House Republicans will allow a vote next week on the Democrats' bill to extend the expiring Bush tax cuts for households earning less than $250,000, House Speaker John Boehner (R-OH) announced Thursday.
Boehner said that Republicans were "more than happy" to bring to a vote the Democratic bill, which passed through the Senate on Wednesday in a narrow 51-48 vote.
The Democratic legislation extends the tax rates established by the President George W. Bush in 2001 and 2003 (referred to by many as the “Bush tax cuts”) for only those households making $250,000 or less; tax rates for the highest income group would be allowed to spring back to their rate at the beginning of 2001.
Republicans will couple a vote on their own tax bill, which would extend the rates across the board for another calendar year, with the Democratic bill. These tax cuts were first set to expire at the end of 2009, but President Obama agreed with Republicans on legislation to extend the rates for another two years.
"If our Democrat colleagues want to offer the president's plan or the Senate Democrats' plan, we're more than happy to give them a vote," Boehner said.
Republicans are eager to allow a vote because the Democratic legislation is expected to fail in the GOP-led House. The Republican bill will likely pass, though neither bill will likely advance to the president's desk. Rather, both votes are largely for show and intended to put the other side's lawmakers on the record on taxes.
The battle over extending current tax rates equals nothing more than a common messaging war that both sides are happy to fight leading up to November's elections. Republicans want to be able to paint Democrats as trying to raise taxes on small business owners, while Democrats argue that Republicans want to give tax breaks to the richest Americans.
“The only thing standing in the way of a middle income tax cut is the House Republicans,” House Minority Leader Nancy Pelosi (D-CA) told reporters today, “The Republicans want to spend hundreds of billions on an extra tax cut for people making over $250,000 a year.”
Obama echoed that call today, telling reporters that “the only thing that is going to prevent the vast majority of Americans from not seeing a tax increase next year is if the House doesn't act.” Obama said that he and his cabinet members will continue to make that point in the coming days.
Both sides have conceded privately that this is a fight that will likely go down to the wire, when the Bush tax cuts are scheduled to expire on January 1, 2013. In the weeks before that deadline, Congress will need to address a number of issues that, taken together, have been deemed the “fiscal cliff” because of the potentially devastating consequences they could have on the economy if Congress does not act.
In addition to addressing the scheduled expiration of the Bush tax cuts, Congress needs to reallocate automatic cuts scheduled to take effect as a result of the deficit Supercommittee’s failure last year. Because of their failure, automatic cuts to defense and non-defense agencies could result in an estimated 2 million jobs lost in 2013, a potentially massive blow to an already struggling economy.
In a speech at the Brookings Institution last week, Sen. Patty Murray (D-WA) threatened to use the extension of the tax rates as a bargaining chip going into year-end negotiations, which will also include the expiration of the payroll tax cut, as well as a fight over funding the government and raising the debt ceiling.
Murray says she could see a scenario in which Democrats allow all the tax cuts to expire, in an effort to put Republicans' feet to the fire so that they raise revenue to address the nation’s deficit.
“If middle-class families start seeing more money coming out of their paychecks next year — are Republicans really going to stand up and fight for new tax cuts for the rich?,” Murray said in the speech, “Are they going to continue opposing the Democrats’ middle-class tax cut once the slate has been wiped clean?”

On your SS point - if you do take the cap off, does that mean that those that contribute will be able to collect an amount comparable to what they put in?? Right now it seems that at 66 the max payout is about $2,513 per month. If you raise the the contribution so that a person will continue to pay it on earnings over the current $110,100 then that person should be able to collect more. If not then that person is just subsidizing everybody else. This is not a government program, it is in fact a payment to you on what you have put in over the years i.e. forced savings sinto a government managed retirement program so you don't go on government welfare programs.

Both parties have had almost 4 years to get it al together..and they have not. I am for getting our jobs back..and no politican has addressed that issue..they have however made sure that those companies that leave and take jobs elsewhere get tax breaks for doing so...this includes all republicans along with most democrates. This country needs a change..but to do that all of congress has to be voted out and replaced with real people not millionaires who have no problems with accepting lobby money and doing the bidding of the large companies...and their wealthy benefactors. As for Romney..its interesting to me that he now speaks so highly of the USA but keeps his money elsewhere along with many other of the ultra wealthy.

Everyone wants more services but nobody wants to pay for it. The top 10% already pay 70% of the federal income taxes - why not just make them pay 100%, and let the other 90% get the government services free of charge - and then see how many of the businesses are left in business and able to hire workers.

What matters is what those bills contain when both houses of Congress get through debating and amending them to their liking - that's the Legislative Process', but Harry Reid is not even allowing them to take the first step - yet he hypocritically calls this a 'do nothing Congress', when it's HE that is refusing to allow anything to be done.

The bigger the Middle Class the better the society - when the Middle Class grow in size and wealth, they buy a house (or two) and have bi-weekly paychecks which are both easy to tax - thus more tax revenue for society to pave more roads, for example.
When Mitt the Vulture and his fellow vultures get money, they move their wealth to tax havens outside of the US to avoid paying taxes.
But Boner the Speaker wants to screw the middle class.
I find it curious that some refer to a " tax cut " , There is NO tax cut available here, with either sides plan! The only two possibilities are ' Status Quo' or an increase in taxes. The Republicans propose "Status Quo' , the Democrats a tax increase, if neither plan is adopted a HUGH tax increase!
What's not understandable here is the Progressives insistance on a tax increase! Obama is clearly a believer in the Macroeconomic Theory. It 's primary founder , John Keynes even expressed the FACT that it was a bad idea to raise taxes in this kind of economic environment !

how Bush cuts worked .... in effect as of May 2003. Increased revenues higher than inflation. Deficits went from the 400 billions in 2004, the 300's in 2005, the 200's in 2006, 160 Billion in 2007.
Cap gains revenue DOUBLED in 3 years.

Why would people unaffected get so irate over people getting a tax cut they don't need? 80% of the Bush tax cut went to the top 10% in income despite the stated effect being to stimulate the economy. What sense does it make to give most of the money to people who won't spend it?

But the rub is that their 'Jobs' bills are really telling the truth. The GOP plan for your unemployment problem is allowing products to be less safe, your workplace less safe, your lower wages, less benefits, more pollution, more dependence on fossil fuels (without any affect on energy prices), NO to infrastructure, cuts in College and education in general, letting wall street get away with gambling again. No healtcare alternative, less women's healthcare .

Your numbers are just LITTLE skewed ! The " Bush Tax Cuts " were rated by the CBO at $4.3 Trillion. Even the Progressives state that of that $700 Billion went to the top earners, that leaves $3.3 Trillion, given that 49.6% of wage earners pay no income taxes, that $3.3 Trillion was spread over the 45% of us who do pay income taxes, seems we recieved the best end of that deal !

What it really comes to is that until we completely scrap the tax code no one will ever really pay their fair share. So until the tax code that was developed by DEMOCRATS and REPUBlICANS those that have the means to use the loopholes that were put in the tax code by both DEMS and REPUBS will continue to do so and those that only get the barest of deductions will continue to do so. When everyone can drop their ideologies and think for the good of everyone not just for their little group, then we will be able to bring out the ideas that will benefit all Americans

Offer up a separate bill for the extension for the rich. Make how each voted public and let the chips fall where they may. They are too sneaky, however and Boehner is afraid that he won't be able to blame the Democrats if the tax cuts aren't extended and will take credit if they are. Why not have his cake and eat it too.

Obama has admitted that letting the tax cuts for those over $200K single, $250K couple would only raise enough to run the government for about 8 days. Obama also admits it is all about the election and says it's about so called "fairness", which to the democrats is class warfare.
Either let them all expire or extend them all for at least 2 years, and then revise the damn tax codes during this time. Keep doing one year extensions does nothing for the economy or peoples confidence in the government.

Anyone willing to make a bet: I say the Bush/Obama tax cuts will be extended for another year. It will be a political issue up to election time and after the election they will be extended again. Neither party wants to see this political football go away before the election.

Why is there so much concern from the left about the tax increases on the so called 1% when it is well known the amount of revenue is drop in the bucket. Even Obama admits is only about "fairness" and not raising revenue.

The 1% have a combined net worth equal to the bottom 90%. If taxing them wouldn't raise enough to make a difference nothing will. Romney states his proposal to cut the top rate from 35% to 25% would cost 5 trillion over 10 years. If that's the case just making them pay 35% instead of 14.5% would make a huge difference.

Actually the left presents all kinds of valid concerns as to why Romney shouldn't be president, while those on the right never try to defend Romney they just spew their hatred of Obama. I've seen dozens of people post about Romney's so called blind trust, his Caymans shell company advertising for foreign investors to avoid U.S. taxes and post after post linking proof that Romney was in control of Bain years after he says's he left. Larry - What valid concerns have the left presented as to why Romney shouldn't be President? Refuses to release more than 2 yrs of tax returns is one of the biggest complaints from the left. Oh, the left wing nuts like to complain that Romney is Rich and takes advantage of the tax codes.
I don't know if Romney will be any better, but I do know that Obama has not done the job and is not up to what it takes to do the job. Obama himself said that if he couldn't turn it around in three and a half years he didn't deserve another term. Obama and his administration has been the most divisive Administration by constantly playing the blame game, the race card, the class warfare, and war on women.
Who gives a damn how or what Romney got or does with his money. Only the lame brain left who wouldn't vote for him anyway, even if he released 20 yrs of tax records. Obama had his chance and blew it, now let's give Romney a chance and if he can't produce we will throw him out in the next election, just like we did with the Republican congress in 2008 and the Democratic congress in 2010 (except for the Senate which we will take over after this years election).

Typical GOP posturing, simply pandering to the Faithful. Most, if not all small business owners in the US are not individuals who have over 250K of adjusted taxable income.
Think about it.To the average worker earning minimum wage, 250K a year is unimaginable riches. The GOP is doing nothing but attempting to continue its "redistribution" of wealth to the top 2%, who has had over 25 years of lower taxes which have subsidized their accumulations of wealth with federal deficits which will now have to be paid down by the American tax paying public. In the 60s, the top tax rates were over 60%. Compare that to the current rates which the GOP has continually brought down, under the guise of "creating jobs". Despite their claims, and massive tax cuts, neither of the Bushes, or Reagan were successful in creating jobs. We all know the result of Bush II's administration, and the economic meltdown which resulted.
Now Romney, Ryan, and Boehner are once again making the same pitch, create jobs with tax cuts for job creators, and more deregulation, exactly what Bush II used to destroy our economy. Only now, they want to throw in massive across the board Federal spending cuts, which with resulting layoffs of Federal, State, and local workers. In other words, creation of a new GOP recession. Even today,most experts agree that the public sector layoffs of by States with GOP Governors has slowed our recovery, and increased our unemployment rate by a full percentage point more than it would have been had those same Governors been more circumspect in their layoff policies. Instead, with their layoffs, the private sector followed suit, knowing that less money in circulation from Public sector layoffs would result in reduced sales.

The pity is we are so busy bashing the other party we don't hold our own accountable. Just think about it. There are smart people on both sides of the aisles, yet neither side will cross over and we as individuals allow it to happen by not using our brain. Romney's mistakes are unknown because he hides all the records on what he claims are his biggest 3 accomplishments: He has hidden his e-mails and electronic files while Mass governor by getting rid of hard drives on PCs, he has failed to release his income taxes except for 2 years of partial records, he has lied about his 1999 termination date at Bain Capitol, and the electronic records at his Olympics have been deleted. Is there not a pattern here and a lot of smoke for there to be no fire. Romney is at the very least concerned about info he does not want made public.
Folks that have an IQ above 80 should want to know why and at least be suspicious of his glaring lack of transparentcy on his main qualifications for the Presidentcy..

It's alright with me if my tax cuts expire. The money the IRS collects would help to pay down the deficit. Even better, it would force the rich to pay a little more to the country that made them rich. More than anyone else, they have benefitted from this country's free enterprise system. In return, they don't want to give anything back to the country. They offshore their money rather than investing in this country. They outsource the jobs rather than recognizing that this country needs jobs, too. Will they go broke and need food stamps and be reduced to living on $10 an hour? I doubt it. They won't even notice the difference. But they have been happy to reduce American families to that level so that they can hoard another million or so in their offshore accounts.
