vote ON EVERY Representative in the House every two years, not every 4 like for Pres, or every 6 for Senators, RE-elected all but 2 of that Republican House, and D) the ONLY reason the republicans did not pick up Senate seats was because of two HUGELY flawed candidates, whom Fatty Arbuckle (look him up) could have beat. (And in my state, MO, the two GOOD candidates beat each other up in the primary, splitting the RATIONAL Pub vote, and allowing Akin, a buffoon, to sneak in as the candidate, and ALL of the prominent Pubs in the state AND in DC called for him to step aside because of his idiocy.)
So, while YOU seem to feel like Obama got some kind of MANDATE, I think he got more of a "lesser of two evils' vote, and lost any momentum he might have had.
He certainly can TRY to pick the agenda, but he'll have a really tough time getting it throught the HOUSE of Representatives, which is the only one of the three branches that gets a thumbs up or down EVERY two years, and got a BIG thumbs up in 2012, to NOT rubberstamp Obama' s policies.
p.s. and watch Border Wars for a truly eye-opening experience. *shakes my head*
It’s become abundantly clear that President Obama and congressional leaders are afraid of the "Big Bad Debit." They continually want to keep the attention on those emotional issues like gun control, gay rights, immigration reform while the debt continues to grow at an accelerated rate. For well over two years the debt ceiling has been an issue of concern for this nation, yet a last minute approach has been taken to deal with this issue. Basically, using symbolic terms, the debt is sitting on the back burner. Meanwhile those coveted emotional issues have the vice-president chairing commissions, the president making them the corner stone of his big speeches, second term and are standing front and center. Ah yes! Emotion,........what a concept!
Again, let it be known and screamed from the mountaintop, the President and congressional leaders are afraid of the "Big Bad Debt."
(Notice how I have flipped the script on those in the nations capital and beat them to the punch by coming up with a cute little term for the impending financial crisis? Their “Fiscal Cliff” slogan has got nothing on my “ Afraid of the Big Bad Debt” catch phrase.)
Obama isn't afraid of the "big bad debt". It's Boehner that's walked away from the 4 trillion dollar deal twice.
Your right Obama doesn't have to deal with the debt he just runs away to Hawaii
Boehner's the one that's been running. Not Obama.
Eric you need to get a case of paper towels you are drooling all over your King Obama. You sound just like a teen at a Justin Bieber concert. Info Obama is just a Chicago politician get a Life
Eric, it was a bad deal for America. You be glad he walked away.
Me thinks Erick is brain washed
Money to big oil. You progressives never get it right. Fact the money went to small companies for searches and prospecting for new oil deposits. Also without this your pump prices would be a lot higher. Big companies got very little. You Democrats make up everyuthing without facts,. the reason this country is going down. If Obama doesn;t like what congress does he just goes around the back door with presidential releases. How many constitutional laws has he broken already, count them. He gets away with it. PS oil compaies pay a very high tax around 50% of their profit to the government.
Gene--exactly--my (reluctantly) DEM Senator, Claire McCaskill voted to continue oil subsidies because, as she put it, when the price of Oil at the pump is ALREADY pushing $4, it is NOT the time to be reducing oil subsidies which would FURTHER increase the price of oil for the little guy.
Before I say what I have to say, I just want folks to know that I accept and value people of all races, ethnicities and origin. I also respect the fact that most immigrants that come to this country do so with a purpose. The ones with true intent work harder than ordinary Americans and are often more involved in entrepreneurship. With that said, this "Dream Act" immigration reform business is nothing more than another step toward globalization and the blurring of the U.S. borders. It is also a backdoor program to theoretically raise tax revenue by increasing the working population. The problem with that is that the U.S. economy is broken and the job situation in this country is abysmal. There are way too many people out of work and too much competition for job openings. Now, if you compound this with increased immigration, it will only lead to a much bleaker unemployment situation. If you are out of work, not only will you have to compete with other Americans but now you have to compete with a flood of immigrants. Not only that, but, it has to be said that immigrant entrepreneurs and small business owners often favor their own kind. They will sell to other Americans but they will only hire people who look like them. I have seen this a lot, especially with Chinese immigrants. They often get into corporate management and use discriminatory hiring practices (racism, nepotism etc) as well.
So, what happens to the immigrants who come to this country who are low skilled and don't make it? Well, California is a living microcosm of that. Increased crime and a ballooning welfare state is the result of that. The birth rate in the U.S. has gone down, but, immigrants come to our country and they breed. With population growth of with these people come here and are a success or not, they will inevitably tax our system both monetarily and ecologically. The birth rate in the U.S. has gone down, but, immigrants come to our country and the breed like wild fire. I don't mean to sound like a eugenicist but excess population growth in an economy that is not strong is a recipe for disaster. The demand of food, oil, healthcare, education and government based entitlements will skyrocket and so will food/commodity inflation and taxes. I didn't even mention the effects on state budgets. I like Texas and it is on my list of places to relocate to in the near future but I am not so sure now. My thought is that Texas, through the impending flood of both immigrants and folks from other states, will eventually have to institute some sort of state tax.
I am all for giving people from other countries a chance at success but now is not the time for this. This only benefits two sets of people: Corporate America tycoons in search for cheaper labor and politicians pandering for extra votes. Coming from a former dummycrat (now Independent), the democratic party is in complete shambles as is the Republican party. This is the perfect time for the rise of a third party and they know. Why not open our borders, offer them the faded dream of the American life with the dog, picket fence and what have you and moreover increase the voter constituency in your favor to keep your legislative and executive drones in the power seat. Our dumbed down electorate are too dumbed down to see what is coming or care to do anything about it though. More hardship for ordinary, natural born Americans is what this amounts to. I don't like what is becoming of this country.
obama is the biggest panderer.....and a complete ass..
the adults that are here illegally send them back the kids that have been here accept them and lets keep it moving
It truly amazes me how the liberal rags just continue on with the odumbo agenda like nothing is wrong. For 5 years these rags have went on about the so called Bush tax cuts but odumbo sidestepping the Constitution AGAIN gets a little side bar article. You people keep wanting to blame this party and that party don't you care that you have a prez who has no regard for the law of the land----The Constitution?????? He has already sidestepped the Constitution when he first address the immigration issue prior to election and then he only did so to garner more votes. When will you people call this prez to task and make him operate within the Constitution?
“Recently, Obama has been re-elected for a 2nd term by an illiterate society and he is ready to continue his lies of less taxes while he raises them. He gives speeches of peace and love in the world while he promotes wars as he did in Egypt, Libya and Syria. He plans his next war is with Iran as he fires or demotes his generals who get in the way.”
"He is a Communist without question promoting the Communist Manifesto without calling it so. How shrewd he is in America. His cult of personality mesmerizes those who cannot go beyond their ignorance. They will continue to follow him like those fools who still praise Lenin and Stalin in Russia. Obama’s fools and Stalin’s fools share the same drink of illusion.”
"President Vladimir Putin could never have imagined anyone so ignorant or so willing to destroy their people like Obama much less seeing millions vote for someone like Obama."
Pravda 11/19/2012 By Xavier Lerma
Take a sheet of paper and draw a line, lengthwise, down the middle. Now think about the last thirteen years and consider everything the Republicans have said and done, all they aggressively faulted, stubbornly blocked, arrogantly pushed, strongly advocated and constantly supported, consider all the propaganda as empty rhetoric aimed to con the people and manipulate public opinion and then list everything that benefited the very wealthy, the 2%, "the money" on one side and everything that was to serve the majority, the people, the 98% on the other side. When you finish you should have no doubt that the current Republican Party is completely owned and controlled as "puppets" aiming to serve only "the money", their masters and strong supporters ... and if that isn't the case, if you don't see that, then go through it all once more and this time be honest.
stop obama at all turns....
They are all puppets....both democrats and republicans. Sorry, but there is no difference between any of them.
Amnesty is a word they are not using in DC, because the word upsets so-many people and right so. Reagan promised us his reform and amnesty for millions would resolve the issue of illegal immigration. Call it what they
want, DC is about to give another free pass of amnesty to millions of law breakers.
Arrest those here illegally, arrest CEOs of business that hire them for aiding, abiding profiting from their crime of hiring illegals for cheap labor and seize all their assets. Watch how quick illegal immigrates run for the border, back home where they have stashed their US dollars.
With millions of job stealers gone, watch how fast unemployment numbers plummet to an all-time low. Watch of quick federal, state and local budgets rebound and there is money in the bank.
On average, Illegals through homicide and accident kill 20 U.S. citizens every day of the year. (around seven thousand dead per year)
Illegals only do jobs that U.S. citizens won't do... That is until they can find something better. (Currently many light construction and other entry level jobs formerly held by Citizens are now held by illegals who are willing to use falsified papers and identity theft to gain employment. Illegals undercut the prevailing wage in essence stealing many jobs that were formerly held by citizens.) But illegals will only do jobs that U.S. citizens won't do....
Mine the damned border! We are under attack....!
Notice that Obama cannot seem to keep on message. First it was gun control, now it's immigration. He simply cannot seem to keep focused upon the economy and the deficit for more than a few minutes at a time. Could it be that he realizes he doesn't have an effective strategy?
he is an ass....
I have been setting here watching the Sunday morning talk shows, and I have come to the conclusion that the Republicans need to set back and let the Socialist Democrats have their way and let them barrow and spend all they want.Things will be nice for the next couple of years but when it all sets in and the country goes bankrupt and social securiety and medacare go broke and our kids and grandkids are hundreds of thousands of dollars in dept and there are no jobs and people are rioting in the streets then we can thank all those illegal immigrants and all those socialist Democrats for givning us such a great society. If you want to see the new Amreica take a look at Chicago or Detroit.Billions in dept unemployment up around 14 or 15 per cent.
Michael--I'll go you one better--the US currrently, under our so-called "broken" immigratin system that needs 'comprehensive reform' ADMITS over a million LEGAL immigrants PER year (that is 1 for Every 300 AMERICAN CITIZENS) and of those LEGAL visas for immigration we issue, nearly 2/3 go to Mexican Nationals, with nearly 20% of them going to Central and South American HISPANICs.
HOW is that fair to the 'striving hopeful' (to quote Obama from the above story) immigrants from THE REST OF THE WORLD? Are the poor in Mexico MORE Poor or 'worthy' than the poor in Bangladesh? Iceland? Ethiopia? Laos? Au contraire, with the exception of Iceland, the poor in those countries make most Mexican poor look comparatively wealthy. So why is MEXICO allowed to 'export' 15% of their 110 million citizens (mostly the poorest and poorest educated) to US for OUR citizens to pay for? If we need reform, SURELY that reform should involve making things more FAIR for potential immigrants from around the world?
And SURELY, since the US is NO LONGER full of 'wide open spaces', but rather, pretty much 'full up' WE, the Citizens of the US, have a RIGHT to limit not only the number of immigrants we allow, but also to limit the TYPE of immigrants who come here to the ones who can SHOW that they will not only NOT be a burden on the US Citizenry (and not just financially, but in terms also of infrastructure) but actually have some kind of skill that is NEEDED here, or to show that they already have a 'career set' that will INSURE that they will not be a burden on our taxpayers AND our systems?
And let's be honest--SURELY we have a right to INSIST that any new potential immigrant LEARN ENGLISH? No matter WHAT their native language is, English IS the international language MOST used by businessthroughout the world.
English is THE most marketable 'skill' an immigrant can get, the one that, IF some day they return to their country of origin, will an AUTOMATIC job qualifier.
On the other hand, Spanish will ONLY help Americans to cope with people who aren't williing to learn OUR language, so why should WE have to learn theirs? Ditto Chinese, only worse, since even the CHINESE don't all speak the same language.
So when our government starts talking "comprehensive immigration reform", I don't want to HEAR about increasing the NUMBERS we allow--I want to hear about how they are going to make it FAIR,(and not just to Mexicans) how they are going to make it beneficial to AMERICAN Citizens, and how they are going to have a PRAYER of enforcing it, with no fence on our southern Border.
THAT would actually BE comprehensive immigration reform.
it'll never happen with obama pandering to illegals...
next up on obama's agenda....obama fights impeachment articles charging him with lying under oath and war crimes against pakistan and afghanistan....sweet.....
Some illegals should be shown leniency and be allowed to become citizens thru proper channels. From what I've experienced many of them are productive and hard working. The old saying though, if you can't do the time, don't do the crime--meaning coming here illegally is a crime and they should be held accountable. Doesn't mean we can't be tolerant and understanding in most cases.
obama needs to be deported....to wherever he came from....no one knows even at this late date....deport obama and let him prove he belongs here....
Just got an idea the corporate big and small business guys, farmers, etc. that have hired illegals a lot will go for so repubs will go for it - give them all at least green card status immediately if the repubs will keep them employed at their below-minumum wage no benefits jobs they always hire them for. May as well start by realizing 13 million of them are here because a lot of them are doing work that for some reason Americans can't get (because they want at least the minimum wage or more, meaning US citizen employee treatment...oh those taxes employers pay like soc security, unemployment don't happen with illegals) or won't do if we don't have enough unemployed that will lower themselves to do the hard labor and dangerous work illegals do.
The problem is not going to go away. Make all illegals legal and you just leave room for more to come in and work under the table. The problem does not go away.
Immigration in what ever form needs to be enforced which it is not and states that try are kicked in the butt for it.
I have no problem with that but as with many things that eventually get controlled by folks way above our level in both DC and the business world, there must be a reason our leaders of both of those have not lifted a finger to change things for last 30 years this problem started so they and especially some part of the business world must like paying illegals to work for them and never wanted this to change. Unfortunately they control most of DC like robots too.
What do you think about Illinois joining three other states in giving illegal immigrants drivers licenses ?
My first thought was oh-no, but maybe it is a good idea. The argument the government has had up to now about not being able to deport because there is no way to locate or track the 12 to 14 million illegal immigrants in the country. However, if most of the illegal immigrant adults had photo drivers licenses that show them to be undocumented, it would be easy to track and locate them when the need arises.
Not going to work nice try. Remember they already have the documentation illegal but documentation
Along with making them pass a driver's license test so they should be as safe maybe as Americans (although you wonder about reading street names and signs a problem distracting them if they can't speak/read english). We need to get to setting up regional federal processing centers or whatever you want to call them, so we can screen the ones that may have a US employer needing them and then give them all their green card/ID stuff there, then deport humanely the ones our businesses can't keep employed with their families. That will make DC really respond to unemployment when they have to get involved with determining which of the 13 million have an employment purpose for staying here.
BearcatBill,
We Americans have greatly underestimated the intelligence of illegal immigrant workers who work for much lower wages than Americans could. But when you think about it, in most cases the illegal immigrant worker takes home more pay and benefits than their American counterparts...............Example: A construction worker in California making $17 an hour must pay nearly $5 per hour in state, federal taxes, union dues and health care premiums, whereas the illegal immigrant worker pays nothing and takes home the full $13 per hour he is paid to go along with his free health care at the American workers expense
huh, the democratic media (read: NBC, CBS, ABC, MSNBC ) barely a word about the Obama getting his knuckles wrapped for bypassing the Constitution in his "recess appointments. The arrogance of this "king"- alas he has indeed, no clothes. The King of Divisiveness, Class Warfare and the leader of a Society of Governmental Dependency and coveting your hard-working neighbor. THIS, is/will be the Obama legacy.
First item for reform should be repeal or re-interpretation of the 14th amendment which has been interpreted to mean that anyone born in the US is an automatic citizen. That was put in to ensure that slaves and freed slaves, along with their children, would have citizenship, not so illegals could pop out citizens on our soil. Without changing that, no other reform should even be considered.
It’s actually somewhat amazing that anyone would question this. The education data alone shows that we are importing multigeneration poverty on massive scale.
1. “Importing Poverty”
“The government last week released its annual statistical report on poverty and household income. As usual, we — meaning the public, the media and politicians — missed a big part of the story. It is this: The stubborn persistence of poverty, at least as measured by the government, is increasingly a problem associated with immigration. As more poor Hispanics enter the country, poverty goes up. This is not complicated, but it is widely ignored.”
“Only an act of willful denial can separate immigration and poverty. The increase among Hispanics must be concentrated among immigrants, legal and illegal, as well as their American-born children. Yet, this story goes largely untold. Government officials didn’t say much about immigration when briefing on the poverty and income reports. The American Enterprise Institute, a conservative-leaning think tank, and the Center on Budget and Policy Priorities, a liberal advocacy group for the poor, both held briefings. Immigration was a common no-show.
Why is it important to get this story straight?
One reason is truthfulness. It’s usually held that we’ve made little, if any, progress against poverty. That’s simply untrue. Among non-Hispanic whites, the poverty rate may be approaching some irreducible minimum: people whose personal habits, poor skills, family relations or bad luck condemn them to a marginal existence. Among blacks, the poverty rate remains abysmally high, but it has dropped sharply since the 1980s. Moreover, taking into account federal benefits (food stamps, the earned-income tax credit) that aren’t counted as cash income would further reduce reported poverty.
We shouldn’t think that our massive efforts to mitigate poverty have had no effect. Immigration hides our grudging progress.”
2. “Importing Poverty”
“The Fresno county city of San Joaquin has a higher share of children under 18 than any other California city, 41 percent compared to the state average of 25 percent. Orange Cove has the second-highest share of children. Both cities are over 95 percent Hispanic, and both have per capita incomes lower than the per capita income of Mexico, which was $10,000 in 2009, or $14,000 at purchasing power parity. Per capita income in San Joaquin was $8,000, and $7,500 in Orange Cove.”
3. “Importing Poverty? Immigration and the Changing Face of Rural America”
“In Importing Poverty? Philip Martin shows how the American farmer’s demand for a perpetual supply of low-cost labor transfers poverty from rural Mexico to rural America. He also demonstrates that, as it is currently organized, farmwork is sufficiently undesirable that not even desperate immigrants will continue to do it once they have nonfarm options.”
4. “Importing Poverty Immigration and the Growth of America’s Poor Population”
“The gap between immigrant and native poverty almost tripled in size between 1979 and 1997. The poverty rate for persons living in immigrant households grew dramatically, from 15.5 percent in 1979 to 18.8 percent in 1989 and to 21.8 percent in 1997, while over the same period the poverty rate for persons in native households stayed relatively constant at roughly 12 percent.
In 1997, more than one in five persons (21.6 percent) living in poverty resided in an immigrant household. And nearly one in four children in poverty now lives in an immigrant household. In comparison, only 9.7 percent of the poor lived in immigrant households in 1979.
The growth in immigrant-related poverty accounted for 75 percent (3 million people) of the total increase in the size of the poor population between 1989 and 1997. This increase is enough to entirely offset the 2.7 million reduction in the size of the poor population that results from the $64 billion spent annually on means-tested cash assistance programs.
Immigration is one of the primary factors causing the nation’s overall poverty rate and the number of people living in poverty to be higher today than they were 20 years ago. If immigrant-headed households are excluded, the total number of people in poverty in 1997 and the nation’s poverty rate would have been only slightly higher than it was in the late 1970s.
This rise in immigrant-related poverty was caused partly by an increase in the poverty rate for each wave of new arrivals. In 1979, the poverty rate for persons living in households headed by an immigrant who arrived in the ten year prior was 23 percent; by 1997, the poverty rate for individuals in households headed by a new immigrant had increased to 29.2 percent.
The increase in immigrant-related poverty was also caused by a slowing in the pace of progress immigrants make in moving out of poverty over time. For example, the poverty rate for immigrant households who arrived in the 1980s was still over 25 percent in 1997 — double that of natives.”
5. “Importing Poverty: Immigration and Poverty in the United States: A Book of Charts”
“Since the immigration reforms of the 1960s, the U.S. has imported poverty through immigration policies that permitted and encouraged the entry and residence of millions of low-skill immigrants into the nation. Low-skill immigrants tend to be poor and to have children who, in turn, add to America’s poverty problem, driving up governmental welfare, social service, and education costs.
Today’s immigrants differ greatly from historic immigrant populations. Prior to 1960, immigrants to the U.S. had education levels that were similar to those of the non-immigrant workforce and earned wages that were, on average, higher than those of non-immigrant workers. Since the mid-1960s, however, the education levels of new immigrants have plunged relative to non-immigrants; consequently, the average wages of immigrants are now well below those of the non-immigrant population. Recent immigrants increasingly occupy the low end of the U.S. socio-economic spectrum.[2]
The current influx of poorly educated immigrants is the result of two factors: first, a legal immigration system that favors kinship ties over skills and education; and second, a permissive attitude toward illegal immigration that has led to lax border enforcement and non-enforcement of the laws that prohibit the employment of illegal immigrants. In recent years, these factors have produced an inflow of some ten and a half million immigrants who lack a high school education. In terms of increased poverty and expanded government expenditure, this importation of poorly educated immigrants has had roughly the same effect as the addition of ten and a half million native-born high school drop-outs.”
