As President Obama prepares for his second term, NBC's Mark Murray and Domenico Montanaro discuss the legislation that may define his next four years in office: immigration reform.

MARK MURRAY: Domenico, we have another Inside the Boiler Room questions and this actually comes from Maxx the Moocher, I think this is Maxx's first question to us, so welcome Maxx. Maxx asks, "What will be the President's "signature" piece of legislation for a second term?"
DOMENICO MONTANARO: Well we know in the first term it was health care, or he would like it to be health care. I think that once we get past the fiscal cliff
stuff the biggest piece of legislation we are going to see is going to be on immigration reform. I really think that Republicans more so than their stepping away from a pledge on Grover Norquist which is pretty minor to be honest. You've heard much more-- you have seen much more of a thaw on immigration reform after they saw those demographic numbers and that their pollsters were wrong about their assumptions that were going to be made, and that the Census data in fact shows Latinos actually under performing what their percentages, they make up almost 17 percent, only 10 percent showed up at the polls this time around. That is only going to grow. Republicans see that, they know that is real and they have got to do something about that problem.
MARK MURRAY: Domenico, I agree with you that it would be comprehensive immigration reform particularly in that it is his second term. You know we have talked about before that President Obama took a lot of heat during the presidential campaign for saying that change comes from the outside not from the inside. But comprehensive immigration reform would actually be a key example of change coming from the outside because Obama is pointing to the exit polls and saying, 'Look, 71% of the Latino voters voted for me. Republicans, if you guys want to start winning back Latinos you guys have to cut a deal with my on comp. immigration reform and change the rhetoric. So I think that is an interesting dynamic. And then if we take a step back and look at if President Obama is able to get immigration reform done, if there is some type of a budget deal, of course that again is going to be a big question --
DOMENICO MONTANARO: --This stuff always seems tougher than even some of these other issues.
MARK MURRAY: Those would be two very big domestic achievements for a second term. More than you usually see in most second term presidencies just because you are a lame duck and it is harder to get things done domestically. But if you have those two things, combine it with health care, combine it with Wall Street reform, combine it also with that new START treaty with Russia, that is really a very big--
DOMENICO MONTANARO: --you talk about DOMA, some of those other...
MARK MURRAY: Right. Big accomplishments that you could actually probably rival to FDR or Lyndon Johnson.
DOMENICO MONTANARO: Interesting. I do think immigration reform and health care are humongous pieces of legislation if they were to get done. It is hard to see what else there would be a push on, they've largely gone around Congress on education so I don't think they are necessarily going to go a route where they are going to try to reauthorize a No Child Left Behind or something. I think they are very happy doing that with Arne Duncan and through some of the more administrative and executive means. It is really hard to see what else there would be. Obviously on foreign policy they have a lot to manage when it comes to the war in Afghanistan and needing to wind that down in 2014, so I think that is going to be a big part of what happens in that second lame duck session.
MARK MURRAY: Also, don't lose sight on the Supreme Court. That is actually sometimes how a president has the most lasting effect.
DOMENICO MONTANARO: And really put their stamp.
MARK MURRAY: Right, and President Obama has the potential in the next four years to appoint maybe one, two or three Supreme Court justices potentially changing the balance of political power.
DOMENICO MONTANARO: It is really something and it is why the 2012 election was such an important one.

Good question, Maxx. I did kinda get the feeling from news analysts that immigration reform would be high on president Obama's agenda during his second term as it did get put on the back burner during his first term. It would be nice to see it settled so as to give some of in our Hispanic communities a more sense of peace and it would let them know that they are as much a part of this country as the rest of us.
I would really like to see Mark and Domenico take a derogatory comment or question from a Conservative on here that has posted something blatantly false and set them straight with a really good smack down, but that's just me! Anyway, good job "boys!" We do appreciate you guys answering questions from the "little people" Haha!

I think there was a collective "wow" among many of us when Flip Flop uttered those two words. He said it so proudly like he had just invented cheese or something. It really was amazing how it just rolled off his tongue like that was just the most sensible and easy decision one in that position would make.
After the political theater of Bengahzi dies down and after the so called fiscal cliff is resolved the Republicans may well be ready to solve problems. Very good discussion and suggestions on Obama's 2nd term objectives FR editors.
I still believe in Comprehensive immigration reform through a multi pronged approach.
Increase border patrol security to curtail people's migration. Harshen employeer fines and sentences for illegally hiring undocumented workers, making it unecomomical for employeers to do so. Increase the number of legal applications for work visas and permits. Create a legal guest worker permit for those who seasonally want to work to help construction, farming communities. Implement the dream act as outlined by the democrats. Pass legislation that allows people already here on a pathway to citizenship - Pay fines, get names into system allowing them to pay fed. income taxes, place in line behind legal immigrants. Progressives might shout murder but some sort of E verify system may play a role to differientiate but at least the guest workers and the pathway folks along with the increased quota folks would have documentation. As mentioned in first thoughts, 12 million newly documented immigrants paying federal taxes could only help reduce the deficit.
By the way, I wonder if there are still trolls out there, because the title of this post will sure draw them in.

Grant all Illegal Immigrants amnesty and US citizenship, but they can't vote for 16 years.

WCA - No. As someone who went through that mess with my wife, no preferential treatment. No amnesty in the way Reagan did it. Make it a process, fines, back of the line, but it definately has to culminate with citizenship and not just residency. As outlined in my initial comment, all parts need to be considered Dreamers, guest workers, added immigration levels and the undocumented already here.
Agree with Newday below. Don't worry WCA, if you are thinking about electoral consequences, I see the process that someone would have to go through to be at least 8 years due to backlog and starting at the back.
Well Mark, that was actually a bit of a Red Herring.
What most here don't realize is that it doesn't matter what is done politically. When Reagna granted Amnesty, that was suppose to be a one time deal. How did that work out.
One would think that Reagan granting Amnesty would have been a winner for the Republican party. Didn't work out that way. In fact HW Bush got a lower percentage of the Hispanic vote Than Reagan did after Amnesty was granted.
So the lies and smears of the press and the left that the right doesn't care about immigrants worked.
Tell me, Mark, what President has done more on behalf of Illegal Immigrants than Reagan?
WCA - It didn't work out because the amnesty didn't deal with the total problem. Believe me penalizing employeers harshly would go a long way in stopping the practice of hiring undocumented immigrants. If more work visas were granted, if a temporary guest worker program was started there would be more people documented out in the open.
Why is it always about lies and smears? What about different opinions and viewpoints? For the voting sector right now the undocumented don't have a voice, rightly so. But perhaps their kin our friends who are citizens note the decades long villification of immigrants. Current citizens who were former immigrants have a long memory and despite the amnesty see GOP policies hurting them economically in their opinion/viewpoint.
Yellowdog, good ideas. This won't be an easy problem to solve. After Ronald Reagan gave amnesty to millions of undocumented aliens sending a signal it was okay to come here illegally the problem got worse. President Obama has increased border guards and more and more of the drug smugglers and coyotes are being arrested and dealt with accordingly. The governmnet of Mexico is starting to cooperate with our efforts thanks to negotiations between our two countries. More must be done. I like your list but would add that in the path to citizenship one could speed this up by serving in our military.
It is difficult to send Mexicans and others South because they provide cheap labor that keeps costs of produce and some infrastructure projects down. Often they do jobs most Americans don't want so there is a place for them. The temporary work visa would be a solution to that problem. If an employer tells ICE that they need so many of such folks working for them and ICE promptly issues the visas there should be no problem. Unfortunately bureaucrats often aren't very efficient and that might cause some delays in getting a timely workforce for those desiring to employ low cost immigrant labor. I am sure it can be worked out but effort, empathy, and common sense must be used in solving this problem.

This person hardly ever makes any substantive or rational comments, nor does he/she provide any real thoughtful discussions to articles. WCA: Conferring citizenship awards the right to vote, unless you are a felon in some states. If that citizen meets all the requirements, the right to vote goes with it. Unless, of course, you are willing to excuse them from paying taxes, you know, that whole taxation without representation thing.

You see, WCA: it is awfully easy to say "I would have given up something I did not already enjoy" when you are never going to have to do that. Would you EASILY give up your right to vote? I wouldn't.
Citizenship requires action and duty. One of those duties is to vote. I saw LINES of people in Florida waiting to vote even though that Governor did everything he could to make that difficult. Those people stayed. How many of them were people who immigrated here?

Why is it that people that want to come to this country, or are here illegally but really want to become legalized citizens, or those who were brought here by no fault of their own are treated so badly by Conservatives? I just really do not understand this mentality. I am actually proud that we even still have people that would want to live in this country when many of them see the way they are treated and thought of by people such as WCA. My family on both sides are also from Ireland. My father's father came here from Ireland around 1900. The other side (my mother's) also came from Ireland, but her father was an immigrant from Malta so I am part Maltese as well.

Lots of family, friends and coworkers are getting a taste of increased premiums and reduced benefits right about now, as they sign up during open enrollment. 2 kids with braces is way over $2500/year out of pocket. at a 25% tax rate on the additional $2500, that means it cost Middle Class Americans at least $625 more each year for braces.

Actually the rate of health insurance premiums increases (the same plans) for 2011 and 2012 were at the slowest growth in more than a decade.
No official information on the average expected rate increases for 2013 as of this month. We will most likely get those numbers around next Feb/Mar.
Oscar, while your premiums may be going up are they growing at the same or greater rate than before or are they growing but at a slower rate? My guess is the latter. Insurance companies are going to want to squeeze every dime they can out of you before the ACA fully goes into effect. You do understand that we have gotten money returned to us as the ACA requires insurance companies to return money collected from policy holders that is not used for paying on claims. This is to eliminate golden parachutes and bashes in Vegas on the money paid for premiums by policy holders while those same policy holders are denied coverage for one thing or another.
When companies misbehave they must suffer the consequences. With the unbridled greed of some of the nations premier insurance companies allowed to run amok for so long it was time they were reined in and so the ACA was created out of this necessity. People merely want an even playing field where there is fair treatment for everyone and not special treatment for a few who can afford it. ACA, while not perfect, is a step in the right direction.

It could a move to shore up the Latino vote in the future and a potential windfall of voters in up coming elections... very smart politically!! I don't think the republicans have made enough in-roads to make a difference in the Latino voting block, so the timing is perfect !! It will be interesting to see if the republicans can attract new voters too!!
I was thinking more along the lines of some type of stimulus (job growth bill) to get the economy going again... you know large enough to jolt the economy into strong positive growth... the meetings with the ceo's and other business leaders could be a start to this idea.

You know, the only Supreme Court justice likely to go in the next four years is Ginsberg for health reasons. This 'lasting effect' argument simply may not be Obama's to have.
Here is some food for thought.
1st Get rid of the anchor baby amendment. At least one of your parents must be a legal U.S. citizen and no more dual citizenship be recognized. Either you are an American citizen or not.
2nd Make English the national language.
3rd. Allow for illegal migrant farm workers to get work visa. That would make the have to pay taxes. They would be a separate minimum wage scale for them or no minimum wage at all. If
4th Make it mandatory they have health insurance. No more free ride.
This just the start of fixing both the illegal issue and working towards fixing the fiscal issue.
Here's another idea to add to yours Ret: Why don't we also mark them with a numbered tattoo so we can tell them apart from the real Americans.

Using someone else's email, and not related. Mexicans also feel, rightly so, that Mexican Americans are used against them.
Hispanics have the kind of gumption that should be admired, and at times validated...though with thought. Come into the country illegally, have anchor babies or lots of babies, bring in a whole bunch of relatives, organize and then demand citizenship, voting rights, social program benefits. When are they going to change Mexico enough so they don't have to flee in large numbers forcing Mexico to become a narco-state? Would it be better for Mexico to be annexed to the US? Canada should take more illegal immigrants as Latinos will be working very hard in their greening farms and oil fields.
Those who were born here, those who came here young without choice and those who have struggled for this country and economy in liberal ways (not just sucking up to white boys or sleeping with a few because they find gringo a good colonial husband or master) should be given green cards immediately. The rest, who hate Blacks for not being hard working enough or family oriented enough, should look at themselves carefully and critically.
More debate between Blacks, Latino and Whites (on both sides) on this issue. Puerto Ricans are a different status, and Cubans also. There needs to be more understanding of the diversity within diversity.
Not all Latinos are illegal, not all are Mexicans and not all are from Latin America. Lets see what Chileans Brazilians and others have to say about this. Some of them don't even want to come to the US. And many Guatemalans hate the way they are treated in Mexico. Mexicans also feel, rightly so, that Mexican Americans are used against them sometimes.
No immigrant, legal or illegal, should be treated as "Stateless people" like the Palestinians. Give most of them residence, or money or a nice safe trip back to their home. Do not torture them psychologically or physically this way.
The sign should read we are full up. America has been very generous allowing immigrants into this country. Given the world's overpopulation problem the last thing this country needs is more immigrants. With regards to multiple children Americans need to face this problem and voluntarily elect to have no more than two children.
The president may be trying to focus the attention on this issue and will allow the Republicans to have their way with the American taxpayer. That means not taxing the rich and those who make over 250,000 a year and reducing taxes on those who are struggling. Those who are making those high salaries should pay more especially the rich. The rich use to pay much higher taxes and the economy was not on the cliff. I love the way the media and politicians have framed this. More fear manipulation. Compared to most western countries America's debt to production ratio is actually better than most countries. I might also add that America still holds the number one position of production in the world's economies. Now I don't recommend spending ourselves further in debt. I do recommend stopping all aid to foreign countries that are not good allies. To do otherwise is beyond foolish it is a economic cliff disaster.
As far as I am concerned President Obama’s leading ranks of voters were the majority of those who are classed as “Freeloaders’”? Not the elderly, not the handicapped or infirm, but those who have learned to play the welfare system. They are also the people who think adding to the most incredulous deficit Washington has ever wrought, with Obama striding out the most insane definition of a free ride for everybody. One of Obama’s plans placed before the Republicans today was a blank check, to continuing the spending disaster.We cannot even pay the advancing U.S. treasury bills, let alone more additional trillions of dollars this administration has in mind. Yet this Congress could do much more, such as restricting illegal aliens with children literary stealing 4.2 Billion dollars annually in child tax credits and the IRS completely ignoring such outlandish behavior. In that this year alone illegal alien families could benefit under the “ADDITIONAL CHILD CREDIT” loophole for the sum of 7.4 Billion, even when in many occasions the child or children live outside the jurisdiction of the United States. “Citizens against Government Waste” a non-profit research organization have pinpointed hundreds of billions of dollars in overlapping agencies in government, both doing the same thing and many other wasteful taxpayer dollars going down the proverbial government drain. Senator Jeff Sessions (R-AR) co-sponsored a bill earlier this year to bar illegal immigrants from receiving tax credits, but the bill was blocked from reaching the floor by Nevada Senate Majority Leader Harry Reid.
WE WOULD NEVER HAVE HAD THIS PROBLEM OF ETHNIC MAJORITY DEMOGRAPHICS, IF OUR IMMIGRATION LAWS WAS ENFORCED AT THE BORDERS, INTERNATIONAL AIRPORT TERMINALS AND OTHER PORTS OF ENTRY?
Yet President Obama wants even more money from hardworking taxpayers. Instead of pandering to illegal aliens—not legal immigrants or permanent residents, his Socialist party and the Republicans as well should vote into law “THE LEGAL WORKFORCE BILL” However this electronic business employment verification program should be unilateral between parties, it should shuffle illegal aliens out of the limited job market? The GOP just voted for more visas for high skilled workers of the STEM Variety (Scientists, Technology, Engineers and Math) So American taxpayers should lean on the Democrats and Republicans to revise the 2006 Secure Fence Act, but complete the circuit by making it a felony to enter this sovereign country. American taxpayers should demand both the Legal Workforce Act and the Birthright Citizenship bill, we will not only discourage further invasion from foreign countries, but will inhibit another need for a DREAM ACT in our future. As for a labor shortage in the field, it should be orderly and heavily regulated and absconders who came here for Agjobs, who run off should be heavily held accountable, including the visitor visor overstays who must be tracked. It will also send a signal to people across the globe, that they are not welcome here illegally anymore and we are not going to distribute welfare to them.
As an additional impediment we the American People should be demanding passage of the “Birthright Citizenship Bill” so that pregnant illegal alien mothers cannot take advantage of our public entitlement programs unless one parent is already a U.S. citizen. No baby or young child cannot be given a free U.S. citizenship unless this rule is verified.. This unrealistic law was originally for the emancipation of slaves at the end of the civil war and hasn’t been adapted for this century and costs American taxpayers $113 billion dollars. Its ill conceived when citizens are the homeless and living on our dangerous streets and illegal aliens can collect welfare payments for babies and low income housing. Entitlements for the illegal poor have sky rocketed, as well as the human parasites that live amongst us feeding of our taxes. Just judge California’s “open Door” policy mess of a growing huge deficit. Of course people who can get something for nothing, is going to vote for the “entitlement” President that has allowed his czars to give out “food stamps” like candy and free cell phones.
A few prudent taxpayers are ignored, but if we approach the feds and state politicians in mass, they had better start listening to the core. We can no longer accept paying for shirkers, the spongers and illegal aliens or anybody who threaten this great counties prosperity?
