It’s not just Benghazi anymore.
One of the most controversial energy projects in the nation also has become a flash point in the drama surrounding who may become the next secretary of state – and it’s coming from the left instead of the right.
Back on Nov. 28, “OnEarth,” published by the Natural Resources Defense Council, dug into U.N. Ambassador Susan Rice’s financial disclosures and found that she and her husband have a stake in TransCanada, the company pushing for the Keystone XL Pipeline to be built.
NRDC officials say it's an important issue that must be discussed during the nomination process. But the timing of the report raises questions, as it is being surfaced by an environmental activist community that has previously given support to another potential secretary of state candidate – Massachusetts Sen. John Kerry.
NBC News' Mark Murray explains why the partisan divide over the potential nomination of U.N. Ambassador Susan Rice is intensifying.
The decision on whether to approve the pipeline goes through the State Department.
“If confirmed by the Senate, one of Rice’s first duties likely would be consideration, and potentially approval, of the controversial mega-project,” Scott Dodd at “OnEarth” wrote. “Rice's financial holdings could raise questions about her status as a neutral decision maker.”
Dodd noted that “Rice owns stock valued between $300,000 and $600,000 in TransCanada, the company seeking a federal permit to transport tar sands crude 1,700 miles to refineries on the Texas Gulf Coast, crossing fragile Midwest ecosystems and the largest freshwater aquifer in North America.”
Bill McKibben, an anti-pipeline activist, told the publication: “It’s really amazing that they’re considering someone for Secretary of State who has millions invested in these companies. The State Department has been rife with collusion with the Canadian pipeline builders, and it’s really distressing to have any sense that that might continue to go on.”
Susan Casey-Lefkowitz, the NRDC's director of international programs, sounded a less strident tone a day later: "What's most important is that she rid herself of her holdings in TransCanada and other tar sands-related companies, and we're confident she will do that ... What's most important is that we have a good, thorough review done.”
Danielle Droitsch, a senior attorney for the NRDC and director of the Canada Project, told First Read: “We think Ambassador Rice has the credentials to be secretary of state, but if she were nominated, and then appointed, these holdings would have to be addressed.”
She added that “high-level officials dealing with Keystone should not have any conflicts of interest.”
The likelihood is that, if nominated, Rice will have to divest herself of her TransCanada investment to avoid a conflict of interest.

The environmental group’s effort to shed light on Rice’s financial interest in TransCanada could be just an attempt, if Rice is nominated, to get a “thorough review” and make sure it has a staunch ally in trying to thwart the project, as Casey-Lefkowitz said.
But could it also be a signal that the NRDC prefers another candidate for the job – Kerry, the other of the final two candidates reportedly being considered for the post?
After all, environmental groups have strongly supported Kerry in the past and have a long working relationship with him. Like they would for most Democrats in a presidential election, for example, the NRDC and the League of Conservation Voters, among others, ran ads in the 2004 election boosting Kerry.
LCV even endorsed Kerry before the New Hampshire Democratic primary that year, although it has notably not spoken out about Rice.
Droitsch, however, would not address whom the NRDC prefers for the job.
“We’re trying to signal that the pipeline decision has to be conflict-free,” Droitsch said. “That would pertain to any potential nominee. The president has the prerogative to nominate the person he believes is best for the position.”
The Senate will then raise questions, however, she said. And “now is important to raise the issue ... We want to make sure that anyone who’s being considered would be free of those conflicts. That’s our primary interest right now.”
The NRDC, which has been very involved in efforts to block Keystone, is the environmental interest group most pressing the issue of Rice’s financials.
But others might not be as keen to see Kerry leave Capitol Hill. After all, consider that green groups already spent a lot of money trying to oust Republican Scott Brown from the Senate – and were successful.
But if Kerry becomes secretary of state (or even defense secretary), his seat would become vacant, raising the potential for a costly and competitive special election.
“Who cares if the U.N. ambassador has a TransCanada stock. Who cares if the head of the FDA has TransCanada stock,” said a Democratic strategist and ally of the administration who is a veteran of confirmation battles.
“If she [Rice] were to be nominated, she would go through a process by which we look for financials conflicts. Maybe this stock would be identified as something that posed a conflict, and she would sell," the strategist said. "But she hasn't gone through that process, because she's not a nominee to anything. If they want to say that if she is the nominee, she should sell the stock, that's fine. But you can't legitimately hit her for having it now. And that is likely why NRDC backed off and no other environmental groups have piled-on.”
What really is going on here likely has less to do with Rice and whether she should ascend to secretary of state, and more with the NRDC leveraging pressure on the president and the administration to make sure the pipeline is rejected again once it comes up for approval. And that could be soon.
The next step in that approval phase, in fact, could come as early as next week, Droitsch said. TransCanada has applied for a shortened pipeline in hopes of having that approved – something the NRDC strongly opposes. A Supplemental Environmental Impact Statement could be released by the State Department as early as next week, Droitsch said.
“It is critically important for there to be independent decision-makers, free of conflict of interest, who can take an independent view,” she said.
She then tied the administration’s decision on the pipeline to climate change, an issue that has regained prominence as a result of Hurricane Sandy. In the days following Sandy’s landfall, in fact, New York Mayor Michael Bloomberg endorsed President Barack Obama for his leadership on climate change.
How Obama decides on the pipeline “signals where the U.S. is headed in terms of importing dirty fuels, inconsistent with an administration that is committed to fighting climate change,” Droitsch said.
“We’re confident President Obama understands the seriousness around the issues surrounding this pipeline. Approving it sends the wrong signal about our country’s commitment to climate change. Yes, he’s under a lot of pressure, but the public is very concerned about this. It’s not a decision I know he’ll view lightly.”

Speaking on the subject at hand, you probably didn't have any problems with Condoleezza Rice's stake in Chevron Oil co, serving on their board of directors since 1991, or the fact Chevron named a super-tanker after her, even though they "re-named" it after she went to work for Bush, but hey, it's like Cheney with his stock in Halliburton, going into "blind-trust," while he made sure many major contracts in Iraq/Afghanistan went to that same company.

I thought Keystone Pipeline would be good for the US, I mean GOP said it will create lots of jobs and reduce oil's price in US. What went wrong? GOP attached it to like half of their bill in the first 4 years.

I have nothing against Rice personally, but I do object to having holdings in the XL pipeline project. Here we have a project that the Canadian government would not pass a permit for the project to traverse their land due to environmental concerns. Here we have people in this country who are willing to risk our largest aquifer to put this pipeline across our lands. Will it have a long lasting economic affect for the US? The answer is no and the tar sands oil will not be used as energy for this country but will be shipped overseas for other countries.
I am against her nomination for Secretary of State specifically since she and hers bought stock in the XL project on the prospect of it being built most likely across our Eco systems. Kerry would be a better choice due to many groups who endorse him and he is already wealthy and therefore would be less likely to be an opportunist in exploiting the position for monetary gains while Rice does not do her homework on the international issues to speak for the US.
Our President is not making a good move in trying to nominate her for this reason and the XL conflict of interest. She would hold the decision to permit this project when Canada would not provide a permit for the XL Pipeline to run across their lands to the closest port. Why should we give the green light for this pipeline which will definitely bring us ecological grief just as BP and Haliburton did in the Gulf. Thumbs down on this one.

Let's see now. We currently get most of our imported oil from the highly unstable Middle East and unfriendly Venezuela, and the Keystone pipeline would replace much of that oil with a dependable supply from a very friendly neighbor. I wonder if we should go ahead with the project?
It's not like the Canadians won't still produce that oil and sell it to someone else (China) - in fact, the environmental risk of shipping the oil to China is far greater than the risk of an oil spill from a pipeline.
Honestly, the environmental groups can't seem to see beyond the tips of their noses.

I ususally agree with much of what you say but you are wrong about this. We get most of our imported oil from North American with Canada being our largest foreign supplier followed by Mexico. Only about 15% of the oil we import comes from the Mid-East and only about 9% from Venezuela. Also the pipeline would not "replace" any other forgiegn oil considering we import and refine much more than we use. Oil products are one of our top exports after all.
Folks this is the best time to invest in TransCanada. Let take in a piece of the pie. Mrs. Rice know something we don't and Probably president Obama and mrs. Obama know also. It's time to buy shares stocks on this company.

One leak in this pipeline stretching across the midwest from a rupture, earthquake or even sabotage will in effect render ALL water in the Midwest unfit for consumption. There are water shortages all over the country and even many more in the world. If we poision the drinking water in the midwest, which I have been told is one of the largest supplies of drinking water on the planet at this period in time, than we might as well get used to water shortages across the country and across the globe for the rest of our lives and generations to come. Won't much matter if the children of today are paying off enormous amounts of debt. A bottle of water will likely be $20-$50. Good luck with all of that.......dying of thirst might just get all of us before the sun burns us from all the carbon released into the atmosphere. Unlike some politicians, who deliberately commit mistakes, Rice (both) seems to take a flimsy position and run with it (Condi with WMD's, and Susan with Benghazi) Of course, I would prefer Hillary to stay. There isn't ANY oil that is earmarked for one country or another. And lets not forget about all of those pipeline and refinery jobs, I'd definitely say they will help the USA.

The question that should be asked and answered about the investment, if it ever comes to that, is whether or not the pipeline would be a good project to allow, not whether a political hack like Rice might benefit from it. What I am getting at is these countries have been this way for 1000's of years and we are not going to change them in our life time and right now things are so unstable over there that we need every advantage we can get and if that means sending a man instead of a woman at this point then yes I guess you can call it playing their game. I have 3 grandkids in the military and I really don't like it when they are doing a tour over there so would like to keep things stable. We started showing them the way when they started sending their men to this country for an education and they brought their wives. We Americanized them and that was the beginning. I was friends with some of the wives and when they went back home I knew they would never be happy with the old ways. We have to do it in steps and not shoving it down their throats.

Backcountry164, everyone knows the tar sands will be processed, cracked and then sent offshore countries. The problem is with the pipeline itself and the land it runs over. The XL Pipeline is to be routed over America's largest aquifer that many states rely on for potable water. It is not if, but when the pipeline ruptures and the tar sands spill out onto the landscape polluting OUR posterity's borrowed natural resources like the Gulf fiasco with BP and Haliburton the probability of polluting the Oglala Aquifer are huge not to mention the collateral damage where will we go for potable water in the middle of the country? Will Canada build a new potable water line from Canada as part of the mitigation settlement to replace the lost aquifer? I doubt or actually I know it is impossible. Just like their mining operations for gold and other precious metals in Nevada and now Bristol Bay.
Canada would not provide a permit to this Canadian company to build the pipeline to a closer Canadian seaport saving millions of dollars in construction and energy to pump the slurry of sand and oil. A sensible and logical person would ask themselves why Canada would not permit this construction across their lands so why would we want something the Canadian government wouldn't permit. What could possibly be wrong with this engineering feat? I know or hope you are logical enough to be able to read about this and find your own answers. Your statements ring hollow with most knowledgeable people.

The Keystone pipeline is intended to transport Canadian tar sand slurry (NOT oil) to an American refinery in Texas, where it will be turned into gasoline, diesel, bunker oil, jet fuel (all products useful to a military machine, hmmm?) and loaded onto Liberian or Panamanian flagged tankers for tranport, sale and consumption in- wait for it!- the People's Republic of China!
Not only does the Keystone pipeline have ZERO impact on energy/fuel prices in the United States, it's providing large quantities of fuel for a repressive communist state. Just because they make damn near every single thing you're going to give or get for Christmas, doesn't mean they're our friends or wish us well. (Ask your dog if the Chinese are our friends. What's that- Rover passed away? Stomach ailment? SO sorry to hear it.)
The tar sand slurry is petroleum- based mystery meat mixed with incredibly toxic suspension agents that I can't spell and YOU couldn't pronounce. Given the dead cetainty of a major spill on this pipeline (because every pipeline fails somewhere, sometime), we'd be looking at the permanent poisoning of the largest freshwater aquifer in North America. Once tainted with that witches' brew of petrochemicals, that aquifer is poisoned forever. There is no way to clean it up, and the potential extent of the damage is impossible to calculate accurately.
Don't want to take my word for it? Can't say's I blame ya. Why don't you check out what the Upper Midwest grain and cattle producers (not exactly a bunch of tree-hugging enviroweenies, those guys) and Governor Dave Heineman have to say about it? Don't assume that just because most Lefties are against something, that automatically means that it's something good and desirable. The Keystone pipeline is bad news for the kind of people who drink water or eat food- anybody else, don't worry about it.

Ignore the postulators of doom and just ask questions about the competency of the person for the job, their honesty and trustworthiness, their professional qualilfications. If a conflict of interest rears its head, make sure it is resolved before the appointment. But don't blow everything out of proportion just to score political points or hype a news article.

First a lot of the pipeline has already been built or is being built, in states where it only requires local approval.
Second the oil from Canada is being transported by train at the moment, which is riskier a pipeline which they drew a new route for off the aquifer or a train which can wreck anywhere?
Lastly Kerry's wife is a billionaire, think she might have some oil interests in her portfolio?

If anyone still thinks climate change is not real or that huge environment disasters do not occur and do not cost Billions of dollars...add "legitimate fact" to "legitimate rape" to the things the body can reject. It is common sense to take a long hard look at the pipeline that would have to run down the middle of the U.S. for this and it is also common sense for Rice to have to rid herself of the (perfectly legal) investment she made if nominated.
It is also logical for environmental groups to push for any advantage thy may get and for the potential nominee they like (who is also btw the same potential nominee preferred by Republicans in the Senate. On the other items, I would have more respect for the ecologists if they were not so bloody hypocritical, have a tendency to plagiarize their research, or sit still when radical elements destroy property - which at times even further threaten the species they are supposedly trying to save. Burning ski lifts in a dry forest is not going to save a species - it probably will destroy the forest instead....
A while back I stopped at a mountain resort in Colorado for some coffee. and what does one see? A whole lot of gigantic vehicles (SUV's) with coastal-state license plates with stickers preaching about ecology (all the while noting my 20-year old Topaz, which I still have to nurse-maid and drive because my pay is very low) I am grateful to still have a Job, but fear if the ecologist continue to run amok, I will be on the street as well.

There has been alot of climate changes in the last decade or so that can be tracked using simple tools such as the Farmers Almanac that records precisely and without conspiracy the seasons weather patterns so that farmers can plan their next years crops.
I am certain that the Farmers Almanac will show global warming trends and patterns associated with pollution as well a natural events such as the Earths magnetic poles slowly end over ending until both flip to the opposite location on Earth.

I agree. It's actually the weather pattern changes that worry me. Not predictable....I also believe that it could be caused by Earths cycle with a touch of human produced pollution.
I suggest you take a basic college level weather class and you will not longer be saying just a touch of human produced pollution.
I challenge any non believer to walk into a closed greenhouse on a sunny day and come out even half hour later and tell me the greenhouse effect isn't real.
Some believe that if not for some greenhouse effect that earth would be too cold to live on. But as we clog the atmosphere with man made gases we humans make the effect worse.
Some of the predictions the climate scientist have made are already coming true. Droughts were the first thing they predicted then the stronger and more frequent storms like Sandy. In the history of New York, they had never had a storm like Sandy.
The ocean currents are already warming and slowing. When they stop it is predicted that is when the ice age will began again in the north.
I suggest we take this seriously as I don't have another planet to move to after we destroy this one, do you? The republicans want you to worry about the debt left for your grandkids, but never seem to think about the condition of the planet we are leaving them.
Relax, folks. Mother nature will set things right .......... although it may be at the expense of our continued existence. It is funny to me that more attention has been paid to Susan Rice who is not running and has not been nominated for anything than was given to both Sarah Palin and Mitt Romney who were running for the highest offices in the land. She must be awfully good at what she does or why the attention?
