Senate vote on jobs bill hung up on judicial fight

 

The top Democrat and Republican in the Senate sparred Tuesday morning over whether judges or a House-passed jobs bill should be next on the agenda following the Senate's expected passage of a new transportation bill.

Senate Majority Leader Harry Reid (D-NV) offered to allow a swift vote on the JOBS Act, a Republican-led jobs bill that passed the House with overwhelming bipartisan support, in exchange for Republicans dropping their objections to confirming some of President Obama's judicial nominees.

Republicans, in turn, accused Reid of holding their jobs bill hostage until they relent on the would-be judges.

The only thing preventing the Senate from moving quickly to tackle these items," Reid said in reference to the JOBS Act and a series of other legislative priorities, "is what we've had this whole Congress: obstructionism by my friends, the Republicans."

Senate Minority Leader Mitch McConnell (R-KY) said Tuesday morning on the Senate floor: "I think most Senators would rather be working on things that the American people believe would actually help create jobs than to see the Senate embroiled in another controversy which I fear my good friend, the majority leader, is seeking to precipitate."

It's part of a fight Senate Democrats have picked a fight with Republicans this week over judicial nominees. Democrats accuse Republicans of slowing down and blocking the confirmation process for U.S. district judges.

A handful of Republicans, led by freshman Sen. Mike Lee (R-UT), have been holding up votes on judges in protest over President Obama's recess appointments to the National Labor Relations Board and the Consumer Financial Protection board.

To retaliate, Reid has moved to hold cloture votes on 17 judge nominations starting tomorrow. Each judge vote could tie up the Senate floor for weeks absent an agreement with Senate Republicans.

Early indications are Republicans will fight Reid on this and not agree to dispense quickly with the judge votes. Democrats welcome this, of course, because it helps them paint Republicans as obstructionists.

McConnell this morning accused Reid of manufacturing a controversy over the judges. He argued the Senate should move right away to the JOBS bill that passed the House with 390 votes. 

"It is highly unlikely any of these district judges are not going to be confirmed," McConnell said. "We've done seven this year. District judges are almost never defeated. This is just a very transparent attempt to try to slam dunk the minority and make them look like they're obstructing things they aren't obstructing."

How is it that Harry's actions are any better?

He is obviously blocking something that would be a WIN for the American people and as such a WIN for the Republicans...

This may be way outside the box, but I'm beginning to feel that judges, all judges, should be voted into office the same way and for the same length of time that our presidents are elected and hold office.

Judges have been appointed by conservatives and liberals throughout our history. More times than not I have felt that those judges will rule a certain way based more on their personal beliefs than the actual constitutionality of the issues at hand. This cripples the very fiber of our constitution and in return the fabric of our country.

If judges, including supreme court judges held term limits of four years and no more than two terms, we might come out ahead in the long run.

At the time being, the house should accept the senate offer and move forward. It may not be a perfect compromise, but at least it's a compromise and we could sure use more of that in politics.

If 7 Judges were already appointed this year... then appointing them should be no problem... but for some reason... the GOP freshman are Filibustering APPOINTMENTS! See, this is why Freshman congressmen and senators are the problem, they're too radical. The veterans of congress actually know what they're doing, and for the most part can come to some agreement... but when freshmen get in the mix, it forces everybody waaay to the right, and waaay to the left. So yes, Sickofthebickering... they should get back to work... these appointments will take under an hour if they can just put them to a vote, and get on with it. Then they can pass the damn jobs bill and get back to work.

This is one fight the Republicans won't win. McConnell has already said the judges will likely be confirmed. Of course, by requiring cloture votes, no one can leave and go home to run for re-election. Just because one Senator is miffed that President Obama made recess appointments. Well, guess what, EVERY President makes recess appointments. Get over it and get back to the work of the People of the United States.

First of all the two issues should not be tied together and Harry is wrong to do so, but if the judges are going to be approved as the minority leader states, then what is the hold up? This is what causes gridlock. You would not have the well, if you want this then address this first issue, if both sides did their jobs.

The actions of Harry Reid right now are no doubt in response to the kind of thing the Republicans have been doing since President Obama took office. The GOP House really, really, really wants to have the jobs bill passed into law so they can go into their primary fights saying "see, we promised to help get jobs, and we did pass a jobs bill."

Remember the votes to extend unemployment benefits, extend the Bush tax cuts, raise the debt ceiling, confirm judges, confirm other appointees and 143 other filibustered items ? What would happen if Harry Reid decided that no further business would be conducted until each and every one of those things were actually put onto the floor for a yes/no vote ? AND, what if the Senate stayed in session and had votes every day so that the only thing being seen on C-span is Republicans voting NO, NO, NO over and over and over and over ?

Karma is a brutal lady, and when she decides to give you back what you have dished out, she does it with compound interest.

I'm probably the hardest core Independent-Democrat-leaning poster on this thread, but somebody said Harry Reid was going to do SOMETHING to mess up the Jobs Bill, and dog gone it, if they weren't at least 1/2 right.

If just this ONE TIME we can focus on JOBS JOBS JOBS and nothing else, this could actually get done. Harry Reid, please just shut your mouth and sign the darn Jobs Bill, the Judges already have jobs. Scheesh!

The Senate should vote up or down on this jobs bill, then they'll have plenty of time for the judges. The sooner the jobs bill is resolved the better. Why don't all the Senators interested in jobs arrange for Harry a long lunch and in his absence vote the jobs bill?

My, my; how the tables have turned. It would seem that Republicans CAN teach an old Democrat new tricks. Not that 2 wrongs suddenly make a right...that hasn't changed. I agree with the frustration of the Dems; McConnell should coral his boy from Utah and take him out behind the woodshed, if necessary, to teach him some manners. And, Harry, don't be a douche-bag. Have a vote on the jobs, then act like a Republican; at least be a little better than they are.

What the Republican dimwits won't tell you is that Reid wants the judge appointments to move to a floor vote. The Republican dimwits have used Senate procedures to block an up or down vote on the judge appointments. Reid is NOT attempting to 'force' Republicans to appoint these judges - he is attempting to force the Republicans to actually do their job.

In the absence of compromise - any Senate action has become a process of using leverage to force Senators to do the work they were elected to do. Apparently getting a Republican to actually do their job requires a 2x4 ...

THE ABSOLUTE MAXIMUM SENTENCE WILL BE RULED AGAINST YOU, YOUR FRIENDS, YOUR FAMILY, YOUR PROPERTY AND YOUR BUSINESS.

      The Senate has a duty under the Constitution to scrutinize Judicial Appointees. Reid doesn't give a S**T about the Constitution or the adherence to it by the Senate. He would rather hold a Jobs Bill, overwhelmingly considered highly beneficial to the American people, with highly popular support, hostage, so he can force through potentially unqualified candidates for the Federal Bench. The man has no sense of priority and obviously cares nothing about the American people. All he wants to do is play little Hitler, or he'll take his ball and go home. He should be kicked out.

          The nominated judges are competent and there have been no objections to the appointments by the GOP. They are merely stalling the appointments for political reasons. Read up on the subject before you weigh in with your uninformed opinions, okay?

Therefore, they are playing an obstructionist game with the judicial system. I provided you with an excellent example and you are conveniently ignoring the facts.             SAILCAT: How is denying jobs to the American people beneficial? All that is needed is a half a day in the Senate and the American people would receive the best employment benefits that a bipartisan Congress has created. If Obama and Reid spent one half day on the floor of the Senate they could then get the jobs bill passed with out opposition and then move on to the appointments. Threatening, a delay of months and months, by conditioning putting the Jobs Bill to a vote (as in: we will hurt that American People unless you first approve our judges) is unconscionable, unethical and defies Constitutional intent.                       Thank You Sailcat, I think I will be OK, the doctors are amazed because of the size and the duration that the tumor had to be growing, but for some reason it seems if it stayed contained and did not spread throughout my system.                         Unfortunately, the judges have been held up for a lot longer. You can say only 7 have been confirmed but only 43% of Obama's judges have been confirmed against 79% of W.                               It is not the House Repubs who are the obstructionists in DC, it is Harry Reid who is the GREAT, GREAT Obstructionist in this country.                               The dems have only had control of the Senate since 2007. Prior to that the reps held control from 2003 to 2007. Both have had the opportunity to screw things up and have excelled at it most of the time. Obstructionism is a lot like Judicial Activism. It all depends on what side of the argument you stand.

                              If you vote incumbent, you are part of the problem.

                                Repubs are good at cutting domestic spending and then run up the debt by not paying for the high cost of war.

                                Dems are good at raising taxes, then giving it to the poor in social programs!

                                I would like to see Congress just ONE TIME pass something because it has merit all by itself. It does the American people no favors at all for either party to say "if you'll vote for this, we'll vote for that". Absolutely pathetic. If something isn't worth voting on because it helps the majority of the people, then it should be tossed out.

                                Both parties are acting like children, here. Dems shouldn't behave like the Reps by holding a bill, meant to help Americans, hostage to gain something. However, it usually doesn't take this long to get judges in. So, the Reps are making themselves look bad again by not pushing through wha needs to be done. This playground bickering is costing, not them, but us the most discomfort. I wish both parties would just grow up. Dems, please don't fall to their level; that's red behavior and those of us that support you, do so because we feel like you have logical positions and compassion for those less fortunate. Please don't prove us wrong.

                                  When Republicans do obtain control of the Senate (whether it's soon or in the distant future) Democrats should expect the same kind of treatment as they dish out now. Unfortunately, the people who suffer from these partisan games are the American people. Senator Reid ought to be ashamed, but I doubt if he has the capacity for that.

                                  McConnell this morning accused Reid of manufacturing a controversy over the judges.

                                  But..but.......

                                  A handful of Republicans, led by freshman Sen. Mike Lee (R-UT), have been holding up votes on judges in protest over President Obama's recess appointments to the National Labor Relations Board and the Consumer Financial Protection board.

                                  Turtle man obviously has his head poking out the wrong end of the shell. It was the GOP that is "holding up votes on judges in protest" that resulted in "manufacturing a controversy".

                                  As typical, the GOP LIES out their arses, expecting the low IQ Faux "News" viewers to bow in reverence and believe every thing they SAY while ignoring everything they DO.

                                  This agenda of holding up judges was going on long before President Obama made this recent recess appointment. Since President Obama took office judges have been desperately needed around the country, but the GOP will not allow them to come up for a vote. That is obstruction, complete and total obstruction that has been the only strategy of the sorry GOP since the president took office. When one party really has no good intentions at all for the American people what good are they? They have had their chance since taking the House and all it has been is an agenda against women, no funds for planned parenthood, cut funding to WIC, axe aid for Head Start. What have they done that is good? What have they done that is helpful to the average American worker? Nothing and nothing.

                                  On to some good news it seems that the public is now laying the UE and gas prices squarely on Obama as over 60% of independents blame his policies for at least a large part of the problem and Obamas disapprovals are rising with gas prices .................When Obama comes to the potium and says nothing can be done he reminds me of when Carter did the same thing and guess what thats not going to work now any more than it did then Obamas reelection hopes are dwindling down as gas goes up whether its his fault or not thats whats happening.

Americans need to get back to work and the freshman GOP/TPers don't care. ANYTHING to block dem dam Democrats. Oh, I can't wait until November. Gonna be a housecleaning and then MAYBE some work will get done on Capital Hill. I don't really like the concept of a supermajority (either Dem or Repub), but looks like that is what's needed to fasttrack the economy. Hopefully, it will be Democrats. And, at this rate... President Obama is gaining ground and, with the buffoons the GOP is running, should win handily in November. Congressional approval has only been lower once - I see a turnout of the GOP obstructionists and Dems taking over the House and keeping the Senate.

                                    Women do not like being told we are not able to have a seat at the table when you are discussing our rights. In fact, why were men even part of the discussion?? Watch for a HUGE backlash against the Republicans who lost their minds on that one.

                                    Oh they've confirmed 7 justices this year? That's nice; there's still 65 vacancies, because the party opposite the President has played these obstructionist games in the Senate since 1994. Both parties are guilty, and it's taking a major toll on the waiting time for a case to be heard in District Courts. You can only play political games so long before doing real damage to an entire branch of government. I really don't get how both sides, when they're not in power, see this as a legitimate tactic, but I applaud calling it out.

                                    Only a Democrat could hold a jobs bill hostage and somehow blame the Republicans for being "obstructionists". If you don't see the hypocrisy then you need your head examined. This isn't the first time Reid has "obstructed" for political gain and it won't be the last. It's been over 3 years since the Senate passed a budget and you can thank the Democrats for that. I wish for once the media would represent both sides fairly but they can't put down their Obama pom poms long enough to tell the truth.

                                    If republicans aren't obstructing the votes on judges, then just have the votes and get on with it. Sorry about the recess appointments guys, but the President is allowed to make them. When you won't confirm anyone he puts in front of you, eventually he will just recess appoint.

                                    If you think he shouldn't have, take it to court, but stop with the games.
