DOVER, NH -- Republican vice presidential nominee Paul Ryan spoke of the need to encourage "self-sufficiency" amid an uproar over Mitt Romney's recently-surfaced comments about voters' dependency on government.

Republican vice presidential candidate Paul Ryan answers a question at a campaign stop in Dover, New Hampshire September 18, 2012.
Ryan, campaigning Tuesday in New Hampshire, made an oblique reference to the controversial video publicized by the liberal magazine Mother Jones but no explicit mention of the video or its contents.

The Wisconsin congressman, instead, launched into a more detailed defense of the social safety net and how he and Romney think it is important to move voters off of those programs, and guard against dependence on the government.
The Daily Rundown's Chuck Todd reports on a statement that may significantly damage Mitt Romney's presidential campaign.
“By promoting more dependency, by not having jobs and economic growth, people miss their potential,” Ryan said inside the McConnell Community Center. “We should not be measuring the progress of our social programs – programs like food stamps – based upon how many people receive them. We should be measuring the progress of our social programs by how many people we transition off of them into lives of self-sufficiency and jobs and upward mobility.”

The congressman continued: “We believe in a safety net. We believe in a safety net that is there for people who truly cannot help themselves so they can live a life of dignity but we also believe in a safety net that is there for people who are down on their luck so that they can get back on their feet. We don’t want a safety net that encourages more dependency because there is no economic growth behind it because what that ends up doing is it drains people of their will and their incentive to make the most of their lives, to tap their potential, to get on their path to prosperity. That is what unfortunately is what we are seeing in the Obama economy.”
Romney himself is still wrestling with the fallout from the video, having hastily arranged a press conference last night to explain that his words caught on tape were "not elegantly stated." The former Massachusetts governor had been set to spend the day in fundraisers, but added a late afternoon interview on Fox News to his schedule today.
Stephanie Cutter, deputy campaign manager for President Obama, responds to Mitt Romney's leaked private fundraising remarks and argues President Barack Obama wants support from all Americans, not just some.
Ryan, at his first of two public events today, stood by his running mate -- making the case for how the GOP ticket would reduce the number of Americans who fall dependent on the government.

“Our goal, our mission is to address the root causes of poverty instead of simply treating the symptoms of poverty. That's very critical,” Ryan said. “You see, by going after the root causes of poverty and trying to break the cycle of poverty, you need economic growth, you need job creation, you need higher take-home pay.”

Interesting that the teaparty people, who are mostly older retired people and who support Romney, are part of the 47% that Romney is calling worthless.
Next time you get a social security check, remember Romney says 'you are dependent on the govt and a less worthy person for cashing that check'.
Next time you use medicare or medicaid, remember your republican party is saying 'you are not an honorable person for using that assistance. '
If you are retired, Romney is calling you lazy and worthless for not working and paying more taxes.
Only the really rich matter. These are the people who bought and own Romney. The rest of you bums, get back to work and pay more taxes.
I have been employed since I was 14, I am currently 42. I worked on the family farm in the summers, worked a Christmas tree farm in the fall and winters. I worked for a lumber company during my final years of high school. I worked for a pizza company for 8 years while I went to college. I have been at my current job since 1996. I have picked up many freelance projects while being fully employed. My family struggled putting my wife through nursing school.
I am a part of that 47% that Mitt Romney says is lazy, dependent and unwilling to take responsibility for themselves. I say this because I am a supporter of the president and will never vote for Mitt Romney. I am one of the 47% which Mitt Romney will not be concerning himself about.
Based on my life, how exactly do I fit into Mitt Romneys explanation of that 47% ? He is completely clueless.
If your house is on fire, and your neighbor's a Republican, don't expect any help. It's every man for himself!
The GOP and its followers are delusional re the self-sufficiency mantra. Level the playing field and I am all in re self-sufficiency.
But the privileged will never have the challenges of others. The greatest determinant of success in America depends on the luck of being born into the privileged class. If you are not, the odds are greatly stacked against you re education, medical benefits and later success in life and etc.
And another point of clarification -- the loser 47% are mostly in red states. The states that consistently vote democratic, the west coast and northeast corridor are the most educated and wealthiest states per capita in the country. Mississippi, Alabama, Louisiana, Tennessee, Kentucky, Arkansas and West Virginia are the some the poorest and less educated states per capita and have more residents who do not pay income taxes. They consistently vote Republican. Go figure.....
And this from the guy who went to college on social security.
Liar and Fraud.
And I think he's gay too.....not that there's anything wrong with that.....
Tell the big corporations to pay taxes, and stop being recipients of corporate WELFARE.....
Looks like the old Republican trickle-down theory doesn't work for 47% of the American people. You remember trickle-down: if we just give the rich more money, all the rest of us peons will benefit.
The GOP should have a new mascot: a vulture! So appropiate!
Notice how Thurston Howell Romney only tells the truth when he's in the company of his fellow 1%. Let them peons eat cake says Thurston! They are not worthy! No good lazy slobs expecting a government handout! Now all you lazy disabled vets get to work! I don't care if your in a wheelchair! You could join my vast domestic staff in one of my many mansions says Thurston Romney. Now where is Lovie Ann ? With the dancing horse of course!
Notice all the Rightwingers are silent, what's wrong Romney screwed up again? Yes lets vote for President 1% the screwup! Born with a silver spoon and a silver foot in his mouth!
If you want to increase upward mobility, you need a stronger social safety net. The US has the lowest upward mobility in the G8 and is the only one without universal heathcare.
In Canada, there is a robust social safety net. Family net worth is higher. Health care outcomes are better on average. Much less malpractice. $100 a month per child from the feds. The federally operated Business development bank helps new and established busuness grow and compete in the world market. Abuse of the welfare system is only 3%. This is a small price to pay given the benefits across the spectrum.
In 2010 Bloomberg reported the number of Canadian millonaires at 162,143 controling 20% of the wealth of the country. This rates Canada 11th in the world for number of millionaires with a population of only 33.7 million. US millionaires control 56% of the country's wealth.
Try to unbias yourselves and tell me which system is better for non millionaires.
I think Romney lost much of the Red State vote, that's where the vast number of the 47% live. You know the ones he has total distain for! Hey Jethro Romney hates you! You too Ellie May!
GOP plan for the 99%: work until you die,no retirement for you! Your not worthy!
How can the Repubs want to make more people 'independent' but at the same time slash and burn funds to education which is the tool to get people out of poverty in the first place? ....oh ya... borrow from mom/dad like Mitt says! Repubs and their out of touch ideas!!!
Wonder if Ryan is sorry he hooked up his wagon to Romney yet?
the root causes are monopoly, oligopoly, fraud, hedonism, arrogance, gluttony, slavery and personal dishonety in the government and culture, and a few others. common human ailments for which no cure has ever been found. innumeranble ways of rationalizing them away, however, do exist.
In a column entitled "Thurston Howell Romney," conservative columnist David Brooks writes, "The people who receive the disproportionate share of government spending are not big-government lovers. They are Republicans. They are senior citizens. They are white men with high school degrees. As Bill Galston of the Brookings Institution has noted, the people who have benefited from the entitlements explosion are middle-class workers, more so than the dependent poor." Brooks concludes with this biting line, "Personally, I think he's a kind, decent man who says stupid things because he is pretending to be something he is not — some sort of cartoonish government-hater. But it scarcely matters. He's running a depressingly inept presidential campaign." Indeed, while nearly 47% of the country doesn't pay federal income taxes, many of these folks DO pay payroll, state, and local taxes. What's more, a lot of them are seniors, and most of them would never describe themselves as dependent on government even if they were.
Translation of Ryanese..... working or middle class if you think you can look to the the GOP for a New or Fair Deal, forget it we'll be too busy taking care or corporations and wealth.

Congressman Ryan, how does one 'transition off' of medicare, one of the 'handouts' included in the 47%? Oh, yes, one dies. But remember that those receiving this 'entitlement' have been paying into the system their entire working lives through the payroll tax, and are collecting on a government obligation, not a hand-out. And yes, many are dependent on the government to honor this convenant with the TAXPAYERS, republican and democrat alike, who have contributed to the fund in good faith.
It sounds good, but how are they going to do it? How are they going to bring about these good-paying jobs? We know for sure tax cuts did not work, so what's next in the game plan?
Wow! Ryan needs to be self sufficient. Seems he's living of us and at the same time telling us we don't need government! Why doesn't he go home and get a real job! Live by example Mr. Ryan!
Ryan's Ayn Rand moment of "self sufficient" meaning "Your on your own, dog eat dog, and the hell with you.
Are you better off under Obama?
Or:
Are you Laid Off under Obama?
Can you spell Socialism,
We'll all be screwed over by Ryan/Romney, that's for certain!
self - sufficient - sounds like a code word to me - meaning not on the dole
Socialism? You mean Social Security, Medicare, Medicaide, head start, public education, farm subsidies, oil subsidies, all contributed to by all of us.........good grief.
Actually my family is better off, everyone has a job, no one lost their home, or their car because we have always preached to stay out of debt.
