The Obama campaign said no state "that waters down work requirements will be considered" for a waiver under the administration's policy, announced last month, intended to give more flexibility to states on how they implement welfare programs.
But it did not answer why it implemented the policy through the Department of Health and Human Services rather than go through Congress.
The issue today became a flashpoint in the presidential campaign with the Romney campaign pushing the issue in a television ad, a subsequent conference call, and an event with the candidate himself.
The announcement was made July 12th in an HHS memo. Republicans on Capitol Hill charged the Obama administration was trying to weaken welfare reform.
The Romney campaign picked up on that today, accusing Obama of wanting to "gut" the 1990s welfare policy. They used it as a political weapon, accusing the president of being to the left of Bill Clinton, the former Democratic president and husband of one-time Obama rival Hillary Clinton, currently serving as Obama's Secretary of State.
Here's a portion of an Obama campaign conference call this afternoon with John Podesta, Clinton's former chief of staff, and James Kvaal, the Obama campaign's policy director:
NBC: Hey guys, the waiver memo does though open up the possibility that states could loosen restrictions on work, if approved. Doesn’t that violate the heart of the welfare reform law? And isn’t this going around Congress? Shouldn’t this have been something done through Congress if he [the president] felt this program was really broken?
PODESTA: Let me start and let James, you know, speak for the campaign: as I noted in the beginning, the idea of giving states waivers in order to implement the underlying tenants of policy is something that has been very crucial in designing a successful welfare to work program. In that context, the secretary is definitely keeping with that tradition. While there’s flexibility given, it’s been pointed out in this call, the most critical criteria that you actually have to increase work -- you have to put 20 percent more people in work in order to get, in order to get the waiver. So while there’s administrative relief, the end result is that more people will be working and less collecting a check without work.
KVAAL: I agree with John’s comments, what we’re doing is we’re giving state’s the flexibility to strengthen the program, but in order to do that they have to increase the number of people moving from welfare to work. And more over, Sec. Sibelius has been totally clear in her July 18th letter that no policy that waters down work requirements will be considered.

Our governor, Rick Scott, refused stimulus money. Voluasia County (Daytona Beach) laid off over 200 teachers for this year and St. Augustine Beach (where I live) just laid off the entire police department and EMT's. Just a little info from my corner of the world
And those teachers and EMT's should rake sand on the beach before they get a dime of welfare. That's Romney's chief concern. He doesn't seem to care that government workers are still being laid off in droves. In fact, he likes it. He will see to it that States and Cities fire many more.

Personally, I think training might be more important than work at this juncture. And the states should be given lots of flexibility to substitute formal job training for work. We need more money for vocational training also, because many employers are stating that some good paying jobs can't be filled due to skills deficits. Moreover, as many have noted, the GOP has always been about flexibility for the States in the application of federal programs. So why all the bitching now? Because an opportunity to manipulate "Joe Sixpack" has been identified by the Romney campaign.

In the Department of Labor's annual report, the goals of the federally funded job training programs are outlined. The DOL's job training program's definition of success is defined as either a person finding a job, or a person going back to school. Their stated target success rate is 50%. Fifty percent. Not helping half of the people is success to them.
If we need more money for vocational training, we need to have higher standards. We need to redefine our definition of success when it comes to the government's attempts to help the people. Otherwise, it's just another wasteful, ineffective government program.

phinephancy - Glad to hear you are feeling better. As to your post, wasn't the stimulus money Governor Scott refused was for high speed rail. I believe he accepted around $370 million in stimulus money.
Isn't it the responsibility of the local communities and the individual states to provide teachers, police and firefighters (EMTs)? It is not the responsibility of the Federal Government to pay for teachers, police and firefighters, unless they are federal employees. Cities, local districts, and states all have the authority and right to raise taxes to provide the safety and education of their residents. If the people where you live are not satisfied with the police and fire service they are getting then they should take that up with their city council find the money, even if it means raising local taxes. The Federal Government is broke and we are 16 Trillion in debt, where is the Federal Government going to get the money to take care of your community and thousands of others around the country. BTW, I don't know about Florida but most places I have lived, when a local city can't pay their police, the law enforcement next in line comes in, example: City lays off all police officers, the county then becomes responsible for the law enforcement in that city.
Considering my need for EMT's, I worry a lot. Really, really want to live past October! And since I spend so much time alone, and there is no way for me to fight back, would like to have pd protection.

What's the point of Congress?
Most on both sides will probably agree they have been a pretty miserable, do little bunch. Part of their job, though, is to serve as the check and balance portion of the Government.
Bypassing Congress through Executive Orders and habitual waivers skirts around the important check and balance function. Left to continue, the practice of waivers will become more frequent and will seem acceptable and normal after a while ---- a slippery slope and distortion of the Constitution, isn't it?
- Waivers for unions and select corporations on Health Care law provisions. Waivers for No Child Left Behind; for illegal immigrants; deportation waivers; and now waivers on welfare to work rules. There's Backdoor EPA legislation. Rewriting laws and rules on senior and subordinated debt. Bypasses around Congress on black carbon initiatives and funding, aid to Palestine, and maybe Cybersecurity now.
There's so much we all disagree on. We need, somehow, to bring all sides from their respective corners and find something we all agree on and solve some of these issues. A determined President with too much power, Executive privileges and waivers in his pocket is not good for the country.
But if the president has no means to bypass the obstinate repubs, they have no reason to compromise and no reason to work with the dems. 180+ filibusters. Challenging each and every appointee. When the goal is to obstruct and delay and do whatever it takes to make a president (any president) a one termer no matter what it costs the country, there has to be the back door threat to be used only when necessary.
The time came to use it to bring the repubs back to negotiate important decisions that have to be made - NOW. Repubs have caused this to happen.
Funny, but seems to me the republicans have been stating more state rights and state's coming up with programs instead of the federal government. Now, they are yelling and throwing a fit because a memo is written as to what they have been saying; giving states more latitude, precisely what they wanted. Republicans are for something, then when they get it, they are against it, What exactly do the republicans want and stand for., more government or less government; guess they can't make up their minds.

It seems to you that the Republicans are obstinate and blocking legislation just for spite. I can understand that you feel that way. When the Democrats (Mr. Reid) hold up legislation passed by the House, it seems to us the Democrats are just being bullheaded, irresponsible, ideological and blind.
The truth (not all but most of the time) is both are just standing strong for the path they believe is the right one to take....resulting in standoffs too many times. A lot of times, I'm glad the Republicans can block what we believe would be damaging and crazy legislation. Your side feels the same way with conservative bills, I'm sure, when the Dems stand in the way. Checks and balances again. Frustrating for all but necessary.
We need a leader who can break the stand off and lead to all to middle ground. And find new solutions neither side would object to.
I don't think we have that leader now. Time to try someone new.
While I do not imagine Obama to be the perfect president (which is a myth, due to 99% of presidents being, well, human), he is certainly the first president I have ever seen attempt to find a middle ground.
It looks like our two-party choices this November are Obama or Romney. If you think Romney is the type of president who will lead us to a middle ground, then set yourself up with a feed of his war cries. I can't imagine a more polarizing situation than Romney starting another war. And, war certainly isn't the "new solution" that some posters appear to be searching for in their candidate.
This is the key issue. Putting aside all the Obama/Romney/Bush/Clinton discussion, it is Congress and their utter failure to come together for even the really important issues that has caused no end of problems. When you are happy with a 17% 'high' approval rating and can go back to your districts and say to the electorate "Yeah, I think I've represented your interests well...... just don't ask me to explain how", then you have failed.
Yes, I know Democrats have been dealing with an unprecedented intransigent collective in both the House and Senate, but as the Republicans (or should I say, Tea Party Republicans) have become more difficult, any notion of compromise has been thrown out. From White House down, there needs to be a feeling of common purpose, for US interests and not just party. For that, the GOP needs an attitude adjustment, and we need a President for the next 4 years looking out for the people. I'm afraid Romney will never be that man.

I'm for releasing states to come up with ideas that work for their state, while staying in the federal guidelines requiring work. Sometimes, others can come up with ideas better than when the guidelines were written. With all the strings attached, which means they have to keep the work requirement in...why all the outrage then. I think you answered your own question. Waiving the work requirement only if the new idea adds to the work requirement, those are the strings attached. Now, what do you say when it was Republican governors that requested the waivers.
He's said that no state that sheds this requirement will be considered. Seems pretty straight forward to me. He really can't win can he, if he suggests a centrally based federal programme then people suggest big government is dictating behavior like some invasive and deliberate entity. If he hands power to states to define and tailor funding as appropriate (as in this case), he's accused of encouraging the welfare culture and laziness.

Poll: Nine percent of Obama '08 voters want Romney now

A new Gallup poll shows that nearly 10 percent of voters who supported Barack Obama during his 2008 run have decamped and will be supporting Republican challenger Mitt Romney in this next election. At nine percent, the rate of Obama '08 defectors is nearly double the five percent of former McCain '08 supporters who now say they'll cast a vote for Obama.
Partly loyalty is higher in the Republican camp too, with 92 percent of former McCain supporters saying they're sticking with the red ticket, while only 86 percent of Obama's 2008 base say they're staying true.
The poll surveyed more than 2,000 registered voters who punched a ballot in 2008.
Now for some number play: if we make the broad assumption that the poll data is representative of the general population and do some extrapolation, tallying nine percent of 69,456,897 (Obama's 2008 vote count) and subtracting five percent of John McCain's 59,934,814 votes, we end up with a potential 3.25 million more votes for Romney than McCain had four years ago. It's nothing concrete, but it's becoming clear that election 2012 will be a far different race than 2008 was.

Romney is not what this nation needs right now or ever. This administration has clearly shown on more than one occasion that people is first, our soldiers are first, families are first and country is first. This administration has exemplified the honored words, "Duty, Honor, Country". This was done when this administration put its political capital on the line to try to work with the other side but to no avail.
Do we want someone who will take all we have and pocket the change or do we want someone who hear our side of the story and act on our behalf? If it must be asked, then let it be the latter. American deserve no less.

government and big spending. Even Republican politicians are getting the boot. November
6 will bring the biggest Tea Party victory of all.
Obama is going to lose by a landslide. What is amazing to me is that the biased
national media is so delusional they don’t even recognize the citizen
revolution that is happening before their very eyes. This landslide Romney
victory will be fueled by the same Tea Party that roared to life Tuesday in Texas.
Unknown Ted Cruz won the Texas GOP
Senate primary in a huge upset on Tuesday night. It was a Tea Party landslide.
A preview of what is coming in November. Cruz is an unknown lawyer who has
never held an elected office. Worse he had very little money to spend. Yet Cruz
badly beat the favored establishment candidate Texas Lt. Governor David
Dewhurst. And get this -- Dewhurst spent $24.5 million of his
personal fortune -- and he still lost big.
But wait, it gets better! Dewhurst was
endorsed by Texas Governor Rick Perry, former Arkansas Governor and Fox News
star and former Arkansas Gov. Mike Huckabee, establishment GOP stars from all
over the country, and big business interests from all over the state of Texas. But none of it
mattered. The Tea Party ran Dewhurst over like roadkill.
Ted Cruz had the secret weapon: TEA PARTY POWER. He was endorsed by Sarah
Palin, Tea Party U.S. Senator Jim DeMint, and Tea Party activists from all over
Texas.
The mainstream media still doesn’t get
it. They are too busy trying to make a big issue out of Romney telling the
truth about the London Olympics and the Israeli/Palestinian conflict. It really
is hilarious. The lamestream media is truly clueless.
They think Romney’s tax returns are a big issue, while real people just don’t
care. As a matter of fact this Vegas oddsmaker will bet real money that far
more Americans care about Obama’s mysterious past -- including his birth
certificate, Social Security number, and sealed college records -- than
Romney’s tax returns.
Here’s what the clueless biased frauds in the national media are missing:
President Obama has alienated patriotic, church-going, middle
America. And with every move, he makes it worse. You see Obama
doesn't understand science -- for each reaction, there is an equal and opposite
reaction. Obama keeps trying to bribe his voters. But the harder he tries...the
worse he alienates middle class Americans.
Did the media not notice that Obama demanded Catholic institutions violate
their own sacred moral values to provide contraception for women? Well Catholic
voters sure noticed. I predict Catholic voters will provide a huge edge for
Mitt Romney.
Did the media not notice Obama trying to dismantle work requirements for
Americans on welfare? I guarantee you that middle class Americans who work for
a living noticed.
Did the media not notice Obama teaming up with the president of Mexico to ask more illegal aliens inside America to
apply for food stamps? I guarantee you that middle class Americans who work for
a living noticed.
Did the media not notice that Obama gave amnesty to one million young illegal
immigrants – adding them to a tight workforce to compete with legal Americans
for jobs…in the middle of a Great Depression. I guarantee you that middle class
Americans who work for a living noticed.
Did the media not notice that after Obama’s Supreme Court health care victory,
several new reports emerged proving the cost of ObamaCare is far higher than
advertised by Obama. Or that several companies have announced they will not
build new plants because of the cost of Obamacare? I guarantee you that middle
class Americans who work for a living noticed.
Most remarkably, is it possible that the media did not notice that Obama
created a new government department last week just for African American
students? Are you kidding me? An Executive Order to benefit one race of
students? Can you even imagine Mitt Romney announcing an Office of White
Education? Or how about an Executive Order by Romney to create The Office of
Mormon Education? Can you imagine the outcry from the liberal media?
But the mainstream media said nothing
about Obama’s new Executive Order. Zero. Zip. Nada. They ignored one of the
most blatant acts by any president in modern American history. A game changer.
I guarantee you middle class white American parents noticed. The latest
Rasmussen poll shows Romney up by 20 points among white voters. Coincidence?
I’m betting the media still doesn’t have a clue what’s happening and why.
But on Nov 6, the final score will reflect the cluelessness of America’s
media: Tea Party 100. Mainstream Media 0.
