House Republicans moved Tuesday to reject a Senate-passed tax cut extension, hardening a standoff over whether to extend an expiring payroll tax cut and clouding the prospects for a clear resolution to prevent a tax hike on Jan. 1.
The House passed a measure that served the twin purposes of implicitly rejecting the Senate's bipartisan legislation extending an expiring payroll tax cut for two months, while volleying House Republicans' own proposal back to the Senate, where Democrats are in the majority.
Some 229 House members, all Republicans, voted to send the payroll tax cut to conference, the formal (and less commonly used) process to resolve legislative differences with the Senate. Seven Republicans joined 186 Democrats in opposition to this plan.
President Obama, in a surprise appearance at the White House briefing, condemned Republicans for playing politics with the vote, and urged Speaker John Boehner (R-OH) and House Republicans to defuse "brinksmanship" and pass the two-month deal.
"Let's be clear: Right now, the bipartisan compromise that was reached on Saturday is the only viable way to prevent a tax hike on Jan. 1," he said.
The legislative maneuver allowed Republicans to avoid having to specifically vote against the Senate's two-month tax cut, while still voicing their opposition to the deal.
It also solidifies a standoff with Senate Democrats about how to resolve the payroll tax issue by Dec. 31, when the yearlong tax holiday is set to expire. Democrats have said they would refuse to appoint conferees to help resolve the dispute, and would instead insist on House Republicans to relent, and approve the two-month-long cut.
"I think the next step is clear: President Obama needs to call on Senate Democrats to go back into session, move to go to conference, and sit down and resolve this bill as soon as possible," Boehner said at a brief press conference at the Capitol, shortly after Obama delivered his remarks.
Both sides are directly pressuring the other to act first.
"The bill is back in the Senate, so if Harry Reid says he's not going to appoint conferees ... he's going to have to answer to the American people," House Majority Leader Eric Cantor (R-VA) said on MSNBC following the vote.
Democrats seem content, though, to sit back and wait for House Republicans to blink first.
"Pressure every day is mounting on Republicans," Senate Democrats' messaging chief, Sen. Charles Schumer (NY), said Tuesday morning on MSNBC's Daily Rundown. "All you have to do is let the pressure mount, day in day out. And they will come back and support the two month [extension]."
GOP Sen. Scott Brown (MA), who was one of the first Republicans to openly criticize this week's actions in the House, said he was angered by Tuesday's House vote.
"It angers me that House Republicans would rather continue playing politics than find solutions," Brown said in a statement. "Their actions will hurt American families and be detrimental to our fragile economy."
Lawmakers will spend the afternoon debating and voting on motions to instruct House members on those theoretical deliberations with the Senate. This measure would essentially detail just what Republicans are seeking as an output of negotiations. (In this case, Republicans insist that the extension last a whole calendar year.)
After those votes, though, most lawmakers are expected to head back to their districts in observance of this week's holidays, leaving work to conferees. Boehner said the negotiators he had named to hammer out a deal would remain in Washington, as would members of the GOP leadership. He suggested, though, that the rest of the Republicans would go home.
Obama has postponed his own vacation to handle the payroll tax dispute, and made a personal plea to Boehner to help navigate the crisis. Boehner, when asked about that appeal, shot back: "I need the president to help out!"

Perhaps more important to the battle over the payroll tax cut, Obama has regained an advantage over Republicans in Congress when it comes to ‘protecting the middle class.’ In the new poll, 50% say they trust Obama on this issue, compared with 35% who choose the GOP.
It could never be clearer why the Congress has a new record low 11% approval in the recent Gallup Poll.

I've always been amazed at the Republican Parties collective ability to push a message and spin. They are much better at it then Democrats. But I don't see anyway Republicans can spin their refusal to extend the payroll tax cut.
If the problem is the funding mechanism Democrats can trot out dozens of Republican quotes along the lines of, "Tax cuts NEVER have to be paid for." These aren't old quotes either.
If the problem is the short duration Democrats can point out that the two month extension is meant to allow more time to generate a full year extension. Republican voters don't do well with nuance, but this is well within even Republicans ability to understand.
If the problem is that it takes funds away from social security, well, that is true but that never stopped Republicans before. They've been dipping into the Social Security Trust Fund for decades, that is why Al Gore came up with the "lock box" idea Republicans used to mock Gore for.
This issue is a loser for Republicans, and they know it.

How can repubs vote against a tax cut bill even if for two months allowing a better deal be hashed?
Even when it more than pays for itself in cuts and mortgage fees repubs even added so that it actually decreases the deficit by 33billion (and offsets the social security revenue)?
Even after it drops the 0.75% taxes on 0.1% of the top earners (many of who got the bailouts anyway and have seen incomes go up through the past decade and through the near depression)?
Even after it adds the Oil industry pipeline initiative?

A two-month extension, as proposed by Harry Reid, serves only to briefly kick the can down the road and IS NOT an earnest attempt by Democrats to resolve their differences. Democrats are only concerned with pinning the blame on Republicans in hopes it will salvage their elections in November.

I read all the comments here, and went back to articles at all the news agencies. I am left with one observation and one question. As always, please help me...
The Republicans, as always, are proposing a solution for businesses. I saw that the major payroll software companies and the payroll services state they cannot produce the necessary changes for such a short period. The changes would create too much unknown and cause unnecessary expenses.
Second, I did read at most networks, that the President clearly stated this past Saturday that he wanted the one year extension, not a short term solution.
So... what is wrong with a one year tax reduction (lowering the revenues to the Social Security Fund)?
Beyond the Payroll Tax, the remainder components are political in nature - and both sides need to give a little. The pipeline, which will travel a well worn path by many other pipelines, should be allowed to happen for the couple year construction jobs financed by the private sector. Which is what we need. The extension of Unemployment is proposed to go to the end of 2011 by the Republicans. That works for me, but any comment to the otherwise has to be a political statement. And the support for the doctors who will get reduction is reimbursements is a no brainier.
Thus, we are left with amazing statements from individuals who will take whatever side their politics stand and not support what is good (and actually too expensive for our country), and move forward.

How can anyone NOT see that if Congress goes along with Obama the deduction will END after just 2 months. Obama doesn't want to address the pipeline issue until after the election. If he goes with it, the tree huggers will be mad and he'll risk losing their votes. If he goes against it, the Unions will be mad and he'll risk losing their votes.....so he just avoids any action on it until he's collected their votes. How does a two month extension serve anybody? If Republicans want a full year and Democrats want a full year, then without adding on extra B.S. like the pipeline, etc., just pass the freakin bill on its own merit and be done with it.

The two month extension makes sense, JC, because it's not loaded with poison pills for either party and allows time to negotiate the full year extension without the impending threat of a deadline. Both Democrats and Republicans, by an 89-10 vote in the Senate, agree with this.
Ulitmately this is the GOP protecting the wealthy at the expense of everyone else. They have no issues wanting tax cuts for the wealthy, but try and extend them for the people that really need them?! No frakking way. Someone has to pay for their caviar.

So in other words EVERYONE except the radicals in the house knows that the 2 month bill is a stop gap to prevent coming negative economic impact while they work out the long term solution. It's not anywhere near perfect, but it's better than walking away with nothing.

McConnel checked in with Boehner first. Boehner was all in until his party notified him that the constituents back home were having a fit with the short year. They know the issue would come back to haunt them when in February it would once again be on Message for the White House to extend the Payroll tax which is not a topic favored in an election year.

How are you to day? Getting better I hope. The stupidity you talk about is the stupidity of all the politicians, this is nothing but a political "I got you moment" for Obama. The liberals can try and saddle the republicans with this, however it should be blaming the Senate for refusing to give Obama what he wanted in the first place, which was a one year extension of the temporary payroll tax reduction. Further Obama and Harry Reid must realize that they do not get everything they want, there are way to many lefties posting on these threads that are willing to bend over backward, regardless the cost, to give Obama what he wants.
The Senate is just kicking the can down the road and they know it. If you want a one year extension then pass the damn thing and quit playing games. If the democrats were serious, they would ask that tax rates for those making under $110K be reduced, which would put more money in peoples pockets that the payroll tax reduction that takes from Social Security. There is no proof that the payroll tax reduction has helped the economy or created jobs but is being paid for with deficit spending. The democrats kept complaining that letting the Bush tax cuts expire was not a tax increase, since it was only a 10 year temporary reduction, so why is this payroll tax reduction considered a "tax increase", when in fact it goes back to the original rate at the end of this year?
I'm way past the issue of the bill itself, instead more astonished by the antics of the House Republicans who once again, at the 11th hour, act stupid.
If I were a Senate leader, I'd simply go about my business. No one likes being yanked around by a group of people whose prime purpose is making themselves look good and others look worse. What do these people care about the country? They have jobs, ample salaries, benefits, perks & bribes to sustain them.
Voting for any of these people again, Republican or Democrat, is a bad idea. Find alternatives who aren't going to accept bribes and who believe they're there to represent human people, not corporations.
The Senate has declared itself to be recess. Under Senate rules, they cannot extend or go back into session, without a yes vote from all 100 sitting senators. Most Senators, both democrat and republican, have said that they not vote to go back into session. These Senators can meet with members of the house, to come to some kind of compromise, but will not be able to vote on any bills until the next legislative session.

My comments? - yep, from INSIDE the beltway. I have spent a long time trying to be neutral, but it is becoming difficult with no solution, just political comments from both sides. I read all news services to see who can follow some of the real items here. MSNBC does not and probably never will. It is difficult to be neutral reading the comments at this page. Some are so far from any realty.
This bill for example. The real challenge inside the meetings is the unemployment and how to pay for it. Is that the story at MSNBC - NO. The Senate felt that a solution of two months without anything else is about as clear a message of putting off a decision as there can be. It is wrong. The House is holding for each of their requirements, including the much needed pipeline component. They are wrong.
The House not going along with Senate Republicans? - the final result was not what the House was thought was agreed. Two months were originally OK, if the other components were included. Was that clear in this article? The Senate took an easy way out of the process (and yes, so they could go home).
So, Marine, there is no solution today and there will be no solution in two months. There will be some sort of an emergency action taken that lts both sides walk away from this vote claiming they are the winner - when there will actually be no decision.

Isn't it stupid to even have a reduction of the contributions to SS, when the SS trust fund is in dire straits? Mmakes little sense extend it. Obama 's administration cut the SS contribution, because he knew Obamabots wouldn't understand what he was doing. The cut should never have happened to SS, maybe some of the stimulus of hundreds of billions should have been the source for giving a tax break to Americans.

Both parties did want a year extension the PROBLEM is that republicans refused to pay for it by raising the tax rate on people earning over 1 million/year by a teeny, tiny fraction of a percent, instead they wanted the brunt to fall on the middle class AND tie a controversial pipeline to the bill. Republicans are the ones holding their breath until they get EVERYTHING they want, and it ain't gonna happen because we won't stand for it. The middle class is tired of getting screwed while the teapubs protect the 1% NO MATTER WHAT. And make no mistake, republicans WILL get the blame for this. Thanks for the Christmas present, guys!
Sarge I had a second treatment of my first six week series just this morning, thank you for asking. The democrats started out asking for a one year extension however the deal struck by the senate was reduced to a two month extension, it was passed overwhelmingly and McConnell obviously believed Boehner's house was on board Harry knew the democrats in the House were willing to pass it and renegotiate further before the two months expired. This is entirely on house republicans, and for that matter one year is tempory so what is the big deal, they deserve all the political heat they get, they made a political calculation and cut it a little too close the holidays and I don't believe the senate is coming back to rescue them from themselves. A good soldier as yourself would never leave a man stranded, but these politicians most certainly will, lets just see who rushes back to DC first Mitch or Harry, my guess is neither, they have left the combat zone and are on R&R for the rest of the year. The only thing I can say is the republicans, and especially Boehner are playing some sort of game. I can understand not wanting to bend on getting a full year out of the passage of the bill, but so what if they have to come back together in a couple of months to renegotiate the time frame. As a conservative, this doesn't make much sense to me why they are taking a hard line on passing the bill. There's not much of a point to be made out of it.
Lately it appears as though the republicans are trying to lose all credibility. Essentially, the amendment will null and void, the Supreme Court ruling, authorizing corporations to donate as much money as they want, with out it being accounted for and traced back to the donors.
The bottom line is, middle class Americans, better know as the working class, is quickly losing their civil rights. Republicans, fed by the likes of the wealthy 1%, are pitting the middle class against each other; by planting false and misleading stories, innuendo and propaganda.
While the middle class nit-picks, over these inane issues, the wealthy and powerful, are taking our rights way from us and leaving us with nothing. The rich want to cut the minuim wage, stop cost of living increases, block our voting rights, prevent us for achieving the American dream. They only want our money and our labor. The rich wants the workers to give as much as we can and they want us to do these tasks for a pittance or nothing at all.
When I hear the likes of Newt Gingrich stating, school children should be janitors and Rick Perry wanting to eliminate federal programs, he knows nothing about; everyone of us, should be frightened. These are the despots, who want to be the president.
Not one of the Republican candidates has the intelligence, the compassion or the ability to do what is right for the average American. And that included Jed Bush! Republicans want to take the power and wealth from every last American, so they can "rule" the United States. One look at the Supreme Court ruling. that calls a corporation a person, should be proof enough. Republicans want it all. Your, mine and ours, Everything!

Both houses of Congress need to adopt Robert's Rules of Order as their only rules for functioning....in fact, we should force a constitutional amendment that would set RRO as the only rules for each house to operate under. We also need a constitutional amendment that FORBIDS any amendment that is not GERMANE to the main bill to be attached to that bill, and not just appropriations bills. The pipeline is NOT germane to this tax bill (which is really a form of appropriations/budget financing) and should never have been allowed to be attached to this bill.

What most people don't realize is that the Nebraska state legislature has said "yes" to the pipeline, but want it re-reouted away from a cricitical water aquifier. If the pipeline were to contaminate that aquifier, it would impact much of our heartland's agriculture. The pipeline reroute will require time to examine for potential impacts of the new route. Republicans aren't just going against President Obama, but against the people and government of Nebraska by trying to force approval of the original route. The pipeline has nothing to do with the payrol tax cut; it's simply for a big oil company to get their project started. Republicans, once again, putting big business interests ahead of the average person, and trying to spin it into something else.

What Democrats would those be? Harry maybe? Harry needs to understand that this is the process of how things work in Congress. The House and the Senate pass their legislation, and it goes to a conference committee where the differences are worked out. That's how it works, at least before Harry showed up.

I think there may be truth to the idea that Boehner is not a very good Speaker of the House, but in all honesty, he is dealing with a fairly unmanageable caucus.
Looks like the good Senators on both sides had a case of Get-Out-Of-Townides. That's not atypical, just kick the can down the road a bit and pick it up later, they've been doing it for years. Too bad the House had other ideas.

Feisty - There are two bodies of Congress. Although it would be great if deals and verbal promises and agreements would hold between GOP leaders of both houses. That is not how it works. Bills can go to conference committees. That said, I do predict that when the Democrats pick up ten to twelve house seats in 2012, Boehner looses his seat to Cantor who becomes the new Speaker.
Back to the payroll tax cuts...
Some see no wrong or hold all on their own side blameless that is not realistic. A question, do we really want to fight about this again in two months? Actually, in Senate time it means they get back maybe the 2nd week of Jan. Then they will delay discussing this until a week before the two month extension ends. Then the whole, same argument starts again.
The 1 year extension isn't a solution either, it kicks the can as well. If Obama wins in 2012 he will face a house and Senate GOP, they will ask for all tax cuts to continue. He will be in a weaker position then he is now. Let them expire now, this will take the XL pipeline routing out of the equation. The Nebraska's states rights will be upheld by rerouting the pipeline out of the Sandhills and have the proper amount of time to decide how it can be extended through less sensitive areas.
We have become addicted to tax cuts and assume we are entitled to them. We are not. We are not entitled to the Bush/Obama tax cuts either.
I see...so in Conservative-Land, if members of President Obama's party disagree with him he's a poor leader but if Republicans don't agree to something the Congressional leadership has brokered it's voting according to the will of their constituents.

If I had my way I would outlaw caucuses. I expect my Senators and Representatives to vote in accordance with the needs and wishes of my State/District - not with the dictates of the Republican or Democrat leadership... nor with the Black, Hispanic, Tea Party, or any other caucus leaders.
The Democrats are all for the 2 month extension and only a 2 month extension. The reason for that is that for those people who make under $110,100 (SS max in 2012) you will feel a 2% decrease in FICA. For those people who make over $110,100, you will have to wait a longer period of time before you max out your social security. Now the Democrats will soon claim, the Republicans are holding up the tax cut because of the 1%. The same way that until recently they felt that $200,000 is wealthy for a single person but when you add in a spouse and kids only another $50,000 makes you wealthy. What we need to do is vote out every single member of Congress and the President in 2012. That is the only way we can take back our government.

Nobody would rather have the two month extension. We would all rather have a year long extension. But because of political realities (Congress is dysfunctional) the best the Senate could do was a two month extension. I don't like it anymore than you do, but if they need another two months to make the extension last through the end of 2012 that is fine. This is not a complicated concept, you know that. Which leads me to the conclusion you are just trying to give support to the political leader of your preferred party. My comments? - yep, from INSIDE the beltway. I have spent a long time trying to be neutral, but it is becoming difficult with no solution, just political comments from both sides. I read all news services to see who can follow some of the real items here. MSNBC does not and probably never will. It is difficult to be neutral reading the comments at this page. Some are so far from any realty.
This bill for example. The real challenge inside the meetings is the unemployment and how to pay for it. Is that the story at MSNBC - NO. The Senate felt that a solution of two months without anything else is about as clear a message of putting off a decision as there can be. It is wrong. The House is holding for each of their requirements, including the much needed pipeline component. They are wrong.
The House not going along with Senate Republicans? - the final result was not what the House was thought was agreed. Two months were originally OK, if the other components were included. Was that clear in this article? The Senate took an easy way out of the process (and yes, so they could go home).
So, Marine, there is no solution today and there will be no solution in two months. There will be some sort of an emergency action taken that lts both sides walk away from this vote claiming they are the winner - when there will actually be no decision.

I can't believe the number of people on here who seem to think the Dems proposed the 2 month extension . The Dems wanted a year, but didn't want the poison pills the Republican House put in there. They agreed to the 2 months because it was all they could get from the Republicans. The Senate Republicans are the ones responsible for it being 2 months instead of a year. You can spin it however you want, but facts are facts.

Originally, Boehner was open to the 2 month extention. Why the change? Strategists realized that the democrats were wanting to take advantage of the issue coming up again in a couple of months. This issue plays very well to the base and brings in money and motivates a rather depressed and lethargic base.
Democrats stategists work out a mo of what to do if the Republicans do one of two things. The Republicans typically don't operate that way. What I do in teaching my son Chess is to figure out what his opponent is wanting to do and will do in reacting to his response to a move. Then find the very move that will throw off both his opponents Plan A & B and do it.

The damage to our dwindling and struggling middle class from Republican policies (the Bush-era ones we still suffer from of war, deficits, and tax cuts for the rich, off-shoring jobs, destroying manufacturing, etc.) will take a minimum of a generation to try to correct, but probably longer. As stated many times before, it's basic economics 101 that when the middle class is strong, there is demand, and when there is demand, companies hire, and all this benefits everyone including the rich.
But also a strong middle class is important for democracy. How can the US be a role model in these times of the Arab Spring and other global events if we neglect our middle class, our free speech, our free press, women's rights, etc? The House vote, 229-193, kicks the measure back to the Senate, that's the process we have in place.
But the Dumocrats already RAN AWAY from D.C. and failed to finish their job.
Let's see if we all understand what is happening. The Bummer says the only viable way is for the House to approve the Senate bill. Why can't the Senate approve the House bill? Now that is a fallacious argument. The polls show both parties pretty much suck. Passing bills for 2 months at a time is as stupid as it gets. I read both bills from each house. Did you? The House bill was for nearly a year and included nearly everything the Senate bill had, but was only for 2 months. Businesses don't make 2 month plans and the government shouldn't either.

Good Lord, any student of modern American history, since The Great Depression, knows that the Republicans always kiss butt with the powerful elite at the expense of American workers and the middle class. They have had their way for much of the last 30 years and that's exactly where they are leading us today.
The Democrats do not walk away unscathed. They fought the ideology of the Republicans tooth and nail with proposals to enrich the multitudes at any cost. That works well until you're spending too much.
How many of us have had an emotional and ferocious argument with a parent, sibling or spouse? How many of us allowed that serious disagreement to box us in a corner where we say and do things we later regret? Most of us. I don't get what having a pipeline running through the heart of the US has to do with extended unemployment benefits and the payroll tax reduction. Have each bill stand alone with no omnibus riders. Boehner showed his true colors after the last hostage taking over unemployment benefits, saying that he got 99% of what he wanted. What about what the electorate wants?
A solid majority favors a surtax on the nation's top earners while the GOP screams "class warfare" at the top of their voice. Why are we at a 60 year low tax rate on top earners when the country is cash strapped? Why not take a hard look at defense and make a substantial cut in our global presence? If the GOP wants to keep the tax rates as is--cut the budget evenly and not just domestic programs.
As pointed out by Warren Buffett, his rates are 18% while his employees are 30+ percent. By every appearance, the class warfare is going on, but it's against the Middle Class.

Here's the thing. The two month bill the Senate passed was done because the Congress can pay for it through cuts that will take place already on 1/1/12. It forces Obama to make a decision by the end of February on the XL Pipeline instead of kicking it till after the election.
Why did they do this? Because they could not come up with a *GASP* COMPROMISE on how to pay for a full year. When they return post-holidays, they will have two months to come up with the measures necessary to pay for a full year of these extended benefits. My only hope is that the Democrats stand firm on a tax increase for the millionaires, billionaires, and oil companies. When the majority of the country wants and supports something, either it should be accepted or those against it should be voted out.
The House should pass what the Senate has done and get over itself. Boehner doesn't run this country. The Teabaggers don't run this country. If they don't, they will learn in November just who DOES run this country.
Really Bob lots of numbers? Look at the polls. Approval of Republicans is going down while approval of the president is going up. These polls include conservatives, who don't like anyone messing with their Medicare, or Big Government drug testing for unemployment benefits, and who can see that this crazy-arse obstructionism is hurting the GOP brand.
Understand this one thing about drug testing. An unpopular governor in Florida, Rick Scott, tried this with Medicaid. Only 2% tested for drugs, way below the national average of 5%. And guess what? The tax payers have to pay for the drug tests when folks pass. Talk about big government!
Regardless, unemployment insurance is something we pay for via smaller paychecks so that employers can pay premiums. It is a safety net intended for anyone and everyone who is unfortunate enough to lose their job due to no fault of their own. Do YOU want this safety net for YOU to have the requirement that YOU have to take a drug test? Like the unemployed aren't dejected and humiliated enough!
But the bottom line is this:
The two-month extension was passed with 89 votes in the Senate, 39 of which were Republicans. There hasn't been a bipartisan vote of 89 on anything in a long time -- 39 out of 100 IS bipartisan (not 10 out of 435 in the House -- Ha!). And since Boehner stacked his picks for a conference with 5 out of 8 being against the tax cut in any form, and is a cover-up anyway, the Dems are refusing to participate at all. Good for the Dems, they are rejecting this @#$%! gimmick and the Senate is demanding that the House abide by the majority.
The Tea Party minority in the House has pushed the envelope one too many times with yet another attempt at hostage-taking to get a long list of things they want. Well too bad because The People are spitting angry, and they are angry at the Tea Party in particular. B-bye Teabaggers...

The House Republicans just slammed Mitch McConnell pretty hard. McConnell is trying to prepare the political ground so that Republicans can regain the Senate. Boehner and the House Republicans just shot that down.
The House has become so dysfunctional that even Republicans cannot work with it. Even if the Republicans regain complete control of the government - the Senate is not going to play second fiddle to the House. This is another fiasco that proves the House Republicans cannot even compromise with Republicans in the Senate.

- Then finally they got 90% of Senate to pass something and the President compromised on Keystone in it. And now Boehner reversed and doesn't want it anymore.

The GOP is doing this get a reasonable solution. History says that BHO would cave in, and he has to rely on Reid to sacrifice his carreer to save him, provided Reid does not cave.
The proposal from the House to the Senate should have been passed. For them to vote it down and propose a 2 month plan is foolsplay. The House rejecting this will force reconsideration on the Senate's part. The fact that the GOP in the Senate voted for this is regardless. The GOP in the house have history that says if they dig in their heels, the Dems will cave. And they have the backing of majority of American's who are for the pipeline, so their original proposal is not unpopular in the view of the American People.
I say they need to stick to their guns and force the issue as they are. Because they have a winning issue here that can get what they originally sought, which is popular with the American people, and the Dems will have to cave on.
The fact that the Senate already left for vacation when instructed to stay until the job was done will not go over big if the House stays in place to settle this only to have the Senate stay away. Who said anything was a done deal? What information was Reid using to send his Senate on vacation? What indication did he have that the House would pass this stopgap? Reid needs to stop assuming what will happen and actually do his job. To assume the House would pass this and release the Senate to vacation was a bad move.

But, even if it wasn't extended, at least we would have had two months of a tax cut. Now, there will be zero. How can THAT scenario possibly help the economy?

The Senate version was acceptable to 40 of 47 repubs. And 89 of 99 senators. It did not have anything in it that both sides couldn't live with.
- Even the President accepted a provision IMPOSED on him and the State department on evaluating Keystone (a borderline encroachment on the Constitutional separation of powers). But he let that go.
- And the Dems accepted to drop paying for it with 0.75% more taxes on the top 0.1% (many of who probably go the bailout and have had their incomes up through the recession adn through the past decade).
- Then the dems accepted the repug paying for it with increased mortgage fees.
Just for two months so taxes will not go up....

I know allot of people who are poor and not reliant on the the government. Some of them work two jobs to feed there family's. Let alone to try to send there kids to college. My response was in response to AmericanGirl claiming people would not be able to pay their rent or eat based on $3 a day. My contention was $3 was not going to cause such widespread gloom and doom. I know it is a nice stipend to lower income people. But I also know enough people struggling to know they still typically waste $3 a day even on the lower income spectrum. And I contend it will not be the make or break point for any income level. But then again this was before I saw she posted the same rant 5 times, so obviously just a mindless talking point and not worth the argument with her.
And I am far from rich. I just believe in fairness. And I have desires to become rich. I work at making myself more attractive to employers and honing skill that are desired. I make my own destiny. I dont wish to see the opportunity do the same denied to my children because of a class warfare mentality or because we spend away the wealth of this nation on programs while ignoring the needs of business to thrive while at the same time demonizing them as the enemy and chasing more and more away from our country to other more business friendly areas.
And I dont want to pay a larger share of my earnings I work so hard to achieve to support those that make poor decisions or do not have the same desire and drive as I do to succeed. While I try to lump all people into a group, I do know personally a lot of people who do not strive, do nothing to improve their skills, stay on unemployment and foodstamps and keep looking to the next extension rather than take a class, get a certification, or examine any means neccessary to thrive. I lost a job of 16 years in this recession. I was unemployed 5 months. In this time I studied and praticed and took tests to achieve new certifications in IT to make myself a more attractive candidate to potential employers. Others who were caught in the same layoff cycle as myself did nothing and are still unemployed.
I may be fortunate or lucky. Or maybe I have a different outlook on life and a differernt drive and desire. But regardless I feel any or all of us could have done the same. So now I get to be punished financially to support those who did not expend the same effort?
It is this mentality and reasoning that makes me a GOP supporter. I do not feel everyone tries at the same level and expect if someone is making huge money there is very likely a reason for this. While I dont have a problem with them paying a fair share, I feel we are already beyond fair when there is such a large pool not contributing to the fedederal income tax system.
If all were paying something, or at least a larger majority paying something, then I believe we have justification to ask a bit more of the top end. But until everyone has some skin in the game it is unfair to ask for more from those already paying.
And bottom line is it is a spending problem and no taxes should be sought until we first address the overspending issue.

One would have to make $55,000 a year for a 2% reduction in the Payroll Tax to equal $1,100 a year.
Obama grandstands that everyone will get those kinds of extra bucks in their paychecks....
$55,000 = $1,100/yr = $21.15 a week = $4.20 a day
$40,000 = $800/yr = $15.38 a week = $3.07 a day
$30,000 = $600/yr = $11.54 a week = $2.30 a day
And all this equals up to Billions NOT going into Social Security.....I contributed all my working life to pay the Benefits of your Parents and Grandparents...the ol' "pay it forward" thing. And now when it's my turn to collect, I get stabbed in the back....Social Security is an Inter-Generational Compact.....only this generation is not keeping up its end of the deal. Mitch McConnell worked this deal so the Senate Republicans compromised with the Democrats. The deal was to remove provisions the Democrats opposed in exchange for only a two month extension. The Senate Republicans worked with the Senate Democrats to reach a compromise. McConnell is trying to change the perception that Republicans are obstructionists - to make a case for returning control of the Senate to Republicans.
Boehner and the lunatics in the House just stabbed McConnell in the back. The House opposition to the compromise strengthens the 'party of NO' message. It is one thing to shut down the government or default on the debt - but - allowing more money to be taken out of paychecks for taxes will send a very personal message.
Your paycheck is smaller because Republicans refused to compromise.

Both my wife and myself come from parents who grew up poor and none of our parents went to college. In fact only one out of the four parents finished high school. My mom later got her GED at age 55 because she just wanted to do it. They were all sucessful and provided a good life for their family. No one gave them anything. They earned every dollar they have. Unemployment is being paid by me (and workers) every month. REMEMBER ONLY THOSE WHO USED TO WORK AND LOST IT GET IT! (and there are rules as to how long they were on the job and what their pay scale was, etc). If the Lord forbid I find I need this at some point rather than my family be out on the street I am happy someone had the wisdom to setup this provision. As I move longer into my working life of course I start to amass more savings such that I would need this less and less. But this is a provision that has helped build America's economy by removing some of the risk in taking a new job or starting a new venture. We have more new ventures and dynamic risk taking in our job economy than almost any other nation on earth since this provisions were put in placeQ

The House republicans rejected the Senate's bi-partisan 2 month extension because then they can't impose a looming deadline to force an issue. They know the democrats will cave at the 11th hour and give them whatever they want. I think it's stupid, because in February you will have GOP primaries going on and a new fight will give each side fresh policial fodder. The republicans have the most to gain from brinksmanship, which is why we see all these bone-headed moves from Congress. They are squandering the opportunity.
Also there are two things to remember about when they discuss the pipeline. First, when they say it will create a certain number of jobs, they are talking about job years. In other words, if the same person holds the same job job for 2 years, they have held "2 jobs". Likewise if 2 people occupy the same job for 6 months each, together they have only held "1 job." The second is that once the thing is built, the majority of the jobs created will vanish (construction jobs.)
Does anyone remember this kind of fight when it came to extending tax cuts for the 1%...???
Hopefully, we will elect some people this coming year who will actually represent the 99% of us who need the help.

And, no, I don't think taxing capital gains at greater than 15% is fair. 90% of capital gains earings are on profits from revenues already taxed. And, the investors are taking the risk. Why should the government (and others it supports) benefit from a risk someone took with their own money?

Folks, a lot of you are missing what is the actual problem here. The issue that needs addressing is single item legislation. We need a law mandating one item per bill only. It'll increase the workload, but who thinks Congress members are overworked now? This House/Senate problem came about because of the add ons to the bill. Each side says they want a 12 month extension, but they disagree on the extras that are being thrown in.
You want a tax cut, vote on it and nothing else. You want a pipeline, vote on it and nothing else. This makes it easier to see who really stands for what.

We keep losing jobs overseas and you keep spouting the line that the corps are not paying their share.
We have the 4th highest corporate tax rate in the developed world. Can you not see that that MAY be contributing to us losing business base? And you want to make it higher?
Reality is that it is a world market. The only way we will slow the movement of jobs overseas is to make the tax rate competitive with the rest of the world, or better yet, lower to attract business to come here. But all we can focus on is increasing the taxes.
If we would wake up, we have to realize we cannot sustaint he spending at the current level. Even with increased taxes we cannot maintain this level of spending. But we never hear of proposals to eliminate un-needed departments, programs or any sending cuts at all. Even the cuts proposed are not cuts, just reductions in the amount of annual increase.
Until we get realistic and realize massive cuts in spending are the only path to survival we will never be able to have a robust economy again. Expanding government and increasing taxes on the rich and corporations will just make the situation worse. Your reliance on spending at 25% of GDP and increasing taxes is what is killing the possibility of the American Dream.

After taxes, that's still about double what I earned in gross income last year. I went to college same as you, got a science degree, paid my own way though, currently work 60 - 80 hours/week. This is actually fun. And sad all at the same time. First, I did not pay any penalties, filed on time. I'm single, no mortgage deduction and have one child. Federal tax was $25,000 of that total.

Make my private health insurer offer up 10% pro bono or reduced premiums for the TRULY less fornunate. How about instead of giving money to governments of our elites choosing (i.e. Obama sending $2 B to Brazil for offshore drilling?) to programs that actually help the poor in Dafur and elsewhere.
I'm all for paying teachers. Heck, pay them more, but they all have one year contracts. The crappy ones get tossed and the good ones stay. PRovide finanical incentives for good teachers to teach in poor neighborhoods. But, get the crappy ones out of the system.
What many of you don't understand is that I (and most somewhat "successful" people that pay 70 to 100% of the taxes don't object to paying taxes, we object to it being wasted and spent on pet projects, yes, including traditional republican strangleholds such as the military. Shoot, we should be charging these countries to be bailing their tails out or providing protection. Why should we be repsonsible for the defense of most of Western Europe?
So, when some of you want to cast stones my way, fine. The bottom line is we have a federal government that wastes money hand over fist. In fact, I personally know of programs in the EPA where they give pork grants (I actually got one for a client of mine) where the EPA keeps 5% of the "award" to manage the funds. This is OUR money they are giving back to us and charging a fee to gives us our money back!!! That's worse than a pawn shop.
Again, reduce waste/spending to reasonable levels. Push many decisions, education, roads, even health care, to the local/state level. Money is spent much more efficiently, we have greater access to our politicians to make changes and adjust and many of these arguments go away. I have no idea why so many of you look to the federal government for help. Even the poorest of us are very lucky to live in this country. The poorest here live like middle class in 90% of the rest of the world. And, they do have a chance to make their lives better here, where elsewhere they don't.
Finally, stop thinking the successful step on others to get ahead. I actually train and help younger engineers so they can be more successful. Even the dreaded hedge fund managers, who I do think make way too much money, but in reality, what can you do about it...help make investments and provide capital to companies that give us our jobs. And, those people and the folks willing to start business DESERVE to be rewarded for their risks.
And, once the Hollywood elite and Obama himself offer to pay an additional 10% of their income or campaign donations to help offset the payroll tax costs or other welfare type programs, stop asking for more of my money.....

I'm not a geologist, I'm a biologist. With the benefit of hindsight I can see where some hotter fields are but too bad for me. I definitely can respect a person who earns what they make through hard work.
I am the type to come on and demonize the super rich, but I do so for those who deserve it. I name names. As a stock holder of HP (through my 401K), I was just about ready to light the torches and grab the pitch forks for Leo Apotheker, the CEO who tanked HP's stock by 40% in 8 short months and got a $3 million dollar performance bonus plus $10 million in other payments when he left. His successor has undone almost everything he did. When you mess up that badly, the nicest thing you ought to get is a pittance.

Have no idea who you voted for but 100% agree with you on some of the CEO pink parachute pay. That really irks me as well. Not sure how that gets fixed. I do think CEOs shouldn't get paid more than say 500 times the average employee salary or make it 100% contingent on the stock price, but there is often a way around everything.
I just wonder why we don't complain as much about hollywood ($10 to $15 million PER MOVIE) for many of them or baseball players, etc. They often make WAY more than CEO's etc. And, provide much less value to society. But, as long as we pay for entertainment, I guess we are the ones paying those salaries.
Biology is a tough one, that's for sure. I did the engineering thing. Not sure what your focus is, but if it's human biology, maybe one of the drug companies in research? Maybe the CDC? If it's natural biology, not sure unless maybe some type of pulp and paper company will is looking at ways to grow trees faster, etc. Out of my element, that's for sure. And, our firm doesn't do any type of biological engineering.

The House GOP looks like a bunch of fools out for a stroll in a blizzard. Speaker Boehner asked the Senate GOP to negotiate the legislation first because he couldn't get his group to agree to anything. The House was fussing about a one-year extension, unwilling to look at paying for that extension; they demanded immediate action on the Keystone XL Pipeline in the hopes it makes them look as if they're interested in creating jobs while ignoring the very "red" Governors and GOP state and federal legislators concerns about said pipeline. Suddenly, the House is all fluffed up because they want a one-year deal....when for a month they haven't been able to agree to anything except a two-month extension to work out the details was all they could muster.
Now the House GOP says they want to negotiate a long-term agreement when the truth is they couldn't negotiate their way out of a paper bag with the lights turned on. And we pay these yahoos?

The Social Security Trust Fund is headed in a very negative direction with payouts now exceeding income and actuaries have already pointed to a future crash. So, what's Obama's solution ? Obama seized upon this "opportunity" last year to reduce the money coming in as a TEMPORARY, 1YR BENEFIT to put more money in the pockets of U.S. workers, of which I am one. Playing politics with Social Security income, passing out the candy to get votes and be re-elected will only shorten the financial viability of Social Security. IF, and I repeat IF it is to be done, it must be done for a one-year period so as not to totally "F"up all the payroll tax programs across our country. Republicans were trying to pay for it by mandating reductions in spending while Democrats want to increase taxes or fees on mortgages or whatever.

The Senate-both parties-need to all be locked in a small room with no bathroom or food until they get with the program to help this country. It's mindboggling how the Republican party has lowered itself into what it finally has become. A party of obstruction, millionaire coddling, voter suppression, and downright stupidity. I have continually asked this question of many people and I have yet to receive an answer. I know union guys who vote republican because they want to keep their guns, they don't understand they need money to buy guns and after the republicans gut the unions they won't have any. There is no accounting for people voting against their best interest, it happens all the time.

Steve C, I love your comment. Reminds me also of Kristi Noem of our great state of SD. She's just like 90% of the farmers/ranchers in this God foresaken Republican state. She takes $1.5 million in govt money in two years time in farm subsidies, doesn't create one job, takes the cash and runs. I still cannot fathom why farmers/ranchers are Republicans in the first place, as they are receipients of one of the highest and most expensive forms of welfare backed by the US government. Know a guy that tells me his 17 acres is a farm. When I asked him how he could make a living on a farm that size, he simply replied "I don't farm the land, I farm the government." Well, at least he was an HONEST Republican.
Nobody is giving up their guns... It's another example of right wing distraction from what is really happening to us. They tell us we need R's to protect our guns, etc... but all they do is destroy our paychecks and small businesses so their friends can get and stay wealthy w/o competition.

I'm not a repub, but I'm sure as hell not a democrap either. The dems have absolutely no grasp on the financial reality that exists today. They are more than willing to print paper to the point that it's not even good for butt wiping, so long as they coddle the voters who'll ensure they pass the laws that keep them in power. The repubs at least understand that it wont work forever.

Explain something to me, why is class warfare when middle class people point out some of the glaring and blatant inequities which exist in our tax structure, etc. compared to that of wealthy people & corporate America but not when the Right jeers and denigrates the poor? Are the rich more vulnerable and thus require more defending? I think not.
Do you know of any fancy lobbyists on K Street, buying off GOP Congressman to pass tax laws which will favor the poor? Of course not, it's absurd, but that's the argument you are making, that somehow the rich deserve special treatment while the middle class and poor can just fend for themselves. I see posts on here every day that denitgrate the poor and somehow attribute to them, the blame for what is wrong in our nation. That's OK with you, right? No I am not saying we have to give up our guns. The republicans use wedge issues to get people to vote against their best interests. For instance right to life advocates are enlisted by republicans who use abortion as a wedge issue, while on the other hand, the republicans are trying to eliminate the EPA and air quality standards that would allow power plants to continue polluting the air with waste that contains mercury which affects fetuses. This is a very subtle issue, but it illustrates how the GOP cynically uses these issues to muddy the water. They are the Party of the Lie. Its the reason they are successful at raiding the treasury and continuing their economic war on the middle class. Just look where the money flowed while we were in Iraq and the administratin awarding of "no bid contracts" another example of the republican Big Lie policies.

They are trying to eliminate EPA because of their left wing tree hugging mentality that says that we can't drill for oil because the exhaust from an ice breaker "might" affect the air quality of a town SEVENTY MILES AWAY. This is true, there are several corporate entities that in cohoots with their republican connections structured themsleves in such a way as to deliver services that only they were capable of delivering within the specified time limits. This neat litte maouver swept away competition and allowed tax monies to flow for substandard services, for instance "electrified showers" for the troops in Bagdad, courtesy of Halliburton and Root-Brown.

Selective memory is taking "Dick Cheney" and "Haliburton" and assuming that since they were linked in the past that somehow money was flowing anywhere. We all know that if it were true, the Democrat leadership would have crucified him. Nothing would have made them happier than to show that he was somehow profiting from those contracts.
As for the EPA, it needs to be reined in. It is operating in a manner that is adversely impacting the economy with no requirement to provide ample justification for any ruling it makes. In fact, it is not allowed to perform a cost/benefit analysis. So, there is no way to know whether it makes sense to do what they say or not. If they can guarantee that implementation of their regulations will result in absolutely pure air, but it costs $1 billion per person per year, it doesn't really make any sense. Just because something can be done doesn't mean that it should.
