The House of Representatives authorized a suspension of the nation’s debt limit through mid-May, delaying a default on the government’s obligations that would have taken effect in February.
The House of Representatives has passed the extension of the US debt limit to May 19 with a vote of 285 to 144. The measure moves on to the Senate for final passage. MSNBC's Andrea Mitchell reports.
The GOP-controlled House voted 285 to 144 to comfortably pass a three-month extension in the government’s borrowing authority just as Senate Democratic leaders suggested they would take up and pass the legislation as soon as they could.
The vote early Wednesday afternoon by the House would forestall a default on the national debt. The Treasury Department had warned that the government would exhaust its authority to borrow to finance its existing obligations by the middle of February.
The bill, which Republican leaders unveiled last week, would suspend the debt limit through May 18 and require both the House and the Senate to produce and pass a budget resolution in the meanwhile, with a deadline of April 15. If either chamber fails to pass a budget, its pay would be put into escrow – “No Budget, No Pay” goes the newly-minted Republican slogan to describe this strategy.

Republicans settled upon the strategy in the face of criticism from President Barack Obama that another round of brinksmanship over the debt limit would threaten catastrophe for the economy.
“To spare the middle class another knock-down, drag-out fight, we're going to proceed on this legislation and get it out of here as soon as we can,” Senate Majority Leader Harry Reid, D-Nev., said in a press conference on Wednesday.
The GOP’s new tack has the added benefit of forcing Senate Democrats to produce a formal budget, something the upper chamber has avoided for several years now. Democratic budget chief, Sen. Patty Murray, D-Wash., said Wednesday that Senate leaders had intended to produce a budget anyway, and would do so regardless of what the House bill requires.
Budgets are often political documents as much as a governing roadmap; Wisconsin Rep. Paul Ryan’s two budgets as Republican chairman of the House Budget Committee proposed a series of spending cuts and major changes to entitlement programs. But Democrats also managed to seize upon the most controversial elements of the Ryan budgets to use it to campaign against Republicans. If Senate Democrats author a budget, Republicans will doubtless seek to turn it against their opponents.
In the meanwhile, Republican leaders in the House have vowed to produce a budget document that would balance the U.S. budget within a decade. Ryan, the erstwhile GOP vice presidential nominee, said at a Wall Street Journal breakfast this morning that he expects this new strategy to yield “a big down payment on the debt crisis.”

Even billionaires got a tax cut and will pay less in taxes than they would have under the Clinton tax rates. What a hoot! Even Bush2 has a big grin on his face.

The short and medium term effect of the strategy has increased United States public debt rather than reduce spending.
The tax cuts and deficit spending of former US President George W. Bush's administration were attempts to "starve the beast." Bush said in 2001 "so we have the tax relief plan [...] that now provides a new kind—a fiscal straightjacket for Congress. And that's good for the taxpayers, and it's incredibly positive news if you're worried about a federal government that has been growing at a dramatic pace over the past eight years and it has been."
What did Bush and the Republican Congress do? They significantly increased the size of the federal government, going so far as to create a new cabinet level bureaucracy.
As you can plainly see, this tactic has done nothing more than to run up the debt. It will backfire on the GOP even further as it forces tax increases, particularly on the wealthy.

Jared Bernstein was chief economist and adviser to Biden 2009-2011 and is considered to be a progressive, pro-labor economist. In a recent interview on CNBC he admitted that to get our federal budget back to a sustainable track ALL the Bush/Obama temporary tax cuts needed to be allowed to expire, even though 80% of those benefits go to those in the middle class and below. He would stagger the return to the tax rates of the late 1990s beginning with top marginal rates to avoid throwing us back into a recession, but confirmed that all the rates need to expire in order to raise the amount of tax revenue needed. Just doing it for those in the top marginal rates will not work. The middle class would have to pay higher taxes to support the programs he and other liberals/progressives want government to provide.
That option is now off the table with the $4 trillion in tax cuts Obama signed into law. The CBO is busy redoing all their budget projections for future years to take into account that reduced government revenue. All of their budgets are based on "current law" which was all the Bush tax cuts expiring on January 1st. Now that they have been made "permanent", the CBO budgets must reflect a reduction of $4 trillion in federal tax revenue over the next 10 years.
Time to get the meat axe out and start cutting government spending.

bobm - that is exactly the point. The Dems DID NOT make the Bush tax cuts permanent while they had all the power in Washington. They knew that they needed that income long term. That is not going to happen now. We now have the lowest amount of federal government revenue as a percent of GDP since 1950, over 60 years ago. There now is no place to go to get that revenue.
JWM - the federal government doesn't tax anyone based on how wealthy they happen to be - not constitutional. The top marginal rate was just raised for high income earners back to where Obama wanted it. There is no need for the House to do anything in terms of more government revenue from taxes.
And incidentally, the phrase "starve the best" came from a radical mormon spin-off cult that used it to rationalize its defrauding of the welfare system and food stamps, etc., while practicing polygamy. The Estate Tax is designed to tax income going to heirs. It is not a tax on the individual who happened to have that wealth prior to their death. That is no longer a real issue since part of the fiscal cliff deal was to make permanent the Estate Tax deduction of $5 million and a 40% tax rate above that amount. It also turns out that when someone passes, any investments in taxable accounts are stepped up, there is no tax due on capital gains. For many estates that means there is a big offset to the 40% tax, stepped up values on home, investments, etc. In addition, consider that estate tax income for the federal government is relatively small compared to the size of the budget and other funding sources, only about $25 billion per year. Not much anyone can do to get any significant amount of additional revenue from that source. Nice Try!

There is a direct relation between intelligence, prosperity, and liberalism, that holds well for the earning bracket of, say, 80th percentile to 99th percentile, which also overwhelmingly votes for Obama. We in that bracket know we will pay more taxes, but we have to patriotism and the arithmetic to see that is the right thing to do.

I would take conservatives more seriously about the debt if they had not insisted on fighting two wars without paying for them. I think they just have bad leadership now. They take positions on principle that they have no hope of defending, much less winning. We need a two party system and in my opinion the leadership of the republican party cannot and will not cut it. If Ryan is their philosophical leader now all hope for them is lost for the foreseeable future. We have had some great republicans in the past. Apparently, they are all gone.
I would take their "we have to cut spending" more seriously if they actually identified significant spending cuts (not just in the low dollar PBS, foreign aid, welfare, and congressional salary categories). I mean, it is vague and useless to say "we need to cut entitlements" if you are not going to say "we need to cut social security checks by 15%" or "cut medicare by 30% and put the cost on to the seniors." But no GOP congressmen will say those things, because they are afraid of losing voters. So instead they do silly things like threaten the debt ceiling, or demand a budget, or any distraction that avoids them having to make a hard statement.
Why can't they just do their jobs and settle all of this krap instead of doing nothing but pushing deadlines around? Rt wing bull crap. I do not consider the Ryan budget which takes from the middle class and poor to give to the wealthiest in this country a legitimate budget. The GOP can continue to play their dirty games but eventually most of the public will be aware of what they are trying to pull. When the Democrats proposed a similar bill saying that an agreement must be reached or else the congressional members would not be paid the GOP baulked at the suggestion. Everything is a game to them. They had no trouble voting for BIG spending during the GW Bush Administration but now all of a sudden they are such staunch deficit hawks under a Democratic President. The deficit has been decreasing faster than expected under President Obama to the point that some economists are concerned of inflation. So Michael don't tell me that your party is so concerned about the next generation, etc. when all they want to do is try to fool people into believing they care about them when in reality they want to strip seniors of their Medicare and Social Security so they can protect and increase the wealth of their financial benefactors and themselves.

At some point the credit markets will take the lead, just like in Greece. As interest on the national debt skyrockets, whomever is in the White House or Congress will no longer have any options. The era of Big Government will be over. Austerity will rule the day. The sooner those spending cuts are made, the less draconian they will end up being for the American public. Boehner will be happy to work on those spending cuts over the next few months with Reid and other Democrats to avoid a draconian scenario down the road.
If and when that happens taxes will go up, especially on the wealthy. It is a forgone conclusion.

I won't say for sure the bank CEOs that got bailed out and the ones that made billions just processing bad loans planned or knew for sure they would get super rich while the country goes bust, but it would be a good investigation and movie if that ever emerges in the future. It would give Bush and his staff a little reprieve though if it showed they were even decieved by big corporations on this one.

After the Presidents address this week, Sen. Mitch McConnell still hasn't woken up and continues to be an obstructionist. The American people have spoken and the die hard republicans in office need to understand our country is changing all the time. They need to get real.
My republican friends for years have now stopped belonging to the party because of the far right extreemist views of how this country should be run. I don't have to hear democrats calling congress names, because all I have to do is listen to my republican friends shoot off steam because they are very pissed off and disgusted with the republican congress. They all voted for President Obama. That should tell the republican party to do some soul searching because once the damage is done to their own, it will be hard to get them back!!!
...and 90 days from now we'll hear the same political prattle, with the same fingers pointing at the other side. this country has reached the point of needing a constitutional convention to reset government and how it is supposed to work.
