*** Only the young: As we begin the third week of the young general-election campaign, there are two different tracks of stories -- Team Obama is focusing on the youth vote, while Team Romney is conducting another round of veepstakes auditions. We’ll start with the youth vote. President Obama heads to Chapel Hill, N.C. and Boulder, Colo. on Tuesday, and Iowa City, Iowa on Wednesday to talk about student loans. They’re all “official” trips of course, and a Jimmy Fallon appearance is sprinkled in as well. And today, the Obama campaign is holding a conference call on the subject at noon ET. “While the president is calling on Congress to stand up for our college students, Mitt Romney and the Romney-Ryan Budget would undercut them -- letting student interest rates double and gutting critical programs that help students go to college and graduate,” the campaign says in a press release. As our NBC/WSJ poll showed, Obama is leading Mitt Romney among 18- to 34-year-olds, 60%-34%. But the problem for Team Obama isn’t support; it’s enthusiasm. Per an analysis released by NBC/WSJ co-pollster Bill McInturff (R), 63% of this age group expressed high interest in the election in our April ’08 poll. Now just 45% of them are, according to our latest survey. That’s a challenge for the Obama campaign. It’s the biggest drop-off in “interest” of any key voting group we’re tracking.

*** Romney takes a test drive with Rubio: Meanwhile, Romney is holding another veepstakes audition of sorts -- campaigning with Florida Sen. Marco Rubio at a town hall in Aston, Pa. at 12:55 pm ET. This comes after Romney has already stumped with New Jersey Gov. Chris Christie, Wisconsin Rep. Paul Ryan, former Minnesota Gov. Tim Pawlenty, New Hampshire Sen. Kelly Ayotte and South Dakota Sen. John Thune. In addition, Ohio Sen. Rob Portman has recently campaigned solo for Romney in Pennsylvania. For Romney, doing these public auditions, especially with folks who could help with a specific weak voting bloc, is probably a decent way for the GOP challenger to get attention for some of his travels. Expect more of these events with different short-listers. By the way, Jeb Bush opened the VP door slightly in a Newsmax interview. “Well I’d consider it, but I doubt I’ll get a call, and I don’t know if it’s the right thing for me to do,” he said. “I didn’t run for president for a similar kind of reason, so I’m all in to try to help him get elected.” But then we saw conservative commentator George Will try to close that door. “If Jeb Bush is to be Romney’s running mate, it would mean that in seven of nine presidential elections there would be a Bush on the Republican ticket,” he said on ABC yesterday. “And it gets hard to argue that we’re not a tribal society at that point.”

*** The money chase: On Friday, we found out that Obama had raised $35 million for his campaign in March (with another $18 million raised by the DNC and other committees) -- which was Obama's biggest fundraising month of the cycle so far. The Obama camp also reported having $104 million in the bank. By comparison, the Romney campaign last month raised $13 million and has $10 million cash on hand. So Obama, as of March 31, holds a 10-to-1 advantage in available cash. But when you factor in the major political parties (DNC, RNC) plus the top Super PACs (the pro-Romney Restore Our Future, the anti-Obama American Crossroads, and pro-Obama Priorities USA Action), Team Obama’s cash-on-hand edge drops to less than 2-to-1, $147 million to $87 million. And that doesn’t count the 501c4 groups (like Crossroads GPS, Americans for Prosperity, and American Energy Alliance).

*** Obama’s left jab at Romney: Don’t miss this New York Times piece from over the weekend, which noted that Obama and his campaign are no longer attacking Romney for being a flip-flopper; instead, they want the former Massachusetts governor to own the conservative views he expressed during the GOP primary season. “For Mr. Obama, the decision to start going after Mr. Romney from the left is as much a logical evolution as is any attempt by Mr. Romney to move to the center, in particular Mr. Romney’s effort now to try to woo Hispanic and female voters who may have been alienated by some of the talk coming out of the Republican primary.”  These next three months of the campaign are mostly about who is going to win the fight to define Romney -- Team Obama or Team Romney.

*** On the trail: A day before tomorrow’s primaries, Mitt Romney stumps in Pennsylvania -- first with Tom Ridge in Township, Pa. and then with Marco Rubio in Aston, Pa… Ann Romney delivers remarks at the Prescott Bush Awards Dinner in Stamford, Ct… And Newt Gingrich stumps in Delaware.

*** Other odds and ends: Vice President Joe Biden is in the all-important battleground state of Florida, visiting Everglades National Park… And the RNC has a web video hitting Obama over having lobbyists and former lobbyists work in his administration and donate money to his campaign.

*** Huntsman blasts the GOP: Is it possible that Jon Huntsman could play a bigger role in the general election than he did during the GOP primary campaign? “Former Republican candidate Jon Huntsman took a battle axe to his own party, comparing it to China's Communist Party and criticizing it's standard bearer in a wide-ranging interview at the 92nd Street Y Sunday night,” Buzzfeed reported. Recounting his first experience on the presidential debate stage in Iowa last August, Huntsman says he was struck by the question ‘Is this the best we could do?’ Huntsman, the former Utah governor and once President Barack Obama's Ambassador to China, expressed disappointment that the Republican Party disinvited him from a Florida fundraiser in March after he publicly called for a third party. ‘This is what they do in China on party matters if you talk off script,’ he said. Huntsman said he regrets his decision to oppose a 10-to-1 spending cuts to tax increase deal to cut the deficit at the Iowa debate lamenting: ‘if you can only do certain things over again in life.’”

*** Hatch survives convention vote but still faces primary: The good news for Utah Sen. Orrin Hatch: He accomplished something that Bob Bennett was UNABLE to do -- escape the Utah GOP convention. The bad news: Because Hatch didn’t get 60% of the vote (he got 59%), he’ll face a primary challenge on June 26 from state Sen. Dan Liljenquist. While Hatch would have definitely preferred to avoid the primary, do remember that polling in 2010 showed that Bennett probably would have won a statewide primary; his challenge was getting out of the convention.

And another round of Obama's useless out of control deficit spending is being exposed. Round , after round , after round. It never stops. And is there really any sane person out there that thinks we can afford 4 more years of this?

WASHINGTON – In a blow to the Obama administration on Medicare, government auditors Monday called for the cancellation of a costly bonus program for private health plans that congressional Republicans have criticized as a wasteful political ploy.

The nonpartisan Government Accountability Office said it's not clear that the $8.3 billion Medicare Advantage bonus program will improve quality because most of the money is going to plans just rated average. The auditors did find, however, that the bonuses would temporarily ease the pain of unpopular cuts to insurance plans under President Obama's health care overhaul law.

Ahead of presidential and congressional elections in which seniors are a key group of swing voters, the administration has been working hard to portray itself as a good steward of Medicare, by cracking down on waste and fraud, improving benefits, and keeping costs under control. The GAO report could become a blemish on its record.

The administration defended the program, saying without bonuses many plans would not have an incentive to improve.

But Sen. Orrin Hatch, R-Utah, said the GAO report suggests that the administration abused its authority, pumping money to the plans to avoid more criticism over the cuts.

Medicare Advantage is a popular private insurance alternative to the traditional health care program. More than 3,000 private plans serve nearly 12 million beneficiaries, about one-fourth of Medicare recipients. They offer lower out-of-pocket costs, usually in exchange for some limitations on choice.

The health care law trimmed Medicare Advantage to compensate for prior years of overpayments that had allowed the plans to offer attractive benefits -- and pocket healthy profits.

Republicans fiercely attacked those cuts during their successful campaign to take control of the House in the 2010 midterm elections. Seniors responded by backing GOP candidates.

After the election, the administration announced what it called a "demonstration program" to test whether a generous bonus program would lead to faster, broader improvements in quality. (The health care overhaul law had already provided a smaller bonus program only for top-rated plans.)

GAO, the investigative agency of Congress, did not address GOP allegations that the bonuses are politically motivated. But, its report found the program highly unusual. It "dwarfs" all other Medicare pilots undertaken in nearly 20 years, the GAO said.

Most of the bonus money is going to plans that receive three to three-and-half stars out of a possible five stars on Medicare's quality rating scale, the report said.

Available through 2014, the bonuses will soften much of the initial impact of the Medicare Advantage cuts, acting like a temporary reprieve.

This year, for example, the bonus program offset about 70 percent of the cuts in the health care law. Indeed, Medicare Advantage enrollment is up by 10 percent and premiums have gone down on average.

But GAO questioned whether the bonus program will achieve its goal of finding better incentives to promote quality. "The design of the demonstration precludes a credible evaluation of its effectiveness in achieving (the administration's) stated research goal."

The administration says it disagrees with the GAO findings and believes the bonuses will improve the quality of care.

"Absent this demonstration, we believe that many plans would not have an immediate incentive to improve the quality of care delivered to (Medicare Advantage) enrollees," the Health and Human Services department said in its formal response to GAO.

Hatch, the ranking Republican on the Senate panel that oversees Medicare, is questioning whether the administration had the legal authority to create the program.

"The Obama administration seems to be using a technicality to sidestep Congress and write itself a blank check to spend more money for political purposes leading into this year's elections," said Hatch.

"The White House does not have the authority to green-light spending on whatever program it wants," he added. "This report is just the beginning -- I will be demanding answers."

HHS spokeswoman Erin Shields said the bonuses will help Medicare improve quality. "The temporary demonstration will build on the improvements due to star quality ratings to learn how to best incentivize quality while we bring payments down," she said.

The Associated Press first reported on concerns about the bonus program last spring. Administration officials said at the time it had nothing to do with politics.

But another nonpartisan agency that advises lawmakers on Medicare also criticized the bonus plan as the administration was pursuing it.

The Medicare Payment Advisory Commission said it amounts to "a mechanism to increase payments" and its design "sends the wrong message about what is important to the program and how improved quality can best be achieved."

The bonuses are the costliest demonstration program in Medicare history. They'll be paid from the Medicare trust fund.

    It is mind boggling that these extrajudicial operations become as large as possible to simply destroy the one person they are initially built around using the potential for consequence from the activity in the first place to justify its exponential increase making the need to destroy innocent Americans more pointless then ever...

    Its sort of a new rule we live under but as long as it helps this pervert hold together the simplest social concepts, why not???

    When I started this journey HU, my biggest problem was that no one would ever believe me never in a million years thinking people would accept the unthinkable because their own little characters got so misaligned with the most pointless destruction of US citizens imaginable...

            I guess Obama needs to try and get more of young and dumb vote. Once you are in the real world, you are more likely to have your eyes opened.

            I will never understand the mentality that its normal to go into debt to go to college. If you maintain a frugal lifestyle and a part time job, you can get through college debt free if you go to a college in your home state. This does not change the fact that college is getting way too expensive though. Obama should be focusing on why the cost is so high instead of pouring more money into the system.

                  A SMALL SAMPLING OF THE MANY LIES OF Willard Mitt Romney

                  "100,000 new jobs." Romney has repeatedly claimed that during his tenure at Bain Capital, "net-net, we created over 100,000 jobs." His campaign defends the figure by tallying the current employment totals of some companies Bain aided. That's a stretch in and of itself, but it's also not a net figure. It lacks the balancing context of how many jobs were destroyed by Bain. As the Los Angeles Times reported in December, while Bain helped some companies grow, "Romney and his team also maximized returns by firing workers, seeking government subsidies, and flipping companies quickly for large profits. Sometimes Bain investors gained even when companies slid into bankruptcy."

                  Indeed, the Wall Street Journal looked closely at Bain's record under Romney and found that 22 percent "either filed for bankruptcy or closed their doors by the end of the eighth year after Bain first invested, sometimes with substantial job losses." Which is not really terribly surprising: Bain's raison d'etre is not job creation but wealth creation for its investors. As Washington Post fact checker Glenn Kessler noted in an article Monday calling Romney's "100,000 jobs" figure "untenable," Romney and Bain "never could have raised money from investors if the prospectus seeking $1-million investments from the super wealthy had said it would focus on creating jobs."

                  As a corollary, when Romney's record has been criticized, he has dismissed criticisms as an attempt to "put free enterprise on trial." It's not an attack on free enterprise. It's an attack on Romney's strained attempt to spin his successful record of wealth-creation into one of job-creation. It's also a recognition that while a net good, the free market has its destructive side—and it's a fair question to ask, whether voters consider experience in that sort of vulture capitalism as a good qualification for the presidency. Do they want government to be run more like that kind of business?

                  Obama's jobs record. By Romney's own logic (touting jobs created but ignoring jobs lost), his attacks on President Obama's economic record are nonsensical. He told Time that Obama "has not created any new jobs," and he told Fox News last week that Obama has "lost" 2 million jobs as president. This is indeed a net figure, but also a misleading one. When Obama took office, the economy was shedding jobs at a rate of nearly 1 million jobs per month, losing roughly 3 million during the first four months of 2009. But presidential policies don't take effect as soon as the incoming chief takes his oath. Once Obama's policies started to take effect, the trend turned. The country had added 3.2 million private sector jobs over the course of 22 straight months of private sector growth. By Romney's definition, the president has created more than 3 million jobs—not enough, but also not none.

                  In fact the biggest drag on job growth is the 600,000 public sector jobs that have disappeared under the auspices of budget austerity. As my colleague Danielle Kurtzleben reported in September, "government jobs are being shed by the tens of thousands almost every month, hindering an already weak recovery."

                  "Entitlement society." Romney has argued that Obama "is replacing our merit-based, opportunity society with an entitlement society," where "everyone is handed the same rewards, regardless of education, effort, and willingness to take risk." As New York's Jonathan Chait has observed, "This accusation is approximately as accurate as claiming that the Republican Party wants to pass laws forbidding poor people from making more money." The idea that President Obama (or any Democrat) advocates for equality of outcomes simply lacks a basis in fact.

                  It's an important fabrication, because it marks a turning point in Romney's attacks on Obama. Previously the president was characterized as ineffectual, but not a socialist. Forced to battle to win the GOP primaries, Romney has adopted the Tea Party's extremist rhetoric. It won't play with swing voters, even delivered in his polished drone.

                  Defense cuts. In an October speech on national security, Romney promised to "reverse President Obama's massive defense cuts." One problem: Pentagon spending has gone up under Obama, from $594 billion in 2008 to $666 billion. The 2011 request was for $739 billion. As Rick Perry would say, "Oops."

                  No apologies. Romney has said that Obama "went around the world and apologized for America." This is part of the conservative, dog-whistle meme that Obama is un-American (and possibly even a foreigner!). While the notion of an international apology tour is a staple of the conservative case against Obama, it is also fictitious. The Washington Post's fact-checker concluded that "the claim that Obama repeatedly has apologized for the United States is not borne out by the facts, especially if his full quotes are viewed in context." Don't hold your breath waiting for an apology from Romney on this one.

                  "Mitt." It's a small one, but might be my favorite. During a debate in November, when moderator Wolf Blitzer introduced himself by saying that "Wolf" is really his first name, Romney greeted the audience by saying, "I'm Mitt Romney, and yes, Wolf, that's also my first name." In fact, Willard is his first name. It's a lie notable for being so mundane: Why would someone fudge their name? It's almost as if he can't control himself.

                  "Lies aside", I read Obama's website and campaign emails and don't agree with most of what he says. Even before he lies, I don't care for him. When he says something I agree with, it usually ends up being a lie.

                        Bo, Obama continually says that bad teachers will find a new line of work under his presidency. He hasn't acted on that in any way. He sends his kids to private school in DC and the parents in DC's worst school districts have no choice.

                        I cannot keep my prior insurance with Obamacare. The legislation adds stuff to it that wasn't there before. Its like going to an ice cream shop and asking for 1 scoop of ice cream and being told that they only offer a sundae with all the extras and the price is more than I am willing to pay.

Have a son in law school and even though the libs tried to taint his head I am proud to say he wont be on any democrats bandwagon anytime soon.

                          Obama is a much better entertainer than he is a President, so he continues to spend much of his time where he feels most comfortable, on a stage, doing what he does best, pretending to be a cool celebrity, pleasing a friendly audience and delighting in the adoration. Our liberal President speaks to liberal students on a college campus, it is an occasion for The Clueless One to share his lack of wisdom and experience with the even more Clueless Ones who will buy into his scam.

                                Well, I have done it! I have read the entire text of proposed House Bill

                                3200: The Affordable Health Care Choices Act of 2009. I studied it with particular emphasis from my area of expertise, constitutional law. I was frankly concerned that parts of the proposed law that were being discussed might be unconstitutional. What I found was far worse than what I had heard or expected.

                                To begin with, much of what has been said about the law and its implications is in fact true, despite what the Democrats and the media are saying. The law does provide for rationing of health care, particularly where senior citizens and other classes of citizens are involved, free health care for illegal immigrants, free abortion services, and probably forced participation in abortions by members of the medical profession.

                                The Bill will also eventually force private insurance companies out of business, and put everyone into a government run system. All decisions about personal health care will ultimately be made by federal bureaucrats, and most of them will not be health care professionals. Hospital admissions, payments to physicians, and allocations of necessary medical devices will be strictly controlled by the government.

                                However, as scary as all of that is, it just scratches the surface. In fact, I have concluded that this legislation really has no intention of providing affordable health care choices. Instead it is a convenient cover for the most massive transfer of power to the Executive Branch of government that has ever occurred, or even been contemplated If this law or a similar one is adopted, major portions of the Constitution of the United States will effectively have been destroyed.

                                The first thing to go will be the masterfully crafted balance of power between the Executive, Legislative, and Judicial branches of the U.S.

                                Government. The Congress will be transferring to the Obama Administration authority in a number of different areas over the lives of the American people, and the businesses they own.

                                The irony is that the Congress doesn't have any authority to legislate in most of those areas to begin with! I defy anyone to read the text of the U.S. Constitution and find any authority granted to the members of Congress to regulate health care.

                                This legislation also provides for access, by the appointees of the Obama administration, of all of your personal healthcare direct violation of the specific provisions of the 4th Amendment to the Constitution information, your personal financial information, and the information of your employer, physician, and hospital. All of this is a protecting against unreasonable searches and seizures. You can also forget about the right to privacy.

                                That will have been legislated into oblivion regardless of what the 3rd and 4th Amendments may provide...

                                If you decide not to have healthcare insurance, or if you have private insurance that is not deemed acceptable to the Health Choices Administrator appointed by Obama, there will be a tax imposed on you. It is called a tax instead of a fine because of the intent to avoid application of the due process clause of the 5th Amendment. However, that doesn't work because since there is nothing in the law that allows you to contest or appeal the imposition of the tax, it is definitely depriving someone of property without the due process of law.

                                So, there are three of those pesky amendments that the far left hate so much, out the original ten in the Bill of Rights, that are effectively nullified by this law It doesn't stop there though.

                                The 9th Amendment that provides: The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people;

                                The 10th Amendment states: The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are preserved to the States respectively, or to the people. Under the provisions of this piece of Congressional handiwork neither the people nor the states are going to have any rights or powers at all in many areas that once were theirs to control.

                                I could write many more pages about this legislation, but I think you get the idea. This is not about health care; it is about seizing power and limiting rights... Article 6 of the Constitution requires the members of both houses of Congress to "be bound by oath or affirmation to support the Constitution." If I was a member of Congress I would not be able to vote for this legislation or anything like it, without feeling I was violating that sacred oath or affirmation. If I voted for it anyway, I would hope the American people would hold me accountable.

                                For those who might doubt the nature of this threat, I suggest they consult the source, the US Constitution, and Bill of Rights. There you can see exactly what we are about to have taken from us.

                                Romney committed voter fraud

                                Republican presidential front-runner Mitt Romney has survived the heated GOP nominating contest so far without attracting significant attention to what may become a general election issue: allegations that he committed voter fraud in 2010. In January 2010 the former Massachusetts governor proudly cast a ballot for Republican Scott Brown in the special election to replace the late Sen. Ted Kennedy. He didn’t own property in the state at the time, and had registered to vote listing his son’s unfinished basement as his residence. Massachusetts law defines a residence for voter registration purposes as “where a person dwells and which is the center of his domestic, social, and civil life.” Anyone found guilty of committing voter fraud faces up to five years behind bars and a fine of $10,000.

                                The issue was first raised last year, after long-shot GOP candidate Fred Karger traveled to Romney’s former community of Belmont and interviewed members of his former church — who informed Karger that the Romneys had moved — and their former realtor, who told him, “Oh, they moved to California.” Additionally, Karger claimed that Ann Romney told him that the couple lived in California.

                                  At this point making a serious effort to get the youth vote is a waste of resources for the Obama campaign. He'll get the youth vote! The majority of young people are not going to vote fro Mitt Romney, I guarentee that. The problem, as first read points out, is enthusiasm. This isn't 08, and it's not going to be. Obama will win the youth vote 2 to 1 easy, but the chances they'll turn out in big enough numbers to turn the tide are very low.

                                  I think he'll win re-election anyway, but it won't be solely because of under 30 voters.

                                    Barack and Jeremiah became close friends during their over 20 year association. Jeremiah joined Barrack and Michelle in unholy matrimony at the temple of Black Liberation. That was an interesting ceremony! They often would visit each others home. On one visit to the Obama’s, Barack showed his prize collection of prayer rugs. His must admired object was a sword said to once belong to a general in Saladin’s Moslem Army. The sword dated from the crusades, and was said to have removed the heads of many captured Christ Templar’s. The Templar’s once captured were always executed since they would never convert to Islam. To a radical Muslim and follower and leader of black liberation theology this had great significance. The templar’s were both white and Christian.

                                    Jeremiah became very wealthy doing the work of Satan. What sources does all his money flow? At Jeremiahs mansion in a gated community, he showed Barrack all his African artwork and sculptures. The most imposing item was a six foot tall statue of a muscular black arm with clinched fist reaching towards Mecca. The most disturbing item was a painting of a half black man fighting against his white self. The meaning of this painting was only known by Barrack and Jeremiah. I saw a photo of the painting. It reminded me of a scene from Hell where a man is greatly tormented.

                                    The Trinity United Church of Christ was Barrack Obama’s meeting place in Chicago for Black Liberation Indoctrination for over twenty years. In the minds of many African Americans, Christianity was long associated with slavery and segregation. It breaks my godly heart to even write this nonsense. My comment is it was not Christianity, but those that did evil in the name of Christ. Christianity is based upon faith, not social status. It saddens me most that the Lucifer Black Liberation Movement has led many astray, leading them on a path towards eternal damnation. On judgment day, Jeremiah Wright will stoke the fires hotter than normal. After dying, Jeremiah awakes to the afterlife and says, “Where the hell am I”.

                                      It's amazing how many people Obama and his ilk continue to fool. It's very understandable however given the number of people with no skin in the game (not paying taxes) and who actually care about American Idol and Lady Gaga instead of how this country is broke. Based on his budgets, President Obama loves checks. Balances, not so much.

                                        No matter what anyone thinks about this or that as an issue, all you can depend on from the Republicans is their stubborn and arrogant concentrated pursuit of their political ambitions at any cost to the people, including their being “puppets” for “the money”, their strong supporters and controllers. The rest is the subterfuge aimed to con and excite people and to manipulate public opinion as their history totally proves. The current Republican / Tea Party is simply owned and controlled by “the money”, as money and politicians work together to push towards a two-class society with “the few” competing in having it all while the majority continually looses, and anyone refusing to recognize that reality is just kidding themselves and asking to be further used and abused.
