Senate Minority Leader Mitch McConnell said Sunday that Republicans will not support more revenue-raising measures in future fights over the nation's deficit, saying that President Barack Obama should lead on addressing spending cuts alone.

"That's over," McConnell said on NBC's Meet the Press when asked about possible new streams of revenue through taxes or tax code reforms.
"We've resolved this issue," McConnell said. "We don't have this problem because we tax too little, we have it because we spend way, way too much. So we've settled the tax issue and now we have to address the single biggest threat to America's future, and that's our excessive spending."
McConnell helped broker an eleventh-hour deal to avert the fiscal cliff last week, a bill that included the expiration of Bush-era tax rates for some of the wealthiest Americans. On Sunday, McConnell defended that deal, opposed by many House Republicans despite an overwhelming bipartisan deal in the Senate.
"Look, this was not a tax increase," he said of the fiscal cliff agreement. "It was not the kind of complete deal we'd like because we want to cut spending but we did stabilize taxes. The tax issue's behind us."
McConnell did not answer repeated questions about whether or not he would use the threat of a government shutdown to force Democrats' hand on spending cuts.
"I know what your question is," he told host David Gregory. "What I'm telling you is I have not given up on the president stepping up to the plate and tackling the biggest issue confronting the country.

The story on losses from CA to other states ran on NBC a week or two ago. They are going mostly to Texas and, I believe, Nevada. Apple, for instance, is expanding its operations in Austin TX.

Congress only authorizes the spending, and it must be approved by the President. It is the Administrative Branch that actually spends most of it. The Judicial Branch spends some on the court system and Congress spends on what it takes to run the House and the Senate, but the vast majority is actually spent by Obama's Administrative Branch.

NO! The money is NOT ALREADY SPENT. Congress has authorized the spending but the money is not immediate spent just because a spending bill is passed.
Just like your own life, you plan expeditures for your budget period. That doesn't mean you have all the money now and spend it all as soon as you plan it. It's January now. You plan to take a summer vacation that will cost $3000. If you lost your job in March, you might change your plans and either cancel the vacation outright or take a scaled-back one (depending on how much you had already really spent on the original plan and if it were refundable).
So it's not quite like you want to spin it, is it?

The debt ceiling is the maximum amount the Treasury is allowed to borrow. That's it.
We have budgeted $174k per congressperson per year for FY13. Does that mean we spent it all already? Last I checked they do not get lump-sum payments up front.
The way it works is that if we could no longer borrow, then we would have to pay the debt service first to avoid default and then prioritize all other approved spending (either de-approved it or pay only a portion of it).
Of course such a scenario is not realistic, as it would result in a domestic and global depression. Pragmatically the debt ceiling has to be increased and we need to gradually reverse the deficit and turn it into a balanced budget (much like you wean people off addictions instead of doing it cold-turkey).
HMMM , why are we borrowing again ? You know this is a Chicken versus egg , AS you present it . I am more of a nuts and bolts kind of guy .

"The debt limit does not control or limit the ability of the federal government to run deficits or incur obligations. Rather, it is a limit on the ability to pay obligations already incurred."

At this point it is not possible to have a balanced federal budget, the amount of debt is too high and the annual federal budget deficit is too large. Enough spending cuts and additional revenue need to be found to begin reducing the total national debt to GDP ratio and keep it on a downward track. That will be the best we can do considering that we will also have to make major changes to Medicare and Medicaid plus more modest changes to Social Security.

A balanced budget is supposed to make you live within your means. This has been a moot point in that the GOP for the 8 years of the Bush administration used 'emergency' funding for every penny spent on both wars. So $2T was added to the deficit without ever being in a spending bill. A balanced budget is a pipe dream.
Much has been said about the 'irresponsible' spending of the Obama administration, but not much said about the fact that the GOP has been in charge of the House for two years. Obama cannot spend a dime or allocate a penny of federal funds except for those funds granted to him by Congress, i.e., the GOP House. During the fiscal debate, conservatives made much about their proposal to cut loopholes and deductions, yet failed to enumerate even one that they would want to implement. (Earlier in the year they even defeated a Dem move to end the credits for big oil) Even now they castigate Obama for not putting 'spending'cuts into the fiscal cliff bill, but that was designed to address the tax hikes, not spending. The GOP has yet to propose any changes to Medicare, SS, or Medicaid, and only want to eliminate Obamacare, which the CBO says will INCREASE the debt. Would love to see an actual bill introduced by the GOP House to address spending cuts and see what THEY are willing to put on the table. Any thing substantial is out of the question, as they are in damage control mode now, and making massive changes to the big 3 would be a disaster for their party.

Take Texas, for example. In 2009 their median income was $48,259. Adjusted for the cost of living it was $53,009.
For Calif, in 2009 their median income was $58,931. Adjusted for cost of living it was $44,456.
Peter...Once again you make my case for me. Compare '81-Today to '32-'80. Look at inequality,cost of living,national debt(WW II notwithstanding), wages for the middle class,wages and assets of the upper class, crime and poverty. You only went back 30 years. That's the whole point. Reagan reformed everything(taxes,banking regulations,lobbying laws,outsourcing,immigration,etc...) more than any President since FDR. The cost of living more than tripled while living wages barely doubled for the middle class and more than quadrupled for the upper class as the deficit soared taking America in the process from being the number one creditor nation in the world in 1980 to the largest debtor nation in the world by 1986 where we have remained ever since.

Don't know where you are getting your information, but, military cuts being discussed are for military equipment such as tanks and planes that the military has already stated they don't need. It is for the bloated military industrial complex, waste and fraud.....not the military's pay, VA benefits, or pensions. What does welfare recipients and their actions have to do with your military pension???

Nearly all of the south-eastern Republican controlled, red states are welfare states... Northern Democrat blue states are donor states, that subsidize the takers who live in the red rebel states...
The people we elected to office have created this massive problem. Now they pass this "11th Hour Deal..." that never should have needed to be passed and they want a pat on the back for Raising our taxes, Yes the deal will increase the taxes that most middle class citizens, who are already at the limit as it is, are going to end up paying.
None of those in office currently deserve to be there any longer. We can no longer accept voting for the lesser of 2 or 3 evils that are running for a given seat. They have abused and made themselves rich messing up our system. We need to get rid of everyone of them, put term limits on them, Revamp their pay scales, force them to pay into their retirement systems and out of the Social Security system, Force them to pay for their medical Coverage like everyone else. You see the problem we have is they don't face any of those things. They collect 6 figure salaries for messing up. Somehow, while everyone else in America is required to have medical Insurance or be Penalized, they managed to vote themselves an exemption. Why not, they get free medical for life as long as they serve 1 term.
The parties, and I do mean both of them, have screwed so much up now that if they were to fix it they would have to essentially undo everything that has been done in the last 20 years and we simply can't afford to do that.
I heard the definition of Politics was "Politics is the art of postponing a decision until the answer is no longer relevant." That is the problem with our current elected officials, they have been doing that for over 20 years in some cases.
Our Founding Fathers had a vision once. A great Vision. It's too bad they are rolling over in their graves now over what has become that vision. You can trace the problems back to when the parties started to make changes to the way our President and Vice President are actually elected. NO, it has not always been done the way it is now. If you don't me on that take the time to actually look up how the first Presidents and Vice Presidents were selected. What you find will surprise you.
We have made many advances over the years, too bad how our Government is run isn't included in that list.
