Early voting: Half of U.S. begins voting by tomorrow

Election Day may be Nov. 6th, but with President Obama grabbing a lead nationally and in key swing states, Americans are already starting to vote.

Idaho, South Dakota, and the crucial swing state of Virginia are the first states to begin early, in-person voting today.

Also today, absentee voting begins in Minnesota, West Virginia, Oklahoma, South Dakota, Georgia, Arkansas, Idaho, and Maryland, bringing the total number of states already accepting ballots to 13. Twelve others -- South Carolina, New Jersey, Maine, Michigan, Mississippi, New Hampshire, Tennessee, Texas, Vermont, Delaware, Louisiana, and Missouri -- will begin absentee or early voting Saturday.

That means, by tomorrow, half the country will be casting votes. By the end of the month, voters in 30 states will be voting already.

More than one-in-three voters – more than 46 million people -- is expected to vote early in 2012 in some form, either in person, by mail, or absentee, according to Dr. Michael McDonald, a professor at George Mason University who studies voter behavior.

“Once you turn up the faucet on early voting, you keep turning it up until it’s all the way open,” said McDonald, who predicts that 35 percent will vote early this year.

Early voting participation has been on the rise in recent election cycles, hitting an all-time high in 2008, when an estimated 30 percent voted early in the presidential election. That was up significantly from 2004, when slightly more than 20 percent cast their ballots ahead of Election Day.

Early voting can, and often does, mean different things in different states.

In 32 states and Washington, D.C., voters can cast their ballots early, in person without any excuse or reason, according to the National Conference of State Legislatures.

In 21 states, like Virginia, voters can vote absentee, but an excuse is required. Some of the acceptable excuses listed on the Virginia absentee ballot application include commuting for 11 or more hours between 6 a.m. and 7 p.m. on Election Day, being away from home due to personal or business travel, or being a student. 

States like Connecticut and New Hampshire do not have early, in-person voting, but do allow voters to return their absentee ballots in person to election officials.

Oregon and Washington State are exclusively vote-by-mail. In 2008, 100 percent of Oregon voters voted by mail or dropped their ballots in boxes at designated locations on Election Day. Washington has been adopting vote-by-mail, county-by-county since 1994, but, in 2011, it went completely by mail.

Colorado has also been moving to vote-by-mail, and, in 2008, four-in-five Coloradans voted that way.

Controversial changes in Florida and Ohio

Early voting laws in several states have also changed in the past four years – and not without controversy, particularly in Florida and Ohio.

In Florida, a state where half of its voters voted early in 2008, the number of days for early, in-person voting has been reduced from 14 to eight (HB 1355) – and voting on the Sunday before the election was eliminated.

Republicans control the governorship and the state legislature, and Democrats have cried foul, especially about the elimination of the Sunday voting. Black churches in particular have made it a point of mobilizing on that day in what’s known as “Souls to the Polls.”

Five of Florida’s 67 counties fall under a national voter-rights law that mandates approval of any changes to election laws by the Department of Justice because of a history of racial discrimination.

The Justice Department approved the measure on the condition that the state keep the early, in-person polling centers in those counties open 12 hours each day, which is the maximum allowed by the state’s constitution.

In July, the Obama campaign filed a lawsuit against Ohio Secretary of State John Husted regarding changes in the state’s early, in-person voting policies.

Legislation, passed in 2011 (HB 194) by a GOP-controlled legislature and signed by a Republican governor, shortened the early, in-person voting period from beginning 35 days before the election to starting 21 days prior.

The legislation also included a provision ending early, in-person voting three days prior to the election for everyone except members of the military. Pressure from local voter’s rights coalitions prompted the legislature to repeal parts of its new voting laws. Senate Bill 295 was passed to repeal specific parts of HB 194, but left intact the provision ending early in-person voting three days prior to the start of the election for everyone except members of the military.

The Obama campaign argued this new law was unfair and violated the equal-protection clause of the constitution. A federal court agreed and ordered the state to restore the three days of early, in-person voting for all voters.

In 2008, Democrats dominated early voting. This time around, McDonald said, Republican presidential candidate Mitt Romney's campaign and Republicans are making a concerted effort to mobilize early voters as well.

“2012 is not going to be 2008,” McDonald said, “so we should expect to see more parity among partisan profiles of early voters.”

Voters beware....in the Citizen United case (2010), the Supreme Court's activist conservative judges have started a new rule in voting...one dollar one vote (SuperPACs), contradicting the early rule of 'one person one vote.'

I've voted early in the last three Presidential elections. There's something freeing about getting it done early. Why would I want to watch Mitt decline any further before voting for Obama, except for the pure entertainment value of seeing a GOP campaign drive off a cliff?

Plus, if I vote early, I can spend election day helping to get my fellow Obama supporters to the polls!!!

I can't wait to vote!

I hope as many people as possible have seen Romney's speech at the fundraising dinner. What shocked me the most was his observation that some people actually feel entitled to healthcare! As if America is now Victorian England. "May I have some healthcare sir?"

The only voters being disenfranchised so far are military because the department of defense under Obama has not issued the absentee voting forms in the manner prescribed by the law passed two years ago. Yet under this same lame administration they found plenty of time to sue over voter I.D. requirements that would only disenfranchise dead people and those that vote in two states like the Democrat who just had to drop out. I've already voted. My dad knows somebody at the election bureau and the machines are ready to go. Wasn't sure if my vote registered in the machine on the first try...so I entered an extra few million just to be on the safe side...and I hope they all count.

Mr. Obama has led in all 21 of these surveys — and usually by clear margins. On average, he has held a six-point lead in these surveys, and he has had close to 50 percent of the vote in them.

Current prediction is for Obama to win 309.5 electoral votes in November (to Romney's 228.5)

And if the election were held today, Obama would have a 95.8% chance of winning.

    I have some observations this Sunday morning:

    1) 538's "Now-Cast" gives Obama a 95.8% chance of winning if the election were held today. That's a 19-to-1 advantage. This is particularly relevant when you consider absentee and early voting. Romney's toast.

    2) Overall, 538 gives Obama a 77.5% chance of winning on Nov 6th. That is well over a 3-to-1 advantage. Romneys toast.

    3) Romney lied about his tax returne or his qualifications for the Presidency. Take your pick. He said on at least 4 occasions that no one who pays more taxes than he owes is qualified to be President. On his 2011 returns (filed months after the 47% filed theirs) he failed to take over $2.5 million in deductions so he could falsely claim that he paid more than 13%. The fact is that after the election, all he has to do is file an amended return and claim those deductions and his tax rate plummets to 8.2%. Romney lies.

    4) The whole 47% comment thread is so bizarrely wrong that if is difficult to even discuss. It has been a favorite GOP line that 47% of individuals don't pay federal income tax and should be forced to pay a minimum tax. How much minimum tax should a newborn baby pay? Or an old person in a nursing home? Or someone permanently disabled? Or a small business owner who has lost his business? The truth for the Republican liars is that if you consider ALL taxes, the lower half of people in income already pay over 72% of ALL taxes and fees --- federal, state, and local. And many of those taxes, such as sales taxes, as so incredibly regressive that they are actually discounted in the standard deduction. And I am in the 47% --- I am 68 and on Social Security (into which I have paid since I was 11 years old.) I am not a "victim". I am not on "welfare." I am not suckling at the public teat." And I am not voting for Romney.

    The GOP is not just going down. First they ran the treasonous traitor womanizer and adulterer McCain and his idiotic VP pick. He only led in the polls for 4 days in the entire campaign. (The four days after he selected Palin but before anyone knew anything about her.) I thought that the GOP could go no lower. But now they are running the inane non-Christian tax cheat Romney. Romney has led for exactly zero days in the polls since he became the presumptive candidate. Not only are McCain and Romney losing elections they are actually destroying the Republican Party and its "brand."

    Sailboat: The methodology in your "study" is flawed. You cannot logically say that since I did not catch a mouse in the trap that there are no mice. Maybe you have a highly inefficient trap or are simply putting it in the wrong place. You have no way of telling how many mice got away with the "crime" (and I know you can make an issue of the cheese being gone -- don't be an a**) especially when it is a simple crime and poorly enforced. Your study does not prove or disprove anything. The only way to "prove" voter fraud is if there are more voters, voting, than are registered.

    As to the substantial number of misidentifications, look at the no-fly list. Does the large number of misidentifications mean that there are no terrorists? I guess you would do away with the TSA.

              The claim is false because he (via his surrogates) have flatly refused to state that he will not seek an amended return to claim the deductions which he failed to take. That means that he falsely filed his taxes, since he knew it was not correct and was intended only to fool rubes into believing he had pai9d 14.1%. It may not be against the law, but it is still FALSE! It is ethically and morrally just as false as if he had taken $2.5 million in deductiuons to which he was not entitled.

              And I pay no federal income taxes because my income is too low --- right now I draw Social Security only and do not have to declare a dime of my savings until I am 70 1/2. That's the way it works. Yes, I see Social Security as an entitlement and that ius one reason why Romney has only a 1 in 20 chance winning.                 I would also remind you that @sailboat is correct. There have been virtually NO (less than 1 a year) instances of in-person voter fraud. The reason is that the routine of crossing names off a paper election roll has been around so long it is almost fool-proof. Where virtually all voter fraud happens in in absentee voting. There are hundreds of fraudulent absentee ballots found every year. The most common form of absentee ballot fraud is a person who gets a second ballot in the name of their spouse and then votes "for" that spouse without their knowledge. Absentee ballots tend to favor the GOP, so they have kept all ID requirements out of absentee ballot requirements. The lines of millions of illegal immigrants voting are only in the sicko minds of Republicans who basically believe anything on Fox.

                              I'd be curious to hear from anyone in Florida what the supposed rationale was for this move (other than trying to negate the "Souls to the Polls" movement mentioned above, that is - I mean, I wouldn't want to be accused of playing the race card or anything....). Is it supposed to make Sunday more of a day of rest and reflection and religion or something? Because I've spent more than a few Sundays in Florida in the last couple of years, most recently in July, and I could swear I was able to shop till I dropped at Beall's Outlet and unlike here in PA, I could buy all the wine and beer I ever wanted at the supermarket and CVS on Sunday, too. Or have they done away with those, too?

                              I will admit to not following the story very well mostly because I like to vote on Election Day. The early voting runs from Saturday to Saturday (the Saturday right before the election). Many church leaders have said they are just going to go to the polls one Sunday earlier than in the past. The reason that this was done, as I understand it, is timing. Between the end of early voting and start of election day voting, the precincts have to sort out the early votes and apparently in 2011 some precincts weren't prepared on election day. They needed more time. (This is simply the explanation as I understand it...NOT my personal opinion on the matter).

                              JoAnne.......there is no other reason, none whatsoever. There are some areas in Fl where Sunday is the only day people can vote as the inhabitants work 6 full days in a week. Many of these folks are African American, they are deeply faith filled and spend a good portion of their Sunday at their church which is also their social center. Their Pastors make every effort to get them to the polls. Eliminating that last Sunday limits the opportunity.......the GOP legislature's and Governor Scott's intention.

                              Last Presidential election while working the polls, one worker, and fine upstanding church going woman turned to me and said with disdain, "they're only coming to vote for him"

                              Frank....I have worked the polls for over 10 years early voting as well as Election Day. The ballots from each day's voting is picked up by courier accompanied by law enforcement official. As early voting is only done at county government buildings, the precincts not being ready are not a factor.

                              The hours for early voting have been severely cut for no other reason but to suppress the vote and that should be of deep concern for everyone. In 2008 in Fl half the ballots were cast in early voting, we were open everyday for 2 weeks and were very busy all the time. This year the ballot has 10 pages of choices, with the shorter hours, it will be a nightmare that could have been avoided.

It's all too reminiscent of what's going on here in Pennsylvania, where the Voter ID fraud seems to have been an urban legend for decades (if not centuries) - in fact, when asked last week to document the "long history of voter impersonation fraud" he had mentioned in an interview, our Governor Tom Corbett, could only name one case, from a senate election somewhere back in the 1990's - so why the sudden rush to get all these changes in place for this particular election?

                              I think we all know the answer to that one.

                              I'm hoping that I'll be able to cast my 2016 Presidential ballot around this time next year.

                              As I said on First Thoughts...I am all for early voting to help control lines on election day and make sure everyone can vote. But a month and a half early just seems absurd.

                              Since some cities in FL have 10-page ballots to wade through, they may need more than 6 weeks. The lines at the FL polls will be incredibly slow. Maybe that was the idea, slow the vote and people get tired of waiting for hours, give up and go home.

                              Democracy works when people participate. That said, participation doesn't need to be a month and a half. A week should be plenty of time in this modern age of fast transit, fast cars, cell phones to call for help getting to polls etc. For those who simply can't make it on election day, an absentee ballot can be marked a week in advance of the election and as long as it is postmarked by midnight local time on election day should be countable. Ballots of those who are expats or serving us overseas, yes they can receive ballots no earlier than 3 weeks prior to election day. They can mail it just as they do any other mail from embassy or consulate or where ever.

                                          Wisconsin has been funny lately. There is a particular voting block called non-union workers. When they discovered that organized workers had better pay and benefits, they blamed the unions. Since Democrats are pro-labor and pro-union, they vote Republican. When people like Romney take their jobs to China, they blame Democrats. When Governor Scott Walker called workers thugs, they voted for him. This disturbs me.

                                            Mr. Romney does not hate people on unemployment compensation or who need health care and you know it. He has a good heart and a generous spirit. My example - an employer says I will give you $50 to move pipe from the east yard to the west yard - I cannot hire you because with the economy being the way it is - I may have to lay you off in a month. 2nd. employer - I will give you $25 under the table to carry my fry grease to the recycle center.. with the new Obama healthcare rules - I can't hire you because I can't afford to insure you. It is weeks of unemployment & going nowhere for thousands - maybe you have a job - many do not and employers are scared. Mr. Romney said - security first, jobs second. He gives us self respect back and attitude that maybe, just maybe, we will find a job.

                                            Mr. Romney did not take jobs to China - what we take to China is interest on loan money. In California - they are buying up the foreclosed houses and investment property for cash. Nothing goes to the mortgage companies or banks but they shift the local property tax burden over to them. I am glad you have a job - I want all people to have a job but employers are afraid to hire and there is no end in sight for the fear. It is just sad. Mr. Romney offers us strength and renewed vigor to keep looking and he offers us self respect.

                                            So what we are calling election day is really a deadline for all voting to cease. Personally there should be one day and only one day for voting. If you need an absentee ballot, fine do so 2 weeks prior to the election and no earlier. Pretty soon we'll start voting in January. As soon as you make up your mind just send in your ballot but be sure you have it post marked no later than midnight in your timezone on the first Tuesday after the first Monday in November.

Or maybe you want to continue with the party in power that now pursues an agenda that has as its historical basis in the "Progressive" movement of the 1920s and 30s and bring back things like forced sterilization for blacks and "other undesireables", censureship of those who disagree with you, and appoligizing to the terrorists that tortured and murdered our ambassador.

                                                    Sorry, some of us have watched history and seen what happens when "progressive" socialists took control of the USSR, Germany, China, and any number of other countries around the world were "leaders" said it was necessary to "make the rich give more" and did nothing but kill people and redistribute poverty to the rest. Well, except for the ones in power themselves.

                                                    Funny how progressives like to claim there is a "trickle down theory" of economics (there isn't) and proclaim that their "redistribution of wealth" is better for everyone. Funny, because every, yes EVERY country that has been tried in for the past 100+ years has done nothing but create a "trickle up" economy that resulted in the Politburo getting rich and fat while the people they claimed they were going to help starved.

                                                    Anyone notice that nothing is being reported on middle east? either what is happening today or how Obama failed to protect the embassey on 9-11??? Guess they want to let you know you can vote but not about the clown in office that wants 4 more years to destory our country.

                                                    Obama has the media in his pocket so deep they will never see sunshine. He better hope they never turn on him or his goose is cooked.

                                                    That might happen if/when he decides to implement his executive order to shut down the internet. Per Napolitano, that should be ready for release "any day now." Once he shuts that off there will be no voice of opposition, and he can start controlling them with an iron fist instead of lollipops.
