As Republicans and the White House continue to jostle over the "fiscal cliff," the public remains pessimistic about a solution and is largely prepared to blame the GOP if no agreement is reached.
A new poll from the Pew Research Center and the Washington Post shows that only four in 10 adults believe that the two sides will hammer out an agreement to dodge the fiscal cliff by its Jan. 1 deadline, while nearly half (49 percent) believe no deal will get done in time.
The $2.2 trillion proposal floated by House Speaker John Boehner was shot down by the White House, which said Republicans' rejection of tax hikes for the wealthy and sweeping cuts to popular social programs are unacceptable. NBC's Chuck Todd reports.
What's more -- in a trend surely being eyed by the Obama administration -- the public still appears ready to place blame for the impasse on congressional Republicans over the White House by a nearly 2-1 margin.
With a divide similar to public perceptions earlier in November, 53 percent of those surveyed said they would point the finger at the GOP for the failure of the negotiations, while just 27 percent say the president would be at fault.
The fiscal cliff counter-offer issued by House Republicans has one thing in common with last week's White House proposal – neither was designed to win any bipartisan support. The Daily Rundown's Chuck Todd reports.
While Democrats surveyed are far more optimistic than Republicans about an agreement (by 55 to 22 percent), all partisan groups appear uncertain about exactly what the consequences of the cliff's automatic spending cuts and tax increases could be. Only about a third of adults overall say they understand the effects of the fiscal cliff "very well," but over 60 percent say those effects will have a "major effect" on the US economy. But not as many respondents think that a tumble over the cliff will dramatically affect their own lives, with 43 percent saying the cuts and taxes would have a "major effect" on their personal finances and 35 percent labeling the consequences "minor" in their own lives.

It is a political game to even have a debt ceiling. The House (where spending bills must originate) controls the spending so if they don't want a higher debt then stop passing appropriation bills that calls for more spending than projected revenues.
They currently pass spending that is greater than our revenues then want to deny an increase to the debt ceiling … what a joke.

The sad truth is that Obama could have avoided the whole debt ceiling debate by following the example of his predicessor and paying for everything through special spending measures and keeping it all off the books. Sure, eventually the bill comes due and the national debt balloons overnight, but hey Obama would be out of office by then.
Obama's problem early on was that he tried to be bi-partisan with people whose only goal was to make him a one term president. He needed to grow a pair earlier. It wasn't until the second half of his first term that he started acting like he had a backbone at all. I'm glad that he's using the bully pulpit now. It shows Congress that he isn't a president to be pushed around anymore. As it encourages them to actually do their job, so not everything that gets done in Washington has be done through executive orders or recess appointments.

Since the debt ceiling only needs increased when Congress has spent more money than we have taken in the only outcome of not increasing it would be to not pay our bills thus default which will cause our credit rating to go down and in turn the interest on our debt will increase.

I agree it is the responsibility of the House to originate appropriations bills, which they have done (many not all but most) only to have the Senate not concur or even voting on few of them. Then remember the President also has to sign the bills into law. So don't just blame the House, as there is a lot of blame to go around. What's a joke is when Obama, as a Senator, states that the raising of our debt ceiling shows a lack of leadership and burdens our children and that is why he (Obama) voted against raising the debt ceiling. If you've actually figured out what they are proposing you'd realize that neither party is serious about addressing the deficit. Obama's proposal, if you take them at their word, is to increase taxes on the rich by $1.8 trillion over 10 years with no reductions in spending. The repubs proposal is to increase taxes by $800 billion over 10 years with about $700 billion in cuts over the same period. The bottom line is that we are currently spending about $1.3 trillion more each year than we are bringing in. So, Obama and the repubs proposal to cut that deficit to $1.1 trillion per year is a solution?

The Republicans are doing everything they can to ensure they don't win the next presidential election either.
Why would they want to win when protecting the 1% and, also, blaming everyone else is much easier than accountability.
The main problem here is Obama's refusal to stop his maniacal spending. He has had some success in convincing the gullible that if he can increase the tax rate on that 2%, rainbows will appear and unicorns will prance though the streets.
He's also had success in suppressing the fact that this increased tax on the wealthy will only bring in a miniscule amount of revenue and may end up doing more harm than good to the economy, but this is why his supporters are referred to as "the gullible".

I suspect that both sides want the "Fiscal Cliff" to materialize. The Democratic side would get their massive military cuts across the board, as well as increased revenue from the revocation of the Bush tax cuts. The Republican side would give the Obama 2nd Term a pathetic beginning with a failure to come to an agreement. Both sides would win.....somewhat. The only losers would be the majority of taxpayers. But We the People would figure out how to cope with higher taxes, as we have in the past. The only drawback would be a decrease in national security with the cuts in Military spending......then we can have multiple Benghazis (sp?).

Byron - (Post 1.34) You say the President doesn't control spending and that is not true. Congress does not pass LAWS, Congress writes bills and the PRESIDENT signs them into law. If the President doesn't like the bill he can veto it. Remember the President submits a Budget Request and then both houses of control, can or can not, use it as a spending guide. However, it is the Congress that approves the FY Budget, and since it is not a bill, the President does not sign it. The President can, and often does, veto the appropriations bills which actually sets the spending for the different federal agencies and Departments. So yes, the Congress and the President have equal responsibility in spending.

Obama's plan is to ADD trillions of dollars to our deficit in the next ten years, the GOP's plan isn't much better. These are not good plans, either one of them. Is there no way we can get out of the hole we are in? I keep waiting for the politicians to make the hard choices and cut the nice to have but not needed programs to reduce our spending. Why can't we pull together as a country like they did back in WW1 and WW2 when everyone sacrificed for the good of the country, not just the top 2%. This is painfully obvious and predictable- There's a media blitz by the administration and the media in the attempts that they can control the dialog. It reminds me a lot of that first gathering of leadership after President Obama won his first term (to discuss the financial crisis). McCain offered an idea, the President cut him off and said, "It's over, I won." This is the same moment.
That being said I DO think the Republicans have made some bad decisions and should have phrased their argument differently when it comes to the fiscal cliff. The crux of the argument is that taxes are going up and entitlements are going down- it's all how you get there that anyone cares about. The Republicans (to the best of my knowledge) are primarily concerned with business growth and the implications of a tax hike on the $250,000+ crowd when most small businesses combine their expenses with the owner's personal income taxes. Rather than tout no new taxes, they should have picked their battle- "Taxes are going up, however we need to exempt small businesses where the filing indicates the business owner has an income of over $250,000 beyond the business' expenses." It's that easy, but they haven't chosen to phrase it like that. BIG mistake as it clearly taints the media coverage as they are only for the rich and business.
I'm also not surprised that, as the article states, more people will blame the GOP because when you look at the US far more people are slipping (due to higher taxes, fuel, food, etc. costs) into a subsistance living model. When 50% of the country gets some sort of federal aid and 47% don't pay federal taxes, they'll loudly endorse someone else getting higher taxes and them keeping their entitlements. That's a no brainer. So when the reality of the situation is that you've got to raise taxes and cut programs you are going to piss everybody off, you are just picking which crowd to have defending you.

Last year social programs outside of Social Security and Medicare (which are supported through FICA taxes), received 69 Billion in taxpayer provided funds. At the same time businesses received 97 Billion in subsidies and grant money. Energy companies are estimated to have gotten 52 billion dollars with around 24 billion of that going to oil companies. Local and state governments kick in even more, with some estimates as high as businesses receiving $4 to every $1 for social programs. There should be no cuts in social entitlements without at least equal (if not greater) cuts to business entitlements!!!! - GOOD LUCK WITH THAT !!!!

A few years ago my wife and I went to Hawaii. She wanted to go on the bike ride down the volcano on Maui, while I had no interest in that. I wanted to go on the parachute ride to be lifted 1,000 feet into the air while being pulled by a motor boat. My wife hated the idea. We compromised and went on both. Afterwards, we had great pictures of the bike ride as well as a great time together. Guess what my wife mostly talked about when we got back to the mainland......the parachute ride that she found to be exciting and fun!
The moral of the story: there are good ideas in both parties. Stubborn and arrogant intransigence will never uncover them, but cooperation and compromise will open up the possibility of extracting the best from both worlds. What are we waiting for? To be Number 25 on the list of most favorable places to live or to re-claim the opportunities that are open to all of us? Forget the 1% or the 47%. Forget the color of skin that we have been concentrating on lately. Focus on only that which is good, which is right, and which is positive and be open to viewing the world thru the eyes of those who have different ideas and different values. Let us stop alienating each other with name-calling and put-downs, but rather start finding common ground to solve some serious problems. It can be done! Look at the record of those who were successful in getting polar elements to work together; people such as Lincoln, Roosevelt, General Eisenhower, Kennedy, Churchill, Reagan, and Clinton, and then emulate their methods of operation. Who had the opportunity to vote for a new congressman in November? We all did, so why did so many of them get re-elcted? It is not Boehner or Obama's fault if we go over the fiscal cliff it is our fault. We knew this fiscal cliff was coming up, we knew that for the last two years the House, Senate and President could not agree on anything. So we voted back the status quo and now we bitch. Besides the fact that the Republican proposal was "short" on details. There were two points that if the Democrats publicize them will spell trouble for the Republicans among the voters.And shows their true selves.
1. They want to change the age to sign-up for Medicare from 65 to 67. All the polls show that voters totally reject that. The latest poll was against it by: 71% of Democrats,62% of Independents,and even 68% OF REPUBLICANS.
2. They want to cut Social Security cost of living increases. Social Security,isn't even part of the debate.And runs a surplus for at least another 20 years. So this is purely an attack against the retirement program,to stop from having to raise taxes on the rich. Many people (stupidly) vote Republican. They will be pissed over that plan,if AARP does its job and makes sure they know about it.
The thing I find most amazing in this dispute,is the objection to the Clinton tax-rates. I don't remember them as being so horrible. And during that time our economy was booming. We were paying for our needs,and even beginning to pay down the national debt. The CBO estimated we would have trillions in surplus in 2012,at that time. Then we let Bush screw us up. Give billions away to the rich,the insurance industry,his MIC friends.And start two life taking,money eating wars.

Actually the HOR is the least representative of the peoples will. The President is elected by the vote of the entire nation (I know about the Electoral College,but they go to whoever wins the state popular vote). The Senate is elected by a statewide election. But the House seats have been gerrymandered so badly that many of them don't really represent a fair selection of the voters.
Tell all of the Washington politicians to reach in their pockets and pay back the five trillion dollars they stole from the social security trust fund. It was both parties that participated in this.
The GOP is whining about the president wanting to include the debt ceiling raises being put in his hands. They are wrong headed on this one. The debt ceiling is raising the borrowing ceiling on money that has already been spent by the congress. The president can't spend money at will. That is the responsibility of the congress to appropriate funds for programs they pass. In simple terms it is money the GOP has agreed to spend by passing bills (along with the dems). Can't have it both ways......spend trillions on two wars then try to hold the pres. hostage with the debt ceiling. People are beginning to see what a deceptive tactic this. The pres. shouldn't have to deal w/this arm twisting every six months. The GOP generated the majority of the deficit (10 trillion) for two off-the-books wars. The balance was the president trying to save the country from another deep depression (he's succeeding). The people have spoken GOP....get used to it.

That is the whole problem with the system. As long as someone else is paying they think it is a good plan. When you can vote to spend someone elses money its easy to support things. It is a sure thing those votes would change very quickly if they were affected either by a cut or tax increase. When you have no skin in the game you really shouldn't have much say in how things are done.

I'm sorry. Maybe I'm in the minority here, but I don't exactly see how the "fiscal cliff" is a failure. It was law passed democratically by the Congress (bi-partisan, I might add) and signed into Law by the President of the United States.
Simply because it is being categorized as an 'incentive' to doing something more substantive at a later date, does not change the merit that the Law had ramifications to it. If those ramifications come to pass, I'm not certain what exactly failed.
The Law says that A, B, C and D will expire at the end of 2012. I don't suspect that won't happen if we exceed 2012. What exactly is the "failure"?
The secondary offshoot or "intention" behind the Law may not come to pass, but rates WILL increase Jan 1 2013, therefore the Law worked and did not fail.
If Congress wanted to write Law concerning the "intention" of a more comprehensive overhaul of tax and entitlement, the Law would have been written saying "By Jan 1, 2013, the Congress and the President will pass comprehensive overhauls of the tax and entitlement codes. (period)"
And if they didn't, than all of Congress and the President would and should be arrested for NOT obeying the Law.
I think you can see which version happened.
It was passed under duress. No one in their right mind would willingly vote to decimate the United States Government with an across the board 20% budget cut. That was the only way Congress could get the Teabaggers to allow the debt ceiling increase. That will (if it happens) end the recovery...period. Now when the economy collapses, I personally am well armed and my friends are well armed...so we'll do OK. And as in the case with any collapse of a society, the burning question will be..."What's in your wallet?"

It was the Democrats that insisted on the Bush tax cuts be considered temporary (10 yrs) and would automatically expire on 31 Dec 2010), so let the tax cuts expire and we can blame the Democrats for taxes being increased on everyone. It was President Obama that agreed to extend the tax cuts, after promising that he would veto any extension. President Obama could have vetoed the extension of Bush's tax cuts, and hold Congress responsible to pass an extension of unemployment benefits in a separate bill.

Sfcret - I don't believe you are taking into consideration the change in demographics, the tarnished Republican brand (unpopularity), the lack of quality candidates, arcane campaign systems (Republican Leadership's words...not mine). I believe the Republican Party had it's shot this last election but failed to leave the launch pad. This country does not want to return to the 18th Century and by 2020 in will be virtually impossible for a predominantly white party to win a national election without significant minority help. It appears the party simply refuses to see reality. The Republican Leadership understands it but they've set the wheels in motion and it's tough to stop a train.

Here's the problem as I see it. Both of those points are so outrageous who would believe it? Even though it's true, we've become so desensitized and reoriented to five word sound bites that insane yet complex concepts go right over most folks heads.
Also there is the false equivalency factor. At this point, the right thing to do is NOTHING! I thought the Bush tax cuts were stupid, when they were enacted. Let's just all hold hands and jump right over that cliff. The actual amount of the tax increases are far less than we've been led to believe. And, in 5 years, we'll see a fully balanced budget, as a result.

The problem is raising rates on most taxpayers now when the economy is more fragile. Had the tax cuts not been implemented during Bush's tenure, then the deficit would not have been so high as it is now. We will pay more taxes under President Obama's plan but we also think it's the right thing to do.
I would much prefer to pay higher income taxes now than raise the full retirement age for Social Security and for Medicare. While some people may be able to fully contribute to the work place until the age of 67, not all can and raising the age will significantly hurt those that need to retire earlier.
And, we can reduce defense spending but we need to continue to provide for our military and veterans so they receive the care they need after sacrificing so much to defend us. When we reduce spending on defense, we need to look at defense contractor spending rather than reducing benefits of military personnel or further reducing the size of the military.
I wholeheartedly agree! The entire wars in Afghanistan and Iraq were outsourced. Hell, they had private contractors cooking and serving meals - a duty that used to be performed by military personnel.
A return to that might even lead to better conditions for our troops - how many were electrocuted by shoddy electrical work by private contractors in Iraq and Afghanistan?

The public realizes who is responsible for the fiscal cliff and every poll confirms it. If the GOP Congress refuses to compromise with the president they will be held accountable. No "war on Christmas" or "Benghazi" etc distractions will hide the fact that the Republicans raised taxes on all Americans to protect the top 2%.

If there is no deal then tax increases and spending cuts take effect on Jan 1. Democrats will introduce legislation to lower taxes on those earning less than $250K. Republicans will then have to decide to block it or vote on it. If Republicans don't go along with a middle class tax cut then they will face a very angry electorate in 2014. Defencse spending takes a big hit on Jan 1, but social programs don't.
Democrats already have most of what they wanted.
In my opinion, Republicans agreed to this deal because they were confident of having more control, but ended up with less. They misread the elctorate and it hurt them. They dare not make the same mistake twice.

Actually I believe this has already been done. Bill 3412 passed in the Senate. The Republicons so far have decided to block it.

Arianna Huffington stated something on Morning Joe this morning that I disagree with. In talking about the Bush Tax cuts, she stated "...that they never were intended to be permanent".
I disagree with that statement. Rules within the Senate Budget Committee state that IF tax changes exceed 10 years than in order to pass, they MUST be accompanied with off-setting spending cuts.
The tax cuts were passed in 2000 and given life all they way to Dec 31, 2010. I think all will remember we didn't conveniently hear about the Bush Tax cuts becoming "permanent" until AFTER the ability to do so fell to President Obama, because IF the GOP really wanted those tax cuts to be permanent, because they are such principled people and believe they are the right thing to do for the economy, they would have had to present and pass $4 Trillion dollars in cuts back in 2000.
So much for being principled about economic theory and national debt reduction.

I thought the whole premise to cutting taxes for the rich is to create jobs. Funny when Bush was in office from 2000 thru 2008, that most of the job growth came from the public sector government. When President Obama was in office, we had like 25 straight months of private sector job growth. With absolutely NO support from the Tea Party House Republican Fascist Pigs. In my experience, this oft-used yet never validated cluster of words equates to an exceedingly superficial view of select issues failing to adequately hide other equally superficial and outdated social views.
It's true the deficits are huge and taking "$50-$80B" from the "rich" won't solve the debt problems but it's a start. There is no place in the economy where you can go to get the full amount it will take to begin to solve the problem. One thing they should do is get rid of the cap on payroll taxes, the lower income people pay those taxes on every dollar they earn, the higher income people don't have to pay after they earn about $108,000 per year, and those wealthy folks whose income is from capitol gains pay no Social Security or Medicare taxes on that income. Not fair! We will need more revenue from every possible source, plus cuts from every possible source. The odd thing to me is that some people seem to think that making the top 1-2% pay their share of taxes won't help to solve the problem but somehow taking a few hundred dollars from Social Security and Medicare recipients, many of whom are living below the poverty line will solve the problem. Recipients of these benefits paid into them out of every pay check they got from their entire working lives, it is not an 'entitlement' it's reaping the benefits that they paid for over many years.
If they really wanted to fairly solve the problems we have they would first of all make the tax system more fair, the richest people who have gotten the most benefits of the tax code should appreciate it enough to pay their share. Next they should go over every item in the budget and take out those things that money is spent on that is not necessary. Even a few thousand dollars in cuts here and there would help. Those "few thousand" dollars have helped to cause overspending. I forgot the exact quote, but someone once said worry about the pennies, the dollars will take care of themselves.
After doing all the above if we don't get more people working and paying taxes (which would also increase the revenue) and nothing more can be cut, then it might be okay to see about reducing "entitlements". Some entitlements could be means tested, but taking money from the poor, disabled, old and sick should be the last thing we should do.
Why, the same way that Republicans getting $80B per year from closing tax loopholes (their $800B number was over 10 years - or $80B per year) does! In spite of the fact that Oabam can calcualte that his tax hike will generate $60-80 Billion per year and Republicans won't say which loopholes they can close to generate $80B per year (a dozen other experts claim they can't possibly generate $80B).
Now, explain to me why taking $80B from the rich by closing loopholes generate jobs BUT taking $80B from the rich through a tax hike does not?
There is no logic and no sense in the Republican arguments fighting this tax hike!

So the national debt is nearing $20 trillion, $6 trillion in bailouts and QE hasn't worked, Obama proposes tax increases across the board and $1.6 trillion in new spending, and yet if everything turns to manure, it will be the GOP's fault for not going along? What should the very poor/working poor give up in order to pay "their fair share" under a flat tax? Food? Housing? Electricity? Medication? Having been a member of the working poor, it really would come down to that kind of decision. Gods help us (since I was married at the time) if one of us got sick and lost time at work, or even worse, had to go to a doctor and take medication. We had no health insurance but made just a bit too much to qualify for 100% "adjustment" at the ER, so we still got a bill on top of having to pay for medications. If I got sick, I missed work (which meant less income since I was an hourly employee and didn't have "sick days"). If I got REALLY sick (like with pneumonia which HAPPENED, oh and I almost DIED since I delayed going to the ER and it was touchy after I went since I refused to be ADMITTED) I had to go to the ER, get a bill for going there, get multiple medications, pay FULL PRICE for the medications and then decide how to eat until the bill was paid.
But I'd be willing to bet that you've NEVER been that poor. You just don't UNDERSTAND that a flat tax would leave the rich paying LESS and drive the working poor into a situation where they literally have to decide what necessity to cut in order to pay taxes on their meager earnings. Flat tax proponents really have no clue as to how precarious the lives of those who work (many of those retail employees) yet are just barely scraping by are. Think about the difference in living if your gross income is $20,800 (full time at $10.00/hr) or $24,960 (full time at $12.00/hr). Think about lopping of ANY percentage off the top. I'll go with 10% so that it's easier and use the $12/hr job since it's a higher wage.
At $24,960/yr that's $2,080/mo. 10% (no matter how you divide it - whether off the annualized or monthly figure) would be $2,496 annually - which sounds like a small amount. But let's look at that on a monthly basis so you can understand the impact on a monthly budget. The 10% comes to $208/mo which leaves $1,872 to live off of out of the monthly figure. Before we can begin our calculations, we have to also pay FICA (15% of $2080 which is $312/mo) and pay state taxes (let's assume 10% again to bring the state taxes to $208/mo). That brings our monthly budget down to $1,352. Out of that $1,352 you have to pay rent. Now, I believe the average rent in Richmond (about as equidistant from me as DC and less expensive to live in) is right around $1,000, but let's use $900 instead because the taxpayer looked around and got a deal. That leaves $452 after rent is paid. Out of that $452, the taxpayer has to pay electricity which comes to on average about $50/mo. So that leaves $402. Out of that $402, the taxpayer has to pay transportation costs. Now, let's say that the taxpayer was GIFTED a car by their parents so that they could live a bit further outside of the city in order to get a better rent. They have to pay gas to and from work. Let's say an average of 15 miles one-way so that's 30 miles round-trip. Let's posit that the car gets exactly 30 MPG so that's a gallon of gas every day, at $3.20/gal ... so for 21 days per month that comes to $67.20 which leaves $334.80. Next we have insurance, which we'll say is $250 per 6 month term and $41.67/mo. That leaves $293.13. Next we have a telephone bill - either landline or cell (not both), because the taxpayer has to be able to keep in touch with an employer. That bill is $30/mo, which leaves our taxpayer $263.13. Now, our taxpayer has to eat something (and they don't qualify for Government assistance, which flat-taxers generally don't believe in anyway) so that leaves the $263.13 which breaks down to $65.14/week. That doesn't take into account gas to get to and from the grocery store, but that's ok. That doesn't include ANY money to fix the vehicle or even change the oil to keep it running. That doesn't include ANYTHING other than what I've outlined above.
Tell me again how a "flat-tax" works best. That same 10% tax rate is a "drop in the bucket" for a wealthy person and a real tax DECREASE from the 14% that even Mitt Romney paid.
Been there, done that. In the late 1950's when our daughter was about old enough to go to kindergarten she needed 25 cents a week for milk money at school. We didn't know how we would afford that extra 25 cents out of our tiny income. Somehow we managed it but I will never forget how tough it was.
People who have never been in that situation cannot begin to imagine how stressful it is. I imagine there are many families there right now because of businesses not paying fair wages to their employees simply because there are so many out of work they know they can pay unfairly low wages. Hope that changes for all of you very soon.
