Secretary Clinton announces Gaza cease-fire

 

UPDATED 1:30 pm ET: U.S. Secretary of State Hillary Clinton announced from Cairo a cease-fire fire between Israel and Hamas in a deal brokered by Egypt.

Clinton described the crisis as "a critical moment for the region." 

The agreement  is effective at 2:00 pm ET Wednesday, according to the AP.

President Obama also played a key role. Israeli Prime Minister Benjamin Netanyahu agreed to the cease-fire after Obama urged it, Israeli ambassador the U.S. Michael Oren said on MSNBC's Andrea Mitchell Reports. 

NBC’s Jim Maceda reports the agreement has two phases – (1) in the short term, a truce to stop the violence in Gaza, and (2) in the long term, to continue negotiations on the thorny issues that have been the underpinnings of tensions.

Israel wants something done about arms smuggling into Gaza and Sinai; Hamas wants a lifting of the six-year blockade. There was no agreement on those issues. The discussions will continue and be monitored by the Egyptians with Clinton also involved.

But NBC's Andy Eckardt reports that in the peace agreement, Israel will guarantee not to assassinate any leaders of Hamas or any other organization, according to Palestinian intelligence sources. Israel and Hamas will also commit to abide to restoring calm on both sides. And, after a few months, Israel will consider to ease the movement for Palestinians.

NBC’s Ali Weinberg reports from the White House that the president spoke to Netanyahu and Egyptian President Morsi.

To Netanyahu, Obama “reiterated his commitment to Israel's security,” according to a readout of their conversation. “The President made clear that no country can be expected to tolerate rocket attacks against civilians."

The readout adds that the president requested Netanyahu work with Egypt and to agree to this cease-fire.

Obama also noted, however, “that Israel maintains the right to defend itself.” And that the U.S. “would use the opportunity offered by a cease-fire to intensify efforts to help Israel address its security needs, especially the issue of the smuggling of weapons and explosives into Gaza.”

That was echoed by Oren on Andrea Mitchell Reports, when he said that Israel "reserves the right to defend itself if Hamas resumes to fire on our citizens."

Obama thanked Morsi for his work and leadership on the cease-fire. The readout also notes that Obama and Morsi "agreed on the importance of working toward a more durable solution."

There were questions as to how Morsi, a member of the Muslim Brotherhood, would handle the situation. Many saw this as a critical first test for the new leader. It appears that despite his sympathies with the Palestinian people, he may be willing to play something of the traditional Egyptian role of trying to maintain peace.

President Obama "welcomed President Morsi's commitment to regional security," according to the White House readout.

NBC’s Andrew Gross reports from the State Department that Secretary Clinton spent 30 minutes with Palestinian Authority President Mahmoud Abbas in Ramallah today, according to Deputy Spokesman Mark Toner. But Abbas has been largely sidelined in these negotiations with Hamas in control.

Toner said the U.S. still considers Abbas to be "relevant" and that "we will continue to work with him."

Toner added that the onus for the violence falls squarely on Hamas and their rocket attacks and that the firing must stop for there to be peace.

The White House was optimistic there would be at least a cease-fire with someone at the level of Clinton heading to the region.

The fighting has killed more than 140 Palestinians and five Israelis, according to an AP tally.

Nothing short of elimination will stop these terrorists in our lifetime. They are raised from birth to hate, harass and kill Israelis and all non Muslims. Their parents and culture need to stop brainwashing from birth before there can be any lasting peace.

I remember years ago reading in a magazine where it said that trying to negotiate a peace treaty in the Middle East was like trying to nail jello to a wall...how true it still is...

As if terrorists are going to listen to her or anybody. She still would have been a better choice than Barack for president though. Good try Hillary, I don't think it will do much good though. I give the Palestinians a week before they are throwing rock at Israeli soldiers, and mortars are flying into Israel again though.

Anybody who has the brains to read the history of the area, and the moral fibre to face the truth, will agree with me when I say that there are two indispensible preconditions for the establishment of a lasting and meaningful peace in that unhappy swathe of God's green Earth.

1. The Arab and non-Arab Muslim states must end their state of declared war against Israel, recognize her right to exist (appalling that this is even an issue- I mean, come on!), and open normal diplomatic relations with Jerusalem. These are all official, easily verified steps.

2. The Pan-Arabists must stop teaching their children that the Jews are the source of all evil, suffering, injustice and misery in the world. This is the official line in places like our so-called "ally", Saudi Arabia. Their children are taught in their schools as well as in their homes to fear and hate Jews in a way that eclipses anything I was ever taught about Communism as a boy.

Having had many Israeli friends when I was growing up in Silicon Valley, I can attest that there was not a single one among them who thirsted for Arab blood or welcomed the prospect of further war and killing. I will say that it's pretty much impossible for an American or almost any other nationality to truly comprehend what it's like to go through every single minute of your life knowing that your whole nation, and all that you've known and loved, is under an immediate threat of extermination, and that the people who are behind the guns cannot be reasoned with; you have been sentenced to die beacause of who and what you are, and there is no lesser outcome that will ever satisfy your antagonists.

Any attempt to deflect by talking about individual cases is moral cowardice and intellectual dishonesty; the real issue is much larger and must be viewed through a larger lens. Either you believe that the Jewish people have a right to a national homeland, or you believe that they should all be slaughtered and/or driven into the sea. As a committed Progressive, it goes very much against my grain to present any issue in such stark either/or terms, but it is an unarguable truth that the terms of this conflict have always been defined and stated by the Pan-Arabists.

Just announce to the world that you no longer wish to kill all of the Jews, and watch how reasonable they can be when they're not staring down the barrell of a gun.

The Jihadists around Israel have to learn the lessen that Anwar Sadat learned in 1967. If you attack Israel, they will fight back and you will lose. Every man and woman in Israel serves at least two years in the military. If needed, everyone over the age of 18 can be called up to defend the country.

Egypt, Saudi Arabia, Jordan and Syria learned the lessen.

As a reminder to Hamas:

a 28:1 ratio, with an unknown number injured and many homes and businesses destroyed. A ground war would have killed many more, injured tens of thousands and destroyed vast areas of many cities.

As the IRA learned, put down the arms, stop the violence and negotiate a permanent peace.

There are two dissatisfied nations in the Palestinian Israeli conflict. The Israeli Government wishes for safety and security and the Palestinian Government want the territories that the Israeli's occupy returned to them. There should be a reasonable time limit set for the return of Palestinian land and a guarantee of secure true borders for Israel. until both of those conditions are met, neither side can expect peace.

The BIG MONEY in this country will not let our Jewish brothers down, so get used to it. Obama's weak foreign policy has contributed mightily to the situation we find the world in today; had he met with some of these key players in his first term rather than being "eye candy" on The View" and interviewing with the "Pimp with a Limp" while doing Las Vegas weekly, perhaps some of this situation would not have unfolded the way that it has. We have 4 more years now of this amateur, so we may as well make the best of it. American Presidents have been working on peace in the Middle East for decades - President Obama is neither more or less a supporter of Israel or a friend to Palestinians than any other President.         The U.S. is not, has never been, and will never be anti-Israel. We will never desert our Jewish brothers, you can be certain about that.

        But let's get clear whose mess this is: it belongs to the players in the Middle East. The U.S. has long been the adult that pulls apart two fighting children. It's high time for those children to grow up and make peace with each other. No outside force can 'inflict' peace on two parties that want to destroy each other.

        Obama is the master at making Israel and the Arabs own their choices. He will never pander to either party, nor should he. Netanyahu has no business telling the POTUS what to do.

        The only way lasting peace can ever be achieved in the Middle East is if it is brokered from within.

          You just can't stand it can you? Our President can multi-task. You say you don't want him over making peace with Myanmar but you don't say what you'd rather he be doing. The "cliff" negotiations is in Congress and there is nothing more he can do until he is presented with a bill to sign or veto. Just how much worse would things have been had Susan Rice been SoS? Thanks for sharing your unpopular opinion however. The Nobel Prize Committee saw something in Obama and now he is proving they were correct.

          Not only is he making visits for peace but also to open doors for business. You know about business don't you? That is where we make money from other countries buying our products and we get cheap labor to make cheap stuff to sell at WalMart.

          As far as golf and Hawaii are concerned....he has the toughtest job in the world and deserves some down time. You do know that the POTUS is never completely off duty don't you? Even the frat boy Dubya did a share of relaxing during his presidency. They all do. Some more than others. Obama has taken fewer outings than most recent presidents have so you really have nothing to carp about.

          Jim, Susan Rice told what she thought was the truth at the time. The intellegence services weren't giving out the correct information.                 People: According to US Foreign Aid Summary, ONE THIRD of all US Foreign Aid goes to Isreal and Egypt. I am confident the President of the United States put the "proverbial screws" to both Isreal and Egypt to come to an agreement or both could expect that "the next foreign aid check will truly be lost in the mail".

                To all of you Hillary praisers, really, give it a rest. Hillary as the SOS is simply the messenger. She makes very few if any decisions as to what to say when in these situations. If you don't think that there is constant communication and scripting in the "meetings" with the other leaders you are sadly mistaken.

                I do admire her for having to maintain the HELLISH schedule that she has to and the fact that she can keep her cool but to worship her for her ability all on her own to talk these other nations down is just a little on the sheep side.

                And see #13 above. In a nutshell, it is an either/or ultimatum given at home and placed on Hillary's plate to present. Pure and simple.

                In all fairness to Hillary Clinton, US Secretary of State, she has discharged her job responsibilities beyond measure. However, Hillary does have somewhat of an unfair advantage. Specifically, she has her husband, who is intimately familiar with all the middle east players, and is acutely aware of their achilles heels. Therefore, the Secretary of State can literally have the most effective conversation with the players and achieve maximum cooperation from all involved. And to sweeten the pot, none of the regions involved will turn a blind eye to billions of dollars in foreign aid just to win a pissing match.

Both sides have powerful allies. Surely we should be able to have both sides in this conflict come to the table after all of this time.

                          The Secretary Of State did the job that is required for that position. Nothing more America! The President is keeping a close eye on the situation in Gaza however, it is the Secretary Of State to take the lead. Is Mrs. Clinton a good Secretary Of State? World History will eventually make that calculation. The President is letting the Secretary Of State do the job that she was appointed to do.                               PEACE?..there will not be peace. We go rid of Mubarak and Ghadafi and replaced them with Muslim Brotherhood leadership. I would take both back in a heart beat.

                              Egypt will open the borders to the Gaza strip which will allow flows of weapons and Al Queda. Egypt is aligned with Iran and Hamas.

                              Where are the young democracy protestors and women presence in both these countries now?

                              We appease Iraq, Afghanistan, Pakistan, Egypt, Libya, etc.....they hate America and we send them billions of tax payor money and for what?
