Romney will 're-introduce' policy plans to voters this fall

 

Voters and reporters looking to Mitt Romney for new jobs proposals or additional details about his existing plans shouldn't expect many, the presumptive Republican nominee's aides said Thursday.

Most of Romney's fall campaign will involve "re-introducing a lot of the policy that came out a year ago," Romney senior adviser Eric Fehrnstrom said on a conference call with reporters. The reason for that, he explained, was to remind them "of the governor's very detailed policy" now that voters are playing closer attention to the campaign.

The conference call was organized to outline the jobs policies about which Romney will speak today in Colorado. But the five priorities mentioned on the conference call -- energy, trade, education, cutting the deficit, and freeing up businesses from regulation -- have generally been staples of the former Massachusetts governor's campaign for much of the past year.

The question of specifics, though, has been one that has plagued the Romney campaign -- and it's not only Democrats who have voiced this criticism.

"The Romney campaign thinks it can play it safe and coast to the White House by saying the economy stinks and it's Mr. Obama's fault," the Wall Street Journal's right-leaning editorial board wrote in early July. "Thanks, guys, but Americans already know that. What they want to hear from the challenger is some understanding of why the President's policies aren't working and how Mr. Romney's policies will do better."

But the Romney campaign has generally brushed off these complaints as imprudent politics. Boston has clearly broadcast that they are satisfied with the plans they have offered. ("He doesn’t need to lay out new policies," Wisconsin Rep. Paul Ryan, a surrogate of Romney's and potential running mate, told National Review Online earlier this week.)

The Romney campaign has been generally opaque in its approach to several issues that could conceivably expose their candidate to scrutiny, which could distract from their central narrative about Obama and the economy. For instance, the campaign's refusal to detail which tax deductions Romney would favor eliminating – to show how he’d prefer to balance the budget – mirrors his refusal to release more than two years of tax returns, to detail his exit from Bain Capital, or to lay out how his administration would be more transparent than Obama’s.

On each question, though, the Romney campaign has left open a void of detail, and the Obama campaign and Democrats have gladly stepped in to fill it.

The president himself trumpeted a report from the nonpartisan, independent Tax Policy Center about Romney's tax plan.
The study concluded that, based on the available details about Romney's plan, that it would threaten a higher tax burden on the middle class, because it disproportionately takes advantage of exemptions that would be eliminated to finance tax reform.

But the enduring story of the Romney campaign is its conclusion early in the campaign that little else will matter on election day aside from voters' conclusion about Obama's handling of the economy. They've bet that the broad contours of Romney's policy contours will be enough to sway voters, and that they can weather criticism about the specifics without any of that becoming fatal.

"That report you referenced is a joke," Fehrnstrom said of the center’s report on the call. "There are serious problems with the authorship of that study, and the methodology."

One of the authors was an economic adviser member of Obama’s Council of Economic Advisers. But the other was the senior staff economist on President George H.W. Bush’s Council of Economic Advisers.

"The governor's plan essentially lays out the parameters that he wants to achieve," Jonathan Burks, the Romney campaign's deputy policy director, said on the call. "And within that, he would write a tax bill that achieves those goals. And so it's not a question of today, you know, we've got a 2,000-page tax plan that could be scored and demonstrated ... The details of how that would be accomplished would have to be worked out with Congress."

Republicans are quick to note that President Obama has offered few detailed proposals for his second term, and argue that the "American Jobs Act" first introduced by the White House last fall is only a re-hash of old policies.

But the Romney campaign's bet that it doesn't need to offer more detail opens the door to the Obama campaign and Democrats' efforts to turn the election into a choice between the president and Romney, even if it involves mischaracterizing elements of Romney's background – or inserting policy details that don’t exist -- that the GOP candidate won't define for himself.

Senate Majority Leader Harry Reid (D-NV) made an especially specious claim in that vein when he told the Huffington Post this week that a Bain investor -- who he did not name -- told him that Romney had paid no effective tax rate for a decade.

Fehrnstrom angrily condemned that suggestion during an appearance Thursday on Fox News, but there are no indications that the evidence Romney could offer to rebuff those charges will be publicly available anytime soon.

    Maybe he will. Who knows. We know that whatever the tax returns say, it will be turned into a negative by the Obama camp. Besides, aren't "progressives" all about change? The "change" would be to only release what is required by law.

    Hmmm...and Romney's father released 12 years of back taxes. McCain was old; he released those records to show that while he was old, he was also healthy. Romney is rich, he should relase the tax records to show that while he is rich, he is "honestly rich."

      Stone6 is correct on two points here.

      McCain was trying to counter arguments that his age represented a question of whether or not he was healthy enough to serve a full term. Obama on the other hand was considered relatively young and active for a presidential candidate, so very little concern over his health.

      On the issue of releasing the tax returns Romney is fighting against his own father who is quoted as stating that if someone wasn't willing to release 12 years of returns when running for office they are hiding something. This just makes Mitt look bad all around, as not only is he hiding his tax returns he's flying in the face of his own fathers logic.

              Yes...I think that if Romney released ten years of tax returns and they showed that he made tens of millions of dollars during that time and, legally, paid zero income taxes, it would cost him the election. After all of the recent banking and Wall Street scandals of people skirting the limits of the law for their personal advantage, yes, I think that would turn a large percentage of the independent vote against him.

                        This is in response to the Brookings Institute analysis showing that his tax plan cuts the taxes of those making $1.0 million + and increases taxes for incomes under $200K/yr.

                        It's a sort of "let me get back to you on that." Or, "don't call me, I'll call you."

                        The economic meltdown has emphasized the need for a paradigm shift in our domestic economic policies, from encouraging the movement of jobs off-shore, to a re-emphasis on American manufacturing and back to "goods" from "services." That will mean a deemphasis on an economy based on mass consumption, retailing and distribution.

                        That's OK...because it's not "black or white," and there will still be "adequate consumption," as the economy slowly recovers, which will require people to pay down past debt, build personal savings, and restore responsible and sound credit. But, that's a far cry from the type of economy Mitt earned his millions in at Bain.

                        Check his list of "successes." Most are big box mall retailers and/or franchises. An expertise that takes a good idea and makes it more efficient, to turn a greater profit. It's NOT innovating toward a "new paradigm," it's perfecting the old one. Giant difference.

                        Generals aren't the only people to tend to fight "the last war."

                        Fans of Romney and Bain like to list Domino's Pizza as a "success". I actually worked at one, in college, back in the late 80s - early 90s, and it just so happens that three of my friends and co-workers became franchisees. My former boss, who has owned his store since 1988, said he has made much less money since Bain took over, and the other franchisees, who have owned stores since the early to mid 90s, say the same.

                        The first thing Bain did was to add a fee for pizza delivery. What this effectively did was to take money from the driver's pockets, because people figure that if they are paying a fee for delivery, they don't need to tip, or don't need to tip as much. End result: Less money in the pockets of drivers, more money for Bain.

                        The second thing they did was change the commissary system into a for-corporate-profit enterprise. Previously, that system had operated as a co-op, and the yearly profits, such as they were, were split between the franchisees of a particular region. Bain started to funnel that money into their own pockets. My former boss said his biggest payday of the year used to be when he got the royalty check from the comissary. That was wiped out. Less money to the small businessman, more money to Bain.

                        The third thing they did was to begin nationwide marketing advertising very low prices. What this meant was a guy like my boss, who boosted his sales by running his food costs a little high and giving customers a better pizza with more toppings, had no choice but to conform to the restrictions of a $6.00 large pizza. Yes, he sold more pizzas, because the low price became the focus of national marketing...but every pizza he sold was cheaper, because he started to lose his long-time customers, who were used to getting a pie that had more actual food on it, and started getting more bargain hunters. He sold more food....which boosted the profits of the commissary (more money for Bain), but made less money selling that food. Sales and corporate profits went up....local profits went down. More money for Bain, less money for the small businessman.

                        This is defined as a successful Bain venture.

                        Later this month, in Tampa, Romney's going to give a speech where he will at some point declare himself the champion of the small businessman. I know at least four small businessmen who will simultaneously say "Bull@!$%#!" when that line is uttered.

Adelson, the Vegas casino mogul, who was along for the trip to Israel, falls loosely into that category, but is non-academic. I would not be surprised to learn that Adelson and the Israeli right-wing came up with Senor's statement about "Romney respecting an Israeli preemptive strike against Iranian nuclear development," which Romney had to "walk back" to "I respect the Israeli right to self-defense." Much more vague. Senor, who was the Bush spokesperson working for Bremer, in Baghdad, did his undergraduate work at the Hebrew University in Israel, before his MBA at Harvard.

                                                                    The problem Romney has is that he is not likeable- he is not unlikeable. He is just boring. He is a little condescending (which most wealthy are) but that is no big deal. He cannot identify with me and perhaps Obama. We are just in a financial spriral (mostly because real wages have not risen in 30 years) and he nor Obama know what to do about it and probably nothing can be done. We fought two wars without paying them and lowered taxes. Then we deregulated the financial industry so that the poor could buy homes and the banks and wall street wheels just took off on it. Romney has no cure for our problems. If his idea of lower taxes, fewer regulations and no unions was any solution we would have had people celebrating instead of jumping out of windows in 1927. He and the president don't deserve to be in office but one of them doubtless will be.

                                                                            This is media hypocrisy at it's best. Pelosi and Reid took the Senate and House in 2006 by simply uttering they have a plan to fix things. That was it. No questions asked no details given.

                                                                            Obama ran against someone who wasn't even the race, and gave zero details to his thorough economic plan and foreign policies. He just again stated he had some.

                                                                            Romney gives point by point details about his plans and it is not enough. They need more details.

                                                                            have you read his 59 point plan- what are the details? Obama actually gave quite a few specifics. He ran on health care, getting out of Iraq, the "good war" in afghanistan(remember he did expand and now wants out). But who the heck predicted the great recession caused by bank insolvancy.

Oh, he also released I believe 4 or 6 years of tax records which had been the standard prior to 2008 when Mccain released two.                                                                             The big problem is that Romney says that he left Bain Capital in February, 1999. His 2000 to 2002 tax returns are loaded with income and expenses from Bain Capital. He can not release those tax returns.

                                                                              Could be... or worse, an amended return filed in either 2008 or 2009, showing additional income from a Swiss bank account (since closed), paying additional back taxes and penalties, based on an IRS immunity from prosecution program. The IRS was, in fact, running such a program for some 50,000 Americans, who held illegal accounts in the United Bank of Switzerland. As part of the settlement, the bank admitted guilt and agreed to release 5,000 of the names. On the IRS side, they agreed that if the account holders came forward, before the release of the names, and admitted guilt and filed amended returns, they would not prosecute the account holders or release their names.

                                                                              I believe, the Romney campaign has admitted to a Swiss bank account closed, in that time frame, "to avoid political embarrassment."

                                                                              Even with the grant of immunity, I would think that admission of purposeful tax evasion would cost him the election and pose an interesting question over eligibility to run for office, having been an "admitted felon."

                                                                              Aside from that possibility, I fail to see how anyone who'd made some $250 million in investment banking, in this anti-bank environment, could expect to be electedf without complete transparency on his taxes.

                                                                                    I'd be careful if I were those supporting Romney's campaign either as a caller or office manager.

                                                                                    What I see happening is Romney putting forth his best effort to become President of the United States but since he is really not qualified to be President he would conduct the following practices that he has done since his being a CEO at Bain Capital.

                                                                                    1.First create a large finance campaign structure employing millions that he can say that he created jobs for calling for donations from American citizens to fund his presidential campaign.

                                                                                    2.Once the campaign finances had been established Romney would have a base of followers to supply him with money as the Tea Parts ramps up their hate and conspiracies against President Obama thus trying to force Americans onto the side of Romney through the Tea Parties actions.

                                                                                    3.If Romney loses the campaign he will bankrupt his own campaign finances causing those that supported him to lose their jobs while he sells off the assets of the facilities that he used to finance his campaign operations thus making a large profit like he did when he purchased the companies that he did and then purposely bankrupted them causing Americans to lose their jobs and making away with over 92 million dollars.

                                                                                    4.If Romney win the campaign (not likely at all) he will invest American tax dollars to buy up companies that are making a profit and then bankrupt them to make a large profit like he has while he was the CEO at Bain Capital. Where Romney's only goal is shut down companies sell the assets of the company and move his operation overeas to China where he can establish his own kingdom over the Chinese where because of the majority of the Chinese population being woman he could impart Mormonism on the Chinese to by giving the woman of China the same power and control that is present in Mormonism, many females breeding from one male, to effectively make Romney a king in China but nothing more than a politician here in America.

                                                                                    5.We also need to look see if the money that Romney used to purchase the companies that he purposely bankrupted came from sources dealing with tax collection where he while as the Governor of Massachusetts used tax dollars in the appropriation of companies that he then bankrupted for his own money gain. If it can be proven that he did in fact use tax payers money to bankrupt such companies only for his own monetary gain then he can be brought up on numerous charges.

But when Bain bankrupted the companies that the investors had invested their money in the Swordfish companies also went under where the money that was invested was then taken by Romney and Bain and transfered to Swiss Banks Accounts do their illegal activities could not be discovered.

                                                                                    I can describe Mitt Romney’s tax policy promises in two words: mathematically impossible.

                                                                                    Those aren’t my words. They’re the words of the nonpartisanTax Policy Center, which has conducted the most comprehensiveanalysis to date of Romney’s tax plan and which bent over backward to make his promises add up. They’re perhaps the two most important words that have been written during this U.S. presidential election.

                                                                                    If you were to distill the presumptive Republican nominee’s campaign to a few sentences, you could hardly do better than this statement of purpose from the speech Romney delivered inDetroit, outlining his plan for the economy: “I believe the American people are ready for real leadership. I believe they deserve a bold, conservative plan for reform and economic growth. Unlike President Obama, I actually have one -- and I’m not afraid to put it on the table.”

                                                                                    The truth is that Romney is afraid to put his plan on the table. He has promised to reduce the deficit, but refused to identify the spending he would cut. He has promised to reform the tax code, but refused to identify the deductions and loopholes he would eliminate. The only thing he has put on the table is dessert: a promise to cut marginal tax rates by 20 percent across the board and to do so without raising the deficit or reducing the taxes paid by the top 1 percent.

                                                                                    The Tax Policy Center took Romney at his word. They also did what he hasn’t done: They put his plan on the table.

                                                                                    To help Romney, the center did so under the most favorable conditions, which also happen to be wildly unrealistic. The analysts assumed that any cuts to deductions or loopholes would begin with top earners, and that no one earning less than $200,000 would have their deductions reduced until all those earning more than $200,000 had lost all of their deductions and tax preferences first. They assumed, as Romney has promised, that the reforms would spare the portions of the tax code that privilege saving and investment. They even ran a simulation in which they used a model developed, in part, by Greg Mankiw, one of Romney’s economic advisers, that posits “implausibly large growth effects” from tax cuts.

                                                                                    The numbers never worked out. No matter how hard the Tax Policy Center labored to make Romney’s promises add up, every simulation ended the same way: with a tax increase on the middle class. The tax cuts Romney is offering to the rich are simply larger than the size of the (non-investment) deductions and loopholes that exist for the rich. That’s why it’s“mathematically impossible” for Romney’s plan to produce anything but a tax increase on the middle class.

                                                                                    The Romney campaign offered two responses to the Tax Policy Center’s analysis, one more misleading than the other.

                                                                                    First, the campaign called the analysis “just another biased study from a former Obama staffer.” That jab refers to Adam Looney, one of the study’s three co-authors, who served in a staff role on the White House Council of Economic Advisersunder President Barack Obama. But the Tax Policy Center is directed by Donald Marron, who was one of the principals onGeorge W. Bush’s Council of Economic Advisers. Calling the Tax Policy Center biased simply isn’t credible -- a point underscored by the fact that the Romney campaign referred to the group’s work as “objective, third-party analysis” during the primary campaign.

                                                                                    Then the Romney campaign said, “The study ignores the positive benefits to economic growth from both the corporate tax plan and the deficit reduction called for in the Romney plan.”There’s a reason the study ignores those “positive benefits”:Romney has called for a revenue-neutral corporate tax plan that brings the rate down from 35 percent to 25 percent while also promising to balance the budget. He has not said how he will achieve either goal. Until he does, those positive benefits --if they exist -- are impossible to calculate.

                                                                                    Thank you, Dan for that very enlightening post. Of course, the Republicans and tea party folks on here will completely disavow it stating that the report is completely biased against their candidate, as Republican pundits are already doing. First the Tax Policy Center was great, until it wasn't. The report didn't favor Romney or his plan in a favorable light so of course the report is filled with lies.
