With Rice out, attention shifts to John Kerry for State post

Updated at 7:01 a.m. ET: When he ran for president, many in the GOP slammed Sen. John Kerry, D-Mass., pilloried for his late opposition to the Vietnam War and his famed flip on the conflict in Iraq. But, as criticism mounted against U.N. Ambassador Susan Rice as the apparent frontrunner to become the next secretary of State, Kerry was publicly embraced by Republican colleagues in the Senate as a comparatively slam-dunk candidate to replace Hillary Clinton.

Now that Rice has withdrawn her nomination to the post, as NBC News reported exclusively on Thursday, all eyes turn to the onetime Democratic nominee. An official close to the process told NBC's Andrea Mitchell late Thursday that Kerry is now almost certain to get the job. "There were two people on the list," the person said. "Two minus one is one." 

In her withdrawal letter to the president, Rice said she was convinced her nomination would prove "lengthy, disruptive and costly" as Republicans have raised questions about her role in the public response to the 9/11 attack on the U.S. consulate in Benghazi, Libya.  The exclusive NBC News interview with Rice aired Thursday on Rock Center with Brian Williams.

In an exclusive interview with NBC News' Brian Williams, Ambassador Susan Rice described the moment she called President Barack Obama and told him to withdraw her name from those he is considering nominating as secretary of state. Rice defends her comments made about the Sept. 11 attack on the U.S. consulate in Libya and describes what it's been to like to be in the center of a political firestorm. 

In a statement, Kerry praised Rice as an "extraordinarily capable and dedicated public servant" and alluded to his own past political battles.

"As someone who has weathered my share of political attacks and understands on a personal level just how difficult politics can be, I've felt for her throughout these last difficult weeks, but I also know that she will continue to serve with great passion and distinction," he said. 

EXCLUSIVE: Rice drops out of running for secretary of state

Elected to the Senate in 1984, Kerry rose to national prominence as a foreign policy expert when he returned to the Senate after his failed 2004 presidential bid. The chairman of the Foreign Relations Committee since 2009, he has made high-profile visits to Afghanistan and Pakistan and helped negotiate the new arms treaty with Russia that was signed in 2010.

Respected in the upper chamber and nationally as a shaper of the nation's foreign policy, Republicans have indicated that Kerry would face little opposition to be confirmed to the secretary of State post. "I think John Kerry would be an excellent appointment and would be easily confirmed by his colleagues," said Republican Susan Collins, R-Maine, late last month. Sen. Rob Portman of Ohio, a close ally of former Republican presidential nominee Mitt Romney, declared that Kerry would have "an easy time" being confirmed in the Senate. 

Kerry's confirmation would likely not come without some minor re-litigation of past controversies.  One of Congress's richest members, he was painted as an out-of-touch patrician by his presidential foes. The onetime Navy lieutenant was criticized by opponents during his campaign for his high-profile protests of the Vietnam War, including his nationally-covered challenge to a congressional panel in 1971 to defend the deaths of men "for a mistake."

Kerry worked closely with the president in the just-finished election, playing Romney in debate preparations and had been seen as a potential choice to head either the State Department or the Department of Defense. Earlier today a top Pentagon official told NBC News that former Republican Senator Chuck Hagel appeared to be the likely choice for secretary of Defense.

NBC's Chuck Todd details the events that led up to Susan Rice removing her name from consideration for the role of U.S. secretary of state.

But the main headache for Democrats if Kerry is appointed will be the triggering of a special election in Massachusetts next year to replace him. Democrats recently celebrated the ousting of Republican Sen. Scott Brown, who won a January 2010 special election to replace the late Sen. Ted Kennedy. Elizabeth Warren bested Brown in the heavily blue state by a margin of 54 percent to Brown's 46 percent.

If Kerry is picked, Brown will be viewed as a formidable Republican candidate to replace him. A wider bench of Democrats, including former Senate candidate Martha Coakley, may vie for the nomination.

But whoever wins the potential replacement race would have a grueling path, as would voters weary of statewide contests. Another special election would be the state's second in three years, and Kerry's successor would be up for re-election again in 2014.

I said on another thread, the mere fact the right wingers are clamoring for Kerry to get the nomination should be a GIANT warning flag!

Sen. Kerry was really the one who Obama wanted, but having Rice name up first would get the republicans to jump on her first then settle for Kerry. Would look bad for the GOP to say no to Rice and Kerry..just like they say no to everything else.

They'd use her as a political bouncing ball and divert attention away from critical issues. I'd not give in to them either by considering Sen. John Kerry as he already indicated he has no interest in the position. Here's a real curve ball...why not former Vice President Al Gore? He assuredly has the credentials, experience including indepth understanding of our nation's foreign policy. He is well recognized and a distinguished member in his own right.

I'm not certain the return of Senator Brown is as much a slam dunk as the GOPTP thinks. He absolutely KILLED both his image as a moderate and as a "nice guy" in the 2012 campaign. That said I don't think they should get the opportunity and John Kerry should stay where he's best serving the country.

Here's what I don't get about the Rice issue:

Pick one of these scenarios-

In whichever scenario you pick, the situation is this: The bad guys got the jump on us, we didn't see it coming, 4 people died, and we (hopefully) went to work to find those responsible.

Well, I have to say down here where I live it doesn't matter how rich or poor you are-if you kill someone in a drunk driving accident you get away with it-the most they spend in jail is 6 months and that is after 3 offenses with some extras that were covered up; and if you pay off the judge and the DA with a couple of thousand you can get it cleared it off you record-in fact our DA's office is under investigation for that right now. It is sad that people think that money makes their lives more important than someone who is not as fortunate. My Points: 1) Rice took a fall for Obama. 2) Kerry would be acceptable but for his Vietnam medal rejection and the Swift Boat allegations. 3) I essentially agree with Kanic. 4) We can all villify opponents on the party of the opposition to what end? 5) Obama is our Pres. (like it or not - personally I don't) but we do need a qualified, non-politically divisive person to fill the position. 5) Powell, to this political conservative, would be qualified, as would Petraeus, contrary to his history.

    I belive Jon Huntsman would be a good fit for the post. I voted Democrat, but would have seriously considered Huntsman for president if he'd been the nominee. He has a history of working with Democrats, and doesn't pander to the far right. He's conservative, but he's close enough to the middle to represent both sides. It seems Huntsman has served our nation, instead of serving the Republican party. I wish more politicians could clam the same.

    Think within a previously used ploy, forcing a special election as in 2010 when the Tea Party managed to get Scott Brown elected to fill out the balance of Ted Kennedy's term.

    I believe Obama should bypass Kerry for any post just to let McCain know how he feels about his politics. Screw Brown and the horse he rode on because he has been very partisan in the senate.     Some of you refuse to realize that there were/are CIA operations in the Bengahzi area, and Stevens was covering for them.

    That's why Stevens decided to stay and not call in the cavalry.

    Rice and others, weren't able to go into details on classified info, and couldn't jeopardize operatives further.

    The Libyan government wasn't allowing US military forces or contractors to be stationed in Libya, and that's another reason why our government wanted to keep it on the down low.

    Secondly, If she lied as you claimed, what damage was done? Don't give me some ethereal answer like "oh well our trust in her is gone". Give me concrete damage that was caused by this "lie". Did people die because of the lie? If Obama was looking to start another war over Benghazi, wouldn't he have claimed Al-Qaeda to begin with?

      GDP is up, AIG is paying off the last part of it's bail out money with a profit for the gov. ie: when the gov. sell it's Aig stock there is a profit. unemployment is going down. exports have risen, We produce more oil then ever before. And soon we will be getting so much natural gas from our own land that will be the major exporter. (that darn liberal energy policy). And we didn't have to ruin Alaska to to do it. The dow is up. etc. etc.

              Chris - Her lies were to maintain the illusion of Obama's foreign policy support of Muslims was working to make the middle east stable (when it's not). Big election points. Her lies were to cover up why the US did not respond or send help when military personnel was available to protect American lives after requests for security was denied.

              During an election year, damage control on failed international policy would hurt the president's chances for re-election.

              It was purely cover up for mistakes made by the administration while they knew the moment it was going on that it had nothing to do with a movie. What damage was done?                     I found her criticism a little interesting. She found fault with Susan Rice for having been the spokesman for the party -- for the Democratic administration's position on the foreign policy issue.

                    And, you know, Colin Powell, God bless him, and says this will be the shame of his life, he was the one who made the case for going to war in Iraq, you know, as the spokesman.

                    I think this. What struck me was the administration has really handled this badly. I mean, you don't send her up to the Hill to meet with people unless you're going have some friendly meetings too, you are going to have some positive people come out and say -- Claire McCaskill, I don't care, Amy Klobuchar -- say how wonderful she is.

                    And at the same time, what you have got to have is other people. Where are the endorsers of her? I haven't heard from Madeleine Albright. I haven't heard from Hillary Clinton. She is just kind of out there by herself, which may be a message in itself.

                    Actually, the share ownership in TransCanada (about $1mil worth) is a bigger issue. TransCanada, which is currently involved in the Keystone XL pipeline disputes, will ultimately need State Department approval to move its oil across the border, if it wants to transship the oil to Europe or Asia -- its stated intent. The B.S. about the Canadian tar-sand oil coming to us would only hold true IF we were willing to pay at least 50% more to TransCanada than we do to our domestic producers or offshore suppliers. In other words, out-bid Europe and Asia for the oil.

                      If Kerry wants it, and it is obvious that he does, I say that should be all that matters. I was honestly annoyed Rice was being considered ahead of him. I worked on Kerry's campaign in 2004 and cast my first vote ever for him. He came agonizingly close to winning that election, and I think if this nation could have held a do over even a year later he would have won easily over his opponent, who still is hiding in shame four years after leaving office. If Kerry wants it, that's the end of the discussion for me.

                      Back to the Keystone XL mirage. Look, there are refineries in at least 7 northern states within easy range from the Canadian border. Instead they want to build a pipeline directly to one of the nation's largest ports.

                      Given the evidence does ANYONE honestly expect that the intent is for that oil to be refined and used here in the US?

                          I knew 7 people who did PBR duty in VietNam. Only one of them didn't have a Purple Heart. Three of them had 2 purple hearts.

                          One of them is still one of my best friends. He said one AK-47 round hitting the armour plating could injure crew anywhere on the boat. Anyone who served in the floating target Navy over there has nothing to be ashamed of.

                          Under no circumstances should any serving Democrat from the Congress or the Senate, or any statewide office of any state be selected. There is no reason that Democrats should give the republicans a chance to gain another seat in either body or election to a statewide office anywhere.

                                John Kerry should announce that he is not leaving the Senate. Having Susan Rice Drop out for Secretary of State was the whole plan the Republicans were playing. John McCain and little weasel Lindsay Graham wanted to get John Kerry into the position of Secretary of State or Defense so that Scott Brown can take the Senate Seat in a special election for the one he lost to Elizabeth Warren. Kerry would be dumb to leave the Senate were he would easily win reelection in 2014 and be in office more than eight years yet minimum.

                                  Of course the repubs want John Kerry to be sec. of state. That gives them a good chance to win his senate seat. If Obama wants support for his programs, he better think twice about John Kerry. Admiral Joe Sestak, former senator from PA, would be a better sec. of defense than Hagel. Sestak understands the demands of a MODERN military and has the background to be a great sec.

                                  after my discharge, i attended anti-war rallies and even wrote protest songs ----- but the difference between Kerry and myself is that i was against how our leaders were handling the war, while Kerry was criticizing the soldiers in such a way that made their transition back into civilian life much more difficult. ----- for that, i could never forgive Kerry.

                                  Ron- thru luck I had a high draft number and was not willing to volunteer. I will admit to youthful idiocy on the name calling of our troops. They were victimized as much as anyone. Dont remember Kerry calling out the soldiers(except for Mai Lai) but do remember him saying who would want to be the last soldier killed in a meaningless war.

                                  ron- I did hear of soldiers being "humilated" having stuff thrown at them but physical damage was the rarity. What was done was bad enough and its good to see that as a country our service men are treated much much better today even though many feel what happened in Iraq was wrong.                                   Let no one make the mistake that those Senate Republicans who so vocally hated on Ambassador Susan Rice did so mainly to get John Kerry OUT of the Senate and Scott Brown back in. There are some other minor skirmishes created by Senator John McCain and his gal-pal Lindsay Graham. Old Johnny Boy is still hurting about the many comments then Obama Supporter Susan Rice made about him during the 2008 campaign. They are so petty as to not deserve the energy needed to type them. But then again, Old Johnny Boy is known to throw around one or more of his BFF Miss Lindsay's "petti-coats."

                                  And speaking of petty and coats, Old Johnny Boy's Best Gal Pal, the Senator Miss Lindsay Graham, made an outrageous comment about President Obama the other day on, where else, Fix News. Miss Thing had the audacity as well as the mendacity to call the President of the United States (Yes, President Barack Obama, Black Man) a "small ball guy!" Really, Missy? You might want to rethink speaking of this President's privates as anything but small. She went on to query, "How about manning up here, Mr. President?" Or, should we call any sort of questioning from Miss Graham... "queery?"

                                  Miss Lindsay will most likely be "primaried" (the only "married" he'll ever be) and roundly defeated in 2014 by a big butch man from the crazy religious right. Air Force "Colon"-el Miss Lindsay Olin Graham, the 57-year-old and never-been-married baby of Mille and Flo Graham, can then FINALLY come out and stop the mendacity that he's not gay.
