In rest of '98 clip, Obama speaks of 'competition' and 'the marketplace'

President Obama is seen speaking at a conference held at Loyola University in October 1998 about city government and public policy, in which then-Illinois state senator talked about making government more efficient.

 

Updated 11:29 p.m. — Mitt Romney's campaign this week has pounced on a 14-year-old clip of Obama speaking about "redistribution" in October 1998 at a conference in Chicago, in which the future president seems to extol the virtues of redistributing wealth.

Yet NBC News has obtained the entirety of the relevant remarks, which includes additional comments by Obama that weren't included in the video circulated by Republicans. That omission features additional words of praise for "competition" and the "marketplace" by the then-state senator. 

In the whole clip, Obama says:

I think the trick is figuring out how do we structure government systems that pool resources and hence facilitate some redistribution because I actually believe in redistribution, at least at a certain level to make sure that everybody's got a shot.  How do we pool resources at the same time as we decentralize delivery systems in ways that both foster competition, can work in the marketplace, and can foster innovation at the local level and can be tailored to particular communities.

Obama continues in a few words after that to describe the use of tax credits in setting public housing development policy in Chicago as an example before concluding.

The video circulated by Republicans, which has used as fodder for an attack on Obama, includes a longer reflection by Obama about talking about how government action can be effective. But the clip has been cut short after the word "shot;" Obama's words about competition, the marketplace and innovation are omitted from the clip. 

Romney has nonetheless seized upon this clip as his campaign looks to regain its footing after the release of a surreptitiously-recorded video of the GOP presidential nominee speaking at a private fundraiser in May. Romney's campaign has been bogged down in criticism from conservatives and Democrats alike since the release of the clip, in which Romney talks about how he couldn't count on the support of 47 percent of Americans, since they pay no taxes, and are "dependent" on government.

The Republican candidate has used it as campaign fodder as recently as Wednesday.

"This is how America works. It does not work by a government saying, become dependent on government. Become dependent upon redistribution. That will kill the American entrepreneurship that’s lifted our economy over the years," Romney told donors at a fundraiser this afternoon in Atlanta. "The question of this campaign is not who cares about the poor and the middle class? I do.  He does. The question is who can help the poor and the middle class? I can! He can’t!"

I have to wonder who in the Romney campaign thought it would be a great idea to go on a historical fishing expedition and lift a short paragraph from a 14-year-old Obama comment out of context, and use that as a GOTCHA moment on the President? Apparently no one on the team, including ROMNEY, imagined that someone would do the simplest of follow-ups and publish the full video in which that comment was made. Brilliant, guys! They really are the gang who can't shoot straight!

Now their image as LIARS and DISTORTERS is set in stone. Ever heard the saying, "when you find yourself in a hole, stop digging"?

It staggers the mind. No wonder the renowned Conservative Wall Street Journal columnist, Peggy Noonan, has concluded that the Romney campaign is incompetent. Her word.

You also have to look at what he does.....During his tenure, his actions fully support his re-distribution ideology....

Lastly, if you really understood Obama, you would realize that the rest of the video is in full support of re-distribution as what he goes on to say is putting government in direct competition with the free market capitalism.....

                                  You and I both know that money has to be distributed (oh my that bad word) at least 5 time in a local economy before it actually has prospered that local economy enough to make an impact. The wealth you are speaking of is not going laterally, it is going down in worker's wages (smaller portion) and up in owner's profit(larger portion). I am not against profits at all. I believe that owners should make a profit for taking the risks. However, the standard GOP talking point is that minuim wage should be lower, if not abolished. So what higher percentage of wealth will go where? Up. Funny you use the "trickle down" phrase for two reasons. One, it has been proven by economist time and time again, "trickle down" as an economic plan does not stimulate growth to sustain an economy. Secondly, if a percentage of wealth is "trickling down," then a larger percentage isflowing upward. So, as I said, wealth never spreads laterally. Now, to answer your question: yes Obama does believe in income distribution, just like Romney believes in income distribution. One believes it should go down, and one believes it should go up. Lastly, I mispell often so trust me, I'm not a spelling policeman.

The larger percentage of money paid to GM goes to USA. So you decide which one you want to send your money to as an American.

                                        The "redistribution of wealth in the US" has taken place in various degrees and under every administration since the first social program was implemented generations ago. It's what we do for our fellow citizens who haven't made $250,000,000 as has our Republican nominee. No one should criticise or lament the fact that Americans help each other as we can.

                                        The redistribution hasn't worked out so well as the stats show...2% of the people own 90% of the wealth...we have more work to do.

                                              Sorry peeps, but the real answer is that we have to have some capitalism, and some socialism in our economy to keep things fair and even. For those of you who think that socialism doesn't work, please pull your head out of the sand and look at several of the countries there that do just that. Look at the Skandinavian countries, and Denmark. Those people pay half of their salaries in taxes, and in return, they get a free place to live, free utilities, and free healthcare. Now think about the average American, and how much of their salary they pay to get those 3 things here. I'm willing to bet it is more than 50% of their salary, on average. BTW, these countries (at least the Skandinavian ones faired this global recession much better than most of the rest of the world).

                                              There is NOTHING "FREE" in the old world of ours, including the air we breath anymore...If you aren't paying for it...someone else is paying it for you!! Why should those who work and pay their bills, save their money for their future, and pay their fair share of taxes, have to pay for the fat overspending of the president and government officials so that they can impress the rest of the world?? We are supposed to be the most powerful nation in the world but we seem to be showing the world that we really DON'T CARE ABOUT OUR OWN CITIZENS WHO ARE ON THE STREETS AND STARVING WHILE OUR LEADERS ARE OUT SPENDING MONEY THAT COULD GO A LONG WAYS TOWARDS HEALING OUR COUNTRY AND IT'S PEOPLE! We spend billions of dollars helping people in other countries and; billions more providing for all of the illegal aliens and giving them temporary citizenship so they will vote for Obama, BEFORE we help our own just so that we can show the world that we are there for them rather then healing our OWN AILING NATION AND IT'S CITIZENS!                                                 I've heard this argument before. The people in Scandinavian countries pay quite a bit more in taxes than your 50%. They live in small apartments, small homes, drive small cars and everyone is pretty much in the same boat, nothing to save or invest. Nothing much in the way of innovation coming from there because they have no investor class or entrepreneur class. In fact, I guess you could say they're somewhat of a classless society. However, they do live off of one thing you liberals absolutely hate with a passion. And they exploit that resource for national gain giving them a cushion against their nanny state costs. One of the things I learned as an executive is that you are only as good as your weakest employee. Obviously Mitt Romney has people used to cutting corners and doing things half way!                                                                   The Romney camp again makes his campaign look really bad and desperate by suddenly uncovering a tape made 14 years ago(not 3 months ago) which is severely edited(the tape released cuts Obama off in mid sentence) only to find out through other more objective news outlets... that in the next sentence Obama is hailing private enterprise( I guess thats just liberal media bias brainwashing the masses) It seems each time he moves to clean something up he just puts himself deeper, and this guy thinks he can beat Obama in the debates??

                                                                        Are all conservatives hopelessly doomed to be mindless knaves to the GOP's rigid and robotic PARTISAN GAMECARD that is designed to to pander to the fears of paranoid and phobic minded conservative White Americans? Words like Socialism, Food Stamps, Welfare, Redistribution are all considered irreprehensible in the minds of most fringe conservatives/GOP. So, in order to foment mass confusion among the masses, GOP distort as many descent minded (dare I say lemmings) conservatives as possible as they suck them into a confusing vortex of lies and deceit.

                                                                        Redistribution is not purely a form of "gangster snatching" money from groups of people solely to give to otherwise lazy people (BLACKS, wink wink) who don't want to work or get ahead in life. That's just not the true or real intentions of Redistribution. No system is perfect anyway.

                                                                        In the 80's when Bellsouth was accused of suppressing competition through unfair trade practices, the Dept. of Justice had to bust it up into smaller pieces which enable other smaller telecommunication companies like Sprint and MCI to share in the long distance services. HOW CAN ANYONE HONESTLY SAY WITH A STRAIGHT FACE (except Romney) THAT THE GOVERNMENT DOES NOT PLAY AN IMPORTANT ROLE OF MAKING THE PLAYING FIELD A MORE UNRESTRICTIVE BUSINESS ENVIRONMENT TO PROTECT THE LITTLE GUY FROM GREEDY AND SELFISH PREDATOR CORPORATIONS. THAT, MY WAYWARD CONSERVATIVE FRIENDS, IS ONE OF THE FUNDAMENTAL IMPLEMENTATIONS OF REDISTRIBUTION.

                                                                                    Common...well its been four years and there is no evidence that Obama is reducing any spending...or even thinking about it....We had the bailout and then the give away to get the economy going....but the spending is still at those levels after those programs are gone. This has become the Obama normal spending...without results....The only results are bad, like uncontrollable debt.
