Subscribe to RSSIf President Barack Obama selects United Nations envoy Susan Rice to replace Secretary of State Hillary Clinton, he’ll face determined opposition from at least three Republican senators: John McCain of Arizona, Lindsey Graham of South Carolina and Kelly Ayotte of New Hampshire. Ayotte and Graham would each place a “hold” on Rice’s nomination if she were nominated, their aides told NBC News Tuesday. McCain's office did not immediately respond to a request for comment.
Senators John McCain, Lindsey Graham, and Kelly Ayotte stated that, after meeting with Amb. Susan Rice, they are more "troubled" and still have many questions regarding the administration's handling of Benghazi.
The three GOP senators met with Rice Tuesday and said afterwards they still weren’t satisfied with the administration’s handling of the aftermath of the Sept. 11 attack on the US consulate in Benghazi and Rice’s initial role in explaining that attack.

If Rice were nominated and her nomination came to the Senate floor for a vote, it seems highly likely that with Democrats holding the majority in the new Congress, she’d be confirmed.
But her Republican opponents could use the Senate rules to try to prevent her nomination from coming to a floor vote.
A “hold” is an informal procedure by which a senator signals to his or her floor leader that he or she doesn’t want a bill or nomination to come to the floor. Holds have been used for years by senators to indicate that a nomination is so unacceptable to them that they’d try to filibuster it -- to stop it through endless debate -- if necessary.

“I would hold her nomination until I had additional answers to questions, and then I will render judgment," Ayotte told reporters after meeting with Rice.
When Graham was asked by Defense News if he would place a hold on Rice’s nomination, he said, “Oh, absolutely. I would place a hold on anybody who wanted to be promoted to any job who had a role in the Benghazi situation.” Graham’s office confirmed that account.
Graham told a press conference Tuesday after he, McCain and Ayotte met with Rice that “before anybody can make an intelligent decision about promoting someone involved in Benghazi, we need to do a lot more (investigating).”
But indicating they’d put a hold on a nomination does not mean that Rice’s opponents could themselves kill her nomination.
If Rice were nominated and if the Foreign Relations Committee reported her nomination to the full Senate, it would be up to Majority Leader Harry Reid to decide when to bring it to the floor for debate.

If senators opposed to Rice were able to keep debating the nomination, and if Reid failed to muster 60 votes for cloture, bringing the debate to a close, then the nomination would essentially be dead.
It’s early in this battle, and it’s not clear there would be enough Republicans to sign onto a filibuster, but one Democratic Senate aide said Democrats would welcome the fight and are confident she would be confirmed. “People are happy to fight for her,” the aide said.
There are echoes here of the nomination battles of the Bush era. Democratic filibusters blocked, and ultimately killed, a number of President George W. Bush’s judicial nominees and Bush’s nomination of John Bolton to be U.N. ambassador.
“I remember the John Bolton episode pretty well,” Graham told reporters Tuesday. “Democrats dug in their heels saying we're not gonna vote, we're not gonna consider this nomination until we get basic answers to our concerns.”
There were two cloture votes on Bolton’s nomination in 2005. He got 56 votes on one of them, four shy of the number needed to end debate and confirm him.
In some cases, a senator putting a hold on a nomination is enough to convince the majority leader or the chairman of the committee considering the nomination to not try to move ahead with it.
For example in December 2011 the Washington Post reported that Matthew Bryza, Obama's nominee to be ambassador to Azerbaijan, was "deemed insufficiently hostile to Armenia's enemies by the Armenian National Committee of America (ANCA) and two Democratic senators with Armenian American constituencies, Barbara Boxer (Calif.) and Robert Menendez (N.J.)."
Boxer and Menendez put a hold on his nomination, preventing or at least delaying a floor vote. Obama gave Bryza a recess appointment and renominated him.
But Boxer and Menendez continued to oppose him and the Post reported that Foreign Relations Committee Chairman Sen. John F. Kerry, D-Mass., never scheduled a hearing on his nomination.
Sometimes a hold on a nomination is simply a way of trying to extract some specific policy change or administrative action from the executive branch.
For example, the Hill reported last year that Sen. David Vitter, R-La., announced he was lifting his hold on Obama’s nomination of Dan Ashe to head the Department of Interior’s Fish and Wildlife Service.
Vitter wanted speedier action from the Obama administration on approving deep-water drilling permits in the Gulf of Mexico.
“I said I would lift it when we got to 15 permits,” Vitter said on June 1, 2011. “We finally reached that mark today, and I’m lifting my hold.”
But the stakes would be far higher if Obama nominated Rice, partly because it would be the first nomination battle since he won re-election last month.

If you go back and read the famous Sunday morning transcripts, you'll see that the above is TOTALLY AND COMPLETELY WRONG. It is as crazy as claiming Obama was born in Kenya. These conservative pundits have no regard for the truth, and their ovine audiences have no ability to discern lies from truth. Here is what Rice actually said:

What we think then transpired in Benghazi is that opportunistic extremist elements came to the consulate as this was unfolding. They came with heavy weapons which unfortunately are readily available in post revolutionary Libya. And it escalated into a much more violent episode. Obviously, that’s-- that’s our best judgment now. We’ll await the results of the investigation.

Just saw a clip of Joe Lieberman who is frequently attached at the hip to McCain and Graham. He also met with Susan Rice and the Acting CIA Director today; Lieberman said the exact opposite of what the three peas in a pod implied today.
So she took the intel that David Petraeus wrote, removed all mention of terrorism and added some bs about a spontaneous attack due to a video.

I'm amazed at all this uproar over Sunday morning talk show talking points. Why weren't you guys all crying and clamoring over Condolence Rice talking about a "mushroom cloud" and "terror if WMD go unheeded". Get over yourselves. If Condolence Rice can talk to congress, the U.N., and the general public about Iraq with misleading, inaccurate, and FALSE information gotten by the CIA; why is it such a travesty that Susan Rice went on Sunday talk shows with the information, talking points, and such direct from the CIA and the intelligence community. The white house had no input, no influence. This was direct from the CIA and the intelligence community. Bush administration created the now "Homeland Security" branch. This is the same branch that briefed, took the wording terrorist out of the talking points, and sent Susan Rice out. If you can't see the hypocrisy in all this, than you are definitely partisan.

I doubt those numbers very much. Remember, the total wealth of the lower 50% of America is only $350billion. No one gave them anything like $2.5 trillion, or they would have a lot more money. See # The bottom 80% of Americans control only 7% of the nation's wealth. What is the source of those $700b versus $2.5 trillion numbers? Did you just make them up?
The difference Jackie, is that Susan Rice knew the info she was using was bs. Either Rice, the White House or the 0bama campaign changed the report that David Petraeus made right after the attack.
Thats what this is all about. The other side of it is why didn't 0bama do anything to help during this 7 hour attack on our guys.

What part of the intelligence community don't you understand. Susan Rice is a U.N. ambassador, not related to the intelligence community. She was briefed, and handed the talking points by the CIA, FBI, and Homeland Security; not the White House. How many times to you have to be told this. Exactly what General Petreus stated, that classified information was withheld. How many times to you have to be told that the CIA, FBI, and Homeland Security changed the wording...they had the classified information. Classified information is NOT repeated to the general public. What part of secrecy regarding the CIA don't you guys get.

Seriously? If the Bush tax cuts cost $4T over 10 years and those for the top 2% cost $700B over 10 years how exactly does your math work? Seems to me that if you raise taxes on the top 2% you will reduce the deficit by less than 10%.
And what exactly is the Administration's plan to pay off this debt? How exactly is the financially responsible Obama Administration reducing the debt when the Iraq war ended in 2010 but he has consistently ran a deficit over $1T. Seem his deficit doesn't include the Iraq war but it still dwarfs any previous deficit. Maybe those 30,000 troops to Afghanistan cost more than budgeted. Or does Obama not take responsibility for that either?

Yes, the director of the CIA, and Homeland Security. That was discussed with General Peterus in the closed door hearing. Susan Rice was the messenger for the CIA, Homeland Security, and the intelligence community. The intelligence community are the direct link to who changed the wording. This has all been discussed over the past couple of weeks. Take your beef up with the intelligence community. Just like with Condolence Rice...she got her talking points from the intelligence community first and foremost,. Just who do you suppose briefs the president???? the intelligence community, mainly the CIA, FBI, and Homeland Security.
Again, there are still CLASSIFIED information regarding Iraq and Afghanistan that the general public is not privy to. The CIA and Homeland Security deal with classified information all the time, THEY are the ones to determine what is classified and what is not. Need anymore clarification on how National Security is dealt with.

Another point, ever heard the term, "above my pay grade". Classified information is above most American's pay grade. The closed door hearing was closed door for a reason, classified info being discussed with only a few select congressman. They only released certain "talking points" from that meeting, not the entire minutes. What is the difference between what the congressman spoke of after that meeting, and what Susan Rice stated on the Sunday talk shows. She discussed unclassified info only....not the classified info. Hence, the changing of the words regarding "terrorism.
JackiK, yes, what part of classified did the administration not get when they released all the info on the killing of Osma? That was released by the administration in the effort to re-elect Obama. There was no need to classify anything about Benghazi because it was in real time feed to the White House. There was no need to "protect" anyone over there. Only to protect Obama from his earlier statements of they had a broken network and he was wrong and didn't want the American people to know. Susan Rice is a weak person and would not be a good pimple on Hillarys bottom. I am not a big Hillary fan but damn, she has done a really good job.
Our American government is irreparably broken. The pipes are clogged by demagogues and special interest cash! Our government no longer has ANYTHING to do with "we the people" but rather everything to do with 535 self-interested members of Congress doing only what is necessary to hang onto their seats and the guarantee of personal wealth and influence which comes with those seats.
It is time for the state's legislative assemblies to move and call for a Constitutional Convention. The founding fathers envisioned this scenario, and it is time we use that process described in ARTICle V of the Constitution to resolve the issues which are hurtling our country toward failure as a First World nation. The best part of a Constitutional Convention is that it would exclude the present members of Congress, and would not even require the signature of the President. A new constitution would go directly to the States for ratification.
Let's get the money and special interest out of our US government once and for all, and place absolute term limits on all representatives in government.

Hate to break it to you, but when a general goes before a senate hearing meeting behind closed doors, that means they are discussing classified information (no tv cameras, or media allowed). Goes on all the time, for over the past 50 years. No one was protecting Obama, this was an unfortunate incident with Americans killed. Just like the Beirut bombing, the U.S.S. Cole, the World Trade Center bombing and 9/11. There are terrorist out there that want to make statements, a fact of life. They hate America, not just a certain president.

"On November 16, 2004, Bush nominated Rice to be Secretary of State. On January 26, 2005, the Senate confirmed her nomination by a vote of 85-13. The negative votes, the most cast against any nomination for Secretary of State since 1825, came from Senators who, according to Senator Barbara Boxer, wanted "to hold Dr. Rice and the Bush administration accountable for their failures in Iraq and in the war on terrorism." Their reasoning was that Rice had acted irresponsibly in equating Hussein's regime with Islamist terrorism and some could not accept her previous record. Senator Robert Byrd voted against Rice’s appointment, indicating that she "has asserted that the President holds far more of the war power than the Constitution grants him."
It is your contention that the statements above do not apply and there was no animosity toward the Administration over their handling of Iraq and the war on terrorism and furthermore; Senator Byrd had no problem with the people who, including Condoleezza Rice, subscribed to the Unitary Executive theory of government?

Obama won because he got 4 different types of votes:

Obama has made it clear that he will NOT sign any bill that doesn't include raising taxes on the wealthy. Why didn't he meet with anyone today to work out this fiscal cliff BS? Republicans didn't go with the "Nuclear Option" because McCain was actually sane in the mid 2000's. He and 6 other Republicans (along with 7 Democrats) got together and cut a deal in which they'd refuse to support the removal of the filibuster, in exchange for refusing to support filibusters for judicial nominees except under "extraordinary circumstances."
BTW, I think there is a use for the filibuster, but not for every piece of business before the Senate. They should make major reforms to the tool, the most notable being that it should actually be a filibuster, and not simply a motion. If you care enough about an issue, have the guts to stand up and talk in the Senate for hours and hours and hours. Go ahead and delay Senate business for days if not weeks on end. That will show how much a party or an individual believes in something. And make certain that at least a quarter of the Senate would have to be on the floor for the filibuster to continue. It's far too easy to block business the way things are today, so let's go back to the old-school filibuster, and see where that takes us.

There's something wrong with the rules when one senator from who knows where can block the intent of the other 99; can prevent up or down votes on nominees and block real debate of legislation on the senate floor with a simple "hold" or claim of intent to filibuster.

Just because 3 Senators have a bone to pick with a nominee should not negate that nominees overall approval or rejection by the entire Senate. Posturing, grandstanding, stompin their little feet and throwing tantrums should not be encouraged or rewarded in any way shape or form.

includes Barack Obama, who voted for the budgets.
If Obama inherited anything, he inherited it from himself. In a
nutshell, what Obama is saying is I inherited a deficit that I voted
for and then I voted to expand that deficit four-fold since January
20th.
