House punts on tax vote until Tuesday

Speaker John Boehner explains the House decision to postpone the vote on the Senate's version of the two month extension of the payroll tax cut.

 

The stalemate over how and whether to extend an expiring payroll tax cut will drag into Tuesday after House Republicans delayed a planned vote to reject a Senate bill to extend the tax holiday for two months.

House Republican leaders emerged following a meeting with rank-and-file members to say that the House would take up their votes on Tuesday. Lawmakers had planned to vote around 6:30 p.m. ET on Monday evening, but the 6 p.m. meeting of GOP lawmakers lasted longer than expected, over two hours.

Majority Leader Eric Cantor (R-VA) said that the House Rules Committee, which sets the parameters for votes in the House, would meet tonight to set the stage for tomorrow's series of votes. Those Tuesday votes would include a measure to reject the Senate's two month extension, and instead instruct lawmakers to meet in a conference -- the formal process of resolving differences with legislation in the Senate.

"Our members do not want to just punt and do a two-month, short-term fix where we have to come back and do this again," House Speaker John Boehner (R-OH) told reporters at the Capitol.

House Republicans prefer legislation to extend the expiring tax cut by a whole year, and produced legislation to that effect. But Democrats in the Senate rejected that proposal because of some of the cuts used to offset the cost of the bill, which also includes an extension of unemployment insurance.

The House had been expected to vote early Tuesday morning after the preliminary vote was delayed. That plan was nixed, apparently with some political optics in mind.

"We also said we didn't like the idea of doing things in the dead of the night," House GOP Whip Kevin McCarthy (CA) said.

If the House does manage to follow through on its promise to reject the Senate-passed bill, that move would do little to ostensibly advance any final agreement on payroll taxes. Democrats spent most of Monday explaining that they would not consider any yearlong extension until the House had passed the stopgap tax cut.

"I will not re-open negotiations until the House follows through and passes this agreement that was negotiated by Republican leaders, and supported by 90 percent of the Senate," Majority Leader Harry Reid (D-NV) said this afternoon in a statement.

They were joined by a small group of Senate Republicans who publicly urged their House counterparts to approve the two-month extension. The tax cut is set to expire on Dec. 31, meaning payroll taxes would go up on Jan. 1 barring some sort of deal.

Boehner downplayed any notion of discord among Republicans, refusing to say whether Senate GOP Leader Mitch McConnell (KY) had erred in expecting the House to pass the agreement McConnell had reached with Reid.

"The Senate did their job. They produced a bill," Boehner said. "And the House disagrees with it."

The House bill will pass because it is what the people want, and the members of the house know it. So does the Senate. The American People want the payroll tax cut, and they want the Keystone Pipeline. Obama doesn't want to decide on that till after the election and the People know that, also. He's not going to get that option. He wants the tax cut, he's going to have to go for the pipeline with it. It's called being outsmarted and it doesn't seem to be to hard to do with this talking turd. Every time he opens his mouth, he drops further in the polls.

    you all realize that if we made the senate vote based on a simple majority we would have more productivity in the congress. The use of the filibuster requiring a 60 vote majority in the senate precludes the congress from getting any legislation passed, thus denying the voters there representation.

      That's the way it rolls, Gobbygoo. The Republicans won the House by an overwhelming majority. The people let their Representatives know what they want. Is it your contention that the Congress is not voting the will of their constituents? This isn't the Health Care bill that cost Pelosi and her minions the House. The Republicans are smarter than that. The People want the Keystone Pipeline. Obama doesn't want to have to say no to that until after he's sure he has a 2nd term. The People know that and they aren't going to allow that to happen.

              I think this is the real deal: the Right does NOT WANT THE PRESIDENCY! Know why? Because they don't KNOW what to do. That's why they ran a crappy campaign and elected Obama in the first place, and now they're running a crappy 'nother campaign. Chaney and his homies screwed everything up the first 8 yrs ,they got Obama stuck with it, (who, BTW, HAS done some good, I mean what do you expect, overnight changes?) In the mean time they get the mid term because people thought when Obama said "yes we can", it would be majic. So the left didn't bother to vote (not good) because they were dissapointed, and the right got voted back in. Now, why bother to have the presidency and bother with the mess, when you can be in congress and the senate and make DAMN GOOD MONEY anyway? Businesses and individuals need to be able to plan their hiring, saving, spending around the tax code. The whole damn thing needs to be eliminated and a flat tax or national sales tax put in place. No wonder unemployment is so high. There is and has been so much uncertainty on taxes and regulations that everyone is holding on to cash. Businesses are loading up on cash, consumers are not spending, and the economy is flatlining. Stand firm, House republicans. Give us some consistency. All or nothing. A year or nothing.

Here is the party that claims lower taxes as its guiding star, yet they cannot muster support for a measure that passed in a purely bipartisan fashion in the Senate simply because it will help the economy and stoke the embers if recovery.
