House Republican leaders said Monday that they will ready legislation to extend the payroll tax cut without offsetting its cost through the end of 2012 as a backstop in case lawmakers' efforts to authorize a comprehensive extension of that and unemployment benefits fail.
House Speaker John Boehner (OH), Majority Leader Eric Cantor (VA) and Majority Whip Kevin McCarthy (CA) announced the alternative route amid signs that the formal conference committee in charge of crafting a compromise bill on the expiring unemployment insurance and tax cuts has stalled.
"Because the president and Senate Democratic leaders have not allowed their conferees to support a responsible bipartisan agreement, today House Republicans will introduce a backup plan that would simply extend the payroll tax holiday for the remainder of the year while the conference negotiations continue regarding offsets, unemployment insurance, and the ‘doc fix,'" the trio said in a statement. "If Democrats continue to refuse to negotiate in good faith, Republicans may schedule this measure for House consideration later this week pending a conversation with our members."
Congress extended the expiring benefits at the end of December, shortly before each had been scheduled to lapse after Dec. 31. That agreement wasn't reached, however, until House Republicans relented on their demand that the programs be extended for all of calendar year 2012, along with having their costs fully offset.
Republicans agreed to the short-term extension only in exchange for the formal "conference" process intended to resolve differences between House and Senate legislation. But that reversal only came after a number of Republicans accused their House colleagues of politically damaging intransigence.
But with just a few weeks left to go until the Feb. 28 deadline, the conference committee appears mired in stalemate, with disagreement falling along familiar fault lines. Democrats wish to impose new revenue-raising measures on the wealthiest Americans to finance the tax cuts and benefit extensions, while Republicans decry such efforts as tax hikes, and wish to find savings instead through budget cuts.
The GOP's maneuver on Monday is a bid to put Democrats on their heels, and push back against the narrative that President Obama has used to great effect, casting Republicans as having obstructed middle-class tax relief by playing politics. If Congress were to authorize the tax cut extension without offsets -- something for which Democrats have pushed -- Republicans would conceivably be able to deny responsibility for the failure of negotiations.
Pelosi herself has told reporters repeatedly that she does not believe the payroll tax cut should be paid for as it is an "emergency" program implemented during a down economy. Boehner admits in his statement that "this is not our first choice," which reflects the fact that many in the Republican conference, especially conservative members, believe that this tax cut, if it's done at all, should have its cost offset. The total cost of the 10-month extension is around $100 billion.
Because of that conservative opposition, the bill would likely need to rely on Democratic support to pass, putting Democrats in the tough position of being forced to vote for a tax cut they have been pushing Republicans to pass.

Ron Pauls plan to end the income tax would send shockwaves throughout the world, creating a dramatic shift in world economies. Imagine every working person getting to keep an extra 20%-25% of their weekly paycheck. Most would find money to spend on new cars, appliances, clothes, food...ETC. The Wall Street Journal has just issued an endorsement of this move siting that ending the income tax is not only possible, but "would be the greatest job creating engine the world has ever seen."
Ending our policing of the world would help in evening up the pricing gap between US manufacturers and their foreign counterparts. Think about it, we pay extra taxes, as do our businesses (which they must then pass on to the consumers) to pay for protecting countries like France, Japan, Germany, and India. This in turn provides them an unfair advantage in the market place. It's time they pay to take care of themselves.
Closing down our foreign bases and bringing a majority of our armed forces home would be an immediate boost to our economy. All of those tens of thousands of soldiers would be spending their paychecks here instead of abroad.
Finally he has the plan to cut government waste, and balance the federal budget within 3 years. No other candidate has anything even remotely similar to this plan. The Banks around the world agree that if Ron Paul were elected president that the US would have it's AAA credit rating back within 6 months.
Ron Paul is also the only candidate that is addressing the failing entitlement systems. His cuts would be used in part to shore up Social Security, and Medicare so that the elderly are not suddenly left without care.

I really don't want the dang payroll tax cut. I hate it. And when I literally see the SS trust fund value half of what it was I don't like it. Where the heck do they think the repayment of that fund is going to come from? Duh. General fund. And at what point are they ensuring me that they are planning to get that trust fund balance back up to where it was? As some have pointed out since the 2% comes from what you are paying into Social Security it doesn't really have to be offset. It just means that it will take 2% longer to max out your benefits and yes I have already done that. After you pay so much in you cap out on how much will be paid out to you regardless of how much more you pay in. It's not like the government is going to write your family a check for all the money that you put into Social Security but didn't draw back out when you die. They keep it.

The unemployment extension, yes that is a problem. Many states unemployment accounts are empty and it is hard for these states to keep paying unemployment for 99 weeks. Still if you cut these people off from any money the economy will tank even worse than it already has.

While I agree with that. Obama has made it a point not to pursue investigations on anyone involved in the torture and extreme rendition allegations under the Bush Administration...nor the blatant constitutional violations of privacy and due process.
Obama has also been very clear about not subjecting the Fed to a comprehensive audit or pursuing charges of fraud and acting on conflicts of interest within the rating agencies that enabled the recent financial melt-down to begin with. Yep, the deficit whores make up about 60% of the population. We have 47% that pay zero federal income taxes and use the most entitlements/services. Then we have all the federal employees, federal retirees, military, military retirees, defense contractors, other federal contractors, union pensioners that were bailed out, corporations that were bailed out, retirees of bailed out corporations, banks that were bailed out etc etc etc.
That makes up about 60% of the voting population. How do you ever pass responsible legislation when 60% of the country is dependent on and addicted to deficit spending? The more people the federal government gets on their dependency bandwagon the more deficit voters they acquire. You can just imagine if that ridiculous healthcare law goes through that will had another 10% of the country through employment and another 25% through dependency.
At that point you can kiss what little is left of the Republic goodbye. Welcome to pure socialism by "mob rule".
Dems didn't win, the GOP just made their first move towards rational behavior. But more important for them, they took this off the table for negotiating purposes.
Later this year, they will take up the Bush tax cuts and raising the debt limit again.
Taking this off the table levels the playing field for the GOP.
What this proves is that the GOP doesn't care about deficit spending.
