NBC's Brian Williams spoke with Republican presidential candidate Mitt Romney on a wide range of topics including the Olympics, gun control, education, taxes and religion.
LONDON-- Mitt Romney said Wednesday that more restrictive gun laws would likely not have prevented last week's deadly mass shooting at a Colorado Cineplex, and argued that it would take Americans changing their hearts, not their legislation, to prevent similar future attacks.
"Political implications, legal implications are something which will be sorted out down the road," Romney told NBC's Brian Williams during an exclusive interview here in London. "But I don't happen to believe that America needs new gun laws. A lot of what this young man did was clearly against the law. But the fact that it was against the law did not prevent it from happening."
Romney, who enacted an assault weapons ban as governor of Massachusetts (with the support of a Democratic legislature) would not say whether he still believes that weapons like the AR-15 assault rifle used in the Colorado shooting were "instruments of destruction with the sole purpose of hunting down and killing people," as he described them during the bill signing ceremony in 2002.
When Williams followed up later in the interview on the Aurora attack, Romney argued that it would take a change in heart, not laws, to stop future violence.
"Well, this person shouldn't have had any kind of weapons and bombs and other devices and it was illegal for him to have many of those things already. But he had them," Romney said, although the guns used in the shooting were all purchased legally.
"And so we can sometimes hope that just changing the law will make all bad things go away. It won't. Changing the heart of the American people may well be what's essential, to improve the lots of the American people."

Romney used the interview to shore up several policy and strategic positions laid out by his campaign in recent weeks, reiterating that he would only release two years of tax returns so as not to provide fodder for Democratic operatives to " twist and distort and to turn in different directions and try and make a big deal out of." He also repeated the major planks of his economic plan, which he says differentiates him from the last Republican president, George W. Bush.
Williams also asked the candidate about controversial comments on the front page of a British newspaper, reportedly given by an unnamed Romney adviser, who called President Barack Obama a "novice" in foreign affairs, and said the Democrat did not fully value the "Anglo-Saxon" nature of the relationship between the United States and the United Kingdom.
“We are part of an Anglo-Saxon heritage, and he feels that the special relationship is special. The White House didn’t fully appreciate the shared history we have,” the adviser is quoted telling the Daily Telegraph.
Earlier today, Romney spokesperson Andrea Saul flatly denied the comments came from anyone inside the Romney camp, or that those views were shared by the former Massachusetts governor. Romney said he was generally "not enthusiastic" about adopting the comments of unnamed advisers in newspaper stories, and pointed out he gets "advice" every day along rope lines and on the street.
“But I can tell you that we have a very special relationship between the United States and Great Britain," Romney said. "It goes back to our very beginnings, cultural … and historical. But I also believe the president understands that. So I don't know agree with whoever that advisor might be. But do agree that we have a very common bond between ourselves and Great Britain."
When it comes to selecting a vice presidential nominee to join him on the Republican ticket, Romney told Williams he has still not made a final decision, and confirmed that he would not be announcing his pick until at least next week, after he returns from his week-long trip abroad.
"While I'm overseas, I'm not gonna announce my vice presidential running mate. But when the decision is made, I'll make that announcement. It's not made yet," Romney said. "I can't tell you when it's gonna be. That's … that's something which we'll decide down the road."
This visit was timed to coincide with the opening ceremonies of the 2012 Olympics, where Ann Romney’s horse, Rafalca, is competing in the equestrian sport of dressage. Will the presumptive GOP nominee be cheering it on?
"I have to tell you, this is Ann's sport. I'm not even sure which day the sport goes on," Romney said. "She will get the chance to see it, I will not be watching the event. I hope her horse does well. But just the honor of being here and representing our country and seeing the other Olympians is something which I'm sure the people that are associated with this are looking forward to."

Laws did not stop people from drinking during the 20s and have not stopped people from smoking pot today. I will admit this upfront. I would love to own a fully operational 1920 Thompson sub machine gun. I have no desire to kill anyone but firing an automatic weapon like that has to a kick. The people who have fully automatic weapons today only intend to kill. Their sale should be restricted to gun ranges with trained staff. Let people like my get the feel with out hurting anyone. Willard says the guy bought the guns ILLEGALLY, even though everything was purchased LEGALLY. I think Mittens is out of touch with the reality of what happened. At the time the shooter bought the guns he was a normal law-abiding citizen. It wasn't until he shot someone that he became a criminal. Changing the law to make it illegal to purchase specific types of guns might have slowed him down, but I doubt it given the bombs he was also making (using legal products).

Romney makes the same kind of criticism about sensible gun laws as does the NRA .... that if a proposal such as making assault weapons and large capacity clips less available or makes background checks more effective is not perfect, then it is not worth pursuing. Of course "bad things" will still happen even if we enact reasonable gun legislation, but it would be good if we could, as a nation, take some steps to reduce the number of those "bad things."
Home ownership of assault weapons is unnecessary.
Large arsenals of weapons are unnecessary.
Longer waiting periods while effective background checks are conducted are reasonable.
Incredibly weak gun laws such as those in Arizona which allow people to buy a dozen or more assault weapons every day and not ever account for the disposition of those guns are absurd.
Requiring significant training prior to issuance of a concealed carry permit is reasonable.
We can make the country safer while retaining Second Amendment rights, but the NRA is not likely to cooperate in that objective.

Stricter gun laws will not prevent violent crimes. Did you hear about the 19 people in Toronto Canada who were shot? Canada’s gun law prohibit the transporting of a handgun without permission from the government first, so when you leave your house you make a call to them and when you arrive you call them and when you leave to return home you call them. Not sure but I don’t think stricter gun laws can be handed out without causing an uprising. If you even place restricting on certain gun types all you are doing is enabling illegal gun trafficking and let’s face it, if our current government is already smuggling guns illegally into the hands of murderers how affective will that law be? I am for some gun laws and registering guns that are not your typical hunting rifle or hand gun but to force everyone to subject themselves to ridiculous rules is not going to happen. I think that people who have committed violent crimes or who have committed a crime with a gun should lose the right to bear arms, with the exception of a water gun. Romney hit the nail on the head, legislation will never change the way guns are used what we need is a change of heart. The sad thing is it is a small percentage of people who have a gun who use them criminally that will never change even with stricter gun laws, the only people who will be affected by stricter gun laws are the law abiding ones. Brad, don't compare automobiles to firearms. A car is a mode of transportation. Very necessary for nearly all of us. A gun is a weapon in which the intent is to kill or disable the intended target. And I don't know where you're from, but where I live, drunk driving is a very serious crime with devastating results if said offender is convicted. Trust me, I've known quite a few people who've been caught behind the wheel over the limit. You don't just get a slap on the wrist for it.

Rob, your fatuous argument fails when you examine the numbers. Well over twenty years ago laws were enacted that lowered the threshold of blood alcohol that would qualify a person as a drunk driver. At the same time, penalties were greatly increased making a drunk driving conviction a genuine burden. Consequently, deaths attributed to drunk drivers plummeted. Check the stats.
But you make an excellent case for raising the penalties for improper handling, ownership, and secure storage of firearms. Good idea.

I routinely buy a large amount of rounds when the gun show comes around and I can get cheap ammo. I like to have at least 5000 rounds of 9mm, 1k of 5.56, and an assortment of .44, .22 and of course shot gun shells.
I also like to play with large clips while sooting stuff in the desert. Its fun and totally legal.
Now, pay attention and know that the 100 round drum FAILED, like high capacity clips almost always do.

Bottom line, as with Giffords shooting, a skilled gunman with two 10 round clips would be just as effective as some monkey with a AR and Big clip. And no jams.

Personally, I like the comparison between automobiles and firearms. To operate a motor vehicle, one has to pass stringent tests that ensures a person knows how to operate it as well as have a comprehensive understanding of the local and state laws that concern automobiles and their operation. Furthermore, when drivers licenses expire, the individual frequently is re-tested to ensure he or she is still informed of the current laws and rules concerning motor vehicle operation. The same strict licensing procedure should be applied to gun owners, as well. As a prerequisite to owning a weapon, a person should go through comprehensive training courses and then they should undergo a difficult testing process to ensure the individual is knowledgeable about the handling, operation, and secure storage of their weapons as well as having a full understanding of local, state, and federal firearms laws. Once the person is licensed, they should be re-tested on a regular basis to make sure the person remains educated on the proper rules and regulations surrounding gun ownership and operation. It just makes sense.

In the state of PA you can not legally purchase a fully automatic gun, rifle. People still get shot with them, so apparently the people that own them are getting them somewhere. Therefore; I really don't think changing gun laws will make much of a difference. If someone wants to be a criminal they will, regardless of the laws. I own lots of guns and it actually makes me feel safer that I have them in case someone does try to rob or terrorize my family. I have a way to fight back against there guns.
This is to inpennsylvania. It is common knowledge that the only ones that are legally able to purchase and use fully automatic guns are licensed and controlled FFL licenses. The ones that get out are 99.9% of the time are either modified semi automatic or are from ones that were stolen.

As for gun laws, we need strong national laws that cover all states. State laws, or the lack of them, do little to curb the violence. Here lies another irony--the religious right claims to be Christian, yet they believe gun violence is an acceptable thing--something that Jesus would like.
We talk about and think about the tax code as an "obligation" and give breaks to provide "incentives" except when we talk about the taxes on the Romney's of the world... then the tax is a "burden" and a tax cut is a "stimulus". Ridiculous.
A tax break on income used to invest in equipment or jobs is a reasonable incentive and worth every penny in lost tax revenue.
A tax break on the personal income of the rich is an incentive to take money OUT of business and OUT of this economy and INTO an off-shore bank account and is not only NOT worth it... it's a double hit to our economy!
The lower the top end tax the less it costs to create huge paydays for the CEOs and CFOs and CTOs and CMOs and COOs of the world... allow them to take it all in capital gains at 15% and you have the perfect "incentive".
Lowering taxes on the personal income of top corporate executives is tantamount to raising taxes on moneys reinvested in their company... because THAT is the choice we are affecting... to pay yourself or reinvest.
This whole narrative is out of control and it seems that we don't want to think hard enough to see through it.
The Romney's of the world will fight to the death for lower taxes at the top end. It allows them to gain wealth even in a recession while the middle class loses 40% of their net worth. It allows them huge paydays with very little tax consequence. It allows them to remove capital from businesses they either operate, own, or purchase regardless of their profitability... and ENCOURAGES them to do so. It wipes out long term decision making and long term investing.

No one said that enacting Gun laws -- or any sort of laws -- "will make the bad go away". This is not a perfect universe, and humans are not perfect, which is why laws are needed in the first place.

Now if we could only put together a well-regulated militia to protect us like the founding fathers wanted, then we wouldn't have to spend so much of out time worrying about the need for individuals to keep and bare arms. We definitely need more laws. The more the merrier for sure. Laws are good for society, and laws keep bad things from happening just by passing them. Last Saturday night I went to watch the DKR at an IMax theater in downtown Ft. Lauderdale when I saw two to three cops in the front doors. Actually they're well known for jamming, and if a couple of people had been carrying weapons instead of being sheep, maybe those 12 wouldn't have bit the dust.
As a gun owner and hunter I question that statement djrashn.
The shooter was in a darkened room, many people moving around in confusion, smoke/tear gas adding to the issue. No one in the audience would know if the shooter was alone once the shots started.
If additional guns were in the room in those environmental conditions I suspect that shots fired by the "defenders" would have increased the casualty rate. Plus the shooters may have started to fire at each other, thinking the "other guy" was associated with the shooter.
Police were on scene in less than two minutes. The correct action was to lay low, hide or get the heck out of there if possible. The assumption that a "defender" would get a clear shot and take out the shooter is seriously quesitonable.
Did you see the two black kids that came into the internet cafe a week or so ago? One had a gun, the other a bat.
Some old guy came over and shot their asses, and BAM they ran like little girls.

The internet cafe is not a valid comparison. The two fellas came in with intent to herd folks into a corner and rob them not kill. Plus the gun was broken and could not fire.
The room was well it, no smoke/tear gas and a clear line for fire (people were not running into the assailants' path. Significant difference in both situation and adversarial intent.

I have been involved and around hunters all my life I have never known one of them to wear a tactical vest while hunting rabbit, squirrel, quail, pheasant, turkey, or deer. I seriously worry about somebody who would feel that a helmet, groin protector, and tactical vest would be needed to hunt game or target shoot. I think that 40 oz is kicking in for you Spanky, Ha get your tactical gear on and sneak in the kitchen and see if you can kill another one pal.

Ya'll can second guess what would have or could have been done at that shooting in Colorado, .... but just like Spanky said, had I been in that movie and having permit to carry my .380, I think I'd have had no problem with at least one well aimed shot to his head. If you are going to permit and carry a gun, I think a huge percentage of these are ex-military and experienced shooters, would have known what to do. Just like the guy at the cafe. The guy, who was very calm, because of his prior experience, (who you can only assume was going to get rounded up and not shot excecution style once the punks got their money) took aim, squatted one time while discharging, and also shot while one of them had a hostage off to his right side. The hostage walked off the right right, not knowing exactly what was going on, but their life was saved by this guy, and all his shots appeared to be well placed, and no one else got hurt. You could tell he was experienced because of how calm he was and how deliberate is response was. My hat is off to this guy who could have possibly averted a massacre.
I don't advocate everyone try that, but anyone who has had any kind of military experience, or police training, whould have known exactly what to do.

This Colorado maniac purchased 10 gallons of gasoline to be part of his bomb that was setup as a trap. That excess amount of gas should have been regulated. Who needs more than a gallon of gasoline from the pump!!! We need to ban such high amount of gasoline purchases right away.
We tell the people that guns are banned and I know those hardened criminals will understand and comply and register their weapons the same day the announcement is made. And we should proudly put signs on our windows and front lawn indicating that we are anti-gun and you may not bring guns into our homes as we don't allow them here. The Cinemark theater where this attack happened had those signs and policies clearly posted. This one criminal must have been illiterate to have missed it. I know all criminals after seeing those signs would have known to leave their guns at home.
Sure federal buildings are well protected. But places like schools, churches and many other places where laws clearly state that guns are not allowed have never been targets of mass murders. If I was crazy and knew of places where guns are banned, that is the last place I would target knowing that my gun would cease to function as soon as I get there and wait for the police to come by after a few minutes.
Listen to people like Mayor Bloomberg. We should all become public officials and receive around the clock protection and have enough money to hire our own protection while taking guns out of only the law abiding citizens. His home address is proudly listed and people know that there are no guns there because he is against all guns.
When these public officials call for protection, the police are there 24/7. When they call 911, additional units are routed for high profile targets. I have not called myself or needed the protection, but I am sure if I called the police right now and request 24/7 protection, they will surely grant it to me as a simple taxpaying citizen. So I agree that these are the best people to lead for ban on guns from law-abiding citizens and ban ONLY for the law-abiding citizens.
Look to the rest of the world like peaceful UK with very strict gun laws. Your family is sitting peacefully at home and some thug comes in to rob you with a big knife. They know you don't have a gun. What is there to worry about?

Humans simply do not have the power to stop the deranged from doing deranged things.
Life is fragile, and the unexpected is not always a pleasant surprise. Sometimes it's a calamity- sometimes, a disaster.
It would be somewhat helpful if laws regarding those dangerously unstable- like Jared Loughner- were changed to protect society, rather than those too deranged to act in their own self interest- but I do not see that as applicable in this case. This young man seems to have spiraled out of control with no one the wiser. Do you think the solution is to attach minders to each and everyone of us- so no one can go quietly crazy?
I don't. I also don't see gun control laws stopping this massacre. In fact, had they been in place, making it impossible for him to get armed, he would have carried out this attack with a firebomb he built at his apartment- and there would have been even more deaths. Hundreds more.
Reality is often cruel. Reality in this case is that there are no laws that can be passed to prevent deranged individuals from causing mayhem. There is, literally, nothing to be done.

I realize I was being somewhat flip with Rational Thought about "let's just do away with laws entirely", but really - isn't that where this discussion is heading? Laws can't stop everything bad, so then why have any laws to begin with?
Take driving for example, since so many people like to argue that cars kill more people than guns do every year. I don't know the exact statistics, so I'm not going to argue if that's true or not. But let's suppose it is for the sake of discussion. Okay, I happen to like driving fast - and I think I'm a pretty safe and responsible driver. But because I realize that not everyone else on the roads is, I'm willing to adhere to speed restrictions because they make it safer for everyone. They don't prevent all accidents or deaths - but if they save even one life, aren't they worth it?
If we had better enforcement of the existing laws, wouldn't that save even more lives? What about stiffer penalties for those who break the laws? What about at least trying to improve our mental health laws? What about just trying to change the culture of violence in this country?
Look, I don't know what the answer is either. But I do know that just giving up isn't it.

Here is the problem Jo Anne the gun is concealed, nobody knows I have it until I get it out and then it is a little late, I would have just as soon have them change the law to say you can carry, but you can not conceal the fact that you have a weapon, then we would know who to keep an eye on. If somebody saw me and thought that goofy drunk bastard has a gun, they could get up and leave right then if they wished. As it stands now you have no idea until the bullets start flying. Those little signs that say no weapons allowed don't cut it, it's a damn shame you might have to walk through a metal detector just to feel safe when taking your kids out for an ice cream cone.

Interesting aside about metal detectors - several years ago, my friend's daughter came here for a visit and we went down to Washington D.C. for the day and got passes to sit in the Senate gallery. The foil-wrapped leftover half of a club sandwich from lunch she had in her purse apparently looked suspicious and they made her "check it" at the door. When we got inside, it was one of those times when nothing was happening and everyone was back at their offices except for whoever was presiding, the one guy who was speaking at the time, a handful of aides, and Bob Dole, who was lurking in the back - I'm still not sure why.....but at least he was saved from being attacked with a soggy half of a tomato and some wilted lettuce..... :)

Why is no one trying to get them banned? And yes, guns are designed to kill so why do auto deaths (not designed to kill) outnumber gun deaths? The tool used in any death is just that, a tool. It is the person using the object not the object itself.

Sorry Forrest, you need to Google "China knife violence" and "knife violence" in general. There are just a few examples of multiple killings without guns. If a person wants to kill or injure many, there are other ways to do it and no restriction or law will stop them. You can impose an outright ban on guns and will never stop the mass killings or just the individual killings. Thousands of gang bangers are underage and still manage to get weapons. Unfortunately, the current state of the world we live in, there are just bad people and outlawing everything will do nothing to curb it. Unfortunately, sad but true.
Yeah I could have flipped out in college and started poking people in the eye, but I don't think I could have killed 30 people like the V tech incident. There is really no need for assault type weapons or high capacity clips, for any legitimate purpose of hunting or sport shooting. As for as home defense there is nothing I own worth killing somebody over, if it was a matter of protecting my family I would choose my shotgun over any type of assault weapon or handgun.

The overall murder rate in England is 1.23 per hundred thousand people cpmpared to 4.8 for the U.S. That's almost 4 times as many. Clearly guns will never be banned here. I have to admit I am concerned about adding a comment to this discussion, having read the alleged comments made so far. But I will.
In the interview, Romney was asked a pretty direct question about his position on gun control, citing his previous statements. But Romney didn't really answer the question. Understandable in the political situation he is in.
What is not understandable is that the alleged reporter doing the interview let him get away with it. Even more amazing the alleged reporter is the main anchor of the newscast. No, he was more interested in promoting the interview than in actually getting answers or getting real information.
As a footnote, considering some of the comments made already, I am a long-time hunter with several guns. So, for those wishing to respond, talk about the point not side points about "gun control."
Yeah this is a frustrating thing I have been noticing more and more. I'm sure it has been this way for a while now, but I guess I'm just paying more attention.
There is a Piers Morgan interview of Bachmann, part of it at least, on youtube. He asks a question, in one or two instances he presses her to explain her position in more detail, but he doesn't press on certain things that are known falsehoods and he doesn't always ask logical follow ups to expose inconsistencies in rhetoric.
It is left up to the watcher to identify those moments. This isn't really useful if the watcher cannot identify the moment. It also doesn't do anything to plant the seeds that inconsistent rhetoric and flat out false claims will not be accepted as answers to legitimate questions on important issues.

If he doesn't answer the question asked, then repeating the question is just an ego trip by the interviewer and does not get any better answer.
Anyone who missed the first non-answer will not be enlightened by the second non-answer.
Any second, third and fourth non-answer devolves the interview from information-gathering into entertainment. Repeating questions already not answered only riles up both supporters of the interviewee (who scream attack-interview) and opponents of the interviewee (who love the taste of blood), while the independents simply tune out.

Forrest, china has strict gun laws and because they are such a closed society we will never know how many goofballs they have killing innocents. Really they don't need goofballs to do it when the government will do it instead. China is a place where one needs papers, like a passport, to cross town. The local Commisar needs to know where you are going, how are you getting there, who will be there, how and when will you return. If you deviate even one little bit you may get a knock on your door in the middle of the night where some big ugly guys with guns ask you some questions. Depending on how you answer their questions will depend on what happens to you next. At least it isn't N. Korea where it's worse.
