Obama demands 'concrete proposals' on gun violence by January

 

President Barack Obama empaneled a new task force led by Vice President Joe Biden to develop comprehensive proposals to address gun violence no later than next month.

In the wake of last week's shooting at an elementary school in Newtown, Conn., the president announced a new initiative that would include members of his cabinet and outside organizations to generate proposals to rein in gun violence. He said that any effort should include new restrictions on guns, but also improved access to mental health services and better management of violence in popular culture.

Obama vowed that the new task force would not be just another Washington commission, shorthand for the groups sometimes tasked with studying an issue or event but which often delay or dilute solutions long past the time when the original impetus for such a panel has passed.

President Obama announced Wednesday that Vice President Joe Biden will be developing proposals to curb gun violence, some of which may include banning military-style assault weapons and high-capacity gun clips or magazines. NBC's Pete Williams reports.

Obama said he had asked Biden "to lead an effort that includes members of my cabinet and outside organizations to come up with a set of concrete proposals, no later than January," which the president would then push "without delay."

"This is not some Washington commission. This is not something where folks are going to be studying the issue for six months and publishing a report that gets read, and then pushed aside," the president said. "This is a team that has a very specific task: to pull together real reforms, right now."

Obama expressed support -- restating the position of his press secretary, Jay Carney -- for certain gun measures, including the assault weapons ban, limits on ammunition and closing a loophole allowing gun buyers to elude background checks at gun shows. But he stressed that those were only components of a broader effort to address violence.

The president suggested that stakeholders in those deliberations could possibly include the National Rifle Association -- the gun rights group that had gone silent in the wake of the Newtown shooting, but will hold a press conference on Friday. The president argued that mothers and fathers who compose the NRA's membership had also been impacted by the Newtown shooting.

"Their task is going to be to sift through every good idea that's out there, and even take a look at some bad ideas before disposing of them," Obama said of the task force's efforts.

Already, Democrats on Capitol Hill have started to initiate some gun control efforts in the aftermath of Newtown. House Minority Leader Nancy Pelosi, D-Calif., called Wednesday for Republicans to bring up a vote on high-capacity ammunition magazines by this weekend. And West Virginia Sen. Jay Rockefeller, D, introduced legislation to study the impact of violent video games on children.

Additionally, Sen. Dianne Feinstein, D-Calif., has said she'll bring up a bill to reinstate the lapsed ban on assault weapons of the first day of the next Congress.

Few Republicans have stepped forward to embrace any of these gun measures, though, and have focused instead on the need for improved mental health services, or school safety.

Obama said his task force's proposals would make up part of his State of the Union address, and he expressed hope that the searing images from last week's shooting in Connecticut would last in the public conscious and help advance his eventual proposals.

"I would hope that our memories aren't so short that what we saw in Newtown isn't lingering with us -- that we don't remain passionate about it, only a month later," he said.

    Actually, if the Australian Bureau of Criminology can be believed, Americans would be insane to concern themselves with what non-Americans think about American gun rights.

    In 2002 — five years after enacting its gun ban — the Australian Bureau of Criminology acknowledged there is no correlation between gun control and the use of firearms in violent crime. In fact, the percent of murders committed with a firearm was the highest it had ever been in 2006 (16.3 percent), says the D.C. Examiner.

    Even Australia’s Bureau of Crime Statistics and Research acknowledges that the gun ban had no significant impact on the amount of gun-involved crime:

    In 2006, assault rose 49.2 percent and robbery 6.2 percent.
    Sexual assault — Australia’s equivalent term for rape — increased 29.9 percent.
    Overall, Australia’s violent crime rate rose 42.2 percent.

    Moreover, Australia and the United States — where no gun-ban exists — both experienced similar decreases in murder rates:

    Between 1995 and 2007, Australia saw a 31.9 percent decrease; without a gun ban, America’s rate dropped 31.7 percent.
    During the same time period, all other violent crime indices increased in Australia: assault rose 49.2 percent and robbery 6.2 percent.
    Sexual assault — Australia’s equivalent term for rape — increased 29.9 percent.
    Overall, Australia’s violent crime rate rose 42.2 percent.
    At the same time, U.S. violent crime decreased 31.8 percent: rape dropped 19.2 percent; robbery decreased 33.2 percent; aggravated assault dropped 32.2 percent.
    Australian women are now raped over three times as often as American women.

    So, if the USA follows Australia’s lead in banning guns, it should expect a 42 percent increase in violent crime, a higher percentage of murders committed with a gun, and three times more rape. One wonders if Freddy even bothered to look up the relative crime statistics.

    The International Crime Victims Survey, conducted by Leiden University in Holland, found that England and Wales ranked second overall in violent crime among industrialized nations. Twenty-six percent of English citizens — roughly one-quarter of the population — have been victimized by violent crime. Australia led the list with more than 30 percent of its population victimized. The United States didn’t even make the “top 10″ list of industrialized nations whose citizens were victimized by crime.

      Again, NRA pep-talk. Australia did not ban all guns, just assault rifles. Citizens had plenty of regular guns, shotguns and rifles to "protect" themselves. Any increase in crime rate was unrelated. Gun deaths went dotn from 500 to 200/year on average. 300 lives saved per year. I'll take this any day.

                    Thanks again for the citations Engineer. I checked out the children's defense fund site you used. It is a politically biased sight. It also offered no empirical proof that gun bans reduce crime. I will post an article that used an university study for its info.

                      I’m from California. I’m not an NRA member. I don’t own a gun, nor do any of my family members. I’ve never been hunting. I’ve only gone shooting once in my life (at a Daily Caller office retreat, incidentally). I’m not against gun-control laws on principle. And, frankly, I kind of like New York City Mayor Michael Bloomberg.

                      All of these factors make me an unlikely opponent of gun control. But I’ve grown into a pretty staunch one.

                      The main problem with gun-control laws is that they don’t work. Florida State University criminology professor Gary Kleck, a political liberal and one-time supporter of gun-control laws, has been studying guns and their effect on violence and crime since 1976. What he’s found is that gun-control laws have no net effect on violence or crime rates, because the benefits of widespread gun ownership cancel out the costs.

                      And there are benefits of widespread gun ownership. For one, guns deter criminals. Burglars are less likely to target occupied homes or businesses in countries with high rates of gun ownership than they are in countries with low rates of gun ownership, probably because they don’t want to get shot. Guns also level the playing field between victims and their attackers, who tend to be young men. According to Kleck, “There are perhaps 600,000-1 million defensive uses of guns each year, about the same as the number of crimes committed with guns.” And contrary to popular belief, gun-wielding victims of assault or robbery are less likely than unarmed victims of assault or robbery to be injured.

                      Kleck’s theory that gun-control laws don’t reduce crime — which has been corroborated by other scholars — is consistent with the fact that America’s violent crime rate has been steadily falling since 1990 even as gun-control laws like the Assault Weapons Ban and Chicago’s handgun ban have either expired or been repealed. Today, crime is more widespread in Western Europe than it is in the U.S.

                      Gun-control laws might be worth pursuing if they stood a chance of taking guns out of criminals’ hands, or at least forcing them to use less lethal types of guns. But they don’t, for two reasons.

                      First, criminals rarely obey laws. Studies show that most criminals acquire guns through friends or through theft, which means they’re able to bypass background checks and other well-meaning restrictions. Adam Lanza, the Sandy Hook shooter, stole the guns he used from his mother.

                      Second, there are close to 300 million privately owned firearms in the U.S. Even if Congress passed a law banning the sale of firearms tomorrow — which would violate the Second Amendment — it would be decades before the supply of guns decreased significantly, especially considering that many guns are operational 100 years or more after they’re manufactured. The government wouldn’t be able to eliminate this enormous stock of guns — buy-back programs would only go so far and straight-up confiscation would violate the Fourth Amendment. Meanwhile, illegal guns would flood into the U.S. from other countries.

                      Yes I agree that one is bias but the other 2 are showing that hand guns are the leading cause of death between assault rifles and other guns.

                      One of the charts shows when the assault ban was in effect and hand guns still out weighed the results plus the charts show the age of the preps.

                            One thing is perfectly clear, Gun Sales are up, 30 Round Magazine Sales are up, Ammo is flying off the shelves, and we have not buried all of the victims in Newtown, Connecticut. Going forward, nothing will change, we will soon forget Newtown and wait for the next assault with rapid fire / multi-capacity weapons, and realize that without wars, the American Military Industrial Complex needs a market for the products built for our military, and the militaries of the world. This is nothing more than Economics 101, and one-year from now, on the Anniversary of Newtown, we will learn that assault weapon sales have increased in the United States, the gun lobby is fiscally sound, and the gun manufacturers will be announcing increased revenue. So we need to start a war, or perhaps start arming the rebels in five or six African and Middle Eastern Countries, or look to the American Market for buyers of new and improved assault weapons.

                              I have not seen any AUTOMATIC weapons available. Where do I get them. You say they have MILITARY TYPE ASSAULT weapons, then where do I get them. I can ONLY find the semi-automatic guns, no MACHINE guns.

THe founders put in the 2nd Admendment as much to protect us from the Government as they did to protect us from criminals. When they take our guns what is next Freedom of speech? freedom of Religion? or maybe our right to vote.                                 I noticed, when I go into a gun dealers store to just browse. I see the guys and girls working in there all carry pistols in some type of holster. I may be wrong but the site of everyone "carrying" seems to be a good deterrent for those who may enter the businness with a mind set to break the law. There just seems to be a sense of security all around. Could be just me I guess.

                                      In reality: The BIZARRE thing is how the GOP clings to their stance of NOT RAISING TAXES on the RICH. Now, I find that bizarre. They want to include the wealthy on tax breaks being extended and once again "hold hostage" the middle class to get those wealthy people their tax breaks. Bizarre?, now that is bizarre. Cut programs targeting the low earners and retain generous tax cuts, temporary tax cuts, that were given to the wealthy in a FAILED attempt at what is called trickle down economics that was shown NOT to produce new jobs. You know, those jobs that never materialized after those tax cuts were put into effect.

                                      Now, that is what I call IRRATIONAL and the GOP now accuses the White House of being the irrational ones. With BS like that being thrown around its no wonder this cliff is rapidly approaching. Next election should be one where once again many Republicans will be shown the door.

                                          They can raise the tax rate and then they get there HUGE deductions and there loopholes to bring it DOWN anyway. I say leave them where they are and CLOES those loopholes & limit there deductions to 50K that will bring in as much or more than any tax rate increase. The rich will find a way to keep there money, as long as they have the LOOPHOLES and they can use all of there deductions.

Jordan Pritchard served eight years in the Marine Corps and was honorably discharged last May. Over the weekend, Pritchard said his daughter told him she was scared to return to school following the Connecticut tragedy. "As a dad, I can't have that. I can't have my daughter come to school worried about somebody coming in and hurting her," Pritchard said. He added, "To settle her peace of mind, who better than her dad to come out here and stand in front of the school?"

                                            Standing guard at the school has not only eased his daughter's mind it has also been very reassuring to other parents. "Just to know that symbolic uniform that represents protection is here at Gower [Elementary] is just heart warming. It's peaceful, it brought a tear to my eye yesterday," parent Lucy Hipp said. Grandmother Karyn Brown added, "It is a sense of comfort to know that people will step up and take responsibility in the

One man one woman with a JOB before bringing life into this world. Demand that Hollywood and the music industry stop the glorifying of premarital and wanton sex, violence, drug use.                                               First, scare everyone that we are in the worst financial crisis since the Great Depression. Then open the spending and borrowing floodgates to push our country towards bankruptcy.

                                              Second, test the Constitution and the power of the President by using executive order to appoint liberals to posts and circumvent our immigration laws.

                                              Third, blame everything on the rich, Wall Street and Capitalism. Introduce people to Socialism, slow and easy while making Capitalism look like a disaster.

                                              Fourth, steal an election by demonizing your opponent rather than telling the truth about where you want to take the country.

                                              Fifth, raise taxes on the small business employers and make them out to be the bad guy for laying people off.

                                              Sixth, take guns away from citizens so they can't fight back when we get to the seventh goal.

                                              Seventh, now that we have a defenseless citizenry, rip up the Constitution by telling everyone it's a "living, breathing document" and begin to transform the United States into Socialism where the government, not the people, control everything.
