ST. LOUIS — Under pressure by President Obama's re-election campaign to release them, Mitt Romney's campaign announced Friday that the former Massachusetts governor had filed for an extension in his 2011 taxes.
A spokeswoman for the Romney campaign said that while the presumptive Republican nominee had asked for more time to prepare his taxes this year, he would release them before November's election.
"Earlier this year, Gov. Romney released his 2010 tax return and an estimate of his 2011 income and taxes. This is an extension for filing his 2011 actual return, similar to what he has done in prior years," Romney spokeswoman Andrea Saul said in a statement. "Sometime in the next six months, and prior to the election, Gov. Romney will file and release the 2011 return when there is sufficient information to provide an accurate return."
The move was sure to prolong a national debate set in motion by the White House over the issue of tax fairness. The president's campaign arm has also demanded more transparency by Romney on the matter of taxes, demanding not only this year's returns, but also Romney's returns from the last decade.
Romney will now have until mid-October — just weeks before the general election — to file his returns with the IRS.
A former co-founder of the private equity firm Bain Capital, Romney is estimated to be worth as much as $250 million dollars, according to personal disclosure documents.
His immense wealth had been made an issue in the primary campaign, when rival candidate Newt Gingrich demanded that Romney release his tax returns. After resisting the pressure, in January, the Romney campaign released his 2010 tax returns and an estimate for 2011.
Those records showed that Romney paid an effective tax rate of about 14 percent, a tax rate stemming from the fact that the bulk of Romney's income comes from capital gains and investments. Romney's extension estimates a tax liability of over $3.2 million last year, and reflects a total payment of over $3.4 million last year.
Still, the debate did a degree of political damage, and came only after revelations that Romney's financial advisers maintained accounts in the Cayman Islands and Switzerland, both of which are sometimes regarded as tax shelters. (Romney's campaign has consistently said the ex-governor has paid all relevant taxes.)
The statement from the Romney campaign comes on the same day President Obama and Vice President Biden released their 2011 returns. The release of those forms were amid a weeklong push by the president's campaign and the White House — timed to coincide with tax season — to highlight the "Buffett Rule," a proposal by Obama that millionaires should be required to pay a minimum effective tax rate of 30 percent.
In a Friday morning memo titled "What is Mitt Romney Hiding from the American People," Obama campaign manager Jim Messina called on Romney to release his 2011 Tax returns -- and those for previous years -- in keeping with tradition for the nominees of each major party, including Romney's father George, who in 1968 released 12 years of returns during his unsuccessful run for the GOP nomination.
"On the eve of April 17th, Governor Romney has yet to provide tax returns from the period in which he made hundreds of millions as a corporate buyout specialist, or as governor of Massachusetts, the experience he says qualifies him to be president," Messina said in his statement.
Romney's inability to talk about his wealth comfortably — those close to Romney say privately he just doesn't think of himself as a "rich guy" — has often been regarded on as a stumbling block for his campaign, and a weakness for democrats to exploit by painting the former private-equity CEO as "out of touch."

Bain structured his compensation such that it appears to be a capital gain, but in reality it's ordinary income, by which measure Romney short-paid his taxes by about $25m.

He has an obligation to his shareholders to dispute any tax on the corporation that his thinks is not correct. These matters can be extremely complex and sometimes the IRS is found to be wrong. If this was a slam dunk for the IRS, this would have been paid by now. If Buffett loses, he may be subject to penalties and interest. So you see, it is not as easy as calling him a tax cheat. There has been no claim that Romney did not pay the correct amount of income tax due on any foreign accounts he happened to have. That is all that is required. The SS Administration will even direct deposit benefit checks into a foreign bank account if that is what someone wishes. Check out Obama's tax form. He took a tax credit for the payment of almost $6,000 in foreign taxes in 2011. It seems that Romney is not the only candidate who has investments in other countries, and Obama is doing it while being President, not a private citizen.
Just because something is legal, does not make it right.

Normally this might not be an issue. But at this time when there is such a wide gap between the 1%ers who get unfair tax breaks compared to and the rest of us and Romney is running for President, it is a real issue. It calls to question what is Mitt hiding ie. are there any bank accounts he holds in Cayman Islands or Switzerland? What is his tax bracket for 2011? These are issues that need to be resolved because it is expected from a person running for the highest office in the land. What we can tell by his comments is that he is supports the 1% wealthy libertarians and therefore, approaches every issue from that point of view as opposed to what is best for the country as a whole. His tax return will probably further prove that he is paying less taxes due to his wealth while criticizing any benefits or services for the rest of us. He wants to cut anything that does not help the wealthy directly while expanding the wealth of a select few. This is NOT what this country is all about. He is also supported by extreme right Tea Party who would also feel his wrath if he were to win the 2012 Presidential election. Elections are at their best when they are decided based on issues instead of a dislike for a candidate. The right should be careful for what they wish for. Transparency is a great way to promote democracy because then people can do their due diligence and vote for the elected officials that represent them instead of self-centered egotistical libertarians who are only looking out for themselves.
There are no tax breaks in the individual tax code that I am aware of that apply only to high income earners. Perhaps you could list them. If Romney had ordinary income that totaled over $379,150 after deductions he would be in the top 35% bracket. His long term capital gains would be taxed at the maximum, 15%, as would any qualified dividends. I believe the estimate is that his effective tax rate would be somewhere just above 15%. Those in the middle class with total income around $70,000 have average/effective tax rates around 6-7%. Romney's tax rate is more than twice as high as that of the average American taxpayer. Obama's effective tax rate was just over 19%, but he had no reported capital gains or qualified dividend income, and also had no tax exempt income from municipal bonds.

I doubt he does his own taxes, so all he needs is a couple of days to sit with his accountants/tax preparers, go over them, make corrections, and sign. It's amazing how these rich people get all the breaks. His spokeswoman says they'll be out before election in November, that's 7 months.
High income folks don't get any tax breaks that every taxpayer is not elligible for. In fact there are limits on some deductions. There are no tax breaks or deductions for rich folks, how much wealth you happen to have appears nowhere on any federal income tax forms. Perhaps you are unaware that there were significant reporting changes for brokerage firms that changed the format of all their tax forms sent to both the IRS and customers. Many firms sent them out late. I had to scramble to avoid asking for an extension. It is not unusual for those with complex tax returns to ask for an automatic filing extension which recquires you to estimate and pay any taxes due. This is not at all unusual.
Here is a guy running for president who knows that his 'wealth' is something that will be talked about during the campaign. Yet, he doesnt make sure that the voters will be able to judge him by ensuring that his accounting team has the tax return ready on time? Right!

Since the fact that Romney's wealth and how he accumulated it has been a hot topic during this campaign, and I dont seem to remember anyone caring much about Obama's relatively low level of wealth, your comment seems illogical and biased. You obviously are attempting to take the heat off of Romney, who is trying desparately to avoid being judged on his report card for how he accumulated his wealth. The normal voter should take a hard look at how Romney got rich and what he is doing now to continue that trend. Who, and how much, these guys contributed to so-called "charities" is simply smoke. Religious comments is a trip into fantasy land that also should have no bearing on who can do the best job leading our country. Unfortunately, neither of these guys is worth a darn at leading us.
