Is Texas looking to change its delegate rules to help Santorum?

According to a spokesman at the Texas Republican Party, a member of the Texas GOP’s executive committee drafted an email to call an emergency meeting to revisit its delegate-allocation rules.

And make no mistake: This effort is coming from Santorum world.

Santorum, in fact, commented on this subject yesterday while campaigning in Pennsylvania.

“After Pennsylvania, the calendar in May looks very, very interesting -- a lot of strong conservative states who are looking for the opportunity to tighten this race back up. There's talk now of maybe making the state of Texas, 154 [sic] delegates, a winner-take-all state. We would like that. That would be a good thing.”

And today on MSNBC's "Andrea Mitchell Reports," Santorum spokeswoman Alice Stewart added, “Keep an eye on Texas, that’s going to be critical in terms of how the votes play out there, whether it’s winner-take-all or proportional. Texas will be critical in the primary election and everyone needs to pay attention to that."

Right now, Texas is set to award its 155 delegates -- on May 29 -- proportionally. But making it winner-take-all could help Santorum narrow Romney’s delegate lead, if Santorum remains in the race (and more importantly, if he remains competitive).

Per the Texas GOP’s bylaws, you need 15 members of the executive committee to call such an emergency meeting.

And it takes a two-thirds vote at that meeting to propose a rule change -- that would later be sent to the Republican National Committee.

But a Republican official says the RNC is "unlikely" to grant Texas a waiver to change its rules.

"If they succeed in changing the rules in Texas, then they have to come to [the RNC] for a waiver, and it is unlikely to happen."

Especially, rules like federal income tax regulations. Has Romney ever made his recent tax returns public as he said he would? And I wonder what the tax rate is for the Cayman Islands.

Anyone but Romney, if this man were elected, every person that works a 40 hour week, and works hard, you will regret this man. The only thing the repubs state is make obama a one term president, but they offer nothing. You have cantor from Va, who is the wolf in the hen house, and several others, I really hope people use the mind they were given and really check everything out. You do not want romney, I am from Missouri and ask anyone from there about Romney thanks but no thanks.

    Is it not OBVIOUS that Santorum and Gingrich have so much hatred toward Romney that they would be willing to attempt to get states like Texas, Arizona and Florida to legally change their delegate allocation. What the hell are wrong with this idiots? They have no class whatsoever.

    Romney had the class to step aside in 2008 when he saw the numbers and stand behind the eventual nominee through the entire race but these two idiots are turning this into their own personal agendas because they actually think that people are wrong about them and that they will change their minds and propel them into the white house.

    Gingrich is slowly going bankrupt but as long as he can stick it to Romney, he will try. Maybe Callista or Santorum's main female advisor will pull their husband's head out of their asses for them so they can figure out they have no chance in hell of winning.

    These two really need to go to the moon together. Newt, gas up the shuttle.

    Its a litmus test, DP-CA. If Romney can't overcome Gingrich and Santorum, he has no chance of overcoming Obama in November. Texas won't be allowed to change its rules determining delegate allocatioin. The RNC will shoot that down in hopes of avoiding a floor fight in Miami. But if Romney lacks the magic 1144 committed delegates, all bets are off and many delegates are committed ONLY for the first convention ballot.

    DP, don't know if it is hatred of Romney or enlightened self interest that keeps Santorum and Gingrich imitating the Energizer Bunny. My guess is that at some point Rick and Newt will be getting offers they can't refuse, or are hoping so anyway.

        I think Texas has every right to do this, since their primary was pushed back over the inability to decide on how the districts should be drawn. However, I seriously doubt that the RNC will allow it. They have already decreed that Romney will be the winner and doing something that might upset that would make them look very foolish.

            Interesting that santorum proposes changing the rules after the Texas primary. I would say if he had said something before the primary, then maybe Texas could have looked at it. To do so now is just voter fraud and manipulation. Aren't the repubs all for 'fair elections'? Maybe santorum should be asked if he thinks he would be for changing the rules if he had won Texas? And where is that guys birth certificate? Why is that not an issue if the candidate is republican or white? Come on birthers.... how many of you have asked to see ANY republican candidates birth certificate? None - ask yourself why.
