Obama presses Congress to extend middle-class tax cuts

If Congress can't agree on a deal to avert the fiscal cliff, the president said taxes will rise by about $2,000 for the average family. NBC's Kristen Welker reports.

HATFIELD, Pa. --  President Obama today continued his efforts to push Congress to extend the Bush-era tax cuts for income below $250,000 with a visit to a toy factory here in suburban Philadelphia.

"We talked about this a lot... We had debates about it. There were a lot of TV commercials about it," Obama said. “At the end of the day, a clear majority of Americans -- Democrats, Republicans, independents -- they agreed with a balanced approach to deficit reduction and making sure that middle-class taxes don't go up.”

The non-partisan Tax Policy Center says if these tax cuts expire at the end of the year -- as they are set to do -- about 90% of Americans would paid more in taxes and middle-income families would see their taxes rise by about $2,000.

Obama didn’t present any new ideas in his first speech since House Republicans rejected Treasury Secretary Tim Geithner’s proposal that he presented in meetings with congressional leadership yesterday. That proposal included $1.6 trillion in tax increases, $400 billion in cuts to Medicare and other programs, and ending Congress' control of the debt limit.

But Obama did couch his frustration with Congress in humor.

“I've been keeping my own naughty and nice lists for Washington," he said at a Rodon Group plant that makes the popular K'nex brand of toys. "So you should keep your eye on who gets K'NEX this year. There are going to be some members of Congress who get them, and some who don't."

Even the seriousness of the country’s fiscal health couldn’t keep the president from joking about his affable vice president.

Talking about the colorful toys in the factory, Obama said, “Joe Biden was in Costco. He wanted to buy some of this stuff. But I told him he had too much work to do. I wasn't going to have him building roller coasters all day long.”

Ok golfsleft lets do the math.

Joe makes $300k a year. Taxed at currently 33%, $99K in taxes. Next year Joe again makes $300 a year but taxed at 39%,$117k in taxes. That is 6% less than he had last year. That is $18k less to invest back into his business or the stockmarket or mutual funds. That means $18k less in the economy to hire someone for a job.

Now mulply that by say 1000 people. That gives you $18 milliion dollars you just took out of the economy for jobs.

Sure you can say that that money will go the people in other benefits. But think about this. Those people aren't getting the full amount that was taken. No, there are cost overheads that have to be paid to get it to those people. Plus, those people are producing nothing. Giving nothing in return for what they receive.

Think it is a great idea now?

Did joe hire anybody this year with his extra $18K? The money spent by the Federal government is the same as money spent by individuals, it generates jobs the same way as joe's money does.

BTW, I don't mind paying an extra 3% if the rich pay at least the same rate as me(i.e. Romney's less than 15% vs. my 25%).

As it is theoretical, it doesn't matter. It isn't the same, because the Feds waiste a good part of any money they receive. It does not generate jobs, never has. And why give them more money? They don't handle what they get. It is like giving an alcoholic a drink.

His 15% is based on investment income. The same percentage you will be paying if you retire with a 401K or other funds. He just got his earlier than you.

                  I love the liberal comments on here. You obviously only get your news from MSNBC. The repubs have offered plans, you just never hear about them here. But then, I don't like their plans either.

                  Let all the tax cuts expire. You can't get enough money out of the tax on the "rich" Obama talks about to last more than 7 days with his spending. Fall off the damn cliff. It will hurt for a while, but at least we will have real spending cuts instead the crap they keep passing off as cuts.

                  Letting Obama have control of the debt ceiling is pure fiscal insanity. Look at how he is already overspending, and then just imagine what he would do with no limits on his checkbook, which is actually our money, not his like he thinks it is.

                  Some day. people will wake up to what is happening in this country. Both parties are out of control.

The "middle-class", he believes have stolen from the poor of the world, and Stinks is out to even the score. The Republicans should offer to keep upper income rates the same, and offer a tax CUT to the middle class. Go on TV, radio, op-eds, offer a proposal to Stinky, and see if Stinks wants to not cut taxes on the middle-income. I'm guessing that he doesn't. They don't call him Stinky for nothing!!                         gman, you need to better understand how the goverment spends money:

                        DISCRETIONARY spending comprises 39% of the overall governmental budget. Discretionary spending includes National Defense and support of Domestic Programs (highways, agricultural programs, federal courts etc.). Of discretionary spending, 51% went to national defense, 46% to domestic programs, and only 3% to foreign aid.

                        MANDATORY spending is the largest category of governmental spending, totaling more than half (55%) of ALL the money spent by the federal government. "Mandatory" spending is comprised almost entirely of support of government entitlement programs. 33% of this category goes to Social Security, 25% goes to Medicare, 21% is spent on "income security" (a.k.a. unemployment insurance) 13% is spent on Medicaid, 7% is spent on "other retirement and disability" (a.k.a. Supplimental Security Income etc.) and 1% on "Other".

                        Look at those figures one more time, understand them for the story they tell:

                        MORE THAN HALF OF ALL MONEY SPENT BY THE FEDERAL GOVERNMENT IS SPENT IN SUPPORT OF ENTITLEMENT PROGRAMS.

                        Having viewed these statistics (credit to Tax Policy Center, Urban Institute and Brookings Institution) can any RATIONAL minded person fail to see that the issue of the national debt and fiscal cliff can only be solved by addressing the Entitlement Program dilemma?

                        As I side note, one cannot help but see the irony (spin?) of considering support of entitlement programs to be MANDATORY while governmental support of national defense is viewed as "DISCRETIONARY" spending.

                        Homework: research and determine which of the following two entities is a responsibility dictated to the federal government by the U.S. Constitution:

                        1) National Defense

                        2) Entitlement Programs

The Democ Rats and the precidence want you to think everything in this country hinges on raising the taxes on anyone making over $250,000 and refuse to talk about anything else. Ok, say that this happens. We are talking about $84 billion. Yes, the government will be able to operate an additional 8 1/2 days. Terrific. This is not a tax revenue issue. It is a spending issue. What? Were you all asleep, when Congress submitted their budget bills to the Senate? All 16 of them. harry reid refused to bring a single one to the floor. The solution that the precedence brought the the Speaker of the House amounted to a joke. One worse than if no deal were agreed to by 31 Dec. Y'all are NOT blind, y'all just refuse to see and bordering on terminal stupidity. Stop the spending nightmare. As they say, "A drunken sailor stops spending, when HE runs out of money." Remember the precedence imfatically stated he would never sequester the military in the last debate. Keep your eyes open and watch what happens.

                                I would be willing to pay the tax rates of any previous time period if they would also limit SPENDING to the SAME PERCENTAGE that was being spent during the time those tax rates existed. BUT they will NOT DO THAT or AGREE to that. Cutting spending is NEVER CONSIDERED.

                                    Obama said the tax cuts only help the rich. If that is so, why is he so worried about the middle class tax?

                                    Democrats are going to fight over this issue, insisting that the rich pay more tax and for what purpose? To run the govt. for 8 days.

                                    Democrats better find a way to come with some revenue to pay for all the freebies they want. Republicans will not go along with the rich paying for all of this.

                                    A fair way to keep the freebie programs is to tax the people that voted for the freebies. After they find out they have to pay for services, they will change their vote.

                                                                    I have a simple solution that cuts right through all the rhetoric.

                                                                    Give the President his tax rate increase but condition it with a 10% across the board cut in annual government outlays beginning in fiscal year 2013 and continuing until the combination of tax rate increase and spending reductions have balanced the budget.

                                                                    By my simple math:

                                                                    2012 annual deficit: 1.1 Trillion

                                                                    2012 Annual Outlays: 3.729 Trillion

                                                                    2012 Annual Receipts: 2.627 Trillion

                                                                    Through simple projection we get:

                                                                    2013 New revenue from tax rates: 106 Billion (1.6 Trillion / 10 years)

                                                                    2013 Annual Receipts: 2.627 Trillion + 106 Billion = 2.733 Trillion

                                                                    2013 Annual Outlays: 3.729 Trillion - 10% = 3.3561

                                                                    2013 Annual Deficit: 3.3561 - 2.733 = 623.1 Billion

                                                                    And so on until the budget is balanced. Obviously the numbers don't take into account a rise or fall in receipts etc... but the basic principal is sound. Then when the budget is balanced is we can debate lowering the tax rates (along with equal spending cuts) or perhaps running a surplus that is applied directly to the national debt.

                                                                    This plan is fair and balanced. The rich pay more (a happy President) and we get true and immediate spending cuts (conservatives are happy). Across the board cuts are less painful. No single agency, grant, fund, or department is forced to bear the entire brunt of cuts all at once.

                                                                      I am a conservative very much in favor of reduced government. Less government is better for us all. What I really am is frustrated. Our leaders on both sides are ignoring simple household economics. Namely - you can't spend more than you bring in and survive long term. One side is bent of raising taxes. The other side is bent on closing loopholes. Both sides are ignoring the fact that there simply isn't enough money through higher taxes or closing loopholes to even begin to close the deficit. Thus what is needed is true spending cuts. So - make it painful for both parties. Give Obama his tax rate increase but also force him to agree to real spending cuts. Both sides win and both sides loose. Just the way our political system is intended to work.

                                                                        Read what I wrote a little more carefully. The suggestion is to reduce the annual federal outlay by 10% per year until the combination of the proposed tax rate increase and 10% annual reduction eventually balance the budget.

                                                                        You are correct - my plan doesn't instantly eliminate the deficit. While this is certainly ideal it would never happen. There isn't anyway possible enough Congressmen and Senators would vote to remove 1.1 Trillion from the budget in a single fiscal year. Therefore I offer a more pragmatic approach where the deficit is reduced and eventually eliminated over a period of a few years.

                                                                        Visit gpo.gov. There you can download all the federal budgets from 1996 to current. If you look at the summary tables you will notice that none of these budgets reduce spending by a single penny. That should make you angry. What should also make you angry is that if you look carefully you will notice that the so called "stimulus" of 2009 has been baked into the federal budget for the last 4 years.

                                                                        I am constantly frustrated with the rhetoric and name-calling. Focus on the actual budget numbers. Do some simple math. That will tell you if the politician is speaking truth or playing games with numbers. From what I read the math on both sides simply doesn't work.
