Haley appoints Scott to fill S.C. Senate seat

South Carolina Gov. Nikki Haley has appointed Rep. Tim Scott to fill the Senate seat left vacant by Jim DeMint who stepped down to head the conservative Heritage Foundation. NBC's Brian Williams reports.

Updated 12:27 a.m. - South Carolina Gov. Nikki Haley (R) appointed Rep. Tim Scott on Monday to fill Jim DeMint's Senate seat at a press conference in the Palmetto State.

Flanked by the other Republican members of the state's congressional delegation, Haley named Scott as the state's next senator to follow DeMint when he resigns next month to take over the top position at the Heritage Foundation.

Scott said he was thankful for the opportunity, and opened his remarks with a moment of silence for the victims of the Newtown, Conn. shooting last week. And he sounded a decidedly conservative tone. 

"We have a spending problem, ladies and gentlemen, in America. Not a revenue problem," he said.

Scott will become the first African American from the South to serve in the U.S. Senate since Reconstruction -- and the only African-American senator to serve in the upcoming 113th Congress.

The rest of the South Carolina House delegation – a particularly close-knit group, was asked to attend today’s announcement at the South Carolina statehouse, according to several South Carolina House Republican sources. 

Rep. Trey Gowdy,  one of the five people on Haley’s short list for the Senate seat, said she called him Sunday night to inform him of her decision.

Gowdy, who said he thanked the governor for “making the right decision” in picking Scott, said she was “very gracious” on the call and said she would like him to be at the event.

“I told her that I would the only way I would not be there is if she specifically asked me not to come,” Gowdy said, reached by phone as he was driving from Spartanburg to Columbia for the announcement.

Scott was elected to Congress in 2010, and he represents much of the South Carolina coastline from Charleston to Myrtle Beach. He'll face a special election in November of 2014 to serve out the remainder of DeMint's term.

"I have no doubt that he will fly through 2014," Haley said.

A former state representative, Scott was first elected to Congress during the Republican wave of 2010. He beat out the son of former S.C. Sen. Strom Thurmond in a contested primary thanks to a mixture of establishment and Tea Party support. 
Scott, who is 47-years-old, was tagged for stardom in the GOP just weeks after he was elected to his first term. He was one of two House freshman elected to newly-created positions in the House Republican leadership shortly after the GOP retook the House in 2010. 

A favorite of the Tea Party, Scott's personal story is a remarkable one: While working at Chick-Fil-A, he met a movie theater manager who took him under his wing and taught him the values of conservatism and hard work. Long a poor student, Scott turned his life around and ended up getting elected to the South Carolina State House and then Congress.

Scott is a deeply religious Christian and is unmarried.

With Scott's appointment, South Carolina will be the only state in the union with two senators who are unmarried.

During the summer 2011 debate over raising the U.S. debt ceiling, Scott said that President Barack Obama could be impeached over the debt crisis. Scott supported the inclusion of a balanced budget constitutional amendment in the debt ceiling bill, and opposed compromise bills that did not include the amendment. Before voting "no" on the final compromise legislation, Scott and other first term conservatives prayed for guidance in a congressional chapel. Afterwards, Scott acknowledged he had received divine inspiration regarding his vote, and joined rest of the South Carolina congressional delegation in voting no on the measure

    Feisty did not say anything 'racist'. And I am always wary of somebody, anybody, who claims 'god' talked to them. Aren't mental hospitals filled with those who talk with 'god'?     We're you referring to Obama's policies? Perhaps we'll get back to the number of people employed during Bush's last full month in office sometime during Obama's second term. According to the official government Bureau of Labor Statistics, the results are as follows;

    Number of jobs at December 2008 = 134,379,000.

    Number of jobs at November 2012 = 133,852,000 - a LOSS of 527,000 net jobs.

    Oh, and let's look at the Debt (Source - Obama White House);

    National Debt at the end of fiscal 2008 = $9.986 Trillion.

    National Debt as of 12/13/12 = $16.370 Trillion, an increase of $6.384 Trillion (64%). And Obama (optimistically) projects that the Debt will be $20.374 Trillion at the end of his next term.

    Who do you think I am? I have bashed no one. I agree with Carlos above. Neither party is worth a crap. Both partioes are just a distraction set up by the oligarchy runni9ng this country. Both parties derive their power by spending money earned by others. The taxation system in this country is regressive as only 47.4 % of the federal taxation and even less of the state taxation comes from the income tax, the only porogressive tax and the only tax the media talks about.

    Govt is too big. Dems and Repubs both pretend to care, but support its growth. they just want to be the ones spending the money.

    It's nice of you to absolve the Democrat controlled Congress for ignoring their oversight responsibility over Wall Street and the loose lending practices over Fannie May & Freddie Mac that was at the root of the financial collapse (Thanks Chris Dodd and Barney Frank).

    By the way - over 80% of the Bush tax cuts went to the lower 90% of income earners. If it only helped the 'rich', then why is Obama desperately trying to avoid having ALL of the Bush tax cuts expire.

I am a white SC Democrat, Scott does not represent the black community and never has, that's the view of the vast majority of the black community here. As a former precinct chairman I know their opinions well. They used to call men like him "Uncle Tom's" and in his case I have no problem using that term because he has earned it. And sure there are probably a few hundred blacks in this state that support him!

    As for immigration you neglect to mention that this administrations deportation number for illegals far exceed that of the Bush Administration. And laughable to say the borders are open. Hispanics are not stupid however. They know who cares about them and who has a record of continual discriminatory policies towards minorities. That's why they voted for Obama in record numbers.

When the National Debt increases from the $9.986 Trillion at the end of fiscal 2008 to nearly $25 Trillion at the end of fiscal 2016 (Obama's last year), and the Interest on the National Debt devastates the futures of our children and grandchildren, and the economy is still lethargic after 8 years of Obama's policies, I hope the American voters are able to 'connect the dots', in spite of the 'Blame the Republicans' rhetoric of Obama.

            I keep reading that Democrat voters are smarter than Republican voters. I also keep reading that beacause 60% of white males vote Republican that the Republican party is a stale white male racist party. I also know that 95% of black voters vote democrat. So why not look at college board scores for an answer, and assuming that you will all blame economic factors, I grabbed that data first from the following source: The Journal of Blacks in Higher Education, on line today December 17,2012.

            But there is a major flaw in the thesis that income differences explain the racial gap. Consider these three observable facts from The College Board's 2005 data on the SAT:

            • Whites from families with incomes of less than $10,000 had a mean SAT score of 993. This is 129 points higher than the national mean for all blacks.

            • Whites from families with incomes below $10,000 had a mean SAT test score that was 61 points higher than blacks whose families had incomes of between $80,000 and $100,000.

            • Blacks from families with incomes of more than $100,000 had a mean SAT score that was 85 points below the mean score for whites from all income levels, 139 points below the mean score of whites from families at the same income level, and 10 points below the average score of white students from families whose income was less than $10,000.

              Michael Steele ran for Senate in 2006, two years before most people knew who Barack Obama was. He was elected Lt. Gov. of Maryland in 2002, while Barack Obama was still a state Senator. Ken Blackwell ran for Governor of Ohio in 2006. In 1986 here in MI, we nominated William Lucas for Governor. In 2006, Rev. Keith Butler got 40% in the primary for US Senate. Gary Franks was a Rep. from Connecticut in the 90s and JC Watts was a Rep from Oklahoma for eight years in the late '90s and early 00's. Clarence Thomas was nominated to the SCOTUS by GHW Bush in 1990. GW Bush nominated the first African-American Secretary of State, Colin Powell, and the first African American woman Secretary of State, Condoleezza (sp?) Rice. And btw, there have been seven African-American Senators, four Republican three Democrat.

Whether you agree with his political stance or not, for South Carolina to have a African American serve as a Senator and mind you a Governor who is a first Generation Indian/ American speaks volumes about how far we have come. I have always said we need to enlarge the tent and be much more inclusive, this is a good first step.

              The Republican party of Lincoln were largely abolitionist, which made them far more liberal at the time then their fellow Democrats. Need I remind you that the definition of liberal is one who believes in individual liberties. Lots of people today are trying to rewrite history to make the word mean all sorts of other things to fit their political arguments.

              I respect Scott's right to his own opinions, but the question is worth examining: in 2000, when John McCain was winning the Republican nomination, Bush's campaign sent out flyers to Republicans in South Carolina saying that McCain was mentally ill from his time as a POW, and that he had committed treason as a POW. The flyers said McCain had fathered a black baby out of wedlock (no, McCain has an adopted daughter who is Bangladeshi). The Bush campaign also distributed flyers in churches saying McCain was the faggot candidate, was gay, cheated on his wife, and that his wife Cindy was a drug addict. Indeed, Karl Rove was behind most of these attacks, and the SC College Republicans helped in this effort.

              The nomination race in SC, which had been a dead heat, turned around and Bush won by 11 points.

              So, I would like to know why Mr. Scott chooses to be a Republican, when this party smears opponents with claims of being a faggot, of fathering black children, and most importantly smears an honorable man who served his country with distinction in war as treasonous. If Mr. Scott thinks this is acceptable, then I don't think much of him.

              Liberal does not equal Democrat. Ideology does not equal political party.

              As Liberal means to believe in individual liberties, what Cassandra stated is absolutely correct.               I started working age 10 delivering newspapers, paying into Social Security age 16, worked way through college, served honorably in USMC, a Vietnam veteran, worked till I retired. Been paying attention to politics and voting all my life, and never had I heard and read more bologna being spewed out by the Republicans since the heyday of Goldwater and Curtis LeMay. I am a Democrat and proud. Statistics (which you all don't care about math and science), show that the GOP have more poor people on welfare, poor education and poor health care than the Blue States. More than 90% of wealth, intellectual property, GDP and everything else which keeps this country afloat comes from BLUE AMERICA! Yes, California may be struggling, but California by itself has a larger GDP than all the Red States Combined (8th largest GDP in the world).               I listened to your initial press conference last week and your typically sincere voice was re-assuring. However, you mentioned there's no one to blame on these senseless acts, and I disagree.

              You sir, your political base and others like you that have insisted for years to diminish the Judeao-Christian values that made this country great. You and those like you that insist upon creating a faith-less atmosphere; where your "safe school" Czar once counseled a school-boy, who had unprotected sex with a man in a bus-station restroom, to "just wear a condom" are partially to blame.

              You sir, who have denigrated values of The Book, by allowing the free will of gay marriage, and abortion as a campaign slogan; ARE TO BLAME for the further degeneration of our society where "life" of any sort, does not matter!

              You sir turned your back on the teachings of the Book, and allowed the secular-progressives to be spectators in the Roman Coliseum, to watch with much pleasure, the Christians thrown to the lions! You could have ignored the radical homosexual agenda ie; the Chick Fil A controversy, but you embraced it, further diminishing society as it once was! You could have set an example about unborn child killings, but you did not!

                  Very forthright and honest...this is the 1st President who has outright worked to get GOD out of our constitution and thereby encouraged those conflicted already, to become even more unsettled in their own minds; they become more & more enraged and strike out at those they believe has caused him/her to see how hopeless life has become. These most often may be parents/family they feel have let the individual down, complete strangers, that GOD has left him; OR all of these! they want to hurt them as much as he sees them having hurt him/her! They may threaten or become withdrawn & moody and eventually harm them; they may strike out at complete strangers, knowing that that will hurt/embarrass those who did the individual harm...or they may do both!!

                  I very firmly believe that the huge increase in the senseless killings around the country are the results of what some of those in power are doing to undo all that this country has stood for for hundred's of years. Young people are losing hope as well as the older one's who can't be sure of what the future holds for them in this country any more!! This country is fast becoming no longer the "Land of the Free" and if things keep going the way they have been for the past 4 years, the people will answer to the government rather then the government answering to the people!!

                  Those who are wanting to take away gun rights are only encouraging more of the same....responsible citizens in this country will be the only ones who are left defenseless in the end and our military will become a militia that polices the people!!

                  Of course this is just my own opinion after having seen, watched, and studied the takeover of many other countries since the early 60s and what is happening in this country now is in my opinion of how those countries have gone down in the past; even those before the 60s like Germany who have used the nieve youth and the women to bring that country down!!
