The House of Representatives authorized a suspension of the nation’s debt limit through mid-May, delaying a default on the government’s obligations that would have taken effect in February.
The House of Representatives has passed the extension of the US debt limit to May 19 with a vote of 285 to 144. The measure moves on to the Senate for final passage. MSNBC's Andrea Mitchell reports.
The GOP-controlled House voted 285 to 144 to comfortably pass a three-month extension in the government’s borrowing authority just as Senate Democratic leaders suggested they would take up and pass the legislation as soon as they could.
The vote early Wednesday afternoon by the House would forestall a default on the national debt. The Treasury Department had warned that the government would exhaust its authority to borrow to finance its existing obligations by the middle of February.
The bill, which Republican leaders unveiled last week, would suspend the debt limit through May 18 and require both the House and the Senate to produce and pass a budget resolution in the meanwhile, with a deadline of April 15. If either chamber fails to pass a budget, its pay would be put into escrow – “No Budget, No Pay” goes the newly-minted Republican slogan to describe this strategy.

"It's time for Congress to get serious about this," Boehner said of the mounting national debt during a speech on the House floor ahead of the vote, "and this is the first step in an effort to bring real fiscal responsibility to Washington."
Republicans settled upon the strategy in the face of criticism from President Barack Obama that another round of brinksmanship over the debt limit would threaten catastrophe for the economy.
“To spare the middle class another knock-down, drag-out fight, we're going to proceed on this legislation and get it out of here as soon as we can,” Senate Majority Leader Harry Reid, D-Nev., said in a press conference on Wednesday.
The GOP’s new tack has the added benefit of forcing Senate Democrats to produce a formal budget, something the upper chamber has avoided for several years now. Democratic budget chief, Sen. Patty Murray, D-Wash., said Wednesday that Senate leaders had intended to produce a budget anyway, and would do so regardless of what the House bill requires.
Budgets are often political documents as much as a governing roadmap; Wisconsin Rep. Paul Ryan’s two budgets as Republican chairman of the House Budget Committee proposed a series of spending cuts and major changes to entitlement programs. But Democrats also managed to seize upon the most controversial elements of the Ryan budgets to use it to campaign against Republicans. If Senate Democrats author a budget, Republicans will doubtless seek to turn it against their opponents.
In the meanwhile, Republican leaders in the House have vowed to produce a budget document that would balance the U.S. budget within a decade. Ryan, the erstwhile GOP vice presidential nominee, said at a Wall Street Journal breakfast this morning that he expects this new strategy to yield “a big down payment on the debt crisis.”

Herron - The House and the Senate have the responsibility to produce a Budget. Once both have approved their Budgets they reconcile them into one Budget. The House has written and approved their budgets for the past 3 years, the Senate HAS NOT.
So now it is believed in some circles that the House and Senate will be able to reconcile fundamental differences in ideology and produce an acceptable budget? Although we desperately need one, this is simply an effort by House Republicans to find something ~ anything ~ that they can use to garner public favorability. They are ranked less favorable than a root canal and only slightly more favorable that a dose of gonorrhea. Don't let the "escrowed salaries" get you excited. Both chambers will avoid that by generating their own budget. The fact that it can't get out of conference will not stop paychecks. Its just more window dressing and eye wash to create the illusion that congress is actually working.
Everyone needs to calm down. Obama was reelected so all our problems will be solved. Unemployment will disappear. No more need for food stamps or welfare. It should happen any day now. Just look at his track record the past 4 years, at this pace the economy will be great by the year 2115.

Democrats reckless spending? The GOP is in charge of the House. The House passes spending bills, and, in conference with the Senate, passes legislation that the President signs. The House Dems have been in the minority for two years....and the spending has not stopped. Obama cannot spend one dollar or allocate one dime of revenue without congressional action.....put the blame where it really is. With the exception of four years of Dem control of the House, the GOP has run the show. The Senate cannot pass spending bills on their own, and the President..of either party, can only propose. We've had a $4T hit with the unfunded tax cuts, a $1T hit with with the wars, and spending by both parties. The GOP was in control except for 4 years between 94 and 2012. The blame is shared, but the bulk has been from prolific GOP spending and resistance to any revenue increase.

I too wonder ~ ~ how long it will be before Republicans come to the realization that they are now going to drive the agenda during the Obama administration? You'd think the message would have been received in November and if the same obstinance continues over the next two years, Republicans will pay an even greater price. Perhaps we all should be, but that simply is not the case nor is it likely to become such if the total economic picture continues to improve. You do know that the appropriations bills(spending bills) are written by the House, and then must be approved by the Democratic controlled Senate and signed into law by a Democratic President, before one penny can be spent. There is plenty of room to blame both parties, but all the liberals can do is play the blame game by pointing at Republicans. Remember the Democrats control the Senate and the Presidency.

The fact that we are here today to debate raising Americas debt. Limit is a sign of leadership failure. It is a sign that the US Government can’t pay its own bills. It is a sign that we now depend on ongoing financial assistance from the foreign countries to finance out government’s fiscal policies.
And the cost of our debt is one of the fastest growing expenses in the Federal budget. This rising debt is hidden domestic enemy, robbing our cities and States of critical investments in infrastructure like bridges, ports, and levees: robbing our familes and out children of critical investments in education and health care reform; robbing our seniors of the retirement and health security they have counted on.
Every dollar we pay in interest is a dollar that is not going to investment in Americas priorities. Instead, interest payments are a significant tax on all Americans. A debt tax that Washington doesn’t want to talk about. If Washington were serious about honest tax relief in this country, we would see an effort to reduce national debt by returning to responsible fiscal policies.
Increasing America’s debt weakens us domestically and internationally. Leadership means that “the buck stops here. Instead, Washington is shifting the burden of bad choices today onto the backs of our children and grandchildren. America has a debt problem and a failure of leadership. Americans deserve better.

As our nation emerges from a major recession, the last thing we should do is raise taxes on the middle class or enact policies that will stunt economic growth. At the same time, we must work to create jobs and reduce the deficit in a manner that does not jeopardize critical federal programs. I believe that we can accomplish all of this while preserving tax cuts for the vast majority of Americans, particularly the middle class.
History Reagan: This did not work!!! The first signs of impending trouble are the exploding budget deficits themselves. They began, of course, under the parlous economic stewardship of Ronald Reagan. Reagan cut the marginal tax rate on the wealthiest of Americans from 70% to 38%. He promised it would spur an orgy of investment and rocket the economy to new levels of production and prosperity. Instead, his supply side economics did the exact opposite. It produced the deepest recession since the Great Depression.
On July 25, the Senate passed the Middle Class Tax Cut Act, which extends tax cuts on the first $200,000 of an individual’s income and the first $250,000 for married couples, thus protecting middle class Americans from seeing any increase on their taxes next year. Under this plan, 99% percent of Ohioans, 98% of Americans, and 97% of small businesses will not see their taxes increase in 2013.
It is also important to note that under this proposal every American taxpayer will still benefit from the tax cuts on the first $200,000 of their income, or the first $250,000 for families. Only income earned above this threshold will be taxed at the same rate used when President Clinton presided over a booming economy and we balanced the budget. While families nationwide are struggling to make ends meet, it makes sense to realign our nation’s tax code to benefit the middle class and for the most fortunate Americans to pay their fair share of taxes.
However, in order to make this tax cut extension for middle class families a reality, the House of Representatives must also pass this legislation. If not, Americans of all income levels will face a tax hike next year with the average middle class Ohio household owing an additional $1,400. We cannot afford to let this happen, not during these difficult economic times, and especially not to protect tax breaks exclusively for America’s most affluent, which are doing just fine.

A further extension of the payroll tax holiday was never on the table. It was not supported by Obama, other Dems or the Reps. Last summer both sides indicated that there was no support for extending it. Deal with it.

The back door dealings our government keeps coming up with are defended against publicly and never admitted until it's all over. But the hard fact is, we were not prepared for an average loss of $150.00 per month, just when we have been trying to get our heads above water! Herron - like I said, both parties determined that the payroll tax holiday needed to go, too little bang for the cost. It is an appropriate role for government to create a set of safety net programs for those impacted negatively by deep recessions. This program only gave money to people with jobs, and most of that money was saved or used to pay down debt, and not used for additional spending which is what is needed to grow the economy. Obama himself got more than a $2000 benefit each year the holiday was in place. So did Warren Buffett and other billionaires. It was a dumb idea in the first place.
The reason FICA has a salary cap is that SS benefits are calculated based on how much you contribute. If you raise the cap, those who pay more will also get larger benefit checks when they retire. SS actuaries long ago testified to Congress that raising the cap has only limited, short term benefit.

Obama has "seen the light" and has thrown liberals/progressives under the bus by signing into law legislation that makes permanent the Bush tax cuts for 99.3% of taxpayers. Even billionaires got a tax cut and will pay less in taxes than they would have under the Clinton tax rates. What a hoot! In essence, they are probably a blessing and should be allowed to take full effect starting March 1st. Democrats are not going to buy off on Social Security, Medicare, and Medicaid reductions ~ Republicans are not going to buy off on defense spending cuts and major tax reforms that close corporate loopholes. This is what was voted for. The American people voted for a President that is unserious about fiscal and economic matters. They voted for class warfare and divisiveness. They voted for the continued erosion of the middle class and continuing falling wages.
They voted, and a lot of "low information" votes were cast. That's what the campaign was all about. Obama made to policy arguments, he did not set an agenda, he made no promise to solve our fiscal issues. He just bad mouthed the other guy.
Americans voted for a child, that's what we got.

You have one problem steve.....the majority of Americans do NOT agree with the GOP. Plain and simple....if the GOP (who sits at 25% approval rating) wants to go head-to-head with a message war with a President (who sits at mid 50% approval rating) PLUS has a message most Americans agree with.....good luck! Or as Obama said in the debate.....proceed GOP.......
I have to admit, compared to some of the inept things the GOP leadership has done in the recent past, this move has some merit. It is going to force the Sentate to actually put their names on a budget, and force the President to sign it. Plus, they have plans to produce a budget that will be balanced in 10 years, a far cry from anything the President or the Democrats have proposed.
