Ethics committee finds Democrat 'violated' the law, fined for misconduct

 

The House Ethics Committee has unanimously concluded that House member, California Democrat Laura Richardson, was found to have "violated" the law and was fined $10,000 for misconduct.

Richardson, who is seeking another term in November, was accused of pressuring staffers to work for her campaign. The committee said it had "substantial reason to believe that Representative Laura Richardson violated the Purpose Law...." This will trigger a floor vote to sanction her. 

As part of an agreement with the committee, Richardson admitted to all seven counts of allegations against her.

The Ethics Committee established an investigative subcommittee in November of last year to investigate her use of official staff for campaign purposes, which is against House rules. Staffers in many offices leave the congressional office to work for campaigns, but working for both is not permitted.

The committee said in a statement that she was "improperly using House resources for campaign, personal, and nonofficial purposes; by requiring or compelling her official staff to perform campaign work."

The committee also found she obstructed the investigation by the Ethics Committee through "the alteration or destruction of evidence, the deliberate failure to produce documents responsive to requests for information and a subpoena, and attempting to influence the testimony of witnesses."

The fine must be paid no later than Dec. 1, 2012. The committee also strongly discouraged Richardson from permitting any of her official staff to perform work on her campaign -- either on a paid or volunteer basis.

If she violated the rules, she deserves the result. While I do not condone her actions, it seems to me that Issa should spend more time investigating some of his own side, including himself.

imnotlost, do you have proof it was the WH? Whenever I see one side pointing their fingers and squealing especially during an election year, it makes me wonder. Michele Bachmann and many republicans as well as democrats are on the Intelligence Committees; everybody knows Congress leaks like a sieve, always has.

Mitt Romney revealed he went to MI-6 while in London, he revealed classified information; where's the outrage that Mitt "leaked".

I find it interesting that GOPers are upset about information regarding Iran and our efforts to delay their nuclear program. I hate to break it to people but I read about those efforts in 2008, in a book released during the campaign and prior to President Obama's election.

    Because the Republican Party allowed one of the biggest crooks to be their presidential candidate: Newt Gingrich. Not only was he not punished, he was -at some point - the Republican presidential candidate darling.

    The Gingrich case was extraordinarily complex, intensely partisan, and driven in no small way by a personal vendetta on the part of one of Gingrich's former political opponents.

    The bottom line is, Gingrich acted properly and violated no laws. There was no tax fraud scheme. Of course, by that time, Gingrich was out of office, widely presumed to be guilty of something, and his career in politics was seemingly over.

    The alleged course that Newt taught was initially approved by the Ethics Committee. Newt was never even paid for the course. I just find it odd that the Ethics Committee turned around and slammed Newt with a $300,000 penalty for something that they had approved! Don't you?

    We all know the only reason that Rep. David Bonior and other Democrats filed 75 ethics charges against Gingrich in the first place is because Newt filed and forced former Democrat Speaker Jim Wright to resign in 1988. Of course the Liberals always forget about good ole Jimmy Wright don't they. Or more embarrassingly they never even knew it happened.

    Back in January 1997, the day after special counsel James M. Cole presented his damning report to the Ethics Committee, the Washington Post's front-page banner headline was "Gingrich Actions 'Intentional' or 'Reckless'; Counsel Concludes That Speaker's Course Funding Was 'Clear Violation' of Tax Laws." That same day, the New York Times ran eleven stories on the Gingrich matter, four of them on the front page (one inside story was headlined, "Report Describes How Gingrich Used Taxpayers' Money for Partisan Politics"). On television, Dan Rather began the CBS Evening News by telling viewers that "only now is the evidence of Newt Gingrich's ethics violations and tax problems being disclosed in detail." Yes, the same Liberal Dan Rather who later left CBS in shame about his forgeries during "Rathergate".

    The story was much different when Gingrich was exonerated. The Washington Post ran a brief story on page five. The Times ran an equally brief story on page 23. And the evening newscasts of CBS, NBC, and ABC, which together had devoted hours of coverage to the question of Gingrich's ethics, did not report the story at all. Not a word.

    CBS, NBC and ABC never reported on Holder's letter to the 5th Circuit responding to its demand that he justify Obama's statement the it was "unprecedented" for the Supreme Court to over rule an Act of Congress by declaring it unconstitutional. You remember she used her official position to set up a meeting with Treasury officials to ask for a loan for a failing bank when her husband owned $350,000 in stock that would have been worthless if the bank went under. Its been two years since the Ethics committee decided to pursue charges and zip, zero, nada nothing since then.

          Article 2 section 4 of the US Constitution says, "The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery,
          or other high Crimes and Misdemeanors."

          In many states, convicted criminals lose credibility in the courtroom (their testimony is suspect) and even lose their right to vote for awhile. Why do these civil officers who get convicted of crimes still have their jobs? The Constitution says they should be impeached for committing crimes that are made worse because of the high position they hold. If we can't trust them to obey the law in lesser things, how can we trust them to obey the law in the greater things their official duties demand? I don't care if they're Republican, Democrat, or whatever, if they have been convicted of breaking the law while in office, they should no longer be allowed to hold a public office. Just like if a priest, or a boss has abused his authority, he should no longer be able to hold his position of authority.

          Obama had the "Birthers" hounding him, now Romney has the "Taxers" hounding him (I wonder if they will be seen as the same type of "conspiracy loonies" that the "Birthers" were?).

                  I am a Republican, I believe President Barack Milhous Obama to be the worst president we have had since Nixon and Carter (on another matter Obama smiles like Carter and lies like Nixon but I digress), and look forward to total victory in November.

                  However, I don't see the big deal in the Congresswoman pressuring staffers to work on her campaign. This has to be a House Rule initiated during Nixon's time when all in Congress were overreaching and trying to outdo one another with new and better Houses Rules re: trust in govt.

                  We have bigger fish to fry - like getting Barack to a negotiating table on deficit reduction and jobs creation which he will not do - he's too lazy. He would rather let Harry do it and when nothing happens just blame Congress. So he'll try the do-nothing Congress BS made famous by Truman in '48 which was also BS though it got good press for him.

                      Their targeting the Democratic party for unsanctioned use of staff in order to help run a campaign? Republicans have used personel staff in order to help take donations for their campaigns.

                      If a staffer "HANDLES" a letter that is directly related to a campaign by a senator, then i'm going to have to say then that the staffer is helping with the campaign. If a single letter for campaigning enters the Senate House, then it is duelly noted, by the United States Postal Service, that the campaigning is taking place within the house.

                      Therefor, nearly every single sitting Senator, should be labeled a lawbreaker, and be investigated also.

                      Chatty Kaye sounds like an idiot bleeding heart liberal ~ if a democrat does something illegal it must be because a republican made them do it so they are to blame not the actual crook who committed the crime. I wish we could run the congress and senate and the rest of the government like a private company as these people would all be fires as they should be ~ Hope for Change in 2013 ~
