Updated 2:22 p.m. - CHESTERFIELD, VA -- Vice President Joe Biden continued on Tuesday to hammer away at Mitt Romney's secretly-taped riff about the 47 percent of Americans who don't pay federal income taxes, ridiculing the GOP presidential nominee as failing to represent all Americans.
"When he said it’s not my job to worry about ‘these people,’ well, whose job is it?" Biden asked of a crowd of about 500 at the Chesterfield County Fairgrounds. "Ladies and gentlemen, we are our brother’s keeper, we are one nation under God, we are all in this together, and if the 47 percent doesn’t make it, the country doesn’t make it."
Biden, who delivered his first salvo about the taped Romney fundraiser comments this weekend in New Hampshire, offered an extended critique of Romney's own level of tax contributions and said that those in the "47 percent" still pay "a lot of taxes" like Social Security, state and local, and property payments.
"Look, instead of attacking folks who work for a living and pay their way, Romney should be respecting their hard work," he said. "That’s the job of a president: to lift people up, not to tear them down."
He also noted that Romney has been widely criticized for failing to release more detailed information from his past tax returns and for paying a lower tax rate than many middle class Americans. (However, Romney's most recent release of some 2011 data showed that the former private equity exec limited deductions from his extensive charitable donations and thus paid a higher-than-required effective rate of about 14 percent.)
"He, Romney? Attacking someone on taxes? I mean, woah!" said the famously rhetorically excitable Delaware pol. "That’s like me attacking someone for being passionate in politics!"
The trip to Virginia was Biden's first since the campaign swing when Biden sparked a firestorm after remarking to a largely black audience in Danville that the banking policies supported by Republicans would "put y'all back in chains."
The vice president did not use similar themes today, focusing instead on the Romney-Ryan ticket's reluctance to raise taxes as a way of addressing the federal deficit.
"These guys think compromise is somehow a dirty word," Biden said. "They are insisting and Romney is insisting on putting back in policies that produced the problem in the first place. “
Romney campaign spokesman Ryan Williams responded: "President Obama and Vice President Biden’s reckless policies have increased our national debt by $5.4 trillion and resulted in dangerously high unemployment, increased poverty, and plummeting incomes. This election presents a clear choice between Barack Obama’s vision of a government-centered society and Mitt Romney’s vision of an opportunity society. Governor Romney will spur economic growth and create more wealth, while President Obama believes in redistributing wealth. The Romney plan for a stronger middle class will create 12 million jobs and encourage upward mobility instead of more government dependency."

I have really had a difficult time figuring out what Romney's 'plan' is about anything. I'm not being snarkey here, I'm being serious. It appears that - as he said at his fundraiser - he thinks the business community will improve all by itself, for the simple reason that a pro-business guy is at the helm, 'without doing anything'. Other than that, it's all trickle-down, all the time. I have no idea what that means in terms of policy, he gives no responses to even the most direct, basic questions.

Yesterday I hear roughly the following exchange:
Reporter: "What tax loopholes are you going to close?"
Romney: "I'm going to create jobs."
Are you guys really ok with this? Because now I'm starting to wonder not only about Romney, but about the people who support him.
That 46.4% pay no Federal income tax results partly from those Bush era tax cuts such as $1000 per child subtracted from Federal income tax you owe.
For example, a couple with 5 children would owe $5000 in Federal income tax after taking 7 deductions on income of $75,000. Then, they would subtract 5 x $1000= $5000 from what they owe and end up with NO Federal income tax due.
Then, Republicans want to cut aid for colleges and college student grants and loan programs. The thinking is that this couple should have set aside that $5000 per year to self fund their children's college education. Over 18 years that would amount to $18,000 per child. Hardly enough to pay for much more than one year of college.
Tax cuts for the middle class such as these are frequently viewed as pay raises by their employers. The thinking is "you got a raise from the Federal government, so I don't need to give you as much of a raise."
The result is rich employers pocket a greater share of productivity gains while also getting a "pay raise" (tax cuts) from the Federal government. This accounts for some of the 24% of nation's annual income the top 1% gets now, up from 10% in 1980.
This thinking (that the employees just got a raise from the Federal government) deprives the middle class of some of the raises they otherwise would have gotten. It is part of the reason why consumer demand is so weak. Romney and his rich buddies do not care to see this in the light of fairness or continued strong economic growth.
Instead, they gloat over their higher incomes and how successful they have become. It is an ego trip that is hard to resist especially when all the other smart businessmen are doing the same thing. The wife of a successful businessman who gives his employees a fair share of productivity growth is left to wonder why those other women at the country club can afford more luxury goods when she cannot.
I realize this is not a picture of every rich person, but I will bet it is true for some, especially those people in the room at the Boca Raton fund raiser.

But this '47%' issue is silly. Romney never said that he doesn't expect any of the 40% who pay no income taxes to vote for him - merely that the overwhelming majority of them will vote for the Democrats simply because the Democrats promise them free welfare benefits that people who DO pay income taxes will have to pay for.
In this regard, Romney was absolutely accurate - as demonstrated by the results of the 2008 presidential election, where the NY Times reported that exit polls showed that 64% of the voters that earned $30,000 per year or less voted for Obama, vs only 33% for McCain.
PS - Some people quickly point out that the 'working poor' do pay payroll taxes (Social Security and Medicare), but those are supposed to go into each individual worker's 'Trust Accounts' to fund their future retirement and health care after retirement, so they do not actually fund any of the actual cost of the welfare programs for the 'poor'.

Someone earning minimum wage in NY earns $15K per year. Payroll taxes take a grand off that, leaving that person less than $1,200/mo. to live off of. What's a fair percent to take from that?
By your calculations, Romney's 14% = $3million - so 20% would equal $4.3million - leaving him a mere $1.4million per month to scrape by on. We have a progressive tax code for a reason.

Ursula--that is what bothers me when people start in on the people who pay no taxes. Our tax law---passed by both parties--basically says that there is a minimum amount of income that we all agree is going 100% to putting a roof over one's head and food on the table (let alone things like health care). We don't start taxing income until that basic amount is exceeded. Believe me, these folks aren't living high on the hog yet folks like Romney are so dismissive of them.

The world is waiting for Americans to decide who will be our next President. Our foreign policy is in place and in the middle east, we need to give them time for things to settle down there. Now is the time for our patience and restraint as they decide their own future and set down to making it work for them. Iran and Syria are waiting for Russia to shift its position.

I always thought that I was a self sufficient citizen. I am a veteran. I used the GI bill to go to college. I have worked for myself for about 25 years and always paid my taxes. My wife went to college on a government loan. I bought our first house with the VA backing my loan. Our children are college graduates and are married to college graduates. Our grandchildren do very well in school so we are not worried there. I am on medicare and social security as well as working. I am amazed that Romney/Ryan think I fall into that 47% and I wonder about most of the others who fall into it. He didn't just question our dependence on government he questioned our character. I believe I probably pay much more in taxes than many who believe that Romney is right. He clearly believes that if you work for others (except bankers and wall street) that your job is to supply labor to those who need it. I have voted republican many times in my life and never will again. The conservatives on this board can call me any name they want (which I have noticed they specialize in) as long as it is not conservative.

I think part of the problem is that Romney doesn't understand that there are people for whom their Social Security and Medicare benefits (which they paid into for DECADES) constitute their primary sources of income today in their retirement years. America exists because of compromise. Early on the Federalists led by Alexander Hamilton and the Republicans led by Thomas Jefferson made some major compromises to create the greatest nation on Earth. To refuse to compromise as the Republicans have been doing over the last 4 or so years is a slap in the face of those great men who founded this nation.
As a member of that 47% because I am retired I have news for Mr. Ryan and for Mr. Romney. I worked my tail off to get to a point where I can afford to retire. Thorough wise investments and starting early I was able to create a nest egg that, coupled with Social Security, will enable me to be comfortable through the rest of my life. My wife and I have great children, educated and all doing well. We have achieved the American Dream and don't begrudge others from the same. It is an insult for someone to make condescending remarks about people like me.

Money hard earned by you, and you already paid taxes on it...you are getting double taxed and yet you are bitching about the truth of the 47%, not because some working american do not pay ant federal income taxes on the money they earn, can invest it and only be required to pay the smaller tax amount on investments...Good for you, way to see things clearly. Capital gains taxes are only paid on the "gains" earned which is NEW earned income and should be taxed at a higher rate than 15%, it should be included as part of earned income because it is income earned. Interest earned on bank savings and checking accounts is added to total early income and is taxed as income not investment income.
Ronald Reagan raised the capital gains tax rate because he said it should be taxed at or close to the level of earned income level because it is new income. Reagan's rate was 28%.
Bravo, Adler---congratulations to you and Jody on your retirements. No one handed you folks any of the benefits you now receive---you worked darn hard and paid in for years, both for the actual benefits as well as general income taxes. I think Romney just doesn't get it.
The 47 percent does not contain all of the free loaders but the majority will vote for the "weed puffer" because there are no jobs and they have no way of climbing out of their current financial mess and postition in life! Some will still want the handouts because they can't do any better because lack of education, unwanted preganicies, dope addition, or just laziness! Others just want the government to give everything or take it from those who worked hard to get it!

The system you are talking about that ppeople paid into, has nothing to do with the 47% he was talking about....he was talking about the 47% not paying any Federal Income tax...not paying into SSI or the others. If you made 35k and paid 5k in Fed income Tax and your neighbor made the almost same and paid zero Federal income tax (due to kids etc).....Do you still feel you should owe 5k in taxes when your neighbor pays none...you use the same roads, get mail delivered by the postal service etc, etc, etc

47% are the Obama voters. They can not be swayed to vote for Romney, so Romney should not spend money & time trying to go after their vote.
With in the 47% are people who pay no taxes, so a tax reduction to them has no value.
Obama knows the long time democrat states are in the bag, so he spends no time on them, except when tax payers cover the cost.
I listened several times to Willard's talk to his high rolling friends and never once heard him clarify that 47% as you say Burty.
