NBC News has obtained a list of talking points being distributed to the offices of House Republicans by Speaker John Boehner's (R-OH) office in preparation of the Supreme Court's ruling on the constitutionality of President Obama's health care law.
The list sheds some light on how Republicans plan to react in the event that the Supreme Court strikes down the entire law, or just pieces of it. According to a GOP aide, Speaker Boehner discussed these talking points during the GOP conference meeting this morning.
The talking points say that Republicans will not introduce a massive package to replace the entire law if the Supreme Court strikes it down, but instead will "enact common-sense, step-by-step reforms" in its place.
Republicans use the mantra "Repeal and Replace" when talking about Obama's health care law, but have yet to introduce any real legislation to take it's place in the event the law were to be struck down.
HIGHLIGHTS FROM THE TALKING POINTS:
- Unless the Court throws out the entire law, we need to repeal what is left of ObamaCare and enact common-sense, step-by-step reforms that protect Americans' access to the care they need, from the doctor they choose, at a lower cost.
- Republicans will not repeat the Democrats' mistakes. We won't rush to pass a massive bill the American people don't support.
FULL LIST OF TALKING POINTS:
TALKING POINTS: WHAT WILL REPUBLICANS DO IF THE U.S. SUPREME COURT STRIKES DOWN ALL OR PART OF THE PRESIDENT'S HEALTH CARE LAW?
· The president's health care law is making things worse -- driving up health costs and making it harder for small businesses to hire workers. The only way to change this is by repealing ObamaCare in its entirety.
· Unless the Court throws out the entire law, we need to repeal what is left of ObamaCare and enact common-sense, step-by-step reforms that protect Americans' access to the care they need, from the doctor they choose, at a lower cost.
· Republicans will not repeat the Democrats' mistakes. We won't rush to pass a massive bill the American people don't support.
· Health care coverage has become too expensive for too many people. The number-one health care concern of families and small business is the cost of health care, and Republicans' health care reforms will lower costs.
· Women make approximately 80 percent of the health care decisions made for their families. Republican health care reforms will ensure families and doctors make health care decisions -- not Washington.
· We want families to be able to make their own choices in health care, visit the doctor of their choosing, and receive the health care they and their doctor feel is best. Those decisions shouldn't be made by Washington.

Hey: the dems didn't read the bill--a take over of liberty--at least moving slowly and enacting new laws like being able to purchase health care in another state would be a great starter. Oh: Nebraska, what kick back did your senator receive and many of the other cronies involved who took and didn't read the bill. Sort of like a college student who uses someone else's paper to hand in and in not reading the paper gets caught because it is so controversial that the professor knows who wrote it: you know who wrote the health care bill--not the dem leaders but their socialist, communist back door destroyers. They just wrote what the dems really think...they even get paid to do it--sort of the wonderful kick-backs union leaders get...oh! how much and where do they live. Sorry Dems: you are being exposed and found to be naked in your brains.
or an essay on mark twain's mysterius stranger. du tomarrow.. you think they have time to read a 500 page book in the GOP's time scail??
What is sickening in the debate of those with money: the group led by Romney have on the majority part earned it! The Dems on the other hand have more millionaires in congress than the republicans: who scrutinizes that group of liars and deceivers and class warfare proponents. There isn't a democrat in this country who isn't a leftist, socialist, who's policies are not destroying this country. The dems are in the bedrooms of liberty more than the republicans and yet the media and spline less dems just swallow the pill of their at least for the poor. The republicans give more to charity than the wallet sucking dems. Just check out how union leaders require monthly dues to keep their deceitful secrets.
correction the workers erned it for there fathers.. they just been sucking the tit ever since.. dout romney can even hold a hammer,, much less use it
Republicans keep lying about the increased health care costs being experienced under the Affordable Health Care Act. Surely they know that the costs and benefits won't even begin for two more years. They have been lying on behalf of big insurance that lost its free Medicare dole ever since the legislation was introduced. The people Republicans serve have plenty of top notch insurance and access to services around the world. Health care is for people, not insurance company subsidies and profits. Republicans disagree, of course.

tride to fit a lot in there.. i think i get the point
I really don't see anything wrong with the list of talking points.
There will be such an uproar almost from every level of healthcare if the SCOTUS goes opposite if this ARRA law.
look forward to the Democratic talking points "being obtained by NBC". Also look forward to "obtained documents" on our president (passport, SSN card, health/medical records, real birth certificate, college , loan records, etc)
NBC, CBS, ABC, MSNBC...what ratings and market share do they have that they think this kind of crap is going to pull up ratings?
Alphabet networks act as if internet and alternative media don't exist. Love watching them squirm.
Once again, good hard "hitting" journalism by NBC.
Attention Gov't: healthcare is doomed....stay our of our lives and stop spending my kids future. This President really doesn't care and that was the plan. He's a con.
sooo. .. inssering, that your kids are inssered, is a con????? what's the con??
The GOP has no healthcare plan. If you want to know why, research Ayn Rand and how the Republicans embrace her bogus theology.

It's almost sickening to hear these men talking about ensuring women have the ability to make health decisions for their families instead of Washington. THEY are Washington and they insist on legislating what women can and cannot do for the health of their bodies. As a man, I am appalled that this is the tact being taken in these in these talking points... and that's all they are: Words. The Republican party has already shown by it's actions that it does not respect women enough to allow them to make their own health care choices. The word "choice" to them means listening to what men have to say and that bothers me as an independent.
talk to the pro-lifers. you hippie
GOP Plan for USA - a United Corporations of America. Replace the 50 States with the Fortune 500. Replace the Senate with CEO's - Each Corporation can vote based on its Gross Profits. The Government's only purpose will be to run the Department of Defense. There is no reason for Regulation of Corporations which run the Government.
Now, the GOP can run an Honest Campaign!
That's really good.
I will preface this with a declaration; first I identify myself as a conservative retired RN. With that being said I will address some of the comments and also some observations that both sides of this question have in error. What is driving the health care situation cost up so ridiculously high is the cost of litigation, when I retired in 2005, the actual average price that an obstetrician paid for malpractice insurance was 80K, cardiac surgeon was nearly the same, and neurosurgeon was almost 100K, now if you figure in taxes and overhead for offices how long do you think most doctors have to work before they start making money each year, November sometime probably. Add to the fact that most Dr's have to over test to even remotely cover themselves for a malpractice case, and your beginning to get the picture about health care cost.
Both sides have to bring the out of control litigation into some sort of reasonable level. The problem that I see is not the actual cost rewards, it's the pain and suffering ones, that are ridiculously exorbitant. People making the lawyers rich is just wrong. There is nothing good going to come out of this frenzy to enable the tort lawyers. This is one place where the Democrats really have it wrong, because they are enabling these money grubbing bunch of bottom feeders, as far as I am concerned.
Now with that having been said, Americans do need access to affordable health care, and it would be in reach if insurance companies did not have to worry about these exorbitant fees that the tort lawyers are enabling, if they were out of the equation then the cost for health care would be a great deal more affordable.
So if the republicans want to do anything responsible, go after the tort lawyers with reasonable reform. And I'm not saying take pain and suffering off of the board, just make it reasonable. And if you think don't understand pain and suffering, I sure as hell do. I have not had an hour free from pain since 1987 when I retired from the Army. I could have pushed and won 100% disability but didn't, and so I now live on $874 a month, but I am not complaining. I do, and always will suffer pain, but it's not worth crying over, and I don't see that my back injury should be worth $874 a month and one on the civilian market should be worth all that the tort lawyer can squeeze out of the insurance company.
The problem is the tort lawyers don't want their cash cow to go away, so they will fight tooth and nail, to not let reasonable reform hit the table. If this part of the health care question is not brought under contro,l then I don't see affordable health care in the foreseeable future. You get tort reform on the table, then insurance companies don't have to overcharge and the rest of health care costs should come down to where they are affordable.
Bigdave96782;
Not much actual substance for such a long post. What have the real world effects of tort reform been?
Do you have any sources to back up your claim that tort reform actually works.
must be your states falt.. seeing that national health care won't be in act, till 2020.. soo. complain to your governer
republicans wouldn't vote on a bill. unless it was a republican bill.. now they want to repeal it.?? before it's even in act.?? thats why i can't trust republicans..
if you have a small busniss, you earned it. if your a CEO the workers earned it for you father, & you've been on the tit eversence... just like he earned his last name
The Health care bill was a lame attempt to keep a campaign promise but it was done in a panic and the result was a bill that was poorly conceived, poorly explained to the American people and gave a defeated GOP fodder to recover from their 2008 beating. Now that the Democrats have completely blown it the Republicans are making noises like they actually want to improve our health care system in a common sense and practical way. Yeh right, good luck with that. If anyone is waiting for either of these two political parties to do anything positive it's going to be a long Waite.
I assume the talking points were leaked by John Boener. They are consistent with every logical comment he has made about this topic for the past 2 years. Their playbook is and continues to be consistent
Since all the ACA really does is regulate insurance company practices, I can only assume the GOP intends to put insurance companies back into more control of health care decisions. Yep, that usually works out great for the patient.
Imagine if they just would have done it right the frst time. However, that would never happen because of the politics and business as usual. If it gets knocked down, do not think anything will ever get passed, it just wont happen. The extremists of both sides will not allow the rest to create reasonable solutions. Truth is, we simply cannot afford the plan Obama put fourth. Some say well wars are winding down. cut that money? What money? wars are being funded by printing money, they are not being paid for. We are broke, money has to come from someplace. Oh tax the rich!!! In actuality, the rich keep their money here and invest here because of incentives. Still alot invest abroad but keep their money here. Tax them and we willr eturn to the eighties when so much investment was made elsewhere. There is no easy way out. My own view is everyone pay a set percent. No country can survive when 53% pay no taxes and 42% actually receive refunds. How can that ever work?
It's nicve to see that the GOP notices that the cost of healthcare is going up. However, what do they think will happen if the president's plan is struck down? They have not introduced any healthcare plans at all, other than to say the market will set the price. If so, then why are my and everyone else's premiums, deductibles and co-pays going up? When was the last time any insurance co. cut the price to entice more people to buy? When did any of them ever offer a discount? The only time a price is lowered is when they offer less services and more deductibles, etc.
Obama is a professor of Constitutional Law, he knew that the mandate would be struck down by the Supremes. It was a trick to get the insurance companies to have their pet politicians pass the bill. With the rest of the bill in place, and no mandate, the insurance companies are going to take it in the shorts. Couldn't happen to a nicer bunch of vampires.
We can talk about it all day, but the media discussion is really poor. You can look it up and see that Affordable healthcare is a really good replacement for what we now have, and the only problem the GOP has with it is they need to get their friends in the receivables line too, hence making it more expensive. The GOP talking points are all lies, particularly the cost, which will drop dramatically for most Americans. The bleating sheep whom agree with the pubbies desire to deal a blow to the president have become grotesquely self destructive in their beliefs that some "freedom" exists around the costs of their healthcare. That combined with the persistent notion of "less government" "job creators" and new found legal protections for corporations which are afforded no rights as a citizen has, by our purportedly esteemed constitution, has led to lemming like cruise to the precipice. Do any of you really think that firing everyone will make the economy better? Do any of you really think that there has ever been a recession that has been cured by job creators? There has been when the government spends so the "creators" can create. Even the offshoot of rising costs predicted by republicants is an industry like it or not.Oh and another thing, I, like 70% of Americans pay way more money in healthcare than I pay in taxes or than the value of the healthcare I receive. Go figure huh? How could I or the others ever not like it? Only by believing lies, and they are so blatantly lies it should not be reported by the news with no news person asking them why they are lying.
The Reputhug plan is actually outlined in the current AARP magazine. Their plan calls for the insured to pay more, pay more, pay more, and eliminate any free exams and deny coverage to a whole new group of people that are entitled to care under the current plan. Sounds just about right for them, doesn't it?
The only thing that will drive the cost of healthcare up, if parts of the bill are shot down by the righty courticians, will be the fact that 30 million less people, served by the Healthcare industry, will force them to raise their rates on everyone left with healthcare.
Sick people, without healthcare, will still hit the emergency rooms and we will still shoulder the additional costs. The Healthcare industry, not ObamaCare, will raise your rates and we can thank the Republicans for our higher costs.
A few of us undersrtand that ObamaCare did not increase the cost of healthcare, but guaranteed that 85 per cent of our premiums must be used for healthcare or preventative procedures, or we will be offered a refund.
Yes, the healthcare industry raised rates, like they raised them every other year prior to this landmark legislation, prior to ObamaCare. And they would be raising your rates by even higher per centages if Obamacare had not slowed them down!
But the harping "Republican Talking Points" are pure lies to blame Obama for what Republicans did to make the bill as horrible as possible!
Remember, folks, Obama was not in the room doing the negotiating! It was the Democrats and the Republicans in the House and the Senate who worked out the details of the bill. Republicans just like to "pin the tail on the donkey" and play on the fact that most Americans are too lazy to check the elephant-dung-infested "Republican Talking Points" when they hear them.
After full implementation of the Plan, the healthcare industry will have to refund any money you pay in premiums not used for your healthjcare over 85 per cent of your plan cost. This means young and healthy members should see refund checks at the end of each year while they are in the plan. Less uncovered people in emergency rooms will lower our rates and not allow Healthcare providers from getting away with more of our wallets and savings. Under Obamacare, they cannot block us from coverage due to pre-existing conditions. Don't forget that! It is important we not only look at the bad things Republicans harp on, but remember what was accomplished!
Yes, better plans could have been crafted, but Representatives, "for hire" by the Corporations, would rather see us suffer than forge a better bill. We cannot blame this on Obama, who will, in all likelihood, not become a lobbyist when he leaves office. The Senators and Representatives in the House will, though! They are the ones looking for the million dollar lobby jobs when they leave office by having track records supporting the causes of those corporations that funded their campaigns!
Republicans expect us to forget, until Obamacare was passed, that the Healthcare industry was doubling our Healthcare costs to our citizens and corporations almost yearly under George Bush! Republican wordsmiths want us to believe it was due to Obamacare.
Republicans would not endorse, and Obama could not persue, a true universal healthcare system that could have allowed negotiating pharmaceutical costs for drugs, and the possibility of us ordering the same, lower cost drugs from Canada. Obamacare could have resulted in the expansion of the Medicare plan, that already serves our older Americans so well. But there was no consensus by our representatives!
Republicans in the Senate, could not allow Obama to have such a victory! Why? Because Healthcare Providers might reduce their donations to Republican candidates in the next election! The resultant Obamacare Plan paid off for the Republicans!
Republicans, who filibustered almost 300 bills (for the sake of Koch Brother money and funding from the Chamber of Commerce) could have returned millions of jobs to Americans. These filibusters are the Republican way of shifting the blame to Obama as his inability to create jobs! Republican blockage is to be adweorthy campaign rhetoric in the coming months! Woohoo! How many of us are intelligent enough to see the truth through all the smoke all the corporations will be tossing up in funding for their puppet Republican Party?
Our construction workers and public service employees, who are out of work, cannot get jobs because Republicans believe fixing our infra-structure is a cost, not a benefit. Think about this!
If we pay unemployment benefits, is this not a cost? Do we not benefit from the taxes our government makes from more people working? Do we not benefit from more working people buying more products to allow the corporations to expand production and hire new workers.
Republicans do not understand economic reality! Or they refuse to believe it when they would rather un-install a sitting President. Republicans only care about power. Republicans do not support or represent us because the Tea Party has taken them over. The few Republicans that are left are unable to allow Obama any successes as they race for the White House with their corporate-sponsored Venture Capitalist that knows how to reduce jobs, not create them in America!
Republican "Austerity philosophy" is a total failure and removing jobs does not balance our deficit! Every single depression and recession was resolved by putting more people back to work. Republicans are sure they can convince you to try it their way one more time with enough millions in ad campaigns. Will we fall for it again? Do we want our 401k's to lose our retirment plans again by the Republican refusal to live in the real world?
Will we continue to blame our job losses on Obama, when it was the States who decided that firing teachers, firemen, and policemen, would aid Republicans to blame Obama for it, while the States were run by Republican majorities?
Thank the Republicans for blocking the five bills proposed by Obama just this last year that would have rebuilt bridges, fixed interstate highways, provided funds for the States, who instead of firing teachers, policemen, and Firemen, could have rehired them to keep our communities safe, well-educated, and growing!
But, nooooooo! Republicans are counting on us to forget what they have done and expect us to blame Obama for the slow growth that got us out of the depression and got our Stock Market back to record heights after Republican interfence lost us forty per cent of our 401k savings. Do we not remember that?
Yes, Obama had to spend 1.3 per cent more than Bush, who raised the national deficit by a whopping 15 per cent while he was our President, in order to stop the national banks from collapsing. The Stock Market was saved. Our economy is still in slow mode due to Republican interference!
It was Republicans that blocked the infra-structure plans in the recovery plan for more billions to help the citizens with job creation. We cannot blame Obama for that. Obama had hoped for more in stimulus to get our states the money needed to rebound our national and state economies to keep our public works going and repairing infra-structure projects. Republicans refuse to fund infra-structure! Why? Don't our bridges need repair? Don't we have potholes? Don't we have fire seasons that require brush clearance? Don't our schools need updating? Don't our kids need enough teachers to be able to make sure our children have access to personal attention when they are at their desks? Don't our Police forces need members to keep up with our growing population? If not now, when do Republicans plan on funding these measures? Only when they control all three branches of government? They did not fix our bridges when they controlled all three houses under Bush! All they did was start unfunded wars, lower taxes on corporations and the rich and we went into a depression!
Republicans are like arsonists, complaining about the smell of smoke in their neighborhood, because the hillsides are on fire!
Did you think Obama should have just let our savings disappear altogether? Republicans, who took over the House of Representatives have not passed one jobs bill and they determine what bills will make it to the floor of the House. Obama can not sign bills that do not make it to his desk. Obama can only endorse bills.
It is up to the Congress to create and craft the legislation and agree on how to fund each bill. Republicans would rather we kill jobs, as evidenced in every state that reduced teachers, policemen, and firemen, than to craft legislation that could have restored those jobs to the states, boosted our ecoonomy by putting 2 million more back to work, and helping to reduce the deficit by buying products that would allow corporations to manufacture more products.
Instead, Republicans refused the stimulus plans and lowered our education capabilities by increasing classroom sizes on our already suffering children, all for the sake of the Republican call for" austerity" and cost cutting to reduce the deficits. Romney has millions invested in Charter Schools that will add profits to his pocket, while creating classrooms with one teacher for forty five students. Romney thinks that is a fine plan! Can you understand why Republicans do not like our public schools now?
Austerity plans, as adopted by every single country that tried it in Europe and England have all suffered huge job losses and loss to the economies. Austerity measures, like the Republican Ryan Plan, do not work! And Romney supports the Ryan Plan one hundred per cent! Republicans, forcing austerity on us in America, have shown us they do not work here either!
Only those countries that invested in the recovery by creating jobs were able to weather the storm of the recessions and are doing well. These same steps have been proposed by Obama and the Republicans have thwarted every single one of them. Sweden is a perfect example of investing in recovery that actually works!
And Republicans want you to remember who was at the helm of our great nation, while forgetting the huge ugly Republican monster, who planned to give Obama his "Waterloo", while chewing his legs off, every step of the way to the next presidential election. VOTE THEM OUT!
