RNC cuts ties with firm over voter fraud allegations

The Daily Rundown's Chuck Todd talks to NBC's Michael Isikoff about Florida voting fraud and what's being done about it now

Updated:  8:46p.m. ET:  Election officials in six Florida counties are investigating what appears to be "hundreds” of cases of suspected voter fraud by a GOP consulting firm that has been paid nearly $3 million by the Republican National Committee to register Republican voters in five key battleground states, state officials tell NBC. 

But the veteran GOP consultant, Nathan Sproul, who runs the firm, strongly defended his company's conduct, saying it has rigorous "quality controls" and blamed the alleged fraud on the actions of a few "bad apples," workers who were hired to register Republican voters for $12 an hour and then tried to "cheat the system." 

The allegations of suspected voter fraud committed by Strategic Allied Consulting of Tempe, Arizona spread Thursday to counties throughout Florida. At the same time, the Republican National Committee said it had severed its ties to the firm altogether.

"We have heard from supervisors in six counties that they have irregularities in voter registration," said Chris Cate, spokesman for the Florida Department of State, which oversees the state's division of elections.  Although local prosecutors are already investigating the firm's conduct, Cate said state officials were also considering turning the matter over to the Florida Department of Law Enforcement to determine if there was a pattern of misconduct.  

The suspected fraud included apparent cases of dead people being registered as Republican voters, said Paul Lux, the supervisor of elections in Okaloosa County and a Republican. He compared the suspected fraud to the alleged acts of ACORN, the liberal activist group that became the center of a national controversy several years ago.

"It's kind of ironic that the dead people they accused Acorn of registering are now being done by the RPOF" [Republican Party of Florida], Lux said in an interview with NBC News.

While Republican groups as a whole are still outspending Democratic groups, the gap is narrowing, in part to the individual donors finally stepping up on the Democrats' behalf. NBC News' Michael Isikoff discusses.

In addition to Palm Beach County, where election officials initially reported 106 instances of suspected fraudulent registration forms, officials in Okaloosa, Pasco, Santa Rosa, Lee and Clay counties have also reported instances of possible fraudulent forms submitted by the firm, officials said.

In a statement on Strategic Allied's website, the firm's lawyer said:

"Strategic has a zero tolerance policy for breaking the law. Accordingly, once we learned of the irregularities in Palm Beach County, we were able to trace all questionable cards to one individual and immediately terminated our working relationship with the individual in question. Strategic is committed to following the letter of the law and will continue to cooperate with the Palm Beach County Supervisor of Elections to ensure that this issue is resolved."

Sproul said in a telephone interview that his company has employed between 4,000 and 5,000 people to register Republican voters under its contract with the RNC, including over 2,000 in Florida. The employees are given training on how to register voters, including being required to watch a video instructing them not to register felons. The video also instructs recruiters not to "modify or falsify voter registration forms."

"No matter what quality controls you have there are always going to be bad actors in any large scale operation," Sproul said.

Sproul, who has long worked for the GOP, also criticized Florida and national Republican officials for dumping him.

"They're trying to get the distraction behind them," he said about the RNC's action. 

Sean Spicer, communications director for the RNC, said Strategic Allied Consulting had been retained by the RNC and state Republican parties to register new Republican voters in five key battleground states.

But Spicer said that the party's relationship with the firm-- which has been paid $2.9 million by the RNC so far this year, according to federal elections records -- has now been terminated in light of alleged voter fraud linked to one of the firm's employees that was reported this week to Florida prosecutors by election officials in Palm Beach County. 

"We've made it clear we're not doing business with these guys anymore," said Spicer.  "We've come out pretty strong against this kind of stuff -- and we have zero tolerance for this."

Strategic Allied’s parent firm, Lincoln Strategy Group, also headed by Sproul, has been paid about $80,000 by the Romney campaign to conduct "field consulting," according to election records. Asked for comment, Sarah Pompei, a spokeswoman for the Romney campaign, said by email:  "We used this vendor for signature gathering services during the primary but have not used them since 2011."

Besides Florida, Strategic Allied Consulting was hired to register GOP voters in Nevada, North Carolina, Colorado and Virginia. Spicer said it was the only firm hired by the RNC to conduct voter registration. In the case of Nevada, he said, the RNC was paying the firm directly. In the other four states, the firm was being paid by state parties with the funds reimbursed by the RNC. 

The allegations involving voter fraud by the GOP consulting firm are a new twist in the national controversy over the threat posed by voter fraud and the impact of new state laws passed by Republican controlled legislatures to combat it. While Republican officials have repeatedly accused Democratic groups such as ACORN of fraudulently registering voters in the past, the new dispute over what happened in Palm Beach--  involving the registration of Republican voters -- appears to be one of the first to have led to a criminal inquiry in this year's election.

Christine Weiss, a spokeswoman for the Palm Beach State Attorney's Office, told NBC News Thursday that the alleged voter fraud by a Strategic Allied Consulting employee is "currently being investigated" by prosecutors in her office after it was brought to the attention of prosecutors on Monday by Palm Beach election supervisor Susan Bucher.

Out of 304 Republican voter registration forms recently dropped off by a Strategic Allied employee at a small "satellite office" of the Palm Beach  elections office, 106 were flagged as potentially fraudulent-- including "a lot" with "similar looking" signatures and others with apparently phony addresses, Susan Bucher, the Palm Beach elections supervisor, said in an interview.

Among the suspect home addresses were those that matched a gas station in Miami, a medical building in Boca Raton and a Land Rover automotive dealership in Palm Beach County, she told NBC News.

Bucher said she called in the political director for the Palm Beach Republican Party and the GOP official agreed that the registration forms were a problem. She then took the forms to the Palm Beach County State's Attorney's office on Monday and requested the investigation.

In a statement issued Tuesday night, Mike Grissom, executive director of the Florida Republican Party, said: "When we learned today about the instances of potential voter registration fraud that occurred in Palm Beach County, we immediately informed the Republican National Committee that we were terminating the contract with the voter registration vendor we hired at their request because there is no place for voter registration fraud in Florida."

Sproul has been previously accused of suppressing Democratic voter turnout, throwing away registration forms, and manipulating ballot initiatives. His firms -- formerly Sproul & Associates, Lincoln Strategy, and Strategic Allied Consultants -- had previously worked for RNC voter registration efforts during the campaigns of George W. Bush and John McCain. In 2004, Democratic Senators Leahy and Kennedy sent a letter to then Attorney General John Ashcroft requesting that he "launch an immediate investigation into the activities of Mr. Sproul and his firm." But the request did not lead to any criminal charges against Sproul.

How can the GOP still pursue disenfranchisement of minorities on the grounds of voter fraud when actually they themselves have committed such fraud.

This firing happened only because the GOP fraud is caught - there must be more such fraud the GOP is pursuing but not yet caught (with pants down) - if the GOP's new cloth has pants.

ACORN was cleared of any and all wrongdoing. But yes, voter registration fraud is not really an issue when there is no actual voter fraud. Homeless people make up registration names to get paid more, then the ballots are eventually discarded.

Since 2000, 134 cases of voter fraud identified, 1/2 dismissed before trials, 34 convictions. Thirtyfour convictions in 10 years of voting, that's like 0.0001%.

Voter registration fraud is a problem, voter fraud is not. Voter ID laws are designed by the GOP led legislatures strictly to suppress the votes of the elderly, minorities, poor and students; all groups that tend to support democrates. You don't you see them on the ballot in any Dem controlled state.

The move came after the Palm Beach County, Fla., elections supervisor discovered 108 potentially fraudulent registration forms submitted by the GOP consulting firm, including suspected phony signatures and home addresses that matched those of a gas station, a medical building and a Land Rover dealership.

These two comments are symbolic of the problem we have in politics these days. What really happened is that the Republicans were trying to figure out a way to "legally" push people away from voting; this seemed to work if they ginned up a whole fear-mongering campaign against something that wasn't really an issue in the first place.

Then, Karma came along and bit them on the ass. Their base is so ape-crap crazy over doing "anything" to get rid of Obama that the "hired help" helped themselves to a bunch of dead voters who live in gas stations.

This is not at all surprising. Considering the most egregious voter suppression laws passed since early 2011 based on fraud by GOP legislators, the GOP is getting a taste of their own medicine. It's telling how these RWNJs are only concerned about getting into power, not truly concerned with free and fair election where everyone participates. When the GOP wins elections, the voter laws are OK by them, but when they lose, they want the laws changed.

The GOP as a party needs to be dismantled as a recognized party, considering they've lost all credibility and ethics.

It was not the Republican Party. It was a company that was entirely separate from the Republican party. Registration companies can work for Democrats or Republicans. They don't care as long at they get paid. But this shines a light on how they do business. Again. How come the democrats fail to investigate the companies they hired?

It seems more than ironic... however, we need to see if this is systemic, or the workings of a very few. The article does state that multiple signatures had the same look, which would point to one person.

That said, I can't help but think there is an incentive program here vs straight pay, which would lend itself to shenanigans.

That said, I have seen that much of the registration drive on the left is reliant on volunteers vs paying.. that should tell us something.

You don't see the democratic voter fraud, so it must not be there. The GOP does the right thing and eliminates voter fraud, even though it causes it to be revealed.

I don't think it is so much that a company working for the GOP was caught commiting fraud as it was that the Republicans were so boisterous about voter fraud and how bad it supposedly was yet it is the company hired by them, not the Democrats, but Republicans that was caught. Maybe fraud does exist but if it does obviously it is by companies hired by Republicans rather than by Democrats. Could it be the Democrats screen their surrgates better or was this a case where the Republicans got caught this time. Often when one points out the worst in others it is because they are experts at doing the same themselves.

The double bubble....on top of illegally trying to add votes to your total, you accuse the other side of doing what your doing and your remedy just happens to conveniently disenfranchise millions of likely votes for your opponent.

James O'Keefe, the GOP ace undercover reporter, accused ACORN of mass voter fraud and introduced a tape purporting to show him, dressed as a pimp, receiving what appeared to be instructions from ACORN staff ways to commit voter fraud. In reality, O'Keefe edited the tape by inserting footage of him dressed as a pimp. In fact he did the interview dressed like a law student and the ACORN staff called the cops on him. A future attempt to embarrass Democrats resulted in his arrest. This tool of the GOP is a fraud, nothing more.

1. Kick the elderly off voting rolls, and make the lines at the motor vehicles too long for elderly to get their I.D. 2. Register the elderly without their knowledge and vote for them (don't think nursing homes want to earn a little extra cash?). 3. Add dead people into the mix. 4. Fly people from state to state to vote at all their residences. 5. Use bad computers in voting machines that can be manipulated at a distance, with no paper trail. 6. "Consolidate" polling places and offer fewer places to vote, with plenty of confusion about where to vote. 7. Call people up and tell them to vote on the wrong day...

This list goes on and on... they are having a Grand Ol' Party at America's expense.

The same guy running this firm was caught shredding Democartic voter registrations in 2004 while passing on Republican ones. He was working for Republicans then. His company changed names, but the same guy running it.

So Republicans found out about this and fired them, only to rehire them this year after the obligatory company name change. Hey, he probably said he was sorry. It isn't like the Republicans "found out about this", they were caught by election officials.

Are we really to believe that "a few bad apples" were registering dead people? So were these few bad apples planning on they themselves voting hundreds of times? Why would they go through that trouble and take that risk for $12/hour? Seems like just firing the company isn't the solution. Seem like maybe we should have a huge Congressional investigation about this considering the same guy was caught cheating before. Maybe every previous registration they did should be checked to see just how many dead people have voted previously or what other voter scam these guys are using. My guess is that Darrell Issa will get right on this.

Maybe James O'Keefe should go under cover dressed up like a corporate business owner with a personal secretary and go to these guys and try to get them to register all his employees right off of an employee database.

But you know, that kind of scam could just work. As a business owner you've got access to all the employee's info, you could check your list against voter registrations, register anybody not yet registered, and then have them work overtime on election day, while someone votes in their place. Being that they wouldn't even know they were registered, plus keeping them at work, the odds of getting caught would be slim.

ACORN was investigated--they were found not to have (as an organization) done anything wrong. They had a "few bad apples." This new group was not investigated by the GOP--they were identified by election officials in six Florida counties. Again, the group has a "few bad apples." When the GOP looked into it, they immediately severed ties because they knew that otherwise it would look bad. You can't really compare the GOP (which has already seen what can happen if it stands by an organization like this--which, by the by, might not as an organization have done anything wrong) to the original response of the Democrats, as the GOP already knows what kind of damage can be spun.

If the GOP is sitting back and waiting for Democrats to investigate Democratic voter fraud, when the GOP was in power throughout the Bush administration (by the by, they did look a bit and found nothing) and once the GOP won back the House and got major power in the Senate in 2010 they still couldn't do anything about it but waited for the Democrats to investigate themselves . . . well, just how pathetic is the GOP party that they cannot manage to do anything about this? Seriously?

It is a bit like the argument that under Clinton (when the GOP had huge gains in the Congress), they were stymied by Clinton. But, under Bush (when the GOP still had a good voting bloc in the Congress, though the Democrats eventually got a majority), they still couldn't do anything. It's always the Democrats who are evil little devil's minions who are spending too much despite the Republicans--whether or not the Republicans have the presidency, the Congress, or both.

If a party is this pathetic against the mean nasty little Democratses, why would anyone want to vote them into power?

I can see a new party coming forth--one that is reasonably progressive on social issues as far as they can be funded but also fiscally conservative. Sadly, in the US, populist tickets have typically been racist and so this has a bad name. Still, there's a lot to be said for Blue Dog Democrats who are, in fact, socially progressive when they can be, pretty darned socially conservative on many issues, and fiscally conservative.

Republicans, on the other hand, talk a good game but dole out money to industry that the country doesn't have, get into wars we can't afford, and spend money like drunken sailors. Some of us paid attention during the Bush presidency . . . how about you?

Leadership can't be achieved if the opposition decides early on (my main goal is to make sure O is a one term pres) to block any and everything a Leader tries to acheive.     What rings false about part of what was stated in this article was that these contractors were paid $12 an hour to register voters. Clearly no one would go to the trouble of looking up lists of dead people and forging signatures unless they were paid a commission on the number they submit which would be unethical. For the republicans to deny any culpability in this when this company had previous allegations of destroying forms that didn't support their party makes denial tough.

    You do understand that there are different types of voter fraud, correct?

    The most prevalent type of voter REGISTRATION fraud is where people who are being paid based on the number of people they register make up names and submit bogus voter registration forms. If it doesn't get caught these imaginary people are added to the voter rolls but never actually cast a vote in an election.

    The other type of registration fraud- which Sproul and the various companies that operate under his leadership have a history of doing- is to go out and register actual living and breathing voters and then throw away the registration forms of any that have indicated that they are a Democrat. That person then believes that they have registered only to turn up at the polling station to vote only to be turned away because of what Sproul and his minions did.

    And contrary to John Doe's claim that "The moment the fraud was discovered the company was fired. Why? GOP does not tolerate that activity" the Republican Party of Florida engaged Sproul exactly BECAUSE he has a history of doing this sort of thing.

    First of all, until there's some evidence of people actually VOTING fraudulently in significant numbers we're still talking about inaccurate REGISTRATION. THERE IS NO EVIDENCE of people voting fraudulently except for the odd occasion out of millions. It isn't enough to move elections and existing laws already deal with it.

    That said, the hypocrisy of the Right on this is unbelievable. ACORN was driven entirely out of existence nationally over some irregularities THAT THEY REPORTED TO AUTHORITIES and never made it into the voter rolls. Republicans HIRED PEOPLE TO DO THIS and threw them under the bus when county election officials caught them. And they expect it all to just go away because "we fired the offenders."

    Oh, and shame on all the Democratic lawmakers who cooperated in destroying ACORN in order to save themselves the discomfort of fighting for an organization that worked on behalf of the little guy.

    First of all, there is a clear distinction between registration fraud and voter fraud. Quite frankly, I'm more concerned about election fraud (simply changing the results or calculating them erroneously) than a person or two voting fraudulently.

    But here is the thing, as any good business person will tell you, there are always cost / benefit ramifications to any decision. Does the cost (making 10's of thousands ability to rightfully and legally vote more difficult or not at all) justify the benefits (preventing about .0001% from voting illegally)? The answer is obviously No.

    So the real question is if implementing that type of policy and cost associated with it doesn't solve any real problem, why is it being proposed?

      In 2004, Democratic Senators Leahy and Kennedy sent a letter to then Attorney General John Ashcroft requesting that he "launch an immediate investigation into the activities of Mr. Sproul and his firm." But the request did not lead to any criminal charges against Sproul.

          They tend to hire party idealists, carnies and college students. Cheating at college is a big deal now and the idealists and carnies probably have a cheating percentage of 90% or higher. The college stu is probably a cleaner worker in that regard. SO they hire people who are available to hire because serious employers won't touch them for a reason. Then they get dead people signed up as voters. Who is surprised. The law should not allow anyone ever to get paid for signing up voters. Any person or org who is signing up voters should have to register themselves with the supervisor and each voter affidavit they submit should be ID'd as coming from them. Fraudulent affidavits should cause punishment for the registered agent too ! And Supervisors of Elections always have had the responsibility to validate the voter affidavit before issuing a voter card. Supervisors should not be barred from using reasonable methods to determine true identity and validating the affidavits.

            The GOP doesn't like to do anything that won't turn profit for someone...

            It's still generally done by volunteers if it's Democrats doing it, but the GOP has multiple problems using that method. One, many Repubs won't stoop to manual labor (I have to walk?) as it would wear out their Guccis; they're too used to hiring someone to do this sort of thing. Two, they're afraid someone will steal their BMWs while they're not in them. Three, of the few repubs they can talk into doing this, most will either get thrown off peoples porches as they can't seem to speak without spewing their hate, or won't be able to find their way home (this would be the poor white trash crowd who can't afford a GPS). Small wonder they have to hire it out....

            Can't you just see Thurston Howell canvassing for Mitt? Pulling up and sending the chaffeur to the houses?.... LOL

              The GOP didn't commit the alleged fraud - the company they hired did. At least they immediately severed relations with the company when it came to light. I don't remember this much coverage by the MSM concerning the fraud by ACORN and the NBPP threats to voters in 2008 and again in 2010. The Dems did not sever their association with them. In fact, they are still involved with ACORN and the NBPP. Of course the left will milk this story dry, and blow it all out of proportion, as usual.

              Well, my father in law gets mailings from the GOP and Romney's campaign. I've notified them MANY times, he's been dead 8 years and even though his widow (a registered Democrat) lives with us, he never did. Having the local election officials verifying if someone registered him. NOTHING surprises me about the GOP. I'm sure they are just ticked because the company was too sloppy and got caught.

              The firm appears to be another shell company of Nathan Sproul, a longtime, notorious Republican operative, hired year after year by GOP Presidential campaigns, despite being accused of shredding Democratic voter registration forms in a number of states over several past elections.

              According to the Center for Responsive Politics, Strategic Allied Consulting has been paid some $667,000 this year by the Florida GOP, presumably to run its voter registration campaigns in the state. That number, however, does not account for another identical payment made in August. The Palm Beach Post is reporting tonight that the firm received “more than $1.3 million” from the Republican Party of Florida “to register new voters.”

              The firm is not only tied to the Florida GOP, but also to the Mitt Romney Campaign, which hired Sproul as a political consultant late last year, despite years of fraud allegations against his organizations in multiple states.

                That's why the voter-id laws were passed. With voter-id laws, there can be NO ELECTION FRAUD of any kind.

                Like I have said, for the last 10 seconds since reading this...you're a liar and the Democrats have always been the vote-stealing crooks for 100 years, and in countless major cities, dating back to Tammany Hall.

                Most recently, they've been stealing votes in the Philadelphia area especially. In 2004, Bush actually won Pennsylvania but it was stolen for Kerry by crooked counting in the Philadelphia area that claimed he got 81% of the vote. Kerry ended up winning the state by a smaller margin than Bush took Ohio, although Dems made a big deal of "how close" they were to winning there.

                In years the Republican wins nationally, Democrat major cities rarely go above 65% support for the Democrat national candidate.

                Voter fraud always has been, and always will be majority Democrat. They have no morals to prevent them from doing it, their one belief is that money should be taken from the rich and given to those who don't have much.

                      Last week republican radio/faux news blamed the media for Romney tanking in the polls and this week they blame the polls. After the election the teabaggers and republican radio/faux news will blame Romney for the fiasco but it's really a rejection of the Republican party. Voters are realizing how far right and out of touch they have become. When they see the rants about voluntary or forcible rape and hear how school teachers and firemen and policemen are the enemy they have decided this isn't what they want America to look like. This isn't your fathers Republican party and Reagan would be labeled a RINO by these crazies.

                      Acorn had some fraud and the workers that did it were fired. Mickey Mouse should not be allowed to vote. Some cheating employees falsified entries to increase their income. The fictitious names were not going to vote since they did not really exist and the only one who knew they were false (except for the obvious cartoon names) was the cheating employee.

                      Alot was made of this on Faux News but really it was just a tempest in a teapot.

                        C'mon this is what all ACORN employees were like right? They caught them doing this all over the country.

                        Now sending in bogus registrations mainly hurts the people wasting money on it, but there could be room for illegal ballots, if the state is dumb enough to accept some of the crooked ones.

                        Much more serious is illegal votes being cast, like for example if we didn't have Voter ID, and unknown people were allowed to claim they were someone on the rolls, and vote. But then, what kind of idiots would support that sort of system?

                        Sorry Chester no hourly employee would go to the trouble of digging up dead voter records, forge signatures etc, unless paid a commission on signatures which is unethical. They hired a company with a long record of fraud.

                        The firm appears to be another shell company of Nathan Sproul, a longtime, notorious Republican operative, hired year after year by GOP Presidential campaigns, despite being accused of shredding Democratic voter registration forms in a number of states over several past elections.

                        The firm is not only tied to the Florida GOP, but also to the Mitt Romney Campaign, which hired Sproul as a political consultant late last year, despite years of fraud allegations against his organizations in multiple states.

                          If this wasn't real it would be funny. I have maintained all along that the fraudulent voter rolls held many more Republicans than Democrats. I say this because their are no safe guards that I know of to keep Republican and/or Democrats from voting in two different states.

                          In Florida where we have NO state income tax many snow birds have a second address in Florida. They claim to live in Florida for Tax purposes but actually live in a Northern State thus a snow bird.

                          They could/can vote in their northern state as well as Florida because the states don't have a cross reference registration system for voters. They can also do the same thing with their Drivers license but so far that has not been a big voting problem.

                          The amount of hypocrisy the republic party symbolizes in frightening. Twitt's ads complain about intrusive government policies, yet they cannot stay out of people bedrooms, nor keep their policies out of women's private choices.

                          He complained about the famed 47%, when if the people he denigrated were to vote against him Obama would win with 90 percent of the vote. As Nixon said "I am not a crook". 156 million people receive some form of federal government check or healthcare. That is six times as many black people are there are in the country. I wonder who is getting all of this government money? I guess you should look to the red states in those nice warm climates.

                          Florida has the distinction of being the Voter Fraud Center of the Country. Florida always has these problems with the Republican Party. Seems like Florida loves the Republican Fraud machine. It gave a Bush an election and we all paid the price for that and we are still paying for it yet.

                          Yah Floridians gave Bush an election by voting for him, twice.

                          In 2000, Bush got more votes in Florida on the count, the recount, and the count after the election by the NY Times and other papers.
