In the days leading up to President Barack Obama unveiling his gun-violence proposals -- a first chance to signal his intended path forward -- no one was entirely sure what to expect.
Would the characteristically cautious Obama go incremental, putting forth measures intended to have a chance at passing Congress? Or would he go bold? The answer wound up being the latter, with the president making a sweeping call to action on guns -- the broadest proposals in a generation.
Go big or play it safe is a calculus all second-term presidents make when they’re fresh off a re-election, emboldened by the satisfaction that a majority of voters approved enough of their first term to send them back to the White House, yet experienced enough to understand the pitfalls of the legislative fights ahead.
Like many of his predecessors, Obama is exuding a newfound confidence as he begins his second term. His gun-control push, combined with a narrower approach to Afghanistan, contentious national-security nominations, and harder lines in dealing with House Republicans, foreshadows a president -- free from electoral politics -- who appears ready to shed some of the pragmatism that marked his first term. It signals that while he may remain open to deals, Obama likely will feel less inclined to spend significant time pursuing them with an entrenched opposition.
TODAY's Lester Holt reports from Washington D.C. on how the struggles and victories of President Obama's first term have set the stage for opportunities of the second.
“It makes sense, historically,” said Michael Beschloss, a presidential historian and a NBC News contributor. “There is more of a sense of command. He speaks more confidently. There’s just a difference between becoming president after being a senator for four years and being the most powerful person in the world for four years.”
Barbara Perry, a senior fellow at the University of Virginia’s Miller Center, agreed.
“He has this kind of calm, self-confidence, cool, to his enemies bordering on an arrogant demeanor, and that may be coming out now,” Perry said. “He seems bolder than coming in.”
Obama's newfound command style is typical for a second-term president, Beschloss said. He pointed to similarities between Obama’s presence now and Bill Clinton in 1997 and George W. Bush in 2005, after both were also re-elected.
“America tends to treat two-term presidents very differently,” Beschloss said. “In terms of body language, this is a different dimension.”
Presidents in their first terms are often self-conscious, he added, about whether they will earn the legitimacy granted in the annals of history to those who win re-election.
“He’s proved that he’s not a historical fluke,” he said of Obama, noting that all presidents wonder if they are just that.
A strong position
Obama is in an especially strong position for a second term, considering that he accomplished a signature legislative achievement -- heath care -- in his first term, Beschloss noted.
“He is less encumbered than many second-term presidents are,” he said.
According to Beschloss, Most presidents hold off on a push for a major legislative achievement until the fifth year, when they believe they will be free of electoral politics. Think John F. Kennedy and civil rights.
“Most presidents I can think of would have waited to do health care in a second term,” Beschloss said, adding that Obama, though, “did the opposite” likely because he realized he might not have the same structural advantages again of large Democratic majorities in both the House and Senate.
“That makes this as a second-term president a little different. He’s not girding for that kind of fight.”
Perry also points to the Supreme Court upholding the health-care law as a turning point.
“It had to show the president, ‘I really do get this system,’” she said. “I just don’t think people make enough of that victory.”
Couple that with Obama’s decided victory in November, and “that has to infuse him with confidence,” she added.
Obama will have to make sure the health care law is implemented well, but he can turn his legislative focus to guns and immigration, both areas where they expect Obama will go bold.
Another reason for the shift, Beschloss said, is Obama is no longer in crisis mode the way he was when he came into office in 2009.
“You’re probably getting much more of a view of the true person rather than someone responding to crisis after crisis,” Beschloss said.
Comparing to JFK
Beschloss and Perry see similarities to Kennedy in how Obama has evolved as president. Like Kennedy, Obama was young and a relative political neophyte when he took office. Neither was known for or seemed to enjoy the back slapping or arm twisting seen as necessary for major legislative victories in the way Lyndon Johnson or Bill Clinton did.
But both learned from mistakes.
“He does seem to have that quality, a JFK quality,” Perry said. “They aren’t natural-born politicians; they have charisma, but aloof. Personality-wise, they’re very similar. He learned from his mistakes, and I think Obama has that capacity, and that is a major skill for a president. You didn’t get to see that in a second term for Kennedy.”
Beschloss added, “You sure want a president with a sharp learning curve. Kennedy’s the best example of that.”
Perry said perhaps Obama deserves the criticism that he’s not sociable or seen as good negotiator. “He may be aloof,” she said. “His personality doesn’t lend to backslapping.”
But structure may matter more. Both Perry and Beschloss believe Obama has taken away from his first term that he doesn't have a good-faith negotiating partner in the GOP and that since it will only continue, as the GOP looks to who can become the next GOP president, Obama won't try as hard to woo Republicans.
“I think, and he has said this, he was optimistic and tried to improve the relationship,” Beschloss said, but now he “feels more chastened, and you can see it in his actions.”
Perry added, “I don’t see us moving much beyond the Mitch McConnell statement from four years ago.”
As Obama was beginning his first term, the Republican Senate leader from Kentucky famously proclaimed, “The single most important thing we want to achieve is for President Obama to be a one-term president.”
“Now the goal of the GOP will be to put a Republican back in the White House after eight years, so anything they can do to short circuit this president’s agenda, they will do,” Perry said. “And that’s not a criticism. That’s just the way the system has operated since we’ve had two parties, since the founders walked out of the signing of the Constitution.”
The question now is “will this newfound confidence get him over that hurdle?” Perry said.
It only makes sense then, they said, that Obama will try and play an “outside game” to try and leverage pressure on Congress.
Clock is ticking
But there remain warning signs for the president. The economy is still in a fragile recovery and many second terms have been marred by scandal or mismanagement (Watergate, Iran-Contra, Monica Lewinsky, Katrina and Iraq).
There are also the unknowns. Obama had to deal with several unexpected major events in his first term, from the BP oil spill to the Arab Spring to the debt-ceiling crisis.
In addition, for Americans, “familiarity breeds contempt,” Perry notes. Nearly every president since World War II, except Ronald Reagan and Bill Clinton, has become less popular in their second term.
“Americans grow weary of just about everyone and everything,” Perry said. “We use up politicians and celebrities, and sports figures … It’s an unusual personage who can overcome that handicap, but Obama is one of the few presidents who has the ability to do that.”
She also points out the irony that, like with Reagan and Clinton, “The farther we get away from them [presidents], the more we like them.”
The biggest hurdle, though, in Obama’s second term is there's only so much time to get it all done.
In fact, presidents who win reelection only have about six months before they become a lame duck, Beschloss said. Elected officials start thinking about their own reelections in the midterms. The parties start looking beyond the president to the upcoming open presidential election. It’s something Johnson understood well.
“LBJ said, ‘We’ve got exactly six months,’” Beschloss said of Johnson after winning election in 1965. “Most of what you and I think of as the Great Society passed in the first six months.”
And in Obama’s case, every day spent on fiscal fights with House Republicans is one less day spent on any major initiatives the president wants passed.

We all know a large part of the vitriolic hatred of the Pres is because of the color of his skin. Not all, but a large part of it is. Sadly, we still have a lot of racism in our country even if people don't want to admit it.

That was just a small sample of what Jackie Robinson had to go through when breaking the color barrier in baseball. Back then, nothing was held off of the table. People were openly racist and taunted the man unmercifully and he had very little support. Yes, the President has had to face the racial slurs but not nearly as much. Still, I think he has set a great example by not lowering himself to their level by fighting back. That's where the comparison can come into play.
Feisty, tony, Backhouse, Pig, the rest of my liberal friends - It is a GREAT day - seeing our President and Vice President sworn in for their second terms.
I am still, however, surprised at how low the far righters sink with their unnatural and unwarranted hatred of this good man. But, they show why so many of them should NEVER own guns - mental illness abounds in their ranks.
I hope tomorrow is a bright, sunny day in Washington and that our President and VP enjoy their day once again. Then, I hope all of Congress actually realize they are in office to work for the country - not against our President.

Your comment is quite laughable, in view of the fact that republicans immediately and publicly vowed as their number one priority to employ a Waterloo strategy and to only make sure he was a one term president. They refused all compromise and even turned their backs on their own proposals when he included them in his agenda. They treated compromise and cordiality as political poison with regards to this president, they refuse invitations to state dinners, they even blame the Governor of NJ for Romney's loss because he publicly thanked and hugged the president days before the election. The electorate has spoken and Obama was re-elected and republicans failed at achieving their number one objective. The Republican Governor of NJ has poll numbers through the roof, in a blue state mind you, the republican party should learn something from all this, and if they don't, they will continue to destroy themselves, and all the while blame Obama for their self destruction. They tried to destroy his presidency and the nation be damned in the process, but only succeeded in destroying themselves, they lost the oval office, they lost seats in the senate, and they lost the popular vote in the house, if it were not for house members running in small heavily gerrymandered districts Democrats would control the house as well. You can blame the president all you want but the republican party destroying their viability in statewide or nationwide elections is entirely the result of their own actions. When Barack Obama won his first term the Right Wing nut machine could have selected any number of adjectives or appellations to characterize him with. The could have called him something evocative of their hatred of working people, or something racially tinged, but they didn't. What they ultimately DID choose became, for me, a Freudian revelation into the right wing "mind", and into their own self-assessment of what they had done to America for the previous 8 years.
The day President Obama took office I listened to Hannity on the drive home from work as he opened his "show" with what would become a subliminal confession. A wrongdoing expiated.
First of all Hannity whined inconsolably about how the noble party of personal responsibility was under "occupation". Thus did the Minister of Propaganda for the GOP set the stage for the 4-year-long right wing pity party, with the "woe is us" routine. He cast himself and Regressives as victims of a spreading, numbing Liberal oppression. Now all the wealthy and corporate classes would have their hard-earned Job Creator money wrested from their benevolent hands and given to Liberal brown people on welfare. Our society was about to fall to ruin. Forget that it already had under their rule. The country was about to slide into a Depression, and they needed to pin it on the man entering the White House at that very hour. As if they had no role in it.
But all of their hand wringing and gnashing of teeth had to be condensed into a one-word description of the pestilence that now threatened the Right Wing Nirvana they had labored so hard to build.
Ah,.....but what word to choose? What word to present to their brain-dead, drooling, myrmidon legions to convey their disgust for what Liberal voters had done? The obscenity the Liberals had foisted on the world?

The president does not approve spending ProFreedom, Congrees does and just because Republicans kept their spending off the books for 8 years, does not mean they did not spend.Quite a few trillion had to be accounted for and Obama put that on the books, he took responsibility for the accounting of much of the spending under the Bush administrating, but that does not mean he spent it. The president of the party you complain off handed Bush a balanced budget, and a surplus, Bush immediately gave the surplus away in tax rebates, cut taxes, started two wars, and blew medicare open with part D, and now you wish to lay all the blame on democrats. If republicans are so fiscally responsible how come hey do not wish to pay the bills that they approved the spending for, their big idea now is to threaten the nation with default, after the fact that they spent the money, when they were in power they claimed deficits did not matter.
Republicans have a short and selective memory. Here are things Obama achieved;
1. Got out of Iraq
2. Passed Obamacare
3. Broke terrorists' back and caught bin laden
4. Successfully navigated a crisis comparable only to great depression.
5. Saved auto industry
Now show me one thing Dubya did right. If anything he completely misused the trust that americans put in him after 911.

The thing that bothers me isn't the color of his skin or his political party of choice. It's the condition of our country and the lack of effective policies and leadership to turn things around. High unemployment, record gas prices, wages lower, and food prices soaring. I really don't care what color he is or what party he belongs to as much as I'd like to know what the plan is to fix the economy. Higher taxes? Gun Control? Obamacare? Help me understand how any of that is going to help business grow and start hiring people........and how is any of it going to help us afford gas in our car and help us feed our families? He can be as arrogant as he wants and he can be unwilling to compromise.....and I'd be fine with that.....if I saw something that would lead me to believe things are headed in the right direction!!

Four years ago, close to 2 million people converged on Washington DC to witness the swearing in of Barack Obama as the 44th president of the United States. There were widespread illusions, not only in the US but around the world, that the elevation of an African American to the highest office in America would signal a break with the policies of war and social reaction of the hated Bush administration and the adoption of a program of progressive reform.
Today, as Obama officially begins his second term, the popular mood is vastly changed. Despite the efforts of the media, there is little public enthusiasm for the event. The general sentiment is disillusionment and alienation. To the extent that Obama retains a constituency among working class voters, his support is of a passive character, composed far more of resignation than conviction.
What accounts for the popular mood of disappointment and frustration? The candidate of “hope” and “change,” during his first term in office, stifled the former and offered little of the second. As president, Obama presided over bank bailouts, wage cuts and austerity at home, and expanded war, torture and state killings abroad. The former professor of constitutional law oversaw a systematic assault on core constitutional rights, including the expansion of the drone assassination program and authorization of indefinite military detention. These measures have been employed against American citizens, effectively abrogating the constitutional protection against the deprivation of life or liberty without due process of law…

McConnell, Cantor, Boehner spent billions of tax payer money to settle a score against Americans that overwhelmingly elected Obama. Get over it and deal with the real issues of this country like the debt and deficit. If this president (satisfied) doesn't get serious you, and I and every American will eventually pay the debt off in at least 5 ways.
The first will be a cut in public services. The federal government currently pays interest on the debt equal to 17 cents out of every dollar it collects. That figure will likely rise to 25 cents within the next 10 years, lowering the amount the government can spend on public services.
The second way will be in delayed retirement and lower wages. Due to the debt, the Federal Reserve will be under pressure to keep interest rates low to control interest expenses. Low rates mean seniors can’t afford to retire because their investment savings earn low returns, and this increases competition for jobs and lowers wages for younger workers.
The third way is obvious: higher taxes on EVERYBODY.
The fourth is inflation due to the Federal Reserve’s need to print money to cover government expenses. This “quantitative easing” causes inflation and requires Americans to pay more for everything they buy.
Finally, debt would ultimately lead to cuts in Social Security and Medicare benefits. There are precedents: Beginning in 1983, many seniors were required to pay income tax on their Social Security benefits, and in 2000 Congress raised the retirement age for the first time.
Let's hope this Putz does get serious about finally doing something instead of spending like there's no tomorrow. If you want to know what a second Obama term will look like, and what the nation will look like after another four years, go see the movie, "2016." It is a real eye-opener. It does not bash Obama, per se, but it gives the viewer (and voter) an understanding of who Obama is, and where he is coming from and why. In the end, though, you will come away worried because very few Americans want the kind of fundamentally transformed America that Obama wants to fashion. After viewing "2016" the people will be more motivated then every to vote against the Democrats who currently support his policies in 2016. These are not Democrats that Harry Truman, JFK or LBJ would recognize. They have evolved into something else, something alien to the American experience and the vision of the Founding Fathers.
