'Optimistic' Obama asks Senate to forge fiscal cliff deal

Updated 6:30 p.m. ET -- President Barack Obama tasked the United States Senate with trying to resolve the “fiscal cliff” in the waning hours before the New Year following a meeting between congressional leaders and the president.

Senate Majority Leader Harry Reid, D-Nev., and Minority Leader Mitch McConnell, R-Ky., will lead the last-minute effort to avert the automatic tax hikes and spending cuts set to take effect on Jan. 1 unless Congress acts. 

And Obama said he is “optimistic” they can reach an accord before midnight on New Year’s Eve, the point at which the government would hit the fiscal cliff.

Absent that, the president said he had asked Reid to instead advance a bare-boned proposal that would extend the 2001 Bush tax cuts for income under $250,000.

“I still want to get this done,” Obama said after his discussions with congressional leaders. He said “the hour for immediate action is here. It is now." 

The president will appear exclusively on Sunday on NBC's "Meet the Press," where he's expected to further outline steps toward reaching a final deal.

The White House talks -- at which Obama presented no new offer to Republicans in Congress -- yielded “no concrete proposal,” Reid told reporters at the Capitol following the meeting.

President Barack Obama meets with NBC's David Gregory on Meet the Press Sunday morning. Gregory explains that for the president, this has become a matter of principle.

But in the waning hours before the end-of-year deadline, senators are now scrambling to produce a bipartisan package, at the request of Speaker John Boehner, R-Ohio, that can muster enough support in the House.

Reid, McConnell, Boehner, and House Minority Leader Nancy Pelosi, D-Calif., spent the meeting “discussing potential options and components for a plan that could pass both chambers of Congress,” according to a Boehner aide. 

But the most significant development appeared to be the emerging consensus that any final agreement would have to emerge from the Senate. That deal would necessarily require a “bipartisan approach,” according to the office of McConnell, the Republican leader in the upper chamber.

Among the major sticking points, senior Democratic aides told NBC’s Kelly O’Donnell, involve the income threshold at which tax rates would be allowed to rise and the level at which estates are taxed.

Boehner’s failed effort last week to push through a fallback plan with only Republican votes laid bare the internal GOP divisions after conservatives balked at supporting a plan from the speaker to allow tax rates to rise on income over $1 million.

The unsuccessful effort suggested that Boehner would need to lean upon Pelosi for Democratic votes if a deal -- which has eluded Obama and Congress for the better part of the last two years -- is to pass. 

A Senate-led agreement, though, faces no surefire guarantee of passage in the House. 

“The speaker told the president that if the Senate amends the House-passed legislation and sends back a plan, the House will consider it -- either by accepting or amending,” Boehner’s aide emailed reporters.

One of the biggest sticking points in the fiscal cliff negotiations has been which income level ought to be required to pay additional taxes. On Friday, Democratic and Republican leaders met for an hour at the White House. NBC's Peter Alexander reports.

The protracted stalemate between Obama-led Democrats and congressional Republicans had prompted Friday's last-ditch meeting at the White House. It lasted just over an hour, and included Vice President Joe Biden and Treasury Secretary Tim Geithner.

Sources familiar with the meeting said that Obama made no new offer to Republicans, urging them to hold an up-or-down vote on a Democratic proposal to preserve existing tax rates for income under $250,000 and extend unemployment benefits (among other unresolved issues). 

It’s that very proposal which Obama said he would ask Reid to advance should he and McConnell fail to strike a deal. 

“I believe such a proposal could pass both houses with bipartisan majorities, as long as those leaders actually allow it to come to a vote,” he said.

Republicans had previously rejected such a proposal, but could feel pressure to relent to administration pressure in order to forestall across-the-board tax hikes in just a few days. The source familiar with the meeting told NBC's Peter Alexander and Kristen Welker that Obama asked Republicans what they would be willing to support, if not that proposal.

Amid negotiations toward a final deal, the House was set to return to Washington on Sunday at Boehner’s request, and remain at work through Jan. 2 -- the final day before the 112th Congress concludes and the next batch of lawmakers are sworn into office.

In the meanwhile, Obama voiced frustration toward the repeated pattern in Congress these past few years of lurching from crisis to crisis before reaching a last-minute deal to stave off catastrophe. 

“The American people are watching what we do here. Obviously, their patience is already thin. This is deja vu all over again,” Obama said. “America wonders why, for some reason, in this town you can’t get stuff done in an organized timetable ... The American people are not going to have any patience for a politically self-inflicted wound to our economy.”

In addition, polls consistently show majority support for Obama's position on taxes, and Democrats insist the House would pass the president's plan with Democrats joined by some Republicans if Boehner allowed a vote on it.

        This is a decrease in Federal deficit of $499 billion from FY 2009 compared to FY 2013.......

        These are US Gov't spending.com figures (undisputable).....

Eventhough he utilized a Gov't program like the GI Bill after serving in the Air Force for education expenses to become a Doctor. It is he who hates the military and Gov't programs. Democrats fought for better GI Bill funding in 2010-2011-2012.             Next, it is the GOP themselves who legislated the Bush Coporate tax cuts of 2001 to expire after 10 years. Democrats did not vote for that. It was the GOP who stated by promoting their idea those Coporate tax cuts were meant to be temporary for spurring a National US economy. But Grover Norquist's proposition proved to be a failure thus making the GOP Party a failure. This is proven by today's federal deficits 12 years after those unfunded coporate tax cuts which were US expenditures.........

            And don't try to argue against it. The Federal deficits are mathematical facts on graphs. It's undisputable.......

Seriously, do you really think that raising taxes on 2% of the population is going to solve the debt crises? I understand if you are envious of those more financially successful than you, but the fact remains that irresponsible government spending is the problem.

                You see, Tony, nothing is for free. Any cost impact to companies is simply passed on to the consumer or the company reduces costs (i.e, layoffs) in order to continue function and maintain profitabilty.

                In terms of the so-called radical Tea Partiers, it simply boggles the mind that something as fundamental as not spending more than we take in can be so controversial. I have no idea why this simple principle is wrought with political heartache. You see Tony, your comment represents everything that is wrong about politically brainwashed people such as yourself. Specifically, not every decision that is made in DC should be about how it works politically (we saw what happended to many Dems who voted for Obamacare in the 2010 election. They are all doing something else courtesy of the Tea Party, BTW). To dumb it down for you, if we bring in $1 and spend $2 dollars, then we will run massive deficits. This is what our people in DC led by the current POTUS do. Most grown ups do not behave this way.

                One other thing, the House is controlled by the Republican party. They too are part of the government. The people voted them in. There votes count. To follow your "logic", Obama should compromise with them as they have a mandate to safeguard the peoples money. That is how most responsible adults interpret the election results.

                BTW, as a Hispanic American I am still waiting for the POTUS to bring forth comprehensive immigration reform as he committed to five years ago. I also thought the POTUS was supposed to represent all Americans and not just the middle class. Obviously all of those that make over $250K are evil.

                        It turns out that those in the group with the top 3% of incomes now pay a record high 52% of all individual federal income tax revenue. That is more than the entire group of the bottom 97%. This is not and should not be about who can "afford" to pay more. It is about EVERYBODY but the poor contributing to the cost of government. It is easy to keep asking for more and more benefits from government when you don't have to pay for those benefits. When just about everyone has to pay for those benefits, you can bet they will dial down what they request from our legislators and we can begin to get federal spending under control.

                                  Yes, four years ago when you started raising your Bush inherited debt from $10 trillion to $11 trillion to $12 trillion to $13 trillion to $14 trillion to $15 trillion to $16 trillion soon to be $17 trillion and beyond to $20 or $24 trillion by the end of your second term.

                                  Yes, four years since you began the blaming and demonization of everyone but yourself for this mess the nation finds itself in.

                                  Yes, four years since you began the destruction of the economic futures and opportunities of my grandchildren.

                                  Yes, four years since you began the gutting and hollowing out of our defense capability.

                                    If we refer to blog entry # 1234.5 above....we may note who exploded the Federal deficit once Clinton (2000) left the White House with a zero federal deficit after issuing line item veto of Newt Gingrich's provisions 15-34 (unfunded Coporate tax cuts) in HR 2014 (Balanced Budget Act) on 8-11-97 potentially becoming unfunded expenditures then becoming eliminated. Afterwards, our zero Federal deficit blew up to $1.4 trillion after 8 years of unfunded coporate tax cuts/two unfunded wars.

                                    Prior to 1980's....we had no large Federal deficits. Large Federal deficits only started occuring after post Reagan era unfunded Coporate tax cuts-two unfunded wars..........

                                    case closed............and so is your GOP party........

                                      By the way, US debt at $16.4 trillion is all American citizen debt to creditors within the country collectively and backed by Federal Securities redeemable upon fiancial crisis. It is the American citizen who first incurs debt then backed by Securities from Investors, as insurance to Creditors of payment in the event of bankruptcy from the payee. It's called, Capitalism....hello? The Consitution does not grant Gov't authority to limit individual American citizen decisions to purchase and owe Creditors. The US debt is not reflective of any particular Presidential administration, directly. But the Federal deficit (presently at $901 billion) is reflective of US Gov't spending during a particular Presidential administration. And Federal deficits trigger greater spending by Investors to guarantee Public debt payment.
