The president is taking his second-term agenda on the road next week.
However, the topic of Tuesday’s trip is immigration and not gun control. While event details are still being sorted out, the White House has confirmed that “the president will be traveling to Nevada on Tuesday to redouble the Administration's efforts to work with Congress to fix the broken immigration system this year.”
This comes after an unannounced meeting at the White House with members of the Congressional Hispanic Caucus Friday morning. Members of the caucus and the White House expressed a “sense of urgency” when it came to tackling the issue of comprehensive immigration reform.
Since his re-election, President Obama has said that he would attempt to tackle the issue in his second term and the topic was given prominence by being included in his inaugural address.
“Our journey is not complete until we find a better way to welcome the striving, hopeful immigrants who still see America as a land of opportunity,” he said Monday.
Rep. Luis Gutierrez (D-IL), who has been an outspoken supporter of the DREAM Act and comprehensive immigration reform said after the meeting, “We all need to work together -- the president and Congress, Republicans and Democrats -- to get something done right away."
In an interview late last year, House Speaker John Boehner said, “I think a comprehensive approach is long overdue, and I’m confident that the president, myself, others, can find the common ground to take care of this issue once and for all.”
But while there has been acknowledgement and even some optimism on both sides of the aisle that there needs to be some type of reform to the country’s immigration system, it is still unclear how any kind of large-scale reform would move through Congress, what the details would be, and who would spearhead it.
President Obama's push for comprehensive immigration reform comes after his sweeping advantage with Latinos in his re-election. Obama won 71 percent of Latinos, up from 67% in 2008. They made up 10 percent of the electorate, up from 9 percent in 2008, which underperforms their population nationally -- 16 percent, according to the U.S. Census.
In Nevada, those shares are even higher. Obama won 74 percent of Hispanics in Nevada, and made up 19 percent of the electorate (but are 27 percent of the overall population). They were crucial in helping Obama to a 52-46% win in the Silver State, as well as victories in Colorado, New Mexico, and Florida.


Time to step up, Republicans! Let's see if your ideas to change your party hold true. This shall be a great litmus test.

According to the latest Pew Poll the 3 most things the American people want are: 1 - improve the economy 86%; 2 - jobs 79%, and 3 - reducing the deficit 72%. The same poll shows illegal immigration at 39% and gun control at 37%. All this liberal BS on immigration and gun control is nothing but deflection from the real issues that Americans are concerned with. IMO, immigration and gun control is only pandering to the liberals base and because these are divisive issues they will be pushed to the forefront instead of those things the American people really want.
Dennis: In other words, the wait time is only five years. Whether they attended high school or community college, it is still a lot shorter than what most immigrants having to wait the required 8 years( on average) for immigration that the current policy has. How is this fair to others?
Second, this won't only apply to children. Didn't you read between the ages of 12 and 35? Which means, some of these people are not kids anymore and such, the feeling of pity that their parents pushed them into it is no longer a factor. They can leave the country at anytime and choose not to.
Let me put it frankly to you. More parents would be encouraged by this to just "stick it out" for five years or so , before they can have their kids sponsored; which then later on of course, the kids will sponsor the parents.

During the first six years, qualifying people would be granted "conditional" status and would be required to:
(a) graduate from a two-year community college or
(b) complete at least two years towards a four-year degree or
(c) serve two years in the US military.
After this six-year period, those who meet at least one of these three conditions would be eligible to apply for permanent resident status.
During this six-year conditional period, they would not be eligible for federal higher education grants such as Pell grants but they would be able to apply for student loans and work study.
If they have met all of the conditions at the end of the 6-year conditional period, they would be granted permanent residency, which would eventually allow them to become U.S. citizens. It is not known how many of those eligible would go on to complete the further requirements. One organization estimated that only 7,000–13,000 college students nationally can fulfill the further obligations. A different analysis found that over 2 million individuals could benefit under the Act

Already illegal immigrants are receiving less in terms of tuition costs at the expense of those who are legal residents of the US. It used to be that we could recoup the loss spent on their high school education through the colleges. Now you are forcing legal citizens to take up the cost.

Dennis - "Undocumented" does not include those here on a Visa/Green Card. Those here on Visa/Green Card are known as "Permanent Residents", carry a Permanent Resident Card and renew it every 10 years. The Permanent Residents are authorized to work and reside in the U.S. They basically have all the rights of U.S. citizens, except the right to vote.

The Republicans put out a plan that if somebody graduates with a degree they would get an green card, because those people start businesses and are in majors where we need people. A perfect example would be my wife who finished college got her green card through a relative and started a business that now employs 18 American citizens, plus she paid for her own college.

Indeed. Notice my math, it wasn't a coincidence that I would be fining employers $10,000 per worker per year. My thought is this. An illegal alien is caught, he/she is questioned and reveals their employer(s). A federal suit is filed against the violating employers and the illegal alien is given 2 alternatives, either pay the penalties and apply for citizenship, or be, apply as a guest-worker, give up all benefits and leave the US save for their day-trips for work.
If the illegal alien opts for paying the fines and filing back tax returns...and they had worked for this (these?) employer(s) for every year that they had been in the US. Here's the math:
Employer employed illegal alien for 6 years @ $10,000/year fine...settles and pays $60,000
50% of settlement goes to illegal alien: $30,000
Illegal alien is on the hook for $24,000 of fines to become a citizen
Net income to newly minted citizen = +$6,000
Agreed. In most instances, it will be a wash, if not a slight benefit for these illegal aliens to rat-out their employers. The employers of illegals are the real problem, because they are shifting the costs of worker-safety and fair-pay onto the backs of the taxpayer and undercutting both workers and employers that play by the rules.

I'm debating back and forth with myself which would balance better. Should an illegal alien, after ratting out their employer decides to opt for guest-worker status...how should that be handled?
I have a few concerns with how this would balance-out. First, there would be an incentive for them to illegally immigrate back into the US and try and gain employment elsewhere for the new payday that would arise after a few years of service (assuming that employers don't suddenly get more cautious); and second, what about people that didn't illegally immigrate at all but are applying for guest-worker status...those people would not have a $30,000 settlement to enjoy while they wait compared to their counterparts that illegally immigrated first before being caught...which again, would incentivise illegal immigration over going through legitimate channels (at least at first).
Perhaps it should be (hypothetically of course), that those that accept the 50% share of the settlement are not allowed to apply for a guest-worker visa for perhaps 3-5 years, and if they are caught in the US illegally again, they will be permanently barred from applying for any visa-type for 15 years and maybe face jail-time.
I don't know, I just have fun bouncing hypothetical scenarios around

To the contrary, granting rewards and special treatment to those who violated our laws with impunity puts LEGAL immigrants (who went through a background check, paid a high price, and waited the wait to come to the U.S.) in a far worse position than the despicable ILLEGAL immigrants and the abhorrent lawbreaking businesses who hire them. Reagan's 1986 amnesty is Exhibit A that granting rewards and special treatment for immigration lawbreaking will only serve to incentivize exponentially millions more selfish lawbreakers emboldened with ENTITLE-ITIS in 10 more years.

If we want to fix the illegal immigration problem then we need to increase the work visa numbers again and make it easier for the migrant farm workers to come here and travel back home. The problem started back in 1986 during the amnesty bill that the house and senate passed and Reagan signed into law. Reagan didn't like the bill but he knew if he vetoed it he would it would be over ridden. He didn't want time wasted on an over ride so he held his nose and signed it into law. What he did not like about it is that it slashed the number of seasonal migrant workers visas. Now here in lies the problem. The typical illegal alien coming up from Mexico will pay a coyote about $2500 to sneak him into the country. Once he is here he can no longer go home and visit his wife and family because then it will cost him another $2500 to get back over here. The risk is to great to him and his family of getting caught and then being out of a job and $2500. So what he does is pay to have his wife snuck over. Compound that with an out of date amendment (14th) to our constitution that prevented slaves from being sent back to Africa and we now have the whole anchor baby problem.
First the 14th amendment to the constitution needs to have the anchor baby clause amended. Leave the rest of the 14th alone as it is fine.
Second we need to reissue the correct number of migrant farmer work visas so that they can come and work the fields and travel freely back home to visit their families when need be. I know of a couple of illegal immigrants who couldn't even go home to attend the funeral of their loved ones because the economical burden and risk it involved.
Implementing these 2 simple task would benefit every one involved and decrease the burden to the tax payer.
1. we would finally know who is in this country and if they deserve to be here.
2. The migrant farm worker would be paying his or her fair share of income taxes.
3. We would start to decrease the tax dollars being given to illegals in order to feed and educate their anchor babies.
4. It just makes plain sense.
Some of you may have heard this from me before so bare with me.
I have a friend that works for the IRS. She and I talked about immigration issues. She told me that the amount of money that "illegals" may get from the US government pales compared to the money they put in and never claim. The problem she went on to say was the business's that use them not paying their tax, as well as the large companies that profit off their labor not paying tax.
The second thing that she pointed out was that our crop prices would be out of sight or rot in the fields due to not having enough labor to harvest, because not very many US citizens are going to get off of their lazy asses to go out and work the fields....they think there are worth more than that.
So the next time you bad mouth "illegals" think about those two facts. We should be thanking them for feeding us.

They file tax returns on stolen SS numbers and when they get through claiming all the children in their households, they get back more than they ever put in.
Please don't make me paste the story of the Puerto Rican man who was arrested because an illegal had been using his identity and took a new auto for a test drive and didn't bring it back. Another Puerto Rican almost had to get a divorce because a female illegal used his SS number to file a tax return as his divorced wife and when his real wife read the letter from the IRS denying their refund because it had already been sent to the divorced "wife" she thought her husband had another family.
The entire population of Puerto Rico had to have their SS numbers reissued last year because of the wholesale theft of the identities of the population. In light of that, the SS office explained just how easy it is to steal a SS number by random chance. They are now urging parents of PRE-KINDERGARTEN children to check with the credit bureaus to see if their children have credit histories established... a clear indication that someone has hijacked the child's SS number.
After Obama done with this country we wont need to worry about illegals. They'll leave voluntarily because there won't be enough money here for them!

Arizona bill would compel hospitals to check immigration status

Under a bill introduced this week in Arizona, hospital staffs would be compelled to check whether uninsured patients are in the country illegally.
If the patients can't provide proof that they are in the country legally, hospital staff would have to call federal immigration officials or local law enforcement. The bill by state Rep. Steve Smith also would require hospital officials to file annual reports of how many people they treated who were in the country illegally.
Smith, a Republican from Maricopa, was not available for comment, but has said that H.B. 2293 is designed to track how many people who are in the country illegally receive free medical care in the state. The aim, he has said, is not to withhold care but to collect information.
Immigrant rights organizations say the bill is misguided, targets immigrants and essentially requires hospital workers to police immigration.
Officials with the National Coalition for Immigrant Women’s Rights called the bill “unconscionable,” saying it would hit immigrant women particularly hard and create a chilling effect on immigrants seeking critical and preventive care for themselves and their families.
“This bill would legalize harassment of immigrants and, in fact, of any woman who looks like she could be an immigrant,” stated Jessica González-Rojas, executive director of the National Latina Institute for Reproductive Health.
Under the bill, citizens from other countries would have to prove that their nation participates in the visa waiver program recognized by the United States or provide a non-immigrant U.S. visa. Those who can prove Canadian citizenship would be exempt from having to show any sort of visa.

I am against amnesty, ever, and for protection of our sovereignty (border control) always. We need to improve our legal entry process with fairness to all parts of the world. With that said...
We do not want to fill high-paying jobs with foreigners. We want to structure arrangements like the DeVry and Cisco agreement to educate to job positions, but I believe this should be focused on American citizens and not foreign students.
We want to be somewhat discriminating like other countries who require education and assets, balanced with workers to do the jobs Americans won't do -- Though if the minimum wage was indexed to inflation, Americans would do most of those jobs.
Until the baby boomers are out of the system, we need more younger workers than we have per the birth rate. But this will not always be the case, so some--especially seasonal agriculture jobs--should be immigrant worker programs per the past, which were properly managed and very effective. We need to make sure all who are working are paying taxes in exchange for the right to be here.

I have been the victim of a home invasion by armed illegals carrying weapons stole from my neighbors, so my views on illegals are obviously a bit different from yours. I am a staunch supporter of SB-1070 and have no sympathy for illegals in this country. When Obama can honestly say he is doing something meaningful and honest regarding immigration reform other than to increase the Democratic voter base by amnesty, then I might have something positive to say about him. You know, the funny thing is we have immigration laws. Tedious, maybe a bit expensive, may take longer than the immigrants want to endure but, we do have them. Talk, I agree with you, mostly. I think it should be easier for those that were brought here as very young children to go through the steps towards citizenship. It is not their fault, and I don't think they should be punished because of their parents. They have been embedded into this country. Pretty much most of them sound and talk like any other American kid, they've gone to school here, many have adopted many if not all of what America is, many work jobs, and many are trying to better their life here. For many, America is all they know. I want them to have the chance to succeed here and not have to do so under a veil of secrecy. Of course there should be proper steps one has to go through to become a citizen, and if any one is unwilling to do so, then yes, they need to go.
You can't ask for a bigger culture clash than the one between white Mainers and immigrants from Somalia, in terms of language, skin color and religion, however, in the years I've been getting to know these new citizens, I've been struck by how, when you get down to it, people....are just people.
And Ursula, I have friends that came here from New Zealand almost four years ago on work visas that just now got their green cards and can stay as long as they want. They lived it, loved it, and now get to be a major part of it because the laws allowed them to come because of their perceived contribution to the US growth and economy ( I know you are a lib so what that means is they really are a positive addition to our society). They are so grateful for that acceptance that they are truly into the perception that the more stuff you have the more American you are. During the fiscal cliff deal, I recall a story about President Obama giving a list of things he would agree to and wanted Sen. Reid to offer the items to the GOP. Sen. Reid took the list and threw it in the fire. It was the right thing to do. Enter: Joe Biden to finish the deal.
I really like Senator Reid, and am wondering what happened with the filibuster reform that Reid obviously wanted changed. It's a puzzle to me, but maybe he simply just didn't have the votes to do it?

I'm SoCal born and raised. Grew up in the San Fernando Valley.
Illegals by-and-large are hard workers. The problem is that they are under-cutting the costs for those that play by the rules.
Contractors that refused to hire illegal aliens back in the 1970's and 1980's were getting undercut by those that were fine with breaking the law. Now that it's SOP, it's hard to find a contractor that doesn't at least time-to-time.
The costs mind-you don't disappear, they are simply borne by a different set of groups as a negative externality.
Public services get heavily taxed by a group of people that don't pay any sort of income tax either because they work under the table, or because their stated wages under their TIN are small enough not to qualify for anything. Compound this with the noted fact that many are collecting additional benefits such as subsidized housing, aid to families of dependent children, public schooling for their kids (which I actually think is the only thing I don't disagree with), WIC and EBT through every SSID that they can legitimately access (often their child's).
Next are emergency rooms. Instead of businesses ensuring a safe working environment and offer benefits, the county has to assume the costs of the illegal immigrant and their family's medical care.
This pattern is much wider, but from an overall fiscal point of view, these people living partially off of the grid is a major drain on the local economies and the regions where illegals live is also typically a den for crime since illegals are far less likely to contact police in general.
The aggregate effect is that wage rates for numerous types of work are suppressed, public services are burdened disproportionately by a group that doesn't pay into it much, and property values where illegals reside drop precipitously in value because of the issues related to crime as well as the crippling poverty that many of them live in.
We don't need illegals. People living off of the grid is A BAD THING TO HAVE. What we need are these very same motivated, hard and often skilled workers, working legally through legitimate channels and for pricing to normalize rather than be indirectly subsidized and distorted by being shifted to social safety nets and public services.

SNR is exactly right, the only things I would add are that in order for any such Amnesty to work
1) We need to have a secure souther border. Maybe not impervious, but a lot better than we have now.
2) Set the law so that after a reasonable amount of time (say, 2 years) after the Amnesty ends that anyone found illegal after that point is automatically deported. So say there is a year-long amnesty. Anyone that comes forward gets their paperwork in order to become a citizen. On the 2 year anniversary of that last day, any illegals found from here on in are deported without any mitigating circumstances.

Basically, the major problem are the employers breaking the law by employing illegals and subsequently using public safety nets and public services to essentially subsidize paying the worker effectively a lower rate compared to a legitimate employee. The effect is that it distorts the prices for labor and services on the backs of the most vulnerable to the detriment of the taxpayers, competing businesses that do not break the law and of course the state .

Those look very reasonable, except for two things:
Business-side 1: The ability to fake IDs is far too easy today, and only 9 states require e-verify for all employment right now. The database is pretty easy to get around. Heck, IL & CA *limit* e-verify! Then we have things like the City of New Haven (and soon Los Angeles) giving illegals ID.
Individual-side 2: I think the fine should be set on a sliding scale. Otherwise it's the same if someone's been here 6 months or 16 years, plus a flat penalty per year. I'd rather see a $5000 initial fine, but then see it imposed again every 3 (or 5) years that they have been in the country. Been here 9 years illegally? That's 15k. Family of four been here 9 years? $60k.
This takes some of the sting out so recent illegals will go legal, but penalizes those that have spent a loooong time here.

Valid concerns.
First, regarding skirting eVerify. That would be a felony, therefore such an applicant would be barred from applying for citizenship. The businesses would be forced to fire the person and the illegal would be deported without appeal and be indefinitely banned from re-entering or applying for any type of visa. Part of the reason for filing tax returns is to show the state/feds how the subject has been supporting themselves.
New Haven and LA are idiotic. It's a bunch of politicians placating to the influence of the grown anchor-children of illegals. I understand the impetus to give illegals ID's, the problem is that there really is no background check to verify a person is who they say they are. So technically, someone living off of the grid, such as an illegal could have several ID's with different aliases and entirely different backgrounds. These aren't nationally recognized ID's, so I think that in general, it's going to backfire monumentally. But those repercussions don't matter, because the local politicians get the votes that they need and the kickbacks that they want.
Next, regarding your concern on the fines on the individual's side. This is where things get tricky. If you try to charge too much, you will simply continue to have these people living off of the grid rather than turning in their employers to federal and state LEO's. I want to create an incentive for the worker to rat-out their employers and I want employers to have so much trepidation when they go to hire someone that may not be legit, that they choose to refrain from the possible civil and criminal ramifications.
Charging people the massive amounts you suggest over a long-term basis after they've become citizens will be tricky as well because many of them have been leaching off of state welfare and subsidies for years. Saddling them with a massive amount of debt will only keep them as wards of the state rather than putting them to work and competing for jobs as regular citizens as opposed to under-cutting labor prices in a black-market. Putting money in their pockets from sharing in the spoils of suing shady employers and then minting them as citizens means that the state gets most of the money anyway AND does away with two law-breaking parties that are both saddling the state with the burden of the business transaction.
Notice my math above, at no point does the illegal pay out of pocket if they can legitimately show the sources of their income over the years that they've been in the US illegally. This way you can lure out ALL of these people living off of the grid rather than just the recent migrants.
The fact is, CA loses $20 billion/year to illegal aliens (net after the taxes reaped from their consumption), and that doesn't even count the costs associated with educating their children and a vast swath of the public benefits illegal alien families receive through utilizing their children's SSID numbers (including subsidized housing, WIC, aid to families of dependent children, etc).
I see that as a sunk cost. What we need now is damage control because the current methods aren't working (or being enforced). First is to recoup a portion of the costs associated with employers paying for labor under-the-table. Removing the incentive for employers to break the law will remove a lot of the incentives for illegal immigration in general. Next, coaxing illegal immigrants to rat-out their employers for personal gain will create a double-incentive on both sides to start operating legitimately. Illegals will have an opportunity to make serious money, employers will see a massive exposure to criminal/civil penalties for continuing to break the law. The two will largely cancel each other out.

If the business actually keeps books for that sort of thing. I can go 10 miles from my house and pick up any number of day laborers standing outside the Home Depot. There are farms in the west (ie: Oregon) that are bigger than the average county in the east. Who's going to go out there and do checks?

It's actually not as massive as one might think. Compare: under your system someone here for 16 years pays $10k + 16k, or $26k in fines. Under mine, $26,666. That's pretty much break-even. Now, at 30 years, you're at $40k and I'm at $50k. Mine actually relaxes the fines on those here less than 15 years.
There's just something wrong if the only solution this "greatest country in the world" can find is to give poor uneducated people, who have already broken our immigration laws, a path to the greatest reward on this planet...American Citizenship.

This idea of "earned" legalization is a complete lie. Examples of "earning" complete citizenship include (1) "paying taxes" (2) "learning English" (3) "paying a fine" and (4) "going to the back of the line", etc.

As for the English requirement, we had that in the 1986 amnesty too, and they only had to go to a few classes and get a paper signed by the La Raza worker leading the class; there was no exam, no evidence that anyone actually learned English. The "paying a fine" thing was in past amnesties, and it's meant to look like a punishment. But the INS granted waivers for people who couldn't pay it. We'll see tons of waivers issued again, making this anything but a punishment. Heck, USCIS waives application fees too!
The "back of the line" is in their homeland, but they'll never have to go there under an amnesty. The idea is that if they are in the back of the line, they won't be jumping in front of those immigrants who are playing by the rules. Yet amnesty applicants will get a legal stay, work permits, drivers licenses, access to welfare, etc. so that they really aren't in the back of any line. They would absolutely get way ahead of people applying LEGALLY, and the U.S. will send the message that it's better to come illegally, and we'll see more illegal immigration. That's what happened after 1986.

Immigration is one of the primary factors causing the nation’s overall poverty rate and the number of people living in poverty to be higher today than they were 20 years ago. If immigrant-headed households are excluded, the total number of people in poverty in 1997 and the nation’s poverty rate would have been only slightly higher than it was in the late 1970s.
This rise in immigrant-related poverty was caused partly by an increase in the poverty rate for each wave of new arrivals. In 1979, the poverty rate for persons living in households headed by an immigrant who arrived in the ten year prior was 23 percent; by 1997, the poverty rate for individuals in households headed by a new immigrant had increased to 29.2 percent.
The increase in immigrant-related poverty was also caused by a slowing in the pace of progress immigrants make in moving out of poverty over time. For example, the poverty rate for immigrant households who arrived in the 1980s was still over 25 percent in 1997 — double that of natives.”

Why are we even talking about reform. We already have laws that congress and the President refuse to enforce. They are sworn to uphold and defend the laws and constitution of the United States. This act alone is an act of treason against the people of the U.S. It is a felony to be in this country illegally, to harbor or employ. Any member of congress who votes for this or a President that signs it into law should be impeached and tried for treason, then removed from our sovereign soil! How many times have we seen the demonstrations of illegals as they are protesting to be here as they are desecrating our flag. Yet if a citizen of this country steps in to defend it they will be arrested for violating their civil liberty's. Our veterans have spilled blood and gave the ultimate sacrifice only to have their graves and honor spit on. We have employers keeping the illegals because they cannot collect unemployment. Our wounded veterans are forced to pay their insurance for wounds while defending the people and constitution from all aggressors foreign and domestic while illegals get free welfare and medical. We have citizens living in the street as they get section 8. How many jobs would be created if we deported every illegal? How many billions would be saved from welfare and medical? How much revenue would be used in this country instead of being sent to foreign nations? And as for the anchor baby's, all they are is an innocent accessory to a felony. If you think that mass deportation has not happened in the past. You do not know are history. It was first done by President Hoover and the last one to enact it was President Eisenhower. If you came to this country legally no one has the right to say anything because you acted in accordance to our laws and I would gladly welcome you, but if not, you are a criminal and should be treated as such!
