Obama demands 'concrete proposals' on gun violence by January

President Barack Obama empaneled a new task force led by Vice President Joe Biden to develop comprehensive proposals to address gun violence no later than next month.

In the wake of last week's shooting at an elementary school in Newtown, Conn., the president announced a new initiative that would include members of his cabinet and outside organizations to generate proposals to rein in gun violence. He said that any effort should include new restrictions on guns, but also improved access to mental health services and better management of violence in popular culture.

Obama vowed that the new task force would not be just another Washington commission, shorthand for the groups sometimes tasked with studying an issue or event but which often delay or dilute solutions long past the time when the original impetus for such a panel has passed.

President Obama announced Wednesday that Vice President Joe Biden will be developing proposals to curb gun violence, some of which may include banning military-style assault weapons and high-capacity gun clips or magazines. NBC's Pete Williams reports.

Obama said he had asked Biden "to lead an effort that includes members of my cabinet and outside organizations to come up with a set of concrete proposals, no later than January," which the president would then push "without delay."

"This is not some Washington commission. This is not something where folks are going to be studying the issue for six months and publishing a report that gets read, and then pushed aside," the president said. "This is a team that has a very specific task: to pull together real reforms, right now."

Obama expressed support -- restating the position of his press secretary, Jay Carney -- for certain gun measures, including the assault weapons ban, limits on ammunition and closing a loophole allowing gun buyers to elude background checks at gun shows. But he stressed that those were only components of a broader effort to address violence.

The president suggested that stakeholders in those deliberations could possibly include the National Rifle Association -- the gun rights group that had gone silent in the wake of the Newtown shooting, but will hold a press conference on Friday. The president argued that mothers and fathers who compose the NRA's membership had also been impacted by the Newtown shooting.

President Barack Obama and Vice President Joseph Biden arrive at an announcement on gun reform in the James Brady Press Briefing Room of the White House December 19, 2012 in Washington, DC.

"Their task is going to be to sift through every good idea that's out there, and even take a look at some bad ideas before disposing of them," Obama said of the task force's efforts.

Already, Democrats on Capitol Hill have started to initiate some gun control efforts in the aftermath of Newtown. House Minority Leader Nancy Pelosi, D-Calif., called Wednesday for Republicans to bring up a vote on high-capacity ammunition magazines by this weekend. And West Virginia Sen. Jay Rockefeller, D, introduced legislation to study the impact of violent video games on children.

Additionally, Sen. Dianne Feinstein, D-Calif., has said she'll bring up a bill to reinstate the lapsed ban on assault weapons of the first day of the next Congress.

Few Republicans have stepped forward to embrace any of these gun measures, though, and have focused instead on the need for improved mental health services, or school safety.

Obama said his task force's proposals would make up part of his State of the Union address, and he expressed hope that the searing images from last week's shooting in Connecticut would last in the public conscious and help advance his eventual proposals.

"I would hope that our memories aren't so short that what we saw in Newtown isn't lingering with us -- that we don't remain passionate about it, only a month later," he said.

More facts to ponder:

From 1982-2012 there were less than 50 "mass killings" involving guns.

From 1982-2012 there were over 40,000,000 violent crimes averted or stopped by legal gun owners.

"Mass killings" involving illegal gun actions as a % of those being stopped by legal gun owners: .0001%

Put another way....you are 800,000 times more likely to be saved from violent crime by a legal gun.......

The facts do not support the anti-gun crowd....continue to inform them, your friends and neighbors and most importantly, your Congressional representatives......

Realize that the focus should be on improving mental health and security in schools (all schools) so that the mentally deranged individuals are stopped before they ever get to whereever they are h*llbent on doing harm....

14,612 murders in 2011, and how many shootings? Where was the president during that, or previous years? His attorney general just let HSBC off with a "fine" for knowingly laundering the drug cartels blood money at a huge profit. The people who profited from how many murders, and shootings in our country, and mexico get off with a fine?

Talk about politically profiting from a tragedy. This president has no shame!

This was gross.
During his press conference this morning Barack Obama used the masssacre at Sandy Hook School to push Republicans to agree to his tax hikes.

"After what we've gone through over the past several months, a devastating hurricane and now one of the worse tragedies in our memory, the country deserves the folks to be willing to compromise for the greater good."

“While we recognize that assault weapon legislation will not stop all assault weapon crime, statistics prove that we can dry up the supply of these guns, making them less accessible to criminals. We urge you to listen to the American public and to the law enforcement community and support a ban on the further manufacture of these weapons,”

--A letter written and endorsed by Republican Presidents Gerald Ford and RONALD REAGAN (St. Ronald of California to the GOP) in support of the original ban in 1994 that expired in 2004. ...sure, Jimmy Carter endorsed it too, but that only shows that this was an issue that once had bipartisan support, and St. Ronald would want you GOPers to do the right thing here.

Nice try Mike. The GOP has abviously been enlightened since these times while the donkey party remains mired in the mental sludge of ignorance. The GOP realizes that behavior and individual responsibilty is the solution to most of societies problems. The donkies just want to increase the scope of government intrusion into everyone's lives. No thank you.

"the GOP has been ENLIGHTENED since Reagan times"??? are you Fkn sane? The GOP has been on a downward spiral ever since Ronald Reagan. OUR President Reagan had more American support than any before (except maybe Kennedy) or since. He was the leader of the "party of the people" not todays lame azz GOP party of a select few. Get real Godbless. The GOP has be so far UNenlightened since Reagan, that they are about to implode unless someone of substance steps forward, and get them back on track.

OK we will ban ALL AUTOMATIC weapons. To ban all semi automatic weapons would be banning .22 squirrel guns and handguns as they are semi automatic. You can NOT have it both ways. You can dress up a little .22 to make it look like the M-16, but that will NOT make it an automatic weapon that they BANNED. And the BAN is still in effect you have to have a special training to be able to have an automatic weapon in your possesion, plus you have to have a permission from the department of defense and then you have to get permission from your local authority to have it. That does NOT even get into what you need to FIRE it.

Do some research on your OWN time. If you want to know more.

Why do they only care about those that can NOT take care of themselves or those that REFUSE to get a job and support there own habits.

Mike.....Please show me the facts/statistics and the source.

When you pull up the facts, your statement does not hold water...

        1. CDC spent hours and lots of money conducting and reviewing over 50 studies for the 1994-2004 period of time that the "assault weapon" ban was in place. They tried like crazy to show that it had any impact on gun violence. At the end of the day, there was no evidence of any impact.

        2. Over the last decade, since the ban expired and gun ownership has grown, the number of "mass killings" have dropped to the lowest level since it's peak in 1929... (AP Analysis)

        3. Cato Institute recently published a white paper showing their are on average over 2 million violent crimes in America that are averted or stopped by legal gun owners.

        4. Just recently the Oregon mall shooter, when confronted by a concealed carry citizen, stopped his shooting and killed himself. Adam Lanza did the same when confronted by armed police.

        5. In states/locals where gun laws for concealed carry and restrictions are minimized, violent crime and murder rates are lower. Highest? Chicago, Washington D.C., New York, where gun laws are most restrictive. Please explain.

I can.....deranged, mentally ill and criminal minds choose to conduct their evil on the vulnerable and defenseless. Why else would all of the recent shooters choose "Gun Free Zones"? Explain that.

My heart aches for the families and my prayers go out to them and the precious children they lost. However, I choose to look at the facts and realize in any highly charged, emotional situation, a rush to judgement and rash decisions hurts all.....and does not help the few........

All serious discussion on firearms laws should include the illegal acts committed by the US Justice Department and the ATF in the sale of illegal assault weapons to the Mexican drug cartels.

Illegal acts covered up by Executive Privledge by the man now proposing stricter firearms laws.

Good luck! ....unless you address the issues why people feel they need to carry a gun it's not going anywhere. Dems need to stop playing emotional political games and face the real issues about gun violence...gangs, mental health, public safety...etc. Guns don't kill people. People kill people. The dems may fall into the same political trap the repubs do with respect to the righteous right. Both parties need to start thinking about what's good for America not just their political base. Fat chance of that...you think!

We knew that Obama was laying low on gun control during his 1st term. Once it was apparent that the MSM had secured his victory, he felt empowered to mention gun control in the debates. Now that this horrible tragedy has occured, he is shedding his robe of ambivalence and openly attacking honest, legal gun owners everywhere. I find it interesting that no one is proposing bans on alcohol, cars, cigarettes, swimming pools, etc. Drunk driving gets PSAs about being responsible. No one ever says anything about restricting autos or booze. It's the behavior that is being discussed. Whenever guns are involved, the MSM media and radical left antagonists always want to demonize the inanimate object rather than the individual. Why the hypocrisy? Far more lives are lost on our roads than to guns every year. The MSM showers us with PSAs about not drinking or texting while driving. Why can't we get PSAs about responsible gun ownership instead of agenda driven anti-gun rhetoric? Behavior is at the heart of the problem. We should adress that first like we do in all other matters of safety/health.

The hypocracy? really? stop and think... a car was invented for transportation, not to kill. Although they can, that was not the purpose intended. Think about the intended purpose of the objects you mention. Fire also kills when out of control, but was not "invented" to do that.

A gun (spin it anyway you like) was invented to end the life of the target in question. Whether that be a pheasant, deer, grizzly bear, or human. The purpose of a gun is to KILL! it is not to shoot at black dots on a piece of paper, although some do enjoy the challenge of target shooting, and that is fine.

You do realize the difference between a car and a gun, don't you?

Bows and arrows, knives, swords, clubs (now used as bats) and pretty much everything man invented was first utilized to kill. Will you ban them all?

Perhaps just ban live ammunition and force the use of rubber bullets!

                Obama is the President, unquestionably.

But, the US Supreme Court has already ruled that the 2nd Amendment is an individual right.

And, the House of Representatives isn't going to pass any legislation to ban guns.

                Besides, it's not the guns:

Violent video games are significantly associated with: increased aggressive behavior, thoughts, and affect; increased physiological arousal; and decreased prosocial (helping) behavior. Average effect sizes for experimental studies (which help establish causality) and correlational studies (which allow examination of serious violent behavior) appear comparable (Anderson & Bushman, 2001).

Guys who think that guns are sacred and solve problems are usually the biggest b****es. Whenever they are confronted they run to their guns because they have no skill, intellectually or physically, to resolve those confrontations. So they run like scared babies to get the only source of power that they have. And the constitution calls for a "well regulated militia" to bear arms because we still thought that either the British, French or some elected megalomaniac would try to assume absolute power. Gun moe's (those who think that ak-47's are a god given right but health care isn't) in case you forgot, we amended the constitution to improve our country (voting rights for all, civil rights, getting rid of mistakes like prohibition) and this is the perfect opportunity to do this. If you want facts, here are some. USA is #1 in: Gun homicides in total, gun homicides per capita, youth gun deaths, violent crimes committed with guns, suicide with guns, accidental deaths with guns, school incidents with guns and guns per capita (88.5 guns for every 100 people.) Gun crimes are the only violent crime statistic that has not decreased while every other category has and drug cartels and other violent gangs know that because of our hysterically lax gun regulation (read gun shows), this is the place to go to get the best killing machines in the quickest time. And all you fast and furious idiots, that was the fault of REPUBLICAN attorney generals in AZ who stated that there were no grounds to go after the guns because NO LAWS WERE BEING BROKEN! Check out the report that investigated it. We have demonstrated our inability as a nation, time and time again, to be able to handle these instruments of death. If you can't handle the truth grow up and understand that it's not about you and your need to feel powerful! And for the black helicopter world goverment paraniod types, just a hint, the guns fits nicely in your mouths. Just remember to undo the safety mechanism and leave your arms cache to your local or state police department. Your choice! Have a nice day!

Porktaco.....I am amazed at the ignorance of posters out here....And that is not a derogatory term.

I am using the true definition according to Webster's:

the state or fact of being ignorant: lack of knowledge, education, or awareness

If you were to take a gun safety or self defense course through the NRA or their sanctioned partners you would realize that they teach first how to avoid conflict, disengage from conflict and only as a last resort, use a personal defense weapon to protect you and your family.

On Fast and Furious, are you referencing the internal Obama report or the other facts that came out? The Obama administration negligently allowed almost 2000 firearms to get into the hands of Mexican drug cartels and they ended up being used to slaughter innocent civilians and two U.S. Border Patrol agents. That is fact!

Finally, I find it appalling that you and many of your fellow posters out here in your postings have no shame.

In fact, as compared to a legal, gun owning citizen (over 68 million of us), your postings actually prove that you and your fellow liberals are the more violent sector of society.

Thank you for proving that for the rest of society.......

                        1. CA-1,220

                        2. TX-699

                        3. PA-470

                        4. MI-450

                        5. NY-445

Illinois reported 377 firearm murders for 2011, but their data was incomplete so the number is possibly under reported.

BTW, notice how 4 out of the top 5 are blue states according to the last election. LOL

It was not my intention to impute any disrespect or categorically deny militia responsibility.

Just the Government's responsibility to maintain a strong defense no matter what name is used to describe it...

I too believe that Government has a primary responsibility to defend its people.

But, ultimately, it is the People that must wield the power.

Hey Shep, debate my facts and the CATO institute? Really. And police are trained to accomplish this. And the concealed arm guy, off duty cop. We don't need Hillbilly Jimbob flying off the handle trying to save the day. We have 2 recent examples of this recently in Florida. We all know how well this worked out.

So dorktaco you think that because the gang members have been killing more people that we need to put in more gun control laws. Will the OUTLAWS follow any of them? NO. Will law abiding citizens follow them? Yes they are the only ones that will follow LAWS.

Why do we NOT ban or make HERION and COCAINE illegal that will surely stop them form getting to our children.

                                I believe I just did.

But if you want to go there and break down legal gun ownership (FBI data) you would find that the majority of the gun murders were conducted by illegal gun owners in mostly urban areas, with a high percentage in communities with a majority African-American populations.

If you are talking about George Zimmerman, you might want to get away from MSNBC and listen to AP and others. As the facts come out, George Zimmerman did first move to avoid conflict and only when he was getting the "crap" beat out of him did he protect himself....

In closing, I see you have fallen into the typical liberal modus operandi that when your position has no rational leg to stand on, your revert to name calling....

The billionaire mayor of that town, who should be calling for better police training is now using his mega-bucks to bankroll anti-gun policies.

George zimmermen confronts a kid, the kids punches him in the face after telling him to get the hell away and he blows him away. Then there's the other idiot who shot a kid for playing his music too loud with his friends. Are criminal acts committed by criminals (duh!) However, the acts of senseless violence are being commited more and more with "legal" guns. But then facts, logic and reason always escapes you conservative types. Look at the states, or other countries like England, Australia for example and check what gun control did for them. It doesn't do what the ignorant politicians who advocate gun control want it to do. It's knee jerk reactions like this that does more harm than anything else. Read the facts, they are out there for all to see. Chicago is a perfect example on how gun control works. The officials that push gun control are protected by guns held by all of the security that they have. We(private citizens) don't have the luxury of a private security force all we have is our selves. wake the hell up, every school should have a sign outside saying that it is protected by armed personal, and neighborhoods also just like the banks do. Politicians don't care about you but they make sure that they are well protected by gun toting personal.

Well my guess is the gun advocates or should I say "arsenal advocates" either want a jobs bill employing millions of armed guards and contractors building gun towers with barbed wire fences constructed around all public buildings (kind of like turning our society into prison system structures), or they will ask for total uncontrol of weaponry market...see your local nut drives his tank or half-track to work every day.

That leads to the argument against allowing specialized military rifles/firearms being legal for anyone to own or get a license to own...Does anyone think they have a chance of overthrowing government or even stopping it just because they have assault rifles and handguns with long clips? The high tech weapons the gov has will take out a citizen militia group in short time if all they have to attack with are AR-15's and all these other weapons the mass murderer's will use. So the second amendment use for the nuts that want to say their Ar-15's will enable them to overthrow gov as the founding fathers wanted them to be able to do, is a moot part of the amendment....you are not going to overthrow the gov with a bunch of gun nuts and their home aresenals they have now.

Back to the solution, one of them is installing video surveillance cameras on all public streets, parking lots, malls, etc. and having a security system that can respond immediately to or prevent these mass murder attacks. Limiting the future sales of these weapons and clips and maybe ammo too. Sounds harsh to the gun nuts, well buddy looks like we have a bad combo that has grown in USA = more immaturity/mental illness and more access to guns = bad reason to allow the current system to remain in place and we have been letting it say in place for years!

If you can afford the fuel to drive a tank then you probably can afford a tank. They are out there for sale they are NOT the same one the military use today though.

As for saying that all gun advocates are arsenal advocates. You do KNOW that an arsenal is a locked up secure place to hold guns and AMMO.

So if you have a problem of people LOCKING UP AND SECUREING THER GUNS then you may be part of the problem, Some people say Nancy did NOT have hers locked up. I have not seen the FACTS on that one yet.

The only thing that addditional surveillance will do will allow us to watch the carnage AFTER it happens. If you're going to suggest something that would stop another mass shooting you have to at least consider ARMING the teachers charged with the protection of the students.

Also, I don't support the second ammendment because of what I fear the government will do. I support it because of what I fear the government WON'T do.

I won't own a gun because I have a young child and don't see the point in locking a gun up so he can never even see it, let alone touch it. Because I would never have the time to get to it if I need it. And in most cases, I won't need it in my gated community. When I go out in public... I won't have it... and that is when I need it. So I don't see the point.

But as it stands, the 2nd amendment is interpretted (right or wrong) as allowing people to arm and defend themselves. And until someone can come up with a realistic way to keep guns from disturbed people and completely sane criminals, I will not support taking them from responsible, law-abiding citizens.

RackNStack....Why should you be afraid of legal gun owners who exercise their freedom of choice granted by the Constitution?

They are not attempting to take away any of your freedoms or rights....and based on the Cato Study you are 800,000 times more likely to benefit in a violent crime from a legal gun owner.....

Based on that premise...you should fear the Federal government as they have proven they are willing and will take away your freedoms to choose....

If you want to get into second amendment arguments, OK.

Are you part of a well regulated militia? What does that mean to you? I don't think Nancy Lanza was part of any well regulated militia.

And if we want to follow the second amendment to the letter, then let's put it into context with the time it was written in. You may bear arms, of course. let's give everyone flintlocks and muskets. They take about a minute to load a round vs. the 60 rpm rate that Adam's gun would fire.

And I'm not afraid of gun owners. I've got a few myself. I Just don't see the point in people running around with 30 round clips and rifles that will punch holes the size of silver dollars in living things.

And cars aren't built with the specific purpose of killing things. Guns are.

I say let have the secret service give up there guns. Then maybe I will give mine up. Till then I will keep mine.

Those people in the secret service may shoot and kill someone by accident with those rapid fire guns they have. Would hate for OBLAMER to get shot because of them having those guns so close to the president.

I have been reading the news ALOT lately and reading the comments to each story. And I think I've about had it with all this insane God talk. So I feel I need to put my two cents in:

What the hell does God have ANYTHING to do with all of the violence going on??? Violence has ALWAYS been part of our history. Nothing has changed about that!!! And violence will ALWAYS be out there, it has absolutely NOTHING to do with taking God out of our schools, government systems, etc. God (Christianity) is a belief people!! There is NOTHING out there to support that that belief has substancial facts to make anything in the bible true!! Let me ask you this Christians, when the people of your church are found molesting or raping little kids, how does that make you feel? STOP PUTTING THE BLAME ON TAKING GOD OUT OF EVERYTHING WHEN IT IS ONLY A BELIEF!!! They did that out of respect for those who believe in other things! And if you can't show your respect for that by trying to shoving your religion down other peoples throats then you are NOT a good person. I have respect for any and all religions. I could honestly care what religion you were as long as you live life doing the best you can every day and trying to make the right choices in your life. That's why they took religion out of everything, because people need to STOP comparing eachother just based on one's religion!! We need to be looked at as people and by the way we live our lives!! NOT by what we believe in!! This is what's so messed up with this country! Every one judges and descriminates (yes hating someone for their religion or trying to make someone see what they believe in is wrong is descriminatory)! And not to mention what the media puts out there now these days with the zombie shows and all the movies and tv shows out there that show you how to get away with crimes and murders and what not, and society feels like they have the right to ask "why?"! Everytime I hear that question I want to ask are you freakin kidding me? Because no one out there has any real common sense anymore to put the pieces together!! I'm almost done about caring what the hell is ever put on the news anymore because if we, as people, aren't going to stand together and realize this is the real world, then this world will never shape up. You people need to realize that violence does exist and it always will exist because it's plain and simple, there are just crazy, made, lunatic, horrible people out there who will do what they please whenever they please. It has NOTHING to do with God. So keep it out of your comments please!! And start focusing on the real reason why our nation is falling.

US gun ownership is the most in the world, followed by Yemen! Yemen is viewed as a terrorist hotbed.

What does that make the US?

You are only BRAVE when fully armed?

As far as free, I don't feel very free with people walking around with automatics in their belts.

Where is my freedom to feel safe?

In your heart of hearts you honestly believe a law-abiding concealed carry citizen will randomly decide to shoot you? Be honest are you that ANNOYING that you fear this happening to you?

SuzQ...just for the record and to help educate you, no one walks around with "automatics" in their belt.

They are semi-automatics, one trigger pull = one round fired....

You have fallen victim to the liberal stream media (aka Propaganda Arm of the White House) and Hollywood disinformation blitz.....

Intentionally allow illegal sales of guns to (foreign) criminals, i.e. Fast and Furious, and now he wants to restrict guns to law abiding US citizens. Good grief. This is what we voted for?

I guess Rwanda is an OK place, because they used machetes to kill a million Tutsi in their terrorist genocide.

They didn't need AKs,but I'll just bet if 12 guys with machetes showed up outside your house, where you and your family were, you sure as he!! would change your views on owning an assault rifle.

580,000 machetes imported from our most favored trading partner,China.

                                                        Wow john,

You do know that in Rwanda, that was supported by the ethnic group in power in the gov't. That if the gov't had done its job of protecting all its citizens, it would not have happened. That weapons, including guns were given out by the gov't to help in the slaughter. You want to go to a place where there is limited gov't, no regulations and no entitlements supporting the poor and disabled. Then have I got the place for you. It's called Haiti. When you get there let me know how your illusion works out for you.
