GOP lawmaker accuses Dem colleague of drinking on the job

 

A usually mundane congressional proceeding drifted into testy turf when a prominent Republican colleague accused a Democratic colleague of drunkenness during official proceedings. 

A late-night meeting of the House Rules Committee to conduct what's known as a "mark-up" — a prolonged session of technical fixes to a piece of legislation — contained unexpected fireworks on Wednesday evening. Rep. Pete Sessions, a Texas Republican who heads the House GOP's campaign efforts, accused Massachusetts Rep. Jim McGovern (D) of drinking on the job. 

“I think we've gotten this that Mr. McGovern is not happy,” Sessions said to McGovern, borne of frustration at the repeated amendments offered by McGovern to the National Defense Authorization Act.

“I think this is also behavior, um, that I wonder if people have been out drinking tonight or whether they are mad or angry or incapable of controlling themselves. And I would question that tonight.”

McGovern took issue with the remarks, and hit back at Sessions.  

“I would say to the gentleman that, you know, there are some issues worth fighting over, and for me ending this war is one of them,” McGovern said referring to the war in Afghanistan, “I'm sorry that the gentleman doesn't think that that — take that very seriously.”  Sessions quickly responded, saying, “Simple asking a question, if the shoe fits.”

The interaction came in the seventh hour of a hearing that ended just before midnight,  eight and a half hours after it started. During that hearing, 241 amendments were submitted for the defense bill, 142 of which were approved to move on to a full vote in the House.  Rules Committee Hearings typically showcase frustration from the minority side, as the majority has control over what amendments are subsequently voted on by the full House or Representatives.

According to McGovern’s office, the congressman had not been drinking and Sessions called to apologize the next morning.  Sessions pushed back to reporters late Thursday, saying that he spoke to McGovern that morning, but failed to confirm that he apologized for the remarks.

“I don’t know what there is to apologize about,” Sessions told reporters, “I mean, I’m not trying to say, ‘No, I didn’t apologize to him,’ that was not the discussion.”

Sessions said he hasn’t seen the tape of the late night exchange, but when reminded by reporters that he had intimated that McGovern had been drinking, he denied it. “No I did not [suggest that he was drinking],” Sessions said, “I’m not trying to intimate anything, I’m trying to say Jim was having a tough night and I’m sorry he did.”

The exchange comes as House Democrats are speaking out against the Republican’s exclusion of an amendment McGovern had submitted during the hearing, which was rejected by the Republican majority on the Rules Committee.  Both House Minority Leader Nancy Pelosi (D-CA) and House Minority Whip Steny Hoyer (D-MD) spoke out on the House floor against the decision, with Hoyer saying the amendment’s exclusion was “unworthy of the Rules Committee.” 

"I’m rarely surprised around here,” Pelosi said on the House floor, “ I was surprised that that discussion could not take place on this floor in the form of approving that amendment.”

You really can not make this stuff up... even if you tried... super hard!

Boehner's hormonal imbalance has nothing to do with his lack of testosterone - the dude is a freaking drunk and all of DC knows it!

Here is a thought - clean up your own backyard prior to lobbing stones at those who live in glass houses!

The political dysfunction is on a blackout binge, throw anything out to the citizens...the crisis is back again, J P Morgan, debt ceiling redux, and throw in social issues just to make sure all the fundamentals will turn out and vote for the righteous GOP.

Obama, cool and steady, has steered us through the worst of the Great Recession, but Europe can be the new ingredient to turn the global economy into uncharted territory.

It is precisely at that time of greatest change and risk, that a demagogue can play on the deepest fears of a nation or a state.

Obama hasn't done anything in 3 years. He is a lame duck wanna be. If he thinks that the american people are going to vote for him whilst he is sitting on his butt, then he is going to be in for a big surprise come November.

Tell the democrats to fix the economy this year rather than focusing on personal issues. Nobody wants to hear anything about it when we are all broke.

        Yes we are better now than before Obama was elected, when Obama took office the economy was in free fall. Job losses were averaging 750,000 per month, the stock market was plunging by over 50% off its high. Now it is almost double the bottom of the Bsuh crash.

        Unemployment is lower than the first month he was in office (And you cannot lay the rate in Feb 09 on him anyway, In Bush's last year Feb 08 to Feb 09) unemployment rose 69% (4.9 % to 8.3%) Obamas policies helped stop the flood and turned it around within 8 months.

        America has regained much of its respect in the world, that which was lost by Bush/Cheney and their crowd.

        Several wars have ended and another one is almost over. Major terrorists like Bin Laden and Quadaffi are gone

        Reps scream when are you going to stop talking about Bush...Simple...when you admit that he totally crashed the economy and made the mess we have.

        Yes we are not there yet, we are not there as fast as any of us would like...this was not a little mess we were left to fix, this was a disaster. But we will get there, despite the lies and omissions of fact by the right wing. Despite the obstructionism of your party. Don't attempt to say you have tried, your own party leader said his number one job for the next four years would be t make sure Obama was not re-elected. Funny I thought a congressman's job was to legislate, pass laws and get things done--not to spend 4 years campaigning against a man.

          Viet Vet, interesting post but you got a few things wrong.

          The United States is not a corporation, and trying to run it like one is how we ended up in the last recession.

          Since you used 425, you seem to be talking about the House of Representatives. A House term is only two years (the Senate is 6, and the Presidency is 4).

          There is no drug, or criminal background check - you might not be able to serve on a committee or two (due to security clearance requirements), but neither is required to be elected, and serve.

          The compensation for a first term House member is $174,000.00

          Otherwise, the sentiment is interesting, but an argument can be made that we need some experienced lawmakers in government. This would be best achieved by there being no retirement package, rather than term limits, and pay that is no more than the average income (excluding investment income) of all Americans. People would serve for a while, and then leave for the greener pastures of being a former legislator.

          In northern Illinois we had a republican member of congress who admitted to being a raging alcoholic just before he retired. Bush's daughter and her boyfriend would get so drunk in the White House that the Secret Service, at one point, had to take the boyfriend to the hospital for alcohol poisoning. Half of the members of Congress are probably "heavy drinkers". What's new is that these people have now started "outing" each other. This is going to get a lot dirtier, just wait.

          Bluelake...Bush's daughter and her boyfriend would get so drunk in the White House that the Secret Service, at one point, had to take the boyfriend to the hospital for alcohol poisoning.

          What does this have to do with anything. Bush's daughter was not an elected official. So, I guess any politician who has a daughter or son that get's drunk is not fit to be an elected official by you bringing this up?

          But, I've got to admit that sessions has a point. After all Congress, on both sides of the isle, have been pushing for the last 80 years to take control of our lives and tell us what to do. More so the dems than the repubs, but for most of those years the the repubs, ruled by RINOs, have gone along with it. The thing is that the "rulers" are content to tell others what to do, but aren't so compliant when others tell them what to do. What a surprise!

          Greatgran, that was indeed an unneeded, SARCASTIC post that i made but that was my point. The post is pointing out the problem with politics...everyone is trying to bash the other party, usually with zero proof whatsoever, except for a single douche who has sex with a prostitute or uses campaign money for cover ups(which I have noticed seems to condemn an entire party throughout the nation). People believe this, and put a label on that party instead of listening and watching. Both sides have good ideas that can help the country(and anyone who says otherwise is simple minded and can't keep an open mind about anything). To say an entire party is corrupt because one leader makes a 'mistake'...or even multiple leaders make a 'mistake' is completely absurd. If either party is actually as corrupt as everyone seems to 'point out', then there really isn't much we can do about it!(obviously government is not as corrupt as everyone says...there is definitely some corrupt individuals or small groups, but an entire party is not corrupt).

          Node: The thing is that everyone can indeed speak their own mind, but whenever it comes down to insults like 'these right wing nitwits' or these 'liberal pigs' or any other crude word, you open yourself for criticism. This isn't about free speech...it is about the obvious issue that every democrat just so happens to be scum in republican eyes, and every republican seems to be scum in democrats eyes. My post was a sarcastic, crude post...but it was unbiased, and aimed at everyone. The party war is arguably one of the biggest issues in politics, except for keeping our economy out of the hole.

            The fact is that the only thing the repubs have done is prevent even more of what has already failed to work, and they haven't done that great a job at that either.                 Well, if you take the time to follow the link and advance to around 6:45 to 7:00 hours while Congressman McGovern is reading all the Democratic proposed amendments, it is pretty clear that the Congressman is in full control of his faculties and is amazingly cordial throughout the brutal process.

                It is very worthwhile to take some time and listen to this, not because about the question of drinking on the job, but for the absolutely disgusting display of the Republicans on the committee. Clearly these guys are intent on being completely obstructionist. Mr. McGovern patiently reads through dozens and dozens of proposed amendments, a large number that are very good and not partisan in any way. In fact you may be surprised how some very innocuous and very worthwhile amendments are shot down. Each proposed amendment one by one is read by Mr. McGovern and each is repeatedly shot down with an 8 opposed to 1 in favor vote.

                Mr. Sessions interupts at 7:52, and in fact it is Mr. Sessions is the one who is irritated. He is angry that he has to sit there and listen to all the proposed amendments that they all know they will shoot down regardless of what it is. You can see him fidgeting around before he speaks up to make his accusation. I supposed he assumes that Congressman McGovern must be drunk because he is following the procedure for proposing the amendments knowing full well that they will allow none of them. Congressman McGovern goes through his painful experience of getting brutalized by the Republicans on the committee for about two hours.

                What is interesting is how obvious the obstructionist, pure partisan approach the House Republicans have taken. It is well worth listening to a fairly large sampling of this. There are amendments blatantly shot down that almost no person could not support, yet they do oppose these. Of the 85 amendments Mr. McGovern offers, at least half are relatively minor and very worthwhile. I would be surprised if 10% could even remotely be considered as objectionable to conservatives. Clearly the Republicans and Mr. Sessions just wanted Mr. McGovern to just withdraw all the amendments so they didn't have to sit there. Clearly they had no intentions of even listening to them and absolutely no intention of including any of the amendments for discussion by the full House. Take the time to watch some of this and get an education about how these guys do business.

                • He created a Elizabeth Warren's dream agency: The Consumer Financial Protection Bureau.
                • He's done a lot for veterans
                • He got help for people whose health was injured during the clean-up after the 9/11 attacks.

                None of these things were priorities for Republicans. They actively opposed, directly or indirectly through obstruction, every single item on this list. In fact, they succeeded in killing a Cap & Trade bill in the Senate after it had passed through the House.

                All of these things are improvements that would not have occurred under a McCain-Palin administration. Moreover, a McCain-Palin administration would have moved in the other direction on most of these issues, or come up with even worse compromises.

                Booman then concludes with:

                The president has achieved a tremendous amount under the circumstances. And it matters greatly that he not be replaced by Mitt Romney, Rick Perry, or Michele Bachmann. Or even Ron Paul.

                Of course, since that time…

                  I would hope that the voters of this country look long and hard at the misguided politicans we have today in congress..and also at those wishing for that possition. All of congress is over paid. All of congress is on the take in one form or the other..lobbyist have already made sure of that one for us all. Also..we need term limits..and..no retirement funding for those in congress. With term limits they can easily get their old jobs back...if they actually had one.                     The only time austerity has ever worked is during boom years. When applied to recessions, it has always, withut fail, contributed to deeper recssions.

                    Glass-Steagall protected the economy since the Great Depression. When removed, the next downturn turned into the Great Recession.

                    Dodd-Frank is a poor substitute, but it is better than nothing, which is the current Republican proposal.

                    Q-What do you get when you see Obama in a Reagan mask?

                    A- You get a Reagan that has lower tax rates than the Original Reagan.

                      I'll agree with "who cares"? A drunken legislator (state or federal - democrat, republican or other) is hardly news. It has been standard procedure for centuries. The partisan public accusations are somewhat unusual. A more shocking headline would be "Congressman Shows Up for Work Sober".

                      How do you think we get the alcohol laws we have? Why do you think the legislatures and courts (fed and state) came down hard on tobacco but not alcohol? It's because the lawyers who make the laws nearly all drink, many to excess !! Alcohol does far more damage to society than tobacco ever did. Why do we see stories about a lush killing someone while behind the wheel, after 20+ DUI's? Because the judges who rule on cases (using the soft laws) are also mostly bottle suckers.

                      The tobacco companies/retailers were class-action sued and taxed heavily by the states to recover the costs of health care and other expenses. Why haven't they gone after the deep pockets of brewers, distillers, vintners, importers, distributors, retailers, and ultimately drinkers? No one can deny the health care costs, damage and injury from accidents (highway, industrial, home), injuries from abuse and fights, lost work time, lost family time, etc. etc. that are directly and easily attributed to excessive drink. Ever hear of anyone starting a nasty fight because they smoked too many cigarettes too quickly?

                                And speaking of mandates, the 1979 bill to attempt to create a national health insurance program contained the same mandate language that Obama's bill does. The '79 bill, by the way was introduced by Sen. Bob Dole and was broadly supported by Republicans in both the House and Senate.

                                We are sick of working with democrats here in NY. It's like a teenager whose parent's of forced to go on welfare because of his/her credit card debt. How much do you democrats really have to spend in order for you to say "enough"?
