Republican convention opens, then goes into recess for the day

 

TAMPA, Fla. -- Monday's official session of the Republican National Convention lasted just over 33 seconds, gaveled into recess until Tuesday.

Republican National Committee Chairman Reince Priebus opened the convention promptly at 2 p.m. ET, and immediately thereafter ordered the convention into recess. The effective cancellation of Monday's activities came after inclement weather plagued the west coast of Florida for most of Monday.

There were a few extracurricular activities beyond the abbreviated official business.

Republicans started their clock tabulating mounting U.S. national debt over the course of their convention. (The clock approached about $15 million 10 minutes after the convention had been called to order.)

Day 1: David Gregory previews the politics and news of this week's Republican Convention in Tampa.

Priebus also called for a moment of reflection for first responders keeping the convention safe and handling the impact of Tropical Storm Isaac.

A reverend also delivered a short invocation that, among other things, paid tribute to the late astronaut Neil Armstrong.

Beyond that, a half-full floor of delegates were treated to a short, inspirational film about nominee-in-waiting Mitt Romney.

Heritage Foundation: Obamacare Robs Medicare of $716 Billion to Fund Itself

Last week, a new Congressional Budget Office (CBO) report updated the amount of money Obamacare robs out of Medicare from $500 billion to a whopping $716 billion between 2013 and 2022.

According to the CBO, the payment cuts in Medicare include:

•A $260 billion payment cut for hospital services.
•A $39 billion payment cut for skilled nursing services.
•A $17 billion payment cut for hospice services.
•A $66 billion payment cut for home health services.
•A $33 billion payment cut for all other services.
•A $156 billion cut in payment rates in Medicare Advantage (MA); $156 billion is before considering interactions with other provisions. The House Ways and Means Committee was able to include interactions with other provisions, estimating the cuts to MA to be even higher, coming in at $308 billion.
•$56 billion in cuts for disproportionate share hospital (DSH) payments.* DSH payments go to hospitals that serve a large number of low-income patients.
•$114 billion in other provisions pertaining to Medicare, Medicaid, and CHIP* (does not include coverage-related provisions).
*Subtract $25 billion total between DSH payments and other provisions for spending that was cut from Medicaid and CHIP.

In total, Obamacare raids Medicare by $716 billion from 2013 to 2022. Despite Medicare facing a 75-year unfunded obligation of $37 trillion, Obamacare uses the savings from the cuts to pay for other provisions in Obamacare, not to help shore up Medicare’s finances.

The impact of these cuts will be detrimental to seniors’ access to care. The Medicare trustees 2012 report concludes that these lower Medicare payment rates will cause an estimated 15 percent of hospitals, skilled nursing facilities, and home health agencies to operate at a loss by 2019, 25 percent to operate at a loss in 2030, and 40 percent by 2050. Operating at a loss means these facilities are likely to cut back their services to Medicare patients or close their doors, making it more difficult for seniors to access these services.

In addition, as MA deteriorates under Obamacare’s cuts, many of those who are enrolled in MA (27 percent of total Medicare beneficiaries) will lose their current health coverage and be forced back into traditional Medicare, where Medicare providers will be subject to further cuts. The Centers for Medicare and Medicaid Services chief actuary predicted in 2010 that enrollment in MA would decrease 50 percent by 2017, when Obamacare’s cuts were estimated at only $145 billion. Now that the cuts have been increased to $156 billion (or possibly $308 billion, as the Ways and Means Committee estimates), MA enrollment will surely decrease even further.

But Obamacare’s raid of Medicare doesn’t stop with cuts; it includes a redirection of tax revenue from the Medicare payroll tax hike in Obamacare. The payroll tax funds Medicare Part A, the trust fund that is projected to become insolvent as soon as 2024. Obamacare increases the tax from 2.9 percent to 3.8 percent, which is projected to cost taxpayers $318 billion from 2013 to 2022. However, for the very first time, Obamacare does not use the tax revenue from the increased Medicare payroll tax to pay for Medicare; the money is used to fund other parts of Obamacare, much like the $716 billion in cuts are.

With a raid on Medicare of this magnitude, President Obama’s assertion that his new law is protecting seniors and Medicare is astonishing. The truth is that Obamacare does the opposite.

Like how the Republican Convention called recess to help prevent any danger to anyone who may be attending (both speakers and attendiees)

Also, at the oil spill, anyone can check the timeline. Obama spoke about it far sooner than that, and had help on the way the first day. It was all completed in just under 100 days. It wouldn't have happened at all if not for deregulation under Bush.

I was just watching the opening of the convention. The T.V., in related news, just said that Obama intends to "compromise" with republicans if re-elected. Perhaps it makes no difference politically who wins. Obama will sign all the GOP bills anyway. At least Clinton vetoed bad republican bills.

I do not think the republicans missing one day will make much difference. The news still flows anyway.

Obama's plan, at least, provides for using some of the freed funds for health care benefits for the American people.

All I've heard from Republicans so far is their repeated iterations of how jealous they are of President Obama, more tax cuts for the rich, and more pain for American Workers.

I haven't even heard Republicans mention how they anticipate paying down the deficit (other than their "starve the poor" approach) while they continue to spend any anticipated "revenue" on more tax cuts for the wealthy.

How do they expect to reduce spending, but leave defense spending off the table, or worse increase defense spending or even start new wars? And how does legislating morality make government smaller?

Republicans always run on fiscal responsibility--especially when there is a Democrat in the White House--but in reality have NO history of balancing budgets. Romney/Ryan are not Tea Party candidates in regard to the budget. The only area where there's agreement is with the social engineering of the religious-Right who have hijacked both the GOP and much of the Tea Party.

OMG, did you see Ann and Mitt's interview this weekend. Speaking of Mitt's 1040s, the Romneys were just telling one outright lie after another, including, when asked why we didn't see any maids or servants around, Ann says that she and Mitt are "pretty independent", AND when asked about their Swiss Bank Accounts and off-shore accounts in the Caymans, Mitt responded that he doesn't save any money in taxes by having Swiss Bank Accounts OR accounts in teh Caymans.

The CBO, a nonpartisan office of our Congress, says the $716 Billion you talk about, is cost savings in Medicare over 10 years from the reduction of fraud and administrative costs in the Medicare program. In addition, the Obama plan for Medicare guarantees coverage for retirees. In other words, no Medicare recipient will be deprived of any health coverage or services.

President Obama got victims of the oil spill some $5 billion dollars, but your complaint is he didn't get it fast enough?

Maybe you would have prefered it the Republican way and got the victims NOTHING because Republicans complained that the Oil Companies were being extorted by President Obama because BP was being "forced" to pay suffering fisherman and business owners money they had lost due to the oil spill.

If Mitt would release his tax records that talk could be over, but he's hiding something, otherwise we wouldn't be having this conversation, so why doesn't he just release them? What are you afraid of? For crying out loud you have labeled Romney everything from a felon to a murderer to a tax cheat without ever telling me one thing Obama is going to do different in the next term if re-elected. Oh forgot, he is going to jack the tax rates on the successful in this country to pay for 15 minutes of his spending. And Romney has forged a small lead in the polls even though Obama has lowered himself to King Muckraker status.

So Obamatards I challenge you to tune in and give a listen to the opposition. You will learn something. Oh, it may be that you are still voting for Obama, but at least you will have to question whatever for. God knows Obama's teleprompter hasn't articulated that message yet.

So I am confused, TP. Did the Internal Revenue Service accept every one of Mitt's tax returns since say 2000? Moreover, did the IRS accept every one of Mitt's tax returns from 2009 - 2011? Did they audit him? Did they find him lacking and fine the @!$%# out of him? Did they bring charges against him? I Googled it and got nothing. Maybe you have a source?

Did Obama's IRS ignore their own laws? This is Obama's IRS. Its his administration. You mean Obama is not demanding laws be followed? I think the oath he took was to support and defend the Constitution and the Laws of the land. Wait a minute, I forgot Obama has a track record for only enforcing laws that he likes. Sorry, my bad, I forgot. So Romney the tax cheat was allowed to get away with it because Obama did not up hold the tax laws. Got it, now. Thanks.

@American Girl: Why do you worry so much about Romney's tax returns. He is filthy rich, and that's a bad thing? He does have to send his returns to the IRS just like us little people. They didn't send them back with questions or an audit, so what good would come out of seeing them. The tax breaks he takes are LEGAL. Why can't you understand that. Why don't you get Obama to release his college transcripts? Oh that's right....they haven't had time to fix them up yet.

Laurie - The IRS doesn't even give most tax returns a cursory look. They have a full 3 years to audit a return - 7 years if they think someone intentionally sent in bad returns. And, they haven't seen Romney's 2011 returns yet.

Why is he being given a pass no other Presidential candidate has received? If this had been Obama, the Republicans would be screaming for him to release them.

Rational: Alot of people have not been audited that SHOULD have been audited.....the IRS staffs have been cut so much that they do not have enough agents to go over each and every tax return and look for fraud. They do the best they can with the small staff they have. In fact, I read somewhere that the government would make MORE money by hiring more IRS agents than they would lose because they would then be able to go after MORE tax evadersn and collect back taxes. They would end up making more money than they are saving by NOT having more agents....but that's the way the Republicans want it! And, even if Romney did cheat on his taxes....maybe they just haven't had the time or staff to go over his returns. Who to say for sure? I just want to know ONE thing.....what's he afraid of? If his taxes are as honest as he says they are, why doesn't he want to show them? Maybe they ARE okay, but the way he's handling this makes it seem that there's something fishy going on. Most American voters want to know for sure what he's all about.....and I don't think that this should be a problem for someone who wants to be our leader.

Insurance fraud division had orders to handle at least 20 or more people being frauded as they had staff cut under Pawlenty. Same with other dept. They sure as hell whine about children using food stamps to eat, but could care less when the rich make off with dough!

Ex Sen Norm Coleman from Mn was just given a cushy repub job through Rove, dishing out super pac money. They call him a "mini Rove" Coleman headed the Senate committee under Bush to investigate fraud in Iraq, Billions of dollars missing , Coleman investigated nothing, but now he can be trusted with repub millions. Carl Rove/Romney/Ryan plan split the seniors away from other Americans to get at the money. Splitting Americans with the health care voucher, telling seniors they are protecting them, but then give everyone else vouchers that will crash health care. That voucher would never be enough and will add higher costs right off the bat to those stuck on it. As soon as the repubs could win office they would strip Social Security from seniors like they did to people under 55.

Repubs creating voter suppression laws against the elderly to keep them from voting to protect Social Security, Medicare, Medicaid, and the Post Office.                         I just watched the diatribe by Matthews, and it was so despicable that the last vestige of his credibility as a commentator has been destroyed in his ridiculous "racist" rant. We all know what a biased zealot Matthews is for his campaigning for Obama (with his "thrill up my leg" comment), but when he approached a seizure in attacking the RNC Chairman (who was more than polite in his brush offs) - Matthews needs some professional help to ward off a stroke or heart attack. As he watches his idol Obama weaken as a second-term president, Matthews is a pitiful sight, a past shadow who even Tom Brokaw (sitting next to him and himself a recognized liberal) could not support.

                        Even in his lame, smarmy defense, Priebus tried to say that the President is trying to turn America into Europe. It's implausible and ludicrous on its face, nor is it rooted in any fact. And if so, then since the President took some of the ideas that Romney himself utilized as Governor, then isn't Romney also trying to incorporate the best ideas from Europe?

                        The point is, the entire Republican platform is small, cynical and mean, and it is trying to paint the picture of two Americas -- one of hard working white men and married couples, and another of lazy, feckless leeches on the system. Anyone who isn't in the first group is some sort of lesser "other", and thus not worthy of being a real American. The Republican platform is anti-Hispanic, anti-senior citizen, anti-African American and anti-women. Mitt Romney, whether he believes in it personally or not, is fronting that platform.

                            Chris was probably just using Priapus as a warm-up exercise; the person that really made him famous is also in town this week - that's right, her looniness herself - Michelle Bachmann. But what I'd really like to see is for the King of the Klowns: Rand Paul, to sit down for an interview with Chris Matthews. That would truly be good humor as Chris shredded his lunatic theories with logic.

                            This is almost like the interview in the 2008 election where Bill Clinton called out Chris Wallace at Faux News for their nonsense. The GOP can dish out, but they can't take it when somebody stands up to them. This little slice of reality from Chris Matthews might fire up a few people on the sidelines.

                            Times- I don't know any Master Obama. However, our President has already shown his birth certificate (a first ever for a President) and 10 years of his tax returns. Nothing else has EVER been required for a President or a Presidential candidate. Why do you think it is okay to change the requirements now?

                            Way back when I was in school, our class had to do a bio on eachl of the Presidents up through the 60s. There were copies of their birth certificates in many various books as well as entries in their family Bibles for those who were born at home, etc. None of the presidents ever HID their birth certificates or evidence of their birth because they were all PROUD TO BE AN AMERICAN!! I have continued to do bios on the presidents since I got out of school. I have 27 volumes on the presidents & their families and the ONLY ONE that I have NO SUBSTANTIAL VERIFICATION of his birth, is our current president. If you would like, I can send you copies of them all.

                            There is also substantial proof besides their BCs since every single other president has at least a generation or more of family that were living in this country, were American Citizens, and their children were all born in this country and grew up in this country including those who became our Presidents. Obama is the only one who has not and therefore he should be PROUD to show his citizenship as our president and not ashamed to show his proof of that citizenship!!

                            As for college transcripts...Those presidents that went to college did make their transcripts available..even those who didn't do all that well in college...one example that you should actually know is GWB. You can check out their biographies and find pretty much every aspect of their lives, the bad as well as the good. There were presidents who did attempt to hide some things from the public and did succeed for a time, including Bill Clinton, JFK, and others. I believe that Bill & Hillary Clinton did much the same thing with various aspects of their lives that Obama is doing,but then several presidents tried to hide their private affairs but it is very difficult to keep anything away from the snoops for any length of time.

                            When it comes to producing their income taxes, I personally don't know why they would be required to show the world what they made prior to becoming president. I do think that the IRS should be required to produce any impropriety there may be in tax returns for the past 3 to 5 years, taxes still owed, etc.; but anyone's personal tax returns themselves should otherwise be no one else's business unless of course they are corporate taxes!! I actually believe that Mr. Romney would be willing to turn over more of his tax returns when Obama turns over proof that he is a legal citizen of this country!
