Jackson, who has been hospitalized on and off since June for treatment of bipolar disorder, gave up his seat in Congress after 17 years. NBC's Kelly O'Donnell reports.
Updated 2:59 p.m. ET — Rep. Jesse Jackson Jr., D-Ill., resigned from Congress on Wednesday following a prolonged treatment for mental health issues.
An aide to House Speaker John Boehner, R-Ohio, told NBC News that the speaker's office received a letter from the Illinois congressman this afternoon.
"During this journey, I have made my share of mistakes," Jackson wrote in his letter. "I am aware of the ongoing federal investigation into my activities, and I am doing my best to address the situation responsibly, cooperate with the investigators, and accept responsibility for my mistakes, for they are my mistakes and mine alone. None of us is immune from our share of shortcomings or human frailties and I pray that I will be remembered for what I did right."
Rep. Jesse Jackson Jr.'s resignation comes just two weeks after he won a ninth term as a representative of Illinois without campaigning and after being out of the public eye for months due to a personal struggle with mental illness. NBC's Kelly O'Donnell reports.
The son of the Rev. Jesse Jackson, the civil rights leader, Jackson, Jr. had sought treatment for bipolar depression at the Mayo Clinic for much of the past summer and fall. His last vote in Congress was on June 10, and his mysterious disappearance from official duties prompted speculation about the reason for the Democrat's prolonged absence.
Jackson was first elected to Congress in 1995 in a Chicago-area district's special election, and had won re-election to eight full terms since then. He won re-election just 15 days ago by a 40-point margin in the heavily Democratic district. Jackson also survived a Democratic primary challenge this summer from former Rep. Debbie Halvorson. President Barack Obama and Chicago Mayor Rahm Emanuel (D) each endorsed Jackson in the primary.
Amid his battles against mental illness, Jackson has also been embroiled in ethics allegations, which prompted the congressman to reportedly hire an attorney in recent weeks.
In particular, Jackson's efforts to convince then-Illinois Gov. Rod Blagojevich to appoint him as Barack Obama's successor in the Senate have drawn scrutiny. Blagojevich, a Democrat, was subsequently convicted of having sought favors and donations in exchange for the appointment.

The people of his district have been without representation in Congress for an extended period of time because this self centered, egotistical jackass wanted to hang on to power. He even ran for reelection when he was not even doing the job to start with. Unfortunately, Obama and Emanuel showed their idiocy in supporting Jackson for reelection despite the fact that he was not even fit to hold office and is facing a number of criminal and ethics charges. They both supported Jackson for reelection even though as of election day he had not been seen in Congress for almost five months. Now he has deprived the people of his district the right to choose their representative by waiting until after the election to resign. It is now likely that the Governor will appoint one of his buddies to fill the seat. Even is they do have a special election to fill the seat, just think of the millions of dollars that special election will cost the state because this a-hole did not do the honorable thing and step aside. I certainly hope that this marks a permanent end to his political career. He has proven that he is wholly unfit to hold public office.

People flee Chicago's gun and gang violence, and expect the same level of education which they have elsewhere, but without the violence. As a result they are doubly lost in their new surroundings, as people elsewhere don't consider Chicago teachers particularly well educated, let alone their students. So these "students" become welfare burdens, and sometimes crime statistic burdens in their new homes.

Jr. won't be serving any jail time. He gave up his seat voluntarily as part of the deal with the DoJ. He'll have to pay back the money he took from his campaign and won't be able serve public office again, but he'll get to keep his retirement pay and won't have a conviction.

Apparently it will take months to fill Jackson Jr.'s seat. Let's say it takes four months. ( This is a word problem for the Chicago teachers ). Let's say Jackson Jr didn't function in Congress for the last four months. How much non work does Jackson Jr. have to do to pay for a $40,000 watch for 'another woman', and repay his campaign for his Washington DC home improvements, while not representing his district then nor now, nor in the future. ( Hint: 4 months + four months = 8 months. )
While Jackson was away, how much legislation went through the House of Representatives which would have benefited the people of Chicago and surrounding area but there was no local representative to push it ahead? ( Hint: Add that loss to the $40,000 wrist watch, and the home improvements in Washington D.C. ) Then considering Chicago is heavily unionized, how many union jobs were negated by not having an active member of Congress?
How many of these lost revenues to Chicago are directly available for property taxes to pay teacher's salaries and benefits, let alone union wages for laborers?

Those of us with a family member or friend suffering from Bipolar (aka: "manic-depressive") disorder know all too well that this is a very, very serious mental illness. The Bipolar individual's personal behavior cannot be separated from the mental illness. Bipolar is all consuming.
I have two members of my family who are Bipolar ....
My nephew, now in his mid 30's, was diagnosed Bipolar after being hospitalized following his arrest at age 19 at a downtown restaurant for "threatening behavior." We had noticed his personality changing in his later adolescence, but nothing severe. He was a perfect 4.0 student through his four years of High School, National Honor Society, class valedictorian and he earned three scholarships. We assumed his behavior changes were in part due to being away from home at University.
This wonderful, compassionate, brilliant, charming and polite young man could not possibly be the same person as the manic,19-year old in lockup at the justice center! He had never been in any sort of trouble in his life before, never even spoke discourteously to his parents ... and yet here he was, out of control, in a holding cell awaiting transport to a mental evaluation unit at Adventist hospital.
Bipolar disorder totally changed his life. In addition to the powerful meds he takes to stabilize (normalize) his behavior -- prevent both the manic and depressive swings -- he has to live with a member of the family in order to monitor that he takes his medication and to watch for early signs of a manic or depressive episode (there have been five episodes in the past 15 years despite the daily medications). This young man who we were convinced was on track for great things and a rewarding life of accomplishment ... just takes one day at a time with no certainty that he will be able to make it through the next day.
My other Bipolar family member was less fortunate. She lived with and struggled with the disorder for nearly 25 years until last April, ... when her fourth attempt at suicide during a depressive episode was successful. She was just 47 years old.
I share this for one reason. Bipolar disorder is very serious. Left untreated it will destroy the sufferer. And even when treated there is a better than even chance that the disease will win and the sufferer will take his/her own life or the manic-depressive behaviors will lead to circumstances creating a scenario for that individual's early demise.
We should all try to have a little compassion and dial-down the judgemental rhetoric. Try to remember that from the onset of Bipolar disorder it is impossible to separate an individual's behavior from the illness. ANd underneath it all, these sufferers are human beings who need our understanding and our love.
We need good people in Congress, people who are focused on solving the country's problems. Since Jackson wasn't up to the task, he should have resigned well before the election. I'd have had more respect for him if he'd done the right thing several months ago, but it seems he put his own interests ahead of his constituent's interests. That is all too common, unfortunately.
Not sorry to see him go.

I know nothing about this J.Jackson case,but I have strong feelings about the corruption on Capital Hill. We appear to have two sets of standards on wrong doing ,One for the ordinary people and the other for Politicians. I would like the Representatives of all classes and sides to clean up their acts and have truly severe penalties for the wrong doing of their members. That will never happen therefore we the ordinary people of this planet will have to hear this same story for as long as we need to appoint humans to represent us. This is a fair criticism of Republicans. I thought the crop of candidates which ran in the primary this year was sorry. Bachmann, Perry, and Santorum had no business even getting into the primaries (or politics for that matter). The only one who could have won the election would have been Ron Paul in my opinion. He was the only candidate ahead of Obama in the polls towards the end of the primaries. IF the goal of republicans was to unseat Obama, Paul was the logical candidate but they blew it.
I'd love to vote for candidates other than Republicans but I just can't bring myself to vote for democratic presidential candidates. Their platform favors giving the government too much power.

Actually for the republicans to win they just have to take back the party from the tea party and find a candidate who will stick up for what they believe in, not just say whatever to the current audience they are in front of. I have a suspicion that a lot of people who vote D would love to return to their conservative roots from say the Reagan era. Back when moderates governed and regardless of which party won, the other party weren't necessarily losers. Personally I don;t want to support free loaders, but I damn sure feel we need to have a social safety net for those who are not in a position to help themselves, we don't go around preemptively attacking other countries for weapons that they didn't intend to use against us because they didn't exist, and a party that didn't spend endless dollars investigating a new president that they didn't like.....Clinton. Clinton is where this all started. Remember Ken Starr, at the end of the day all they could get on his was the fact that he lied about a BJ, it had absolutely nothing to do with the core reason for the investigation. During this time you had the stalwarts of GOP resigning because of affairs, Barr, Livingston, Gingrich, etc. There are a lot of conservatives that pull the D handle because they refuse to accept the hypocrisy coming from the GOP, and we refuse to believe that "47%" are takers and not contributors as is put forth by the current GOP leadership. Finally, since when is it appropriate for a political party to determine whether or not someone gets an abortion or birth control, since when is it appropriate to try and use govt to forward your religious beliefs? Those are the reasons I left the GOP in the 90's, and to be honest the hypocrisy is worse today than it was in the 90's.

I don't think even conservatives dispute a social safety net. What they do dispute is the lack of a roadmap for people to get out of the safety net. Democrats are incentivised to keep people in the safety net because those people tend to vote....democrat.
I don't think anybody is disputing who gets birth control and who doesn't. The issue comes down to funding. If you don't want government involvement in birth control, why should the taxpayer fund it? That's the definition of completely staying out the decision - not involved in it.

If a person is truly trying to turn their life around and they are in treatment for an addiction, one can't just hit the program for a 30 or even 60 day stint and expect lifelong results. That is fairytale fiction. I find it very insensitive that some people would think a person(I am speaking in general terms) is "wimpy" when that person is trying to change their life to become a productive member of society. I hope that you will at least re-evaluate your thinking when it comes to those who have and who do suffer addictions but are taking responsibility and seeking help. I find that to be a courageous and applaudible act.

I agree with you in part. But, when a person is in deep denial they do not think rationally. Many people who have addictions are also diagnosed as being bi-polar. I am not excusing his actions I am just trying to understand his actions. It is also my opinion that he may have used his problems to "hide" from his legal issues. At the end of the day, I would imagine that he will have to stand up and face a jury of his peers. Mental issues, and especially a drug or alcohol addiction added to it, can make people do some very bad things that they may not have done otherwise. I say this because I have very personal experience(not me, but someone very close to me) with drug addiction and what it can do to the person and the people around them. I think we all expect more from our elected officials, but I think I can safely say that they are no better than any of us and they all suffer shortcomings, some of them just get "caught" while others walk a very thin line. Anyway, I do hope you have a lovely Thanksgiving holiday.
Hey AG .... great posts today. Just as a side note to the addictions and bi-polar, most people who are bi-polar seek relief from their extreme highs and lows by self-medicating with drugs and/or alcohol. An alcohol/drug addiction can emulate a bi-polar diagnosis.
Mental health disorders are illnesses. They are difficult to diagnose at times and difficult to treat as many who suffer from them, once they feel better, they go off of their medications and are right back where they started.
I work with mental health and substance abuse counselors and am constantly pulling data to submit to the feds regarding these types of disorders. I, like you, have also seen both illnesses take a very sharp toll on some of the people in my life.

Been through an addiction myself (truly the worst stuff), went to Mayo for treatment with shaky insurance and ended up going through the pains and challenges on my own, so seeing a photo a while back of JJ II with his head in his hands talking to Pat Kennedy in a place I am very familiar with made me think that he might be over-inflating his problems, knowing already what it's like. At least he has the opportunity to go to Mayo, not all of us do. Circumstances and ability to handle are unique and personal.

Thomas - the fact that leaders of the Republican party are denouncing the statements that those who voted for President Obama are "freeloaders, etc." means nothing to those on this site who cannot stand that the Republicans lost and lost badly.
Although Republicans still retain control of the House, they lost seats they were sure they had - a net gain for Democrats - even though they were sure they would take the seats. And, they lost more seats in the Senate - instead of gaining control which they were sure they would do.
And, it was a landslide win - 322 Electorial votes - the 9th highest of any President. Romney - 22nd of any loser! And, make no mistake - he definitely lost! And so did the entire Republican party.
To any rational person it was a landslide loss. Heck, even Republican leaders are saying it was a massive loss.

I'm abit confused in your statement where you explain that if anyone does something illegal or wrong they should be punished. Then explain when Hillary took responsibility of the deaths in Lybia, why have you not screamed for her to be fired and removed? They ensure they pack in pork into bills to benefit themselves, example a federal raod being built in a state was approved and not made public yet as it had to go through the process, but it didn't stop a senator to purchase land at dirt cheap prices in the projected development and sell it back at an over-inflated price (person was a Democrat). Or insider trading on SEC rulings that might hurt their portfolio they knew was going to happen so they sell their interests (person was a Republican). It happens all the time and they can't be touched as long as they are in politics and are on a specific committee that is making those laws/rules. Only time is when a large scandal happens is when anyone of them get kicked out or decide to leave.
