Romney has also alluded to the necessity of borrowing additional money from China to rebuild infrastructure per the Obama plan. If it is true that Chinese funds would be needed to finance the rebuilding of our infrastructure why would it not also be true that Chinese capital would be needed to finance our military expansion?
