Mayor Villaraigosa blasts Republicans on immigration

 

DES MOINES, Iowa – Speaking to Democratic activists at a fundraising dinner here on Saturday, Los Angeles Mayor Antonio Villaraigosa lashed out at the Republican Party and said a Mitt Romney presidency would halt progress won under President Barack Obama.

"Today, between the Tea Partiers, the climate change deniers, the birthers and the flat-earthers, I hardly recognize the Republican Party anymore," Villaraigosa said, telling the crowd that as a mayor he has sought to work across party lines. 

"Republicans used to stand for something,” he said. “And now they just stand in the way." 


Villaraigosa was in Des Moines to headline the Iowa Democrats' Jefferson Jackson dinner, the state party's annual marquee fundraising event. 

In an interview, he called the invitation a great honor. Past keynoters have included other Democrats on a national trajectory, including a turn in 2007 by then-candidate Obama.

But if it seems like Villaraigosa is eyeing a White House bid, he wouldn't say.

"My aspiration right now is to get the president elected," he told NBC News. 

Villaraigosa will be term-limited next year in Los Angeles and said he wants to "finish strong." 

Though he supported Hillary Clinton for president in 2008, he has since emerged as a visible surrogate for President Obama. 

In September, he served as chairman of the Democratic National Convention, helping to raise the profile of the Hispanic community at a time when both parties are battling over the country's largest-growing demographic.

Villaraigosa said during the interview that he predicted Obama would win more than 70 percent of the Hispanic vote in August – a time when the president, though still enjoying an advantage, was polling in the low 60s

"I still maintain that when it's all said and done, Latinos will vote overwhelmingly for President Obama," Villaraigosa said Saturday.

He cited Republican opposition to the DREAM act, which would provide a path to citizenship for children who moved to the United States illegally as children, and which he said Republicans say is a "handout."

Asked about Florida Sen. Marco Rubio, the rising Republican star who makes frequent references to faith, family and free market principles – ideas that some conservatives say will lead Hispanics to the Republican Party – Villaraigosa was polite but said the GOP has "gone so far to the right."

"I have a lot of respect for him," Villaraigosa said of Rubio. "But that's not the point of view reflected in the Latino vote."

(Rubio has said the Republican Party needs to soften on immigration, and has proposed alternative legislation which would not include the DREAM Act's pathway to citizenship.)

While Villaraigosa called for moderation from the right, he was outspoken in his defense of the broad reforms enacted by the Obama administration that Republicans have called divisive and have pledged to undo.

During his speech, he called the election a decision on the country's "fundamental direction."

"What people don't realize about those first two years with Nancy Pelosi and Democratic majority in the House and Senate, and President Obama," he said, "it actually was the most productive congress since the Johnson administration."

If new immigrants don't come, America will be in trouble.

According to a data, between 1995 and 2005, 25% of high-tech startups in the United States had at least one immigrant founder, and these companies have created more than 450,000 jobs (CNN - November 2011).

There are some conservatives who are very xenophobic - the reason these conservatives are still breathing their xenophobic air is that these new comers have made life more confortable for these conservatives and made it easier for these conservatives to breath their xenophobic air.

How many of those people are comming from Latin America countries? That would be none. Yes, our current laws have provisions for just those types of jobs. Thats not the problem, the problem is Mexico is dumping generations on us and we cannot afford it right now. Its not hard, when you go to a school in America and English is a second thought there is a problem.

Pig, immigrants are not the problem and not what Republicans are against. Illegal aliens are what the Republicans are against. All Americans should be against illegal aliens. I won't even use the word immigrants when referring to illegals. To be called an immigrant you must go through the legal process to enter this Country. Illegal aliens come here and steal jobs from Americans that need them. Don't give me the "they take jobs Americans won't do" line because that is crap. Illegal is illegal and a criminal is a criminal. I'm also sick of giving my hard earned tax dollars to someone the shouldn't even be here in the first place and I don't care where they are from (so don't give me the bigot line either). I have said many times, if you give these illegal aliens a pass on breaking the law then you have to let all the criminals out of jail. You can't apply the law on some and not to all.

It's taking too long and it's too expensive to apply for legal immigration sometimes. And US businesses sometimes can't wait (W. Bush mentioned this in his memoir Decision Points) - the current immigration system has been broken for some time. But the GOP has refused to make the country better in the area of immigration policy (all it takes is a filibuster by a GOP buster in the senate). So why would some want to wait that long and pay that high a fee that they don't have, when it's cheaper for some to just walk right over. It's not that people want to be here illegally; sometimes the system doesn't work and there is no legal way - US immigration laws have failed too many.

Besides, the US has been in a recession, the illegal border crossing has reduced to a trickle recently. Some families in other countries have even wired money to their out-of-job relatives here ... more have gone home and been working on jobs outsourced by Mitt and other venture capitalists.

The US is not only losing moral high ground, but also losing more jobs to foreign competitors. But those right-wing nuts are still crying wolf that no longer exists. Dumb-arse. wake up, idiots, we are no longer that special any more.

Savings, schools not being over run in un-prepared communities, hospitals, I love the cost associated with that one, but my favorite is savings in the crimminal justice system. So, the GOP doesn't stand for anything, they just stand in the way! Considering he started off name calling, it's clear that he thinks like a 5 year old. Standing in the way of the destruction of the country is the most noble thing to stand for. Standing up for the Constitution is also noble. EB-5 Immigrant Investor

Visa Description
USCIS administers the Immigrant Investor Program, also known as “EB-5,” created by Congress in 1990 to stimulate the U.S. economy through job creation and capital investment by foreign investors. Under a pilot immigration program first enacted in 1992 and regularly reauthorized since, certain EB-5 visas also are set aside for investors in Regional Centers designated by USCIS based on proposals for promoting economic growth.

All EB-5 investors must invest in a new commercial enterprise, which is a commercial enterprise:

Established after Nov. 29, 1990, or
Established on or before Nov. 29, 1990, that is:
1. Purchased and the existing business is restructured or reorganized in such a way that a new commercial enterprise results, or
2. Expanded through the investment so that a 40-percent increase in the net worth or number of employees occurs
Commercial enterprise means any for-profit activity formed for the ongoing conduct of lawful business including, but not limited to:

A sole proprietorship
Partnership (whether limited or general)
Holding company
Joint venture
Corporation
Business trust or other entity, which may be publicly or privately owned
This definition includes a commercial enterprise consisting of a holding company and its wholly owned subsidiaries, provided that each such subsidiary is engaged in a for-profit activity formed for the ongoing conduct of a lawful business.

Note: This definition does not include noncommercial activity such as owning and operating a personal residence.

Job Creation Requirements
Create or preserve at least 10 full-time jobs for qualifying U.S. workers within two years (or under certain circumstances, within a reasonable time after the two-year period) of the immigrant investor’s admission to the United States as a Conditional Permanent Resident.
Create or preserve either direct or indirect jobs:
Direct jobs are actual identifiable jobs for qualified employees located within the commercial enterprise into which the EB-5 investor has directly invested his or her capital.
Indirect jobs are those jobs shown to have been created collaterally or as a result of capital invested in a commercial enterprise affiliated with a regional center by an EB-5 investor. A foreign investor may only use the indirect job calculation if affiliated with a regional center.
Note: Investors may only be credited with preserving jobs in a troubled business.

A troubled business is an enterprise that has been in existence for at least two years and has incurred a net loss during the 12- or 24-month period prior to the priority date on the immigrant investor’s Form I-526. The loss for this period must be at least 20 percent of the troubled business’ net worth prior to the loss. For purposes of determining whether the troubled business has been in existence for two years, successors in interest to the troubled business will be deemed to have been in existence for the same period of time as the business they succeeded.

A qualified employee is a U.S. citizen, permanent resident or other immigrant authorized to work in the United States. The individual may be a conditional resident, an asylee, a refugee, or a person residing in the United States under suspension of deportation. This definition does not include the immigrant investor; his or her spouse, sons, or daughters; or any foreign national in any nonimmigrant status (such as an H-1B visa holder) or who is not authorized to work in the United States.

Full-time employment means employment of a qualifying employee by the new commercial enterprise in a position that requires a minimum of 35 working hours per week. In the case of the Immigrant Investor Pilot Program, "full-time employment" also means employment of a qualifying employee in a position that has been created indirectly from investments associated with the Pilot Program.

A job-sharing arrangement whereby two or more qualifying employees share a full-time position will count as full-time employment provided the hourly requirement per week is met. This definition does not include combinations of part-time positions or full-time equivalents even if, when combined, the positions meet the hourly requirement per week. The position must be permanent, full-time and constant. The two qualified employees sharing the job must be permanent and share the associated benefits normally related to any permanent, full-time position, including payment of both workman’s compensation and unemployment premiums for the position by the employer.

Capital Investment Requirements
Capital means cash, equipment, inventory, other tangible property, cash equivalents and indebtedness secured by assets owned by the alien entrepreneur, provided that the alien entrepreneur is personally and primarily liable and that the assets of the new commercial enterprise upon which the petition is based are not used to secure any of the indebtedness. All capital shall be valued at fair-market value in United States dollars. Assets acquired, directly or indirectly, by unlawful means (such as criminal activities) shall not be considered capital for the purposes of section 203(b)(5) of the Act.

Note: Investment capital cannot be borrowed.

Required minimum investments are:

General. The minimum qualifying investment in the United States is $1 million.
Targeted Employment Area (High Unemployment or Rural Area). The minimum qualifying investment either within a high-unemployment area or rural area in the United States is $500,000.
A targeted employment area is an area that, at the time of investment, is a rural area or an area experiencing unemployment of at least 150 percent of the national average rate.

A rural area is any area outside a metropolitan statistical area (as designated by the Office of Management and Budget) or outside the boundary of any city or town having a population of 20,000 or more according to the decennial census.

Those are the rules, but so many are the questions:

However cloaked by the United States Chamber of Commerce this is the plan to sell America out, first by using and manipulation of the American Small Business Community to influence Congress, then by using foreign investment to purchase alleged business they piggy back carrying foreign immigrants, then by allegedly creating ten menial jobs to validate the program of entrapment, servitude and eventual slavery.

It is an idiots delight to read of this EB-5 program, but reaching out and wrapping the American flag around wealthy foreign immigrants, to create small businesses, to create small jobs. You could suggest that the players who made this program, are same ones who needed to exploit foreign talent H-1B, dating to the Reagan/Bush - O'Neill /Moynihan Era.

The difference is control; it is far easier to 'manage' foreign immigrants, because they are held in thrall by immigrant Visa programs, leveraging finance, immigration status and political power. From moral point of view it is designed to exploit the 'new world order', which in summary means a wealthy nationless cabal able to travel the world they own or control, in formidable luxury.

It is so sad that as much cleverness as humans can muster has to apply against their fellow humans.

Since there is nothing of redemption that can be said, we will have to wait for this rot to compost and become fertile again.

I so ! The party is NOT a party anymore. I appreciate a good, civil, debate ... but the Republican party offers nothing at the moment. I think the GOP should focus on getting their ducks in a row. Google Grover Norquist if you care to find out about the person and his lobby that is driving the Republicans off the right cliff. In order to stay in office, they have to sign a pledge to him or he will fund another candidate to defeat them. They have to sign away their right to govern in a responsible way. Mitt and Ryan have both signed the pledge. Grover is why Bush started two wars and Medicare part D without tax increases and still cut taxes twice. Now Mitt is promising another tax cut with no way to pay for it. He wants you to think you will get a few of the crumbs. Reagan, Bush I and Bush II all promised tax cuts to get elected. Read Ryan's tax plan, it is the same thing Mitt is promising. Earn Income Credit reduced, Child Care Credit gone, College Tax Credits gone, Pell Grants reduced. Medicaid cut 200 billion. And yet the middle class taxes will go down. Just the medicaid cuts alone will mean the states will have to raise taxes or cut services. Clue, state taxes are more regressive than Federal taxes, this means the middle class will make up the difference.

Speaking to Democratic activists at a fundraising dinner here on Saturday, Los Angeles Mayor Antonio Villaraigosa lashed out at the Republican Party and said a Mitt Romney presidency would halt progress won under President Barack Obama.

Progress won? Progress won for WHO?! For illegal aliens? I can't believe a politician who is SUPPOSED to represent Americans can stand at a podium and say that coddling illegal immigrants is progress. We have record numbers today and food stamps and yet most of our roofers, tilers, landscapers, etc are all made up of illegal immigrants. I keep hearing that these are jobs Americans don't want. Well, geeze, if you pay me to sit home and not work, I'd rather do that than take a demanding job. But if we cut out the free lunch for everybody, Americans will eventually get hungry and start doing these jobs again. In the debate, Obama said he wants the "high skill, high paying" jobs. Well guess what? We have a lot of LOW SKILL Americans who just need a job to put food on the table. Roofing, framing, tiling, and landscaping ARE the kinds of jobs these Americans can (and should be) doing. If we crack down on the illegals, then the pay for these jobs will rise because of simple supply and demand....

Pigotry starts the comments by changing the subject. No one is talking about limiting immigration for high tech jobs.

The issue is illegal immigration: the DREAM act specifically, which gives legal residency, essentially citizenship, to any illegal immigrant under 30 who can forge a few documents. Gee, that won't encourage more illegal immigration will it?

Immigration has been at around 1-2 million per year for 30 years. That's far higher than the historic average of 1/4 million. So the comment above about it being harder to immigrate here now, it's just plain false. We have the most (overly) generous immigration system in the world.

Mike - I have worked alongside migrant workers. They picked ten times the olives I picked. It sounded like they were walking down the rows of trees. When I got down from my ladder, I was astonished to see lug boxes of fruit stacked six high and they were halfway down the row. I wasn't even finished with my first tree. I thought they had left because they were out of earshot.

        For many of the people posting here, back when many of your parents and grandparents emigrated, it was through Ellis Island or one of those immigration stations before or just after WWII. Two decades. And what may be holding them up a lot of the time is Immigration trying to trace the relation between the sponsor and the applicant--in countries with poor or no record-keeping, countries who have suffered natural disasters, countries where the applicant is poor and/or elderly and there were no electronic records when they were born, conflict countries where coups are common and government changes frequently, or countries who don't have good relations with the US, tracing the relationship between applicant and sponsor can be difficult if not impossible, and also be time-consuming and costly.

        Allowing immigration based on your skills worked. It helped the US become a world leader, a world power. We attracted the best and brightest, the innovators and thinkers, scientists and artists, all the greatest minds left in the shambles of Europe after WWI and as a result, we were the deciding factor in turning the tide of the war in WWII. The nuclear bombs dropped on Hiroshima and Nagasaki that effectively ended WWII was built here in America by a multi-national team of scientists and engineers, and while the bomb wasn't one of the brightest moments in our history, the discovery and research of peacetime applications for nuclear technology have fueled our country (and planet) for the last half-century.

        I guess my point is; the old way WORKED. The new way, people allowed in based solely on who you know instead of what you can contribute--doesn't. What do we have to lose from trying a return to what worked?

                If you look at the entire advanced western world, only the United States has been somewhat benefitting from new immigrants coming in. Everywhere else has experienced labor shortage and declining tax bases.

                It's taking too long and it's too expensive to apply for legal immigration sometimes. And US businesses sometimes can't wait (W. Bush mentioned this in his memoir Decision Points) - the current immigration system has been broken for some time. But the GOP has refused to make the country better in the area of immigration policy (all it takes is a filibuster by a GOP buster in the senate). So why would some want to wait that long and pay that high a fee that they don't have, when it's cheaper for some to just walk right over. It's not that people want to be here illegally; sometimes the system doesn't work and there is no legal way - US immigration laws have failed too many.

                Besides, the US has been in a recession, the illegal border crossing has reduced to a trickle...more have gone home and been working on jobs outsourced by Mitt and other venture capitalists.

                The US is not only losing moral high ground, but also losing more jobs to foreign competitors.

                The issue is unfair imigration laws that would have kept the bulk of the ancestors of those who arrived here in the 18th, 19th, or early 20th century out of the country. If these sort of laws had been in place during this time, we would not have more people of Irish blood in the United States than in Ireland. We would not have large populations of Italian Americans, Eastern European Americans or Japanese or Chinese. What has made this country great is its immigrants, and now we want to shut the doors to certain groups. Take a trip to Ellis Island to see what being an American and what becoming an American is all about.

                Fallacy of hasty generalization, stating that illegal immigrants of today are only coming over to mooch off the system, not create a better life for themselves as in generations past. your argument is invalid. The majority of illegals that i've interacted with tried very hard to be american. i worked in a factory where i was one of a few english speakers. All of them tried to learn the language, and when they knew you weren't going to make fun of them, and if i took the time to try and learn some spanish in order to better communicate, they were no different than any other immigrant.

                To say that those of a prior generation were coming to america to find a better life while those of today are doing so just to mooch off the system is absurd. Many of these immigrants are fleeing the kind of tyranny we are supposed to oppose, drug cartels and warlords. i spoke with one who fled to the states because his family was shot down by cartel strongarms, and another who saw his brothers shot and thought he would be found. They only wanted to be able to find a home and live in peace while contributing to their community.

                We would be much better off if people tried to understand the situations that drive people here by any method possible, instead of casting judgement from a false sense of superiority.

                #1 Public education cannot refuse to educate children even if they are here illigaly. That adds additional resources required for our schools to be able to educate children.

                #2. Hospitals cannot refuse to treat a patient whether they are here illegally or not and the cost of treating those patients gets passed on to Legal citizens because we end up paying higher insurance premiums, etc.

                #3 Employers that hire Illegal immigrants pay them less which drives down the pay for everyone else and reduces the amount of taxes collected, if any are collected at all, etc. Ask the construction workers how its affecting them.

                #4 It costs us to pay for law enforcement, courts, etc. to incarcerate, charge, process etc. illegal immigrants.

                The data show that 18,690 immigrants had no criminal conviction, not even for illegal entry or low-level crimes like trespassing. More than 400 of those with no criminal record had been incarcerated for at least a year. A dozen had been held for three years or more; one man from China had been locked up for more than five years. Nearly 10,000 had been in custody longer than 31 days -- the average detention stay that ICE cites as evidence of its effective detention management.

Many of the longest-term non-criminal detainees are asylum seekers fighting to stay here because they fear being killed in their home country. Others are longtime residents who may be eligible to stay under other criteria, or whose applications for permanent residency were lost or mishandled, the lawyers say.

                Since 2003, Congress has doubled to $1.7 billion the amount dedicated to imprisoning immigrants. Based on the amount budgeted for this fiscal year, U.S. taxpayers will pay about $141 a night -- the equivalent of a decent hotel room -- for each immigrant detained, even though paroling them on ankle monitors -- at a budgeted average daily cost of $13 -- has an almost perfect compliance rate, according to ICE's own stats.

                A system that housed 6,785 immigrants in 1994 now holds nearly five times that amount in 260 facilities across the country, most under contract with local governments or private companies. For this fiscal year, ICE has enough money budgeted for 33,400 people on any given night.

                Now pay attention to that phrase 'under contract'.

                $141 per person per night per year=$51,465 per year

                That's how much Homeland Security asks Congress each year to detain one person. Then you look at the private, for-profit prison industry,which is contracted to warehouse that person until Homeland Security makes a determination to let them stay or deport, for between $40-$98 per person per night. That's between $14,600-$35,770 per year. Homeland Security gets to keep the remaining $36,865 - $15,695 per year, adding it to their budget--that's partly how they went from an operating budget of $49 million in 2002 to their current operating budget of (reportedly) $98 billion last year.

                But with that $98 billion a year, they've poured funding into making our country safer. They have drones on the border providing surveillance for between 4 and 10 square miles now, far more area than five CBP personnel could patrol on the ground.

                They've purchased the military's Through-Wall Imaging technology that will allow those drones to see through walls and into houses. Those houses could be drop houses for coyotes or stash houses for illegal drugs and weapons.

                They've funded and developed portable DNA analyzers that will return results in ninety seconds, so that if someone coming in at a border checkpoint has DNA that matches someone already here they can investigate to make sure that the one already here IS legal; local police forces would also be able to arrest someone much quicker with these portable analyzers and not have to wait for a lab result which currently can take days to even weeks.

                They've also invested in the development of very sophisticated behavior assessment screening technology (currently being tested at Boston airport) that will predict whether a person will commit a crime or terrorist act based on info from medical scanners measuring abnormal respiration, pulse, perspiration, heartbeat--anyone out of breath with shifting eyes who is sweating can be pulled aside and questioned as to their intentions. All of these things are going toward keeping the country safe.

                The private prison industry is booming--they have experienced steady growth throughout the recession, hiring people for guard jobs, security jobs, administrative jobs; the construction of these deportation camps can be as simple as a tent on a concrete pad that will hold 200 people, or as complex as regular facilities with the traditional concrete cells, fences and barbed wire. Many of these private prisons are in the South, and whole towns have been saved by the jobs and revenue created from the necessity of holding people in these deportation camps.

                The private prison will then pour money into lobbyists who wine and dine Congressmen who pass laws allowing more deportation camps to be built and to widen the pool of possible detainees--they are now working on getting a bill passed that would allow the government to strip citizenship from anyone suspected of terrorism (Enemy Expatriation Act). So yes, the flood of illegals has been helping make our country safer and been a boost to the economy in certain areas.

                        Wow, Pigotry changes the subject again. The issue isn't immigrants wanting to come here and start the next Google.

                        The problem is illegal immigrants flooding in and taking lower wage jobs from legal immigrants and minorities, overpopulating cities and causing a lot of problems. Tradesmen have been pushed out of business because 1st-generation illegals living 4 families to a house and feeding the kids with foodstamps and going to the emergency room when they get sick can do drywall, framing, tiling, you name it, for 1/4 the wage. They don't do a very good job usually but enough to get by.

                        Of course they're not paying taxes, workman's comp, health insurance, or any of the other things that keep the system operating. Eventually the whole Ponzi scheme falls apart (and probably so does your house). But the owners of Tyson Chicken, Marriot, and some homebuilders get rich. Some richer folks get cheap landscaping and housecleaning for a while. But it's not a sustainable or healthy system.

                        Move to the southwest, or even parts of the southeast, to experience the issue firsthand if you like.

Mia Love was picked up by the RNC as an up-comer ... female, black, and totally in love with the Tea Party. She has been a mayor for one of the smallest cities in Utah. But because of her ethnicity and gender, the Tea Party is making her a big deal. The Tea Party and Utah are really not friends (for those that have a brain and think and remember!). Bob Bennett was actually a fairly good senator. The Tea Party thought he was not conservative enough and pumped a LOT of money into this state to get him voted out. They won that one.

                          If you look what Villaraigosa did to city of LA, and compare that to what he says, why would anyone want to listen to him? Did anyone listen to the "WONDERFUL" job he did as the Chairman of Democratic Convention. The city of LA was laughing.

                          illegal is still illegal it is a crime. Obama is a traitor as he took an oath to follow the law of the USA and he has not he just over rides them just like in California. we are destroying America from within by allowing people to break the law and be proud of it. deport all who declare that they are here illegal. it is the law. Don,t said we are breaking up family you could say the same thing by sending a person to jail it they robed a bank, it is a choice to break the law. deport all illegal

                          No, the issue is in fact illegal immigration. Simply because the "illegal" part is not included, does not make it an article, or issue of "immigration." There has been no opposition to legal immigration by any Pol, just an intentional omission of "illegal."Subscribing to the notion that "if you tell a lie often enough, it will become truth" doesn't fly. Villaraigosa is intentionally omitting "illegal" as well...for his own political agenda. Try honesty...it's contagious.

                          I'd love to hear from the African American Utah residents before I say crap I know something about. Wait wasn't there a Black Female speaker at the Republican Convention? I do believe there was. You could not see it on NBC because they banned airing all minority speakers because they though it would be racist to do so. Her Name is Mia Love and she's running for congress and beating a white guy.

Or are you attacking just to attack?I also live in Utah, and Ms. Love has got to be the most EXTREME woman I've EVER SEEN! She also happens to be an.....IMMIGRANT. Her family came here from Haiti when she was a girl. And furthermore, Utah is NOT friendly to "people of color", see my post #9.3 for a little enlightenment, the ONLY reason that Ms. Love is being run for Congress is, because SHE IS A REPUBLICAN TEA PARTY MEMBER.                             Nobody is saying that it is Utah's "fault", the point being made is that most Utahns, if they are Mormon and white, look down their collective noses at "people of color", I have seen it FIRST HAND, although I myself am a white person, I happen to be married to a "person of color", and have seen the way most people regard him, with utter distain, even though he was born and raised in Utah,he has been looked upon as a second class citizen, oh yes racism is alive and well in Utah. And by the way, there IS NO separation of church and state here, the Mormon Church RUNS THIS STATE, hands down! It's "their way or the highway", always has been, always will be. So it is no wonder that black people, hispanic/latino,asians, and others are in the minority, they DON'T want to live here!!!

If parents brought you here illegally, I believe it is their problem, they should not have done that.                                 @ blueinut - Strangely when I lived and went to school in Utah, some of the most popular people in school were black. The class behind me had one for class vice president multiple times from jr high through high school.
