GOP makes new 'fiscal cliff' offer to Obama

John Boehner makes a new offer to President Obama in hopes of reaching a deal to resolve the impending fiscal cliff. NBC's Kristen Welker reports.

House Speaker John Boehner (R-OH) sent a new offer on Tuesday afternoon to President Barack Obama in hopes of reaching a deal to resolve the impending fiscal cliff.

Specific details are scarce, but the proposal apparently was made as a counter-offer to something the White House had proposed over the last few days. A GOP aide said the White House plan offered $1.4 trillion in new revenue, but the GOP still not moved from offering $800 billion in revenue.

Boehner spokesman Michael Steel told NBC News the following:

"We sent the White House a counter-offer that would achieve tax and entitlement reform to solve our looming debt crisis and create more American jobs.  As the Speaker said today, we're still waiting for the White House to identify what spending cuts the president is willing to make as part of the "balanced approach" he promised the American people.  The longer the White House slow-walks this process, the closer our economy gets to the fiscal cliff."

Speaker of the House John Boehner provides an update on the fiscal cliff negotiations, placing pressure on the White House to reveal how they intend to compromise with House Republicans on spending cuts.

Since this is a new offer, it’s assumed to be different from the one put forward last week by the GOP that called for $800 billion dollars in new revenue through closing tax loopholes and deductions, along with an additional $600 billion in savings through cuts to entitlements.

A GOP aide opined to NBC News that the president must move more quickly on “the spending side” before any deal could hope to be accomplished. A major sticking point to date has involved how much ground Republicans would give on tax rates for the wealthy.

Lock the White House Doors, put up a Closed sign and go on vacation Mr. President. Please, Mr. President, find a camera and take a middle finger pic to send to Boehner. Tell him in a statement: "See you on January 1 st. Stop screwing the American people Boehner and other Republicans. The American people have said they want the taxes on the rich to increase so do it. If you continue to honor the Norquist pledge over your own oath of office, you be seen as a traitor."

Sunset,

If the Iraq war is over and Afghanistan is slowing down, and there are 5 million more people working why is spending stagnant and actually up 16% fro the first two months this fiscal year.

I bet if you look at the laws, you'll find the the obstructionist actions and the dedication to the Norquist Pledge over their oath is a violation or treasonous. But I'll settle for him losing his seat come the next election. Better if he and other Republicans were convicted of treason.

No law needed - pledge for oath of office includes "take this position freely..." which means I have no previous commitment to anyone or anything to hold onto while I serve in office.

    Oath of Office

I do solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter: So help me God.

I don't see anything that mentions anti-tax pledge or Grover

        Original POster,

You don't think the next Congress under a NEW speaker of the House - will sell their own mother to lower taxes for everybody?

Soon as Republicans say "lower taxes", the Dems counter with - super low rate for the 98 percent, and of course give in just a little to the top fat cats. It will be a race to see how low taxes will go, but hence the problem we are in now. Not enough revenue. We have a revenue problem.

Debt cieling - Republicans hold that hostage and trillions of dollars (on paper) will immediately dissappear. It was never "earned" anyway.

End result - 100 percent of America is in the poor house and Haiti is laughing at us.

I'm disgusted with how our elected officials - who have put us in this mess - continue on because they know that no matter what happens to this country, they have their power and their money, all at our expense. And, finally, I am disgusted with how divided the American people have become. Our karma has finally run over our dogmas.

well it does affect the debt. As our credit raiting hits bottom, COST of borrowing is increased. Interest we pay today on the debt - that rate gets doubled or tripled - ADDING to the debt.

China can always say - enough - calling in those debts for cash - no cash then we will take Mississippi, Alabama, Georgia, The Carolinas, Louisiana, Arkansas, Tennessee, and Kentucky in exchange.

            Oddly - we win.

SO the Dimwit - gets null and voided by facts - and then returns avoiding facts - only to throw more stones.

Why do you think presidents try to keep COSTS off the public budget? If we knew up front how much Iraq would cost us (not including life and limb of which we do not support) - even the Tea Party wouild have said "hell no".

Administrations purposely keep items off the public books so that the truth is hidden in the next administration's handling of those debts. Obama - purposely decided to blow the dust off of Bush's books, and ADD his hidden debt to the current budget. Hoping that a cooperative Congress help in nuetralizing the overall debt.

Maybe if a republican is ever again voted into the white house - they should bring their own budget? Then once they leave office - take the budget with them.

Social Security is it's own animal - has NOTHING to do with the debt, increase in debt, or the decrease of debt.

Today's workers - what few there are - are paying into the social security system, that is covering today's retirees.

Next generation of retirees, will be paid for by the childen of the next working generation.

The problem is that the job market is being squeezed by corporations whom desire to save money today- at the cost of social security payments made by workers. fewer workers - fewer revenue.

Yes - oddly after WW2, when the baby boomers came home, they became a new army of workers - paying social security. Today they are retiring from the work force. That group over time created a surplus - seeing how unepmloyment was over all low except during the 1970's and most of the 1980s. That surplus that was created yesterday - will take a hit as job numbers fall today, and retirees start receiving SS payments.

Statisticly - rich white men live long after they retire. The rest of us die (thus no longer receive SS payments) at an earlier and earlier age as time progresses.

SS is fine - even better since Bush thought he had poltical captal and tried to privatize it. If that worked, and you lost all your retirement account in a bank failure - how would you feel then? Not even bank regulations would protect you. But someone in that bank has YOUR money - and they have no plans on giving it back.

I agree. However, realize the Republicans are not mature enough to let that happen alone. The plan on taking the debt limit over the cliff as well. Thus, exacerbate the problems we'll face. It will be the Republican death call. It will destroy their party for good as well as the World economy.

Going to disagree with you on this.

Going off the cliff will shake the markets - but a majority of the losses will be on paper. Not real.

So taxes go up for everybody. Keep in mind that you do not pay these new tax rates UNTIL 2014, 15 April.

Come the new Congress with new speaker of the house - anytime the republicans whisper "tax reform" - the Dems will beat them to the table with a proposal - that the republicans will reject until next October - just in time so tax code, including new rates - gets codified.

Money lost on paper - big freakin deal. If you wanted it - pull it out now befgore the Markets start accounting for it with a 5 thousand point correction down.

Investors know this - act fast or get left in the dust. The smart money is getting out of stocks and into precious metals as of yesterday. Expect no Santa rally - should be some huge swings DOWN with increasing volume each time as folks yank money from the markets and convert to cash or metal.

Does this mean that folks with IRAs, and 401Ks and other mutual fund investments are going to take a hit? Yep - unless you take action now. As the market crashes - someone using derivatives will be making a huge fortune at your loss. Chances are it is the person overseeing and managing your investments.

                          Norquist is not a donar.

Actually - for the slug he is - this was a great move on his part. Too bad it does not benefit anybody.

His idea is simple. Republicans have been fear-basing the populace for decades. They now fear the same crap they fear onto others.

Republicans biggest fear - the primary. How far to the right can you lean without falling over? This is demonstrated by a vast majority of respected establishment republicans - not returning to Congress this next term - replaced by tea bagger lunatics.

The only thing we have to fear - is fear itself. (Franklin D. Roosevelt)

If a candidate represented the people - what is so scarey about a primary? If your respected by your constituents - might never face a primary.

The current republican party has been backed into a corner by it's own fear of the voters.

No offer from the right wing obstructionists that does not include rescending the Bush tax cuts for the wealthy..period...if they are so greedy that they would sacrifice the good of the nation for a tax cuts for their buddies, then the hell with them. This is not a tax increase, it is turning back to the rates of the Clinton years that were cut by Bush and threw America into the tailspin it is only now trying to come out of. IF the right wing keeps up their garbage, the country will fall off that cliff that Bush brought them to the edge of with those same tax cuts.

The Bush tax cuts were the single worse tax decision ever made. Totally destroyed our economy.

Along with two unfunded wars, over 7,000 Americans fitted for body bags, 3000+ souls lost in 9-11 due to ignored warnings, 1800+ died during and after Katrina because of underfunding and refusing ACE requests for levee repair. You are right Johnny, along with the tax cuts and the death and chaos that was visited upon America our hearts were nearly broken along with our fiscal well being. There is light at the this long tunnel and the President will prevail and do what's right for America.

Lol, the "we want cuts, we want to shrink government" crowd STILL cannot mention one thing that they want to cut! Why are they asking Obama what he wants to cut? Obama is a big government "socialist" who wants to control everything isn't he? Isn't that what you always say about him? So why in hell are you asking HIM what he wants to cut? You rightwing dingbats are the ones who keep saying that most government spending is wasteful and useless, ok, so give us ONE EXAMPLE of what you consider wasteful. What government programs would you like to do away with? Even that idiot Rick Perry could answer this question even if he did forget one of the programs he wanted to cut!

Fifty years ago, a rather astute political writer, Alsop, made the point that Americans get better office holders than they deserve. A quick survey of the comments here makes clear that the statement is more true today given the vast ignorance displayed. Simplification of complex systems is an art from: our politicians, talking heads and We the People are simple, but not artists. Most people are comforted by having things they do not like and/or do not understand hit with a label: "liberal" "conservative" "populist" b/c they already have been told "liberal bad, conservative good" and they can go on with their life without thought.

Keep this in mind - the Obama pension - after his second term - will last decades due to his young age. Obama after office is young. Younger then any other prior president. His lecture tours and of course additional books, and consulting fees - might equal a few million per year. Just like Clinton. Oh and Obama has access to the latest security and team care of the secret service for life. That should make finding a parking space at the country club real easy.

                                                        Now who is stupid?

Over the past 10 years, the country has spent more than $400 billion just servicing the debt created by the cuts.

Supply-side failure: Far from paying for themselves with increased economic activity as promised, the tax cuts have depleted the public treasury. Tax collections have plunged to their lowest share of the economy in 60 years.

No jobs: Between 2002 and 2007, employment increased by less than 1 percent when the economy was supposed to be expanding. Employment growth barely kept pace with population growth. Between the end of 2001, when the country was in a recession, and the peak of the real estate bubble, er, economic expansion in 2007, the US economy performed worse than at any time since the end of World War II.

Rich people benefit: The best-known result of the Bush tax cuts is that virtually all the benefits were conferred upon people who didn't need them at all and who didn't use the money to, say, create more jobs or pay their workers better. Median weekly earnings fell more than 2 percent between 2001 and 2007. Meanwhile, people making over $3 million a year, who account for just 0.1 percent of taxpayers, got an average tax cut of $520,000, more than 450 times what the average middle-income family received.

                                                                      Reply#102 - Tue Dec 11, 2012 7:42 PM EST

The Republicans know this so it is they who are doing the blah blah blahing. The President is waiting for a proposal that includes allowing the Bush tax cuts to expire for wealthy folks. The Republicans do not seem to understand that they lost the election on this issue.

                                                                              #104.1 - Tue Dec 11, 2012 7:49 PM EST

Please get it correct, the President wants to keep the Bush tax cuts for 98% of the people. If he blames him for everything at least he should give him credit for the things of his that he likes.

Also why is the fixation with rates instead of revenues, shouldn't the goal to be to get as much tax money with the least harm?

                                                                                #104.3 - Tue Dec 11, 2012 7:53 PM EST

The fixation is on rates because of the fixation on rates by the RepubliCONS(I realize you are a can do republican).

You cant run a country bound by a Grover pledge binding you for eternity.

First I am not a Republican but a libertarian except i believe in a Foreign Policy.

Actually it is the President who is fixated on raising rates for the top 2% instead of looking at overall revenues which is what the Republicans have suggested.

I do accept we need to raise tax revenues and I think there are many ways of doing it but the overall goal should be revenue not rates. One example would be a one time 10% on foreign money brought back to the US by corporations that have it outside. If 1/2 the money comes in that would raise $100B.

                                                                                    #104.5 - Tue Dec 11, 2012 8:41 PM EST

We have a spending problem not a revenue problem. We are now spending 25% to GDP, under Clinton we were at 20% spending to GDP. Even if the 2% atr taxed that is only 64 billion per year, while we run trillion dollar deficts. Per the math were on track to spend over a trillion a year just to service the debt by 2020 ( just seven years from now) 24 trillion deficit at 7% interest rates. A trillion is already 1/3 of todays entire budget just to pay interest not even paying down the debt - we will default on our debt its not if, but when.

You know, cleaning, building etc. As for the military, they surely don't need them to fight for us. As for the peace corp, thats a good ideal. we can send them to afgan, pakastan, iran iraq, north korea and all points east.
