10 things to watch in tonight's Biden-Ryan debate

 

If one thing is certain about Thursday’s vice presidential debate between Joe Biden and Republican challenger Paul Ryan, it’s that their lone showdown this fall is shrouded in uncertainty.

On one hand, there’s Biden: the incumbent vice president whose assets as a folksy and aggressive advocate for President Barack Obama are undercut by instances in which he veers badly off-message.

On the other, there’s Ryan: the Wisconsin congressman who has cultivated a reputation as a budget wunderkind, but must now answer not just for his own ambitious reforms, but also for Republican presidential nominee Mitt Romney’s somewhat different proposals.

After a debate last week in which Romney was widely regarded as having bested Obama, the pressure is on Biden to land a blow on Ryan, and, by extension, Romney. The GOP, meanwhile, has hopes of adding momentum to the ticket with a strong outing by Ryan.

Here is a look at five factors for each candidate that could determine tonight’s outcome.

BIDEN

The vice president’s reputation for verbosity has dogged him since at least his 1987 run for the Democratic presidential nomination.

When asked by moderator Brian Williams, quoting an LA Times editorial, about whether voters could trust him to maintain discipline as president, Biden responded, with a grin: “Yes.”

This was “Good Biden” – the self-deprecating politician beloved by fans for his jokes about his sparse coiffure and his puppy-dog courtship of his wife Jill.

More than five years later, as he readies to debate Ryan, Biden will undoubtedly face similar perceptions about his verbal discipline. From lamenting that the middle class has been "buried the last four years" to telling a heavily black audience that Republican banking policies would "put y'all back in chains," the “Bad Biden” has made his campaign speeches tub-of-popcorn-worthy viewing for gleeful Republican operatives.

With that, here's a list of five things to watch during the upcoming VP debate:

Latching Romney to the Ryan budget
Biden told reporters last week that his top priority in preparing for the Thursday debate was a thorough review of Ryan's budget and policy proposals.

"What I've been doing mostly quite frankly is studying up on Congressman Ryan's positions on the issues," he said. "And Governor Romney has embraced at least everything I can see."

Foremost among those positions espoused by Ryan are those contained in the two budgets he authored as House Budget Committee chairman. Several aspects of the original 2011 Ryan budget – which includes a complete overhaul of Medicare – are staples in Biden's stump speech. He gives visceral examples, telling audiences to imagine their 80-something mothers using "coupons" to shop around for a good insurance deal.

The more Biden is able to make the debate about the consequences of the less palatable elements of Ryan’s budgets, the easier the Obama campaign will breathe.

Nothing but the truth
Biden has no shortage of lines, tested during months on the campaign trail, which he’s ready to deploy Thursday against the Romney-Ryan ticket.

The vice president will be eager to paint Ryan as having a difficult relationship with the facts, from casting blame for the failure of the Simpson-Bowles fiscal commission to Ryan’s bogus marathon time. But not all of Biden's claims have been given an A+ rating by third parties, even as the VP has continually and publicly begged the press to check his facts.

His assertion that Medicare would "go bankrupt" by 2016 under a Romney-Ryan plan has been deemed an exaggeration. And his claim that the GOP duo would necessarily raise taxes on Social Security benefits is, at best, subject to the eye of the beholder.

But Biden says he is insisting on accuracy in Kentucky, telling reporters last week: "I don't want to say anything in the debate that's not completely accurate."

No matter what, the issue of credibility will be front-and-center in Danville as Republicans keep an eye out for any sign of exaggeration – especially given the standard he’s set for himself.

Impact of interviews
Biden has largely been shielded from journalists’ questions since veering off-message and pronouncing his support for same-sex marriage on “Meet the Press,” stepping on the president’s own announcement of support for marriage rights for gay and lesbian couples.

The vice president has occasionally taken questions from the traveling press corps following him on the trail and sat for some local interviews earlier this year, but it’s far from Biden’s record as one of the more prolific political interview subjects on network television.
And Biden’s recent exposure to the media is easily outpaced by Ryan, whose team has been happy to point out the staggering amount of local interviews he's done since being picked as the vice presidential nominee in August.

Biden is apt to be rusty when it comes to challenges from the press. Many of his headline-grabbing statements – including the "chains" and "buried" comments – have never been explained by the VP himself in an interview setting.

Experience and appearance
To uninformed viewers, the visual optics in this year’s vice presidential debate may not look that much different from four years ago, when Biden debated a fresh-faced Sarah Palin and faced a directive to avoid being condescending to the then-Alaska governor.

Like Palin, Ryan is an attractive, young newcomer to a national audience, but, unlike Palin, Ryan shares some common experience with Biden despite the decades that separate them.

Both men are Capitol Hill wonks who are readily acquainted with the hallways of Congress, and have worked extensively on budget matters like the Simpson-Bowles deficit plan and “supercommittee” negotiations, which each failed.

And although Ryan is a relative newcomer to foreign policy – an area where Biden established himself as a senator – he will be able to speak with more authority than Palin about the situation on the ground in the Middle East. Ryan has visited Iraq once and Afghanistan three times, with his most recent trip last year. That's a fraction of the visits by Biden, who's been to both countries a combined 20 times, but Ryan's experience doesn't quite invite the "I can see Russia from my house!" parody that so bedeviled the 2008 Republican VP candidate.

Biden's verbal crutches
The vice president has been long parodied for the overuse of his favorite adverbs and turns of phrase. Biden uttered the word "literally" so many times during his Democratic convention speech that the Obama campaign purchased Twitter ads for social media users searching for the word.

But a focused Biden doesn't always rely on his infamous verbal crutches. In his 2008 debate against Palin, he used the word "literally" only once in 90 minutes. "Ladies and gentlemen" and "folks" garnered only a few utterances, and not once did Biden profess that one of his claims was in fact "not hyperbole."  (The less frequently noticed "fundamental" did, however, get some healthy overuse from the longtime senator.)

RYAN

Paul Ryan has been preparing for the most important moment of his political career – his debate Thursday evening versus Vice President Joe Biden – since the conclusion of the Republican National Convention in August.

In one debate prep session after another – in Oregon, Washington, DC, a resort in a remote part of Virginia and Florida – Ryan has been practicing for the only vice presidential debate of the cycle for weeks. The Wisconsin congressman has dedicated most of his time away from official events reading briefing books or holding mock debates versus Ted Olson, the former solicitor general and stand-in for Biden.

With that in mind, here are five things to watch tonight in Danville, KY:

Living up to the moment
Ryan might have served as a Wisconsin congressman for the past 14 years, but Thursday night’s debate will be the first time he has debated with the entire nation watching.

Ryan has sparred plenty with other members of Congress on the House floor and debated at least eight times with congressional candidates. But Biden is a far more seasoned debater, and the stakes this time for Ryan far exceed any of his previous debates.

Accordingly, the Romney campaign – along with Romney and Ryan – are downplaying expectations for the big debate.

"Obviously, the vice president has done, I don't know, 15 or 20 debates during his lifetime, experienced debater. This is, I think, Paul's first debate. I may be wrong. He may have done something in high school, I don't know," Romney said Tuesday on CNN.

Ryan told reporters inside an ice cream shop in Florida Wednesday: “Look, Joe Biden has been on this stage many times, this is my first time so sure it is a nervous situation because Joe Biden is one of the most experienced debaters we’ve had in modern politics. But the Achilles heel he has is President Obama’s record and I am really looking forward to giving the American people a very clear choice. “

Playing to his strengths: the budget
As the chairman of the House Budget committee, Ryan knows about the budget better than almost anyone in politics. Luckily for Ryan, Romney’s main message centering on dollars and cents, a topic Ryan is very comfortable discussing.

But while Ryan knows the budget well, he’s also a wonk. He won’t have a PowerPoint presentation available to help viewers understand trend lines and numbers,

His challenge will be to keep his answers simple enough so that people watching will actually understand the somewhat dense concepts.

Attacking Biden
Romney and Obama rarely attacked each other directly during last week’s presidential debate, focusing instead on policy differences.

It’s unlikely this trend will continue Thursday evening, as both Ryan and Biden face pressure to play “attack dog,” a more traditional role for a running mate.

One way that Ryan might go at Biden would be to revive comments made by the VP that the middle class was “buried” during the Obama administration.

Ryan told a crowd in Burlington, IA last week: “Vice President Biden just today said that the middle class over the last four years has been quote “buried’ -- we agree! That means we need to stop digging by electing Mitt Romney the next President of the United States. Of course the middle class has been buried. They are being buried by regulations, they are being buried by taxes…they are being buried by borrowing, they are being buried by the Obama administration’s economic failures.”

As for Ryan, he believes Biden will hit back, telling WTMJ: "We think he's probably going to come at me like a cannonball.”

How well Ryan is prepared for and handles attacks could influence the debate’s outcome.

Foreign policy credentials
When Romney chose Ryan as his running mate, one of the biggest questions involved Ryan’s experience (or lack thereof) on the topic of foreign policy.

While Ryan has been to Iraq and Afghanistan a combination of four times as a lawmaker and deals with foreign policy matters as the House Budget Chairman, his experience hardly compares to Biden’s, a former chairman of the Senate Foreign Relations Committee who has been an influential adviser to the president on foreign policy and national security.

Ryan has been studying on foreign policy during most of the past few months as the vice presidential nominee. Dan Senor, the Romney campaign’s leading foreign policy adviser, has been traveling alongside Ryan heavily since the VP announcement.

In the recent weeks, the GOP VP nominee has gotten much more comfortable answering questions regarding foreign policy – on Syria, Libya, Afghanistan and Israel. One of the bigger questions regarding Ryan involves whether this newfound ease emerges while sparring with Biden.

Letting ‘Paul be Paul’
Ryan’s Midwestern earnestness frequently manifests itself on the campaign trail, when he always uses ‘please’ and ‘thank you’ and ‘I’m sorry’ while speaking to crowds across the country.

But a debate often isn’t the most polite of environments, prompting a key question: Will Ryan act differently?

“I'm not really a line guy. I'm more of a gut guy,” Ryan said about the upcoming debate on Sept. 30 on Fox News. “I don't try to be anybody other than who I am. I believe in what I believe. I do what I do. And I really believe in the policies we're providing, that we're pursuing. And at the end of the day, I'm just going to go in there and be me.”

Given that Romney’s relatability has been one of the GOP nominee’s chief struggles, it’s all the more important that Ryan make up for Romney in that regard.

As a charismatic husband and father of three, avid hunter, and down-to-earth politician who maintains his Wisconsin residence, Ryan’s personality and humor usually come through during campaign rallies and especially on the ropeline. The challenge will be making sure this personality of the potential next vice president shows through Thursday and into the homes of the millions of Americans watching on TV.

Biden doesn't even need to prepare for tonight's debate, he is just going to make it up as he goes along. Liberals will all claim he was just being Joe, and the mainstream media will call it gaffs. But since the rest of the nation actually has standards, Biden-isms are nothing but lies. Ryan will mop the floor with Biden in the debate, and the Obama campaign will plunge even further into the abyss. Don't be surprised if some manufactured crisis or scheduling conflict prevents Obama from attending anymore debates.

I really don't care much about these debates, especially after I saw how Mitt Robme just went into "lie and deny" mode and decided he needed to switch his positions for the ump-teenth time.

No matter what happens (or happened) in ANY of these debates, I'm 100% behind President Obama, and Vice President Biden, and no debate "performance" can change that.

Have you guys not realized yet that the tired and well worn campaign tactic of accusing the other candidate of lying just doesnt work. Hillary tried it on Obama in 08 and voters and much more astute than you progressives give them credit for. None of them are bought by Soros or the Koch brothers, everyone can figure it out on their own (although based on Howard Stern's video maybe Obama voters maybe not) and we all understand that all candidates embellish to pander for votes. Obama is just as bad but no worse than Romney--just let it go--you guys sound shrill and silly. Why not provide your candidate's plans on turning the economy around, respond to Steve Wynn's devestating comments regarding Obama's comments and record on jobs or defend his record on the poor, middle class and minorities over the last 4 years.

By the way, do any of you not find the hypocrisy nor feel any shame at calling Romney a liar in the context of this administrations blatent and horrific lies in the context of both Libya and Fast and Furious where people have actually died? Obama lied for political purposes in Libya while trying to bury a horrific terrorist attack. Talk about having no scruples or morals you guys should be embarrassed to even say the word liar.

Kirk - The economy is turning already, much like it takes economists a full quarter or two to recognize a recession, it will be seen in a short time how the country has turned a corner. The housing market has stablized and prices are increasing, construction is up. The unemployment situation is improving with more people being hired, the UE numbers going down even as more people reenter the job force.

I respectfully disagree with your post. Romney's lies are a matter of fact, Obama's "so called lies" are a matter of opinion. They say Obama's stimulus didn't create jobs, they say HCR is a socialist nationalization of health care , they say Wall Street reform is a damaging threat to capitalism. These are opinions by the GOP, they are not true to me. The stimulus did create jobs per the CBO, HCR is not a government takeover, and wall street reform is an attempt to regulate not destroy capitalism. Don't believe me there are independent studies that refute the GOP talking points.

Romney says the economy is worse off since Obama took over and he has mad it worse. Again by any measure things are better and continuing to improve. Romney says we are worse off in foreign policy and hated more in the world. However, we are out of Iraq, Al Quida despite thier attack in Libya has been diminished (Bin Laden) is dead.

Sadly, I see that you are one of those that believes that the administration is covering up what happened in Libya. Listen Kirk, what happened there was a tragedy and it is disappointing to see so many use it as a political attack against Obama. There is nothing wrong with doing a committee study to find out what happened but the instant pontification and villification coming from the GOP is near treasonous. Things don't always go right. I am not trying to minimize their deaths, but in general Obama has had a strong foreign policy record.

YellowDog - we are seeing a nice upturn in the housing market. More people are buying homes and others are making home improvements. Home values are rising. It's a very good sign.

Plus, everywhere I go there is some type of construction and new businesses are opening.

Yellowdog--I would use the campaign comments in both the primary and the presidential election by Obama as the same as Romney. I agree much of what you state that the GOP has concluded dont work are opinions. But comments by Obama regarding transparency, his community organizing activities (while representing slum landlords as an attorney), disavowing his religious relationships, Tony Rezco, Gitmo, critical comments on Hillary in the primary on her record etc as blatant campaign lies no different than the accusations on Romney now. Besides my comments were more that its a waste of time as a campaign tactic which is clearly what the Obama campaign volunteers and Jen Ptaki are doing. The constant deflection from Obama's record is amazing.

As for the economy, most economists including virtually all the private equity firms (some very prominent Obama supporters) predict GDP growth to be equal or lower next year than this year. I hope you are right and we have turned the corner. The stimulus did create jobs but on a price per job, we would have been better off just writing a check to everyone--it was more of a subsidy to keep state government employment than a real private market stimulus. HCR's hidden taxes and incentives to eliminate private employment provision of health care while not doing anything about expense control is are the bigger issues with HCR. I am in the camp that we just need some sort of universal coverage system and wall street reform was a waste and did nothing but increase the costs of doing business as a bank while not reducing any of the risks it was supposed to.

As for Libya, to be honest, I agree that making political hay out of the issue is wrong but quite frankly I dont understand what the Obama administration is doing and why they clearly intentionally lied to the American People. I dont really understand what the agenda was and I think it was very politically dumb on their part.

Romney is wrong on Obama's foreign policy but he is right to criticize some of it. Obama's record on foreign policy is not working in the Middle East, certainly not Iran and his leading from behind approach just isnt working. In the rest of the world, its still wait and see but it hasnt been a disaster thats for sure. I wouldnt say he has a strong foreign policy record, I would say its middle of the road with some open issues that will be resolved in the future.

As you know, I fundamentally disagree with Obama's economic principles and I really think he just doesnt get it. His comment in the debates regarding wanting to stop tax incentives for companies to offshore jobs and create incentives to inshore jobs basically by increasing US tax on foreign earnings. That is just an incredibily naive and economically damaging view of global economics and every single economist tells him that actually loses jobs than creates it. But I think he really does believe it. Steve Wynn's comments are very accurate too a former Obama voter.

Now Lockheed Martin says that they will not issue the layoff notices, at the request of the White House. Last Friday, U.S. Senators John McCain, Lindsey Graham, and Kelly Ayotte released a statement on the Obama Administration’s guidance to Lockheed Martin to ignore the WARN Act, calling the current administration out on this thinly veiled political move. In the memorandum from the Office of Management and Budget issued last Friday, the administration concluded that notices would not be necessary in this situation because it would cause “waste and disruption,” but if any potential future litigation would be faced, the government would allow certain compensation, litigation, and attorney fees to be covered by the government contract.

Obviously, if Lockheed Martin sends out layoff notices a few days before the election, this could have a negative impact on the President’s re-election. But should politics really matter when it comes to following the law? Asking this company to not follow the WARN Act, is setting the company up for potential massive lawsuits, for which the government is volunteering to pay. What will the government use to pay for these lawsuit expenses? Taxpayer dollars, of course. With the government hitting a new high for the national debt at $15 trillion, is it really a safe bet for Lockheed Martin to trust that Congress will go along with this plan and vote to fund this, should these events happen? Lockheed Martin could always hope that whichever man is elected next year will realize that cutting defense puts our country at risk and will work with Congress to opt for budget cuts elsewhere.

Obama has been in a shell protected by the mainstream media, his administration officials etc. He has been able to say whatever he wanted with no direct debate. He had spent hundreds of millions running ads negative to Romney that Romney himself couldn't counter until after the convention. Obama had painted the picture he wanted Romney to be..............and in 90 minutes that was shattered and Obama was shocked and couldn't defend himself. In that one moment Romney became the Alpha Male on that stage for all of America to see and the dynamics of this election have changed. Now I still don't know who will win as it comes down to the swing states and who shows up at the polls it can go either way now.

House Republicans drained off even more funds in fiscal year 2012 -- cutting back on the department's request by $331 million.

Kirk - I'm not from Ill. don't know much about the Rezco thing and couldn't care less about Rev. Wright. I've been one to think that my fellow liberals shouldn't have gone after Romney and the Bully and or dog abuser meme. I don't desparately pine to see his tax returns. So agree lets not try to divert attention to what these guys believe in and espouse.

About outsourcing, there are pros and cons. The pro for the business is they keep costs down by hiring cheap labor with no benefits. The con more and more Americans lose their jobs. The cons quality control may suffer due to lack of oversight. I'm sure you can elaborate why I am looking at this simplistically, but from my point of view they may have a desire for profit but I have no obligation to make sure that companies are profitable.

As we agree that HCR should have been single payer or public option we also agree that the economy can grow and will because of or in spite of the next POTUS. I'm surprised by those who choose to use the Ambassador's death as an indictment of Obama's foreign policy. Ryan's budget propositions include maintaining military spending while cutting spending to the State Department. Seems to me that suggests that Mr. Ryan is not interested in spending the money to protect our embassies -- in fact, he believes that cutting their budgets is in our best interests.

    Yellowdog--I dont think you look at simplistically at all. The problem now isnt just cheap labor and I have a completely different view if we were only worrying about American companies selling products to US consumers. If thats all it was, much of the outsourcing issue could be dealt with using tax policy and tariffs. The problem I see is that so much of our economy and jobs are based on sales of goods in foreign countries. Most technology companies like Cisco, Apple, Microsoft actually realize a higher percentage of their revenue in foreign markets. So first how do you determine that the offshoring wasnt for the purpose of selling products in such countries and second you cant use tax policy and tariffs to stay competitive in such countries. The US cant force Toyota to sell their cars in Brazil using the same tax rate that GM must pay in the US and our current system already puts us at a disadvantage and Obama wants to make it worse. Transfer pricing issues and global competition is at a stage that we cant control it like we used to by being the only quality player on the national stage. Increasing taxes on business in any form only makes it easier for foreign competition to steal revenue and thus lose US jobs. I am not saying there is a level playing field and that we shouldnt be trying to make sure China, Japan etc play fair and compete fairly but the inshoring and offshoring issues espoused by Obama are meant to inflame political passions like his class warfare rather than actually being good economic policy

      How tired the "because Obama can't run on his record" argument is. Not only has Obama been running on his record which categorically show that across many statistics things have improved, but we now have several important statistics that even more readily demonstrate that Obama has improved things during his term:

      1.) Unemployment is now at the point when he took office (which, btw, was before the bottoming out of the economy. In fact, at the worst point, unemployment was at 10%, which means it has dropped by over 2% in his term).

      2.) New unemployment claims at 4.5 year low. If you do the math, that means new unemployment claims are lower than they were under Bush before the recession really began to get going.

      3.) Home foreclosures lowest in 5 years. Yep, you saw that right -- home foreclosures are now lower than BEFORE the imploding of the housing bubble.

      As things only continue to improve -- not just before the election but after Obama is re-elected, will you all eat your words? Or will you just come up with more conspiracy theories and mental gymnastics to justify your hate of Obama? I'll assume it will be the latter. Facts just don't get in the way of the type of rabid, foaming-at-the-mouth hatred I see in these comment threads.

        Siobhan--Obama is running as protector of the middle class. So what are the unemployment rates for the poor, middle class and minorities since he took office and how have they fared against upper middle class and non minorities? If he is their champion, explain why they have done so much worse? If he can run on his record and things have improved why is government assistance up 100% over those 4 years to over 1 trillion dollars and his own budget (that didnt get passed) shows it continuing to grow instead of going down? GDP growth has improved less than 2% so I guess you could say things have improved since he took office but at the slowest rate of any recovery since the great depression.         When Romney was governor he balanced the State budget using Federal Funds. Now that he is running for president he states he wants to balance the Federal budget on the backs of tax payers cutting programs out of the Federal budget and handing them to the States to pay for. He will not raise taxes, the States will be reqired to do it instead. Then on top of that he wants to increase the defense budget.           I watched Jack Welch interview on Hardball with Chris Matthews.

          Jack used to be CEO of GE which owned NBC and MSNBC.

          Jack had no proof for his allegation. In fact he tweeted his prediction of unemployment rate the night before at 7.9%.

          The next day it came in at 7.8% and he proceeded to tweet his Chicago conspiracy theory.

          If you look at the numbers, the revisions for July and August would have lowered rate to 7.9 or 8.0%. So gain in September to 7.8% is in line with what one would expect after July consumer sales up 9% number.

          Businesses are gearing up for a good 4th quarter. Productivity increases have dropped off and profit increases resulting from cost cutting are slowing.

          Now is the time for businesses to expand if they want to cash in on the expected 4th quarter surge in consumer spending. That they are should come as no great surprise.

          Jack Welch seemed like a grouchy old man who could not even properly analyze the unemployment numbers. Maybe it's old age, but I am amazed that a man who seemed so clueless could have effectively run one of America's most prominent companies.

          First off Ruby Tuesday--its you thats not thinking. First, you have to start with the premise that government money has to come from somewhere either the private sector or its borrowed. If you are taking it out of private hands, when has the government spent money more effectively and productively than the private sector? Like never? Second, if borrowed, you are just borrowing your kids and grandkids future as it will need to be paid off with revenue raised from the private sector basically your kids and grandkids lowering their future standard of living. Next, why do you think spending on defense will be any less productive as a form of government spending to create jobs than spending it on infrastructure, green energy subsidies etc? Its not a crazy notion to think defense spending might actually create more jobs than green enery subsidies. As for spending, its actually much more efficient to move the administrative and decision making on infrastructure, education, welfare, medicaid to the state and local governments because they will spend it more efficiently and productively for the needs of their state. Not sure why that one is so difficult for you to make a big deal. I doubt these were hot button issues that Obama necessarily disagrees with or would focus on as policy issues. But if he did and I dont think either the GOP or democratic thoughts on this would be crazy just different.

          Yes, the economy has improved slowly and that's for a variety of reasons -- including the continuing financial crisis in Europe and the fact that investors and big business is still sitting on their cash. And you will this find this analysis from economists on both side of the political fence.

          As for the jobs for middle class and poor, I couldn't find any specific stats that looked at unemployment by class -- however, many of the job gains have been in such areas as the service sector and a large portion of those jobs are held by those in the middle class and lower. Suggesting, that many of the job gains are for those in the lower class. Not to mentioning, overall manufacturing is up by a huge margin and is growing faster under Obama than it has in the two decades before him. And again, manufacturing is an area that also affects and employs many who are in the middle class or lower.

          One of the biggest reasons welfare and food stamps has remained high is because of the high cost of food -- which has been exacerbated by the recent drought. And I think we can both agree it isn't partisan to suggest that the drought was not under Obama's control. Another issue is healthcare costs -- which, once the ACA goes fully into effect will not only benefit those who can't afford healthcare but are also projected to further decrease healthcare costs over the long run (thus, preferentially helping low income individuals long-term).

          As for jobs more broadly, Obama has continually cut taxes for small businesses and is helping to grow small business and small business accounts for 2 out of every 3 new jobs. Despite claims that Obama has harmed small business, there is in fact no data to back this up.

          Things are improving, slow that they may be. Furthemore, things Obama has put in place -- including the ACA are projected to have long-term positive effects on the economy and on the poor. In fact, projections suggest that welfare will drop precipitiously over the next four years (based on current policies).

          Given all the information out there, Obama has improved things and his policies will continue to do so. Which is why I find it difficult to understand why people would want to vote for a candidate (Romney) who is running on the exact same platform of Bush II -- whose policies we know were fundamentally harmful to the economy and to lower income Americans. But, of course, it's because people wanted a magic fix and because they didn't get it, they're going to blame the current president without doing any research. And they'll vote for the other guy hoping he'll bring the "magic fix."

            Siobahn--I appreciate the respectful response and I agree with some of what you point out but not all. First, I think Bush was a horrible president and voted for Kerry. However, his policies neither created nor were necessarily responsible for the housing bubble. Thats like saying Clinton was responsible for the Internet bubble bursting. The housing crisis was a bipartisan problem that took many decades to create and finally hurt us. Bush's big economic mistakes were the tax cuts, war and drunken sailor spending habits. His fiscal discipline was extraordinarily poor. Romney is not proposing the same. Second much of the income inequality problems we ahve and the CBO study provided it comes not from tax policy but from our institutional problems related to the education gap, illegal and legal immigration depressing wages and government assistance to our wealthy seniors. Seniors control over 80% of the wealth in this country and social security and medicare are huge wealth redistributions from the working middle class to our wealthy seniors. Those are just facts. So I disagree that Romney is just continuing as Bush II just a political fallacy and current talking point that has no legs.

            Just because I would vote for Romney doesnt mean everything Obama has done is bad so I think there has been some improvement and between him and the federal reserve pumping so much cash into the system, there better be some improvement. But its his failure to incent the private business to feel comfortable investing and expanding and his class warfare rhetoric that divides us and the costs of his government expansion that keep GDP growth from recovering faster. ACA will not drive down costs it will only drive government costs up or health care benefits and quality of care down. Its a huge cost to business and dont forget low income people already had health care, they just now have more expensive health care which has to be picked up by someone which will be all of us via premium increases. That drags down the economy not making it better. Obama has not cut taxes for small business in any meaningful way. His temporary cuts provide no real incentives to invest and you are correct small business accounts for 2 out of 3 new jobs but half of those are making more than 250k so on one hand he thinks he is helping and on the other he is taking back out of the business in taxes. I dont know what projections you have that show welfare dropping over the next 4 eyars but Obama's own budget had increases over each of the next 4 years with no cuts. Obama is just not business friendly which creates the reason businesses are sitting on their cash. When he says things in the debate that he wants to increase taxes on foreign earnings I am sure Apple, Cisco, Coca Cola, GM etc just cringe knowing there goes US jobs

            Relative to flag, pledge, and national anthem protocol (Msgs. 1.111 and .112), note that the rules prescribe the hand over the heart during the raising and lowering of the flag (uncovered) and recitation of the pledge and the playing of the national anthem. Military members in uniform are obliged to salute (while covered, if outdoors, or uncovered indoors). Since 2009, military members not in uniform and veterans (even tho' not uniformed) are also permitted to render a salute.

            I am aware of nothing authorizing Pres. Obama's "crotch salute", then again, in the words of his wife "all this for a damned flag?"

            BTW, I don't consider this a major issue, but it is one more niggling doubt about the CinC which never should have arisen. It bespeaks a certain insensitivity to those who care and a certain contempt for the emblems and anthems and the things they represent.

                David Walker - I see you and I are the topic of CA and apparently Kirk (thank god I put him on ignore a long time ago). I find it so interesting that CA who is often crass and crude has anything to say about anyone but of course when he can't keep up - he attacks.

                And, we all know Kirk only posts his ramblings then changes his mind when you show him up - as I'm sure you've done on several occasions. However, it's good to be in the same company with you!

                1st, forcible rape is distinct in law from statutory rape, where with forcible rape consent is withheld, while in statutory rape the female is underage, hence by statute unable to give consent. Learn what the hell you're talking about.

                ...and 2d, yes, women have been raped 'just a little' or 'gently'. The modern concept that rape is a crime of violence is a legal fantasy. Rape occupies an entire spectrum of bahavior with extreme violence at one end, & at the other end we find women who actually go back to bed voluntarily with their rapists. As a career probation officer, I've seen this in maybe as many as 5% of cases. You may find it incomprehensible, but feminist denials don't make it untrue.

                Kirk - Perhaps you believe I have a skewed view of things, but the economy is recovering. If you are disappointed with the slow rate of recovery, the policies you claim that are not working are the quasi republican policies of low taxes and slashing spending. Those are the only things that Obama has been able to get through Congress. I know, I know he couldn't get his ideas through a stone walled Congress so he is a failed President and not a leader. Call me an apologist, but he has tried to compromise but even the most level headed would stop ramming their head into a stone wall.

                So far Obama's plans for the next four years as far as I can tell is to piecemeal or completely pass the American Jobs Act. This would include tax cut incentives for hiring veterans, incentives for companies expensing new equipment, adding more payroll tax cuts, increasing infrastructure projects highways, roads, bridges and electric grids, providing funding to hire more teachers and police.

                Other than the increasing funding to hire teachers/police and building infrastructure and improving the electric grid what I see is a GOP/centrist push of tax cuts. It might not overjoy me but I would think that is something that fair minded folk could agree on.

                I completely disagree with his cutting payroll taxes more, because this would adversely affect benefits and entitlements. I disagree with his adoption of the meme that GOP tax cuts will save us. I disagree with the extension of the budget busting Bush tax cuts.

                All that being said, I fear Romney's plan more. His solution is to provide $5 trillion of tax cuts, increase military spending by $2 trillion and keep the Bush tax cuts. I am not a numbers guy or a supposed wonk wonder kid like Ryan, but even Mr. Ryan can't explain how to make their cuts deficit nuetral. The R and R boys plan to privatize social security and give seniors an ill named premium support (voucher plan). They believe that government can be and should be cut to the bone to address the deficit, in lieu of doing a balanced approach. It should be all about balance, in that regard Obama at least has the right idea.

                Put the differences on the economy aside, this country is more than just dollars and cents. What happens to those people who through attrition or slashing cuts loose their jobs? Won't their unemployment status affect Unemp. worse. I don't understand the logic in firing tens of thousands to improve the job numbers.

                This is turning into a book, so I will not weigh and balance Romney's militaristic, jingoistic world view with Obama's not infallible but better world view. Simply put, I fear more conflicts in a short fused, Romney adminstration.

                Is that what passes for reasoned discourse on whatever planet you come from? I said absolutely nothing that would lead a reasonable individual to conclude that I want to make rape 'a lesser crime'. I merely distinguished between the legal definitions of forcible as opposed to statutory rape, & I pointed out that all rapes aren't identical-- there's an entire spectrum of violence involved. As with any crime, the sentence should take into account all the variables.

                On the contrary, it's your knee-jerk, one-size-fits-all reaction that betrays 'a total lack of understanding of rape'.

                ...and BTW, the word you're looking for is 'understanding', not 'understand'. Learn to spell. It also might not be a bad idea for you to take a minute to actually read whatever illiterate drivel you've written before inflicting it on the rest of us.

Instead can you provide me the posts in which you just pasted in one of your typical personal attacks calling someone stupid etc? Provide me even one David Walker post in which he schooled me? He always gets so angry and agitated when I point out his factual inaccuracies and hyperbole that he generally goes off on some topic that I didnt even bring up to deflect that he got caught with his hands in his pants.                 Yellowdog--I am certainly not defending congress nor claiming that Romney will be a panacea for the economy. I dont think the type of stimulus and tax cuts that Obama used are the type that will grow GDP like both Reagan and Clinton did. Both used targeted tax cuts that provided incentives to invest and grow your small business like accelerated depreciation, investment tax credits, R&D and lower capital gains to invest rates. In addition, some of the incentives are environmentally and policy based. Obama and his cabinet and minions do everything they can to make it tougher for business whether it be IRS reporting, EPA, HCA, SEC regs and quite frankly the talking tough that him and his staff do all the time. Not that some of these might be useful but there is no cost/benefit analysis associated with these plans and when CEOs see their brethren be put out of business or rules make it tougher to expand, they hibernate. He has made it very tough for the real estate business because he wants to prop up values by letting banks hold on to underwater assets longer than they should. That isnt good long term for the real estate business but he hopes that inflation will eventually return in the next 4 years which will then repair the damage he has done to real estate and debt situation. Its never been tried so not sure if it will work.

                The putting teachers, police etc to work is just politics as that is more of a state and local issue and it should stay that way and he should focus more on infrastructure.

                As for Romney's tax proposal, you havent really fallen for the Obama campaign lies that it is a $5 trillion tax cut have you? Even the economist that Obama used to back that up with said Obama has used that number out of context. First, I believe him at his word that he really wants to reform the tax code to reduce rates and make it more fair for all. I think we can all agree that would be a very laudable goal. Second, I dont believe for a second that congress is going to reduce tax rates without a corresponding offset in deductions because even the Teaparty is against that. I truly believe that Romney expects any tax policy to be revenue neutral at worst and revenue gaining if it works and GDP grows. Its like Illinois, the governor raised tax rates 66% and GDP grew last year almost 2% for individuals. I am sure they calculated that to mean there would be an almost 80% increase in revenues. Guess what they were flat. People change behavior, move or defer income. The opposite has always occurred when rates were lowered in a manner like Romney is proposing where rates lowered with offsetting reduction in deductions. Are you against privatization of Social Security. The more I read reactions from progressives, I dont understand why they would be against that. Seems to me private accounts invested in Treasury Bills (exactly what is done on an aggregate scale today) would be a good thing. I would think progressives would love that. As for cutting spending, I just disagree with you there. No matter which party's president has been in office, they have never been able to make any dent in cutting government no matter what they say. They cant even cut the rate of growth. I am not sure why going back to 2008 spending levels is draconian at all. When you say that slashing government budgets and the accompanying unemployment just makes things worse, you ignore that the money spent comes from somewhere. At the state level, where most of the government jobs have been lost, you would need to raises taxes taking money out of private hands to keep paying for government jobs that arent needed or necessary or cant afford. The government never spends money more efficiently than the private sector, so you are hurting the economy more from the raised taxes than the jobs saved. At the federal level, you are just borrowing more from your kids and grandkids future ensuring a lower standard of living for the future. There is no way to escape that future with our debt levels. Borrowing more just makes it worse.

                  Jim--I see she hasnt come back. Its the hit and run strategy I guess. What I dont get is she is an admitted Obama campaign member volunteer here in Chicago. Clearly her mission is to get out the message in some way and find Obama voters or create some. So lets pretend that there really maybe an undecided voter that visits this blog or someone that could be convinced to change their vote (I dont really believe there are so not sure why she posts here anyway if she doesnt have the ability to actually post substance). Does she really believe (and her merry band of nasty attackers) really believe that the poster who was just called unintelligent or low information voter or whatever her paste in name would be is going to say "Wow your right Seeking Sanity, now that you called me an idiot, I will vote for Obama."                     Shaak--call them out for what? Since you are predisposed to believe anything Obama/Biden says are truths and anything Romney/Ryan says are liars but half the country feels the exact opposite. A few people like me who vote both ways and think both Reagan and Clinton were great presidents and voted for Kerry over Bush, have made up our minds but we are more objective and see both candidates for their blemishes. There is no lie that Biden can disspell that Ryan cant counter with. There is no record of failure that Ryan will throw out that Biden wont counter with an example of success and both answers will play to the voters who have already made up their minds. Its the command of the facts and issues, demeanor and overall presence that generally makes someone a slight winner or loser. The reason that Obama lost so badly was he didnt have a command of the facts and issues that Romney had and he kept repeating platform comments rather than try and win man to man. I suspect Obama will be far more prepared for future debates and that wont happen again. But I suspect tonight will be all about nothing a draw as neither candidate will slip up and perform poorly. Ryan will come across as smart, intelligent and in command with great presence but Biden does a great job of being the elder stateman and does a great job of connecting with the listener. So any shortcomings in terms of his actual command of issues, cognitive ability will be offset by his experience, presence and connection with people. I just dont see Biden calling anything out and you guys really need to give up on the liar tactic as it just doesnt play--never has.

                    The Tax Policy Center said his program would create a 4.8 trllion deficit - slightly less than President Obama said.

                    You don't need the Tax Policy Center's report. The math is extremely simple.

                    Go here. The Federal government's projected revenue from income tax in 2013 is $2.1T. What Romney/Ryan are proposing is a 20% across the board reduction in income tax revenue. Simple math: $2.1T X 0.2 = $420B for 2013. Over 10 years that's $4.2T!! Just using 2013 numbers. The $4.8T from the Tax Policy Center's report assumes that the economy will keep growing the way it has been.

                    Now how in the hell do Romney/Ryan justify saying it won't be $4.2T?

Bush put forward in defense of his tax cuts in 2001 and 2003. We've already seen the results of that: $6.2T in increased national debt and an economy in shambles.

                    I agree, Verlander must come up big yet again, as even Papa Grande has been less than "grande" as of late.                       Been reading this morning and it just amazes me how those from the right can be blind about Romney.

                      If he is elected, it is gauranteed that your middle income taxes will increase. Yeah he may drop your rate a point or two but by the time your pre-tax deductions, and we all have them, are gone, your home mortgage interest deduction is gone and the amount of income needed to claim any remaining deductions is raised, your taxes will increase.

                      And I've been paying attention to what both candidates have said from the Republican primary till now. There is noone that can say Romney has been consistent on any issue. Not without becoming the mythomaniac that Romney is.

                      If Romney get's elected, companies will start hiring. They are profitable, the Dow has recovered. They won't hire right now predominantly because of Obamacare.

                      If it's another 4 years of Obama/Biden, a full time job will be non existent. This is because Companies WILL HAVE to provide insurance to those working 30 hours a week or more. Corporate restaurant chains are already planning this and it will spread. There will be even more layoffs as well because you have to get rid of the people then restructure their jobs.

                      There will be 20 additional taxes by 2014 to help pay for it and Medicare will cease to exist as we know it. These tax increases will be passed on to consumers driving up the costs.

                      Oh, also insurance has gone up on average 25% since Obamacare was passed.

                      Regardless, both parties spend like drunken sailors (quoted from Clint Eastwood) and the only way to get the national debt under control is stop spending and cut programs.

                      Here is a basic understanding for Democrats and Romney's Tax Plan. He cuts all rates by 20%, closes/caps off loopholes and deductions, so people pay less in taxes and get even less back. As and single tax payer I am all for this, because I don't get s*** back at the end of the year. I would also be all for killing the EITC. People shouldn't get back more than they pay in.

                      As for my views, I'm Libertarian. I save money , don't spend it foolishly, and people should be able to live the life they want, because it's none of my f***ing business what they do in the privacy of their own home.

                        I can tell you've never actually listened to Joe Biden at all, let alone in person. I have - and I have never met a LESS "pathetic, vindictive little man" in my life. The warmth, compassion, and self-deprecating good humor he has are remarkable for a politician. And while I've mentioned it here before, I'll say one more time that I will be forever grateful to him for taking time out of his busy schedule to personally call and speak to my step-mother for several minutes last year when he learned she was dying of lung cancer. She was absolutely thrilled, and it gave her a treasured few minutes away from the pain and fear.

                            Personality-wise Ryan and Biden are well matched. Ryan comes across as a very down to earth, earnest and humble young man with considerable intelligence. Biden comes across as a witty, fun loving, grandpa that we all wish we had.

                            Biden's plan to pull apart Ryan's budget and policy proposals could backfire badly though. Especially if Ryan brings it back to the four year failure of the Obama administration's budget and policy proposals that have stuck us with 6 trillion more in national debt.

                            Ya' know, I'm really tired of people invoking Hitler against every enemy (military or political or ideological).

                            Saddam was "Hitler"... No, he was just a thug with a large, but hollow army.

                            Romney is Hitler. No, he's a moderate Republican repositioning to maintain conservative support.

                            Obama is Hitler. No, actually, Hitler's policies worked - consider, in 1933, Germany was defeated, occupied, bankrupt, and wracked by hyper-inflation, rampant unemployment, and violent factionalism with riots in the streets. Over the next 3 years, alone, while the rest of the world sank into the Great Depression, Hitler restored Germany to the first rank of nations, employed millions, extended unheard of benefits to the working class while still maintaining a business friendly environment (right down to publicly subsidized vacations for poor families), curbed crime, restored Germany's borders and fiscal soundness, rebuilt their military, initiated massive public works programs (incl. the Autobahn, which was the inspiration for our own Interstate system), created an affordable car for the masses (the Volkswagen - now the largest car maker in the world) and showed it off with a showpiece Olympics, which yielded plenty of acclaim and an award winning documentary ("Triumph of the Will"). SO, comparing Obama to Hitler is a disservice - TO HITLER!

                            But it's hyperbole, folks. Hitler was "sui generis". Don't cheapen the costs of containing and defeating him by turning every two-bit disagreement into a fight against ultimate evil. It just doesn't work and it offends anyone with any sense of proportion and reality.

Still Obama perservered and found Bin Laden and killed him, killed other primary terrorrists, brought our troops back from Iraq and got the healthcare directive passed and many more important pieces of legislation.

                                            Billyd73 Bush had a Democrat congress for the last 2 years, Remember Harry Reid and Nancy Peloci who were the majority leaders in the senate and house. They passed those stupid housing bills that allowed anyone who could breath buy a home. Nixon could have learnd a few things from Obama about coverups. You bring up Hoover, but it was The democratic congress at the time that allowed people to buy stocks on margin, that created the crash. (just like the homes) Sound familure? It was FDR that took more then 8 years to end that depression, and if not for WWII we probably would still be in it. Now Obama is using FDR's playbook to try to end this one, this the same unsuccessful results. Not to mention Reid who for the past 4 years is still trying to put on his pants.
