Obama demands 'concrete proposals' on gun violence by January

 

President Barack Obama empaneled a new task force led by Vice President Joe Biden to develop comprehensive proposals to address gun violence no later than next month.

In the wake of last week's shooting at an elementary school in Newtown, Conn., the president announced a new initiative that would include members of his cabinet and outside organizations to generate proposals to rein in gun violence. He said that any effort should include new restrictions on guns, but also improved access to mental health services and better management of violence in popular culture.

Obama vowed that the new task force would not be just another Washington commission, shorthand for the groups sometimes tasked with studying an issue or event but which often delay or dilute solutions long past the time when the original impetus for such a panel has passed.

President Obama announced Wednesday that Vice President Joe Biden will be developing proposals to curb gun violence, some of which may include banning military-style assault weapons and high-capacity gun clips or magazines. NBC's Pete Williams reports.

Obama said he had asked Biden "to lead an effort that includes members of my cabinet and outside organizations to come up with a set of concrete proposals, no later than January," which the president would then push "without delay."

"This is not some Washington commission. This is not something where folks are going to be studying the issue for six months and publishing a report that gets read, and then pushed aside," the president said. "This is a team that has a very specific task: to pull together real reforms, right now."

Obama expressed support -- restating the position of his press secretary, Jay Carney -- for certain gun measures, including the assault weapons ban, limits on ammunition and closing a loophole allowing gun buyers to elude background checks at gun shows. But he stressed that those were only components of a broader effort to address violence.

The president suggested that stakeholders in those deliberations could possibly include the National Rifle Association -- the gun rights group that had gone silent in the wake of the Newtown shooting, but will hold a press conference on Friday. The president argued that mothers and fathers who compose the NRA's membership had also been impacted by the Newtown shooting.

"Their task is going to be to sift through every good idea that's out there, and even take a look at some bad ideas before disposing of them," Obama said of the task force's efforts.

Already, Democrats on Capitol Hill have started to initiate some gun control efforts in the aftermath of Newtown. House Minority Leader Nancy Pelosi, D-Calif., called Wednesday for Republicans to bring up a vote on high-capacity ammunition magazines by this weekend. And West Virginia Sen. Jay Rockefeller, D, introduced legislation to study the impact of violent video games on children.

Additionally, Sen. Dianne Feinstein, D-Calif., has said she'll bring up a bill to reinstate the lapsed ban on assault weapons of the first day of the next Congress.

Few Republicans have stepped forward to embrace any of these gun measures, though, and have focused instead on the need for improved mental health services, or school safety.

Obama said his task force's proposals would make up part of his State of the Union address, and he expressed hope that the searing images from last week's shooting in Connecticut would last in the public conscious and help advance his eventual proposals.

"I would hope that our memories aren't so short that what we saw in Newtown isn't lingering with us -- that we don't remain passionate about it, only a month later," he said.

                    There is a logical solution to this problem, pass a law that
                    makes it mandatory to have one police officer for every 500 students on every
                    school grounds in America, if we cannot protect our children then what future
                    does any of us have, ironically there is better security at the average mall,
                    why do you suppose people go into a school and attack multiple victims, simple –
                    several targets and zero chance of another gun there to defend them, if it were
                    a known fact that there were armed guards in every school it will automatically
                    decrease the incidents because the assailants would know that they will be met
                    with force immediately, despite the fact that it appears to be the end result
                    of death to the assailant and this is their final objective, there primary one
                    seems to be to take out as many on the way out as they can.

                    It is completely obvious to me that we have reached the
                    point in society were armed police at every school is the only solution to the immediate
                    problem, guns are and will always be available, what is not is an equalizing
                    force, time to balance the equation.

                          I am currently a Glock factory trained armorer, have shot competitively, and generally know a thing or two about guns.

                          I take it you have a motorcycle? What if they said well to many deaths occur when people ride a bike with motors greater then 450CC so now you cant legally own or buy a new motor cycle. After all you can drive a 450cc bike 60mph so you have no 'need' for anything bigger right? Its about your rights maybe you don't have a gun but there are other rights that sooner or later could be taken away. IE in uk they have lots of restriction on noise so many motor sports/hobbies have restrictions....is that what we want.

                              the limits on which weapons Americans can possess has already been determined in US v Miller and District of Columbia v Heller

                              United States v Miller concluded that citizens had a 2nd amendment right to "ordinary military equipment" that could "contribute to the common defense.

                              We therefore read Miller to say only that the Second Amendment does not protect those weapons not typically possessed by law-abiding citizens for lawful purposes, such as short-barreled shotguns. That accords with the historical understanding of the scope of the right, see Part III, infra.25

                              Like most rights, the right secured by the Second Amendment is not unlimited. From Blackstone through the 19th-century cases, commentators and courts routinely explained that the right was not a right to keep and carry any weapon whatsoever in any manner whatsoever and for whatever purpose. See, e.g., Sheldon, in 5 Blume 346; Rawle 123; Pomeroy 152–153; Abbott 333. For example, the majority of the 19th-century courts to consider the question held that prohibitions on carrying concealed weapons were lawful under the Second Amendment or state analogues. See, e.g., State v. Chandler, 5 La. Ann., at 489–490; Nunn v. State, 1 Ga., at 251; see generally 2 Kent *340, n. 2; The American Students’ Blackstone 84, n. 11 (G. Chase ed. 1884). Although we do not undertake an exhaustive historical analysis today of the full scope of the Second Amendment, nothing in our opinion should be taken to cast doubt on longstanding prohibitions on the possession of firearms by felons and the mentally ill, or laws forbidding the carrying of firearms in sensitive places such as schools and government buildings, or laws imposing conditions and qualifications on the commercial sale of Citeas: 554 U.                               We also recognize another important limitation on the right to keep and carry arms. Miller said, as we have explained, that the sorts of weapons protected were those “in common use at the time.” 307 U. S., at 179. We think that limitation is fairly supported by the historical tradition of prohibiting the carrying of “dangerous and unusual weapons.” See 4 Blackstone 148–149 (1769); 3 B.                               It may be objected that if weapons that are most useful in military service—M-16 rifles and the like—may be banned, then the Second Amendment right is completely detached from the prefatory clause. But as we have said, the conception of the militia at the time of the Second Amendment’s ratification was the body of all citizens capable of military service, who would bring the sorts of lawful weapons that they possessed at home to militia duty. It may well be true today that a militia, to be as effective as militias in the 18th century, would require sophisticated arms that are highly unusual in society at large. Indeed, it may be true that no amount of small arms could be useful against modern-day bombers and tanks. But the fact that modern developments have limited the degree of fit between the prefatory clause and the protected right cannot change our interpretation of the right.

                                              I am very saddened by the massacre at Sandy Hook. I find myself welling up each time I see one of the little victims on the internet and TV. But more importantly, I am angry. I am angry at myself and at my fellow Americans. I am angry for letting ourselves be bullied by the likes of the NRA, big oil, the Tea-party, the Koch brothers. I have had enough! I will not be bullied anymore. I will start by supporting aggressive gun control and have already started to donate money to organizations to promote gun control.

                                                  Turn off the TV... I think part of the problem is the news media. They plays these stories over and over. Lets show the pics again for the 6th day in a row. The more play this gets the more incentive we give the next crazy person to upstage the last. This country has had a lot of mass killing and not all by gun so I think we are being a little naive that banning or more gun control is going to fix this issue.
