CHARLOTTE, NC -- Republicans gathered here to counter the Democratic National Convention seized Tuesday on President Barack Obama's self-grade of "incomplete" after his first term.
Picking up on the grade the president gave himself with a Colorado television affiliate, a series of Republicans pounced during a press conference at at the Nascar Hall of Fame, where Republicans have set up camp during the DNC.
"I have a 10-year-old and a 14-year-old. I know if on their report card they came home with an incomplete that means they failed," said South Carolina Gov. Nikki Haley.
The Romney campaign, backed by the RNC, is holding its own counter-convention in Charlotte this week, primarily challenging the president's record on the economy. Andrea Saul discusses.
When asked to grade his time in the Oval Office, the president told a local Colorado television station on Monday: "You know I would say incomplete ... but what I would say is the steps that we have taken in saving the auto industry, in making sure that college is more affordable and investing in clean energy and science and technology and research, those are all the things that we are going to need to grow over the long term."
Former New Hampshire Gov. John Sununu, Rep. Jason Chaffetz, Rep. Tim Scott and former Deputy Administrator for the U.S. Small Business Administration Jovita Carranza also spoke at the press conference and all used it as an opportunity to slam the president's self assessment.
"When the president was asked what grade he would give himself, he obviously had a quick look at his report card and saw a big 'I' on it. He thought the 'I' was for incomplete. The 'I' was for incompetent," said Sununu.
And tea party favorite Rep. Tim Scott (R-SC) was able to draw on some personal experience when giving his interpretation of the president's answer.
"I understand an incomplete is a way to avoid a failing grade. As a freshman in high school, I flunked out," he said. "When you're in that situation you really want something that looks like an incomplete grade, but unfortunately what you get from the people who are actually grading you is a failed grade. Our president was asked the question: Are we better off? It's a failed grade."

Haley also addressed women's issues just hours before Democrats are set to kick off their convention. One of Tuesday night's most-watched speakers will be Michele Obama, who is expected to stress her husband's humble upbringing. The well-liked first lady has been one of the Obama campaign's strongest assets in appealing to women voters.
As Planned Parenthood held a rally just a block away, Haley attempted to downplay the notion that abortion rights issues have alienated women from the Republican party.
"Let me tell you about women. Women are extremely smart. Woman are extremely right. We don't only think about contraception. We think about a lot more then contraception. I know pro-life women that are in the Democratic Party. I know pro-choice women that are in the Republican Party. but I also know that all women care about their budgets, they care about their jobs, they care about the economy," she said.

1. It's a tax! There wasn't much for Republicans to love in the Supreme Court's ruling that Obamacare is constitutional, except that they concluded the individual mandate is, for constitutional purposes (but not for others), a tax. The soundbites write themselves. Republicans can now brand Obama as raising taxes on the middle class, or, if they're feeling particularly blustery, "the biggest tax increase in the history of the world." But ABC News' Michael Falcone pulls up video from a January 2008 Republican presidential primary debate in which Romney seems to think such a tax is pretty great. When the debate moderator asks, "Governor … you imposed tax penalties in Massachusetts?" Romney defends the mandate by framing it terms of personal responsibility. "Yes, we said, look, if people can afford to buy it, either buy the insurance or pay your own way," he said. "Don’t be free-riders."

2. It's "ultimate conservatism." In 2007, Romney said that when the uninsured show up in emergency rooms and get free health care, that's a "form of socialism." By contrast, his health care law was conservative and inspired by the Heritage Foundation, something that is true and that the Heritage Foundation would probably like people to forget.

Romney said a version of this multiple times. In January 2008, he told Fox News Sunday, "I think it's the ultimate conservative plan." Last year, Romney also said his law was based on "fundamentally a conservative principle."
3. It's a good national model. Romney boasted that Congress and the President could learn a lot about health care reform from his Massachusetts plan during an interview with CNN in 2009, "I think there are a number of features in the Massachusetts plan that could inform Washington on ways to improve health care for all Americans," he said "The fact that we were able to get people insured without a government option is a model I think they can learn from." Start at 1:05 and note the lack of concern about constitutional issues.
4. It's humane. When Romney left office in 2007, his staff erased his office's emails from a server computer in an attempt to wipe them from the public record. But earlier this month, The Wall Street Journal found a few survivors, including Romney's own early drafts of his April 2006 Journal op-ed about the passage of Romneycare. Romney used language that would surely irritate many conservatives, and it was toned down when eventually published. Nevertheless, Romney's original thoughts are preserved forever:

By now, I'm sure many of you conservatives who are hopelessly drowning in self-denial about Obama's real record are so vested in the complete lunacy of Romney/Ryan's campaign strategy that it would take nothing short of an intervention to bring back many of you to the real world of straight thinking. For the last few days after the DNC freak show, many of Romney's and Ryan's messages have been mired in disgusting and sophomoric lies and half-truths. Is there not end to it!? No one is laughing anymore. The joke is over now.
Polls have clearly shown that they only gained barely a sliver of approval from swing voters. In one instance, their much anticipated "bump" was embarrassingly negative. Can you imagine that?!!? What are they thinking? Romney's "lie and switch" strategy is running his campaign in the ditch. ...So be it.
What boggles my mind is how all of you conservative leeches have locked on to Romney's insanity. You have become trapped and afraid to turn around because you have invested so much in the fraud. So you forced yourself to believe...THE BIG LIE. Sadly, you have no where else to go. You are compelled by your own fragile egoes--certainly not your common senses--to ride the "Romneymobile (like Thelma and Louise) off the cliff into utter destruction.

As a student I have two times to have an incomplete grade. The first one, I was missing the final examination because of long illness. As soon as I recovered I took the make-up final exam and I got my final grade as an "A". The second one was when I delayed one more month to collect more data bases in my research project . After completing my research with many compelling data bases, I got an "A" grade.

Incomplete is not good enough. Is that what we are getting for more than 5 trillion dollars of new debt? The federal government under Obama has been a failing business. I want the President to come clean on the promises he made on the economy. The President said that the stimulus "did its job" but according to a report issued by the President's own administration, unemployment has been worse than if the stimulus had never been passed. What did we get from those shovel ready jobs that the stimulus paid for?
I want the President to discus the trade deficit that just keeps increasing. The federal government keeps trying to stimulate the economy by flooding it with cash but it all leaks our because such a high percentage of the goods and services that we buy come from foreign countries. The current administration has had no success in improving the situation.
The President went on and on as to how bad deficit spending was. Without conditions of any kind to include any act of congress, the President vowed to cut the deficit in half by the end of his first term. Well, this is the end of his first term. To keep the President's promise the federal deficit for this year, 2012, cannot exceed 229.27 billion dollars yet the President's own White House is predicting that the deficit will exceed 1.2 trillion dollars. The President also promised transparency. I want the President to explain what magic he is going to perform between now and the end of the fiscal year in order to keep his promise to the American people.
I estimate that the money the federal government is borrowing today will end up costing the tax payers more than 9 times the amount borrowed to repay over the next 170 years. That is just my estimate. I want the President to present a plan for repaying all of the money that it owes. The tax payers have a right to know how much all this federal borrowing is going to end up costing them.
The President needs to be reminded of some words of wisdom that were spoken back in March of 2006. The words are as true today as they were then.
The fact that we are here today to debate raising America’s debt limit is a sign of leadership failure. It is a sign that the U.S. Government can’t pay its own bills. It is a sign that we now depend on ongoing financial assistance from foreign countries to finance our Government’s reckless fiscal policies.
And the cost of our debt is one of the fastest growing expenses in the Federal budget. This rising debt is a hidden domestic enemy, robbing our cities and States of critical investments in infrastructure like bridges, ports, and levees; robbing our families and our children of critical investments in education and health care reform; robbing our seniors of the retirement and health security they have counted on.
Every dollar we pay in interest is a dollar that is not going to investment in America’s priorities. Instead,interest payments are a significant tax on all Americans–a debt tax that Washington doesn’t want to talk about. If Washington were serious about honest tax relief in this country, we would see an effort to reduce our national debt by returning to responsible fiscal policies.
Increasing America’s debt weakens us domestically and internationally. Leadership means that “the buck stops here. Instead, Washington is shifting the burden of bad choices today onto the backs of our children and grandchildren. America has a debt problem and a failure of leadership. Americans deserve better.
