Mark Murray and Domenico Montanaro give their analysis on why President Obama's poll numbers are rising, and whether or not taking his message to the American people is helping his cause.

DOMENICO MONTANARO: Hi there again, I’m Domenico Montanaro. Welcome to another edition of Inside the Boiler Room again with my colleague Mark Murray, and Mark, it looks like we wore the uniform, ready to play?
MARK MURRAY: Road uniforms in college football?
DOMENICO MONTARO: Well, football…basketball it’s, you know, these are the home uniforms. We’re here at NBC, so I’ll say we’re at home. Alright, Feisty, you know, she always gets the first answer, here’s her first question. She says--What is your analysis for President Obama’s recent rise in polling? Does taking his message to the people have anything to do with it? Do you think after assessing the current Republican field, moderates and independents are saying thanks, but no thanks? It’s early, we haven’t gotten through a Republican primary yet. But, Mark, what are your thoughts?
MARK MURRAY: Well, there are a couple of polls that are out there that have shown a bump for President Obama, but it’s important to note that these are just two polls. It does not make a trend. What we have seen in the Quinnipiac poll that Obama’s approval went from about 41, 42 percent to 47 percent, and then Gallup has actually shown a little bit of improvement for President Obama. I do think a couple of things are going on, and, it’s important to note, our own NBC/Wall Street Journal poll is going to be coming out on Monday, and so, if that also shows a rise, then we do seem to have enough elements for a trend.
DOMENICO MONTANARO: That’s when we know it’s real…because it’s the NBC/Wall Street Journal poll.
MARK MURRAY: Right, it’s our poll. But, a couple things, Obama’s had a pretty good last couple of weeks. I mean, you have the end of the Iraq war announcement, you had the killing of Khaddafy, you also had some pretty good economic news, and it’s potentially the jobs number report that might come out, might be pretty good on Friday as well. So, you’re seeing a little bit of this. I would say, that if anything is going to benefit Obama in the three or four months, it going to be so much of a focus on the Republicans. And, in their current fight, he gets to go in the shadows, gets to rehabilitate his image while all the focus is on the latest on Herman Cain, the latest on Rick Perry, etcetera.
DOMENICO MONTANARO: Now, I was just going to say, the focus hasn’t been on him, so there is that advantage because the Republicans are duking it out, you’re seeing some of the dirt flying, so of course that’s going to benefit him in that—Khaddafy’s death, you know, Obama taking stuff on the road, kind of having something to run on and having something to run against with Congress, I think has probably been effective. All of the things that are in the jobs plan are poll tested, you know. He’s like—I know the American people like this—well, yeah, he sees the polls that they’re fairly popular items. So, and there isn’t anything that has to pass or not pass or whatever, so you have those two things—running with something and against someone—then you have the makings of a messaging campaign. He’s firing up the base. Whereas if, think a couple months ago, there was a little bit more wrangling among the base. You know, there was maybe tiny drop-offs, but not very much. But independents, I think, some of the stuff they’ve tailored to see if independents like this stuff, and you probably see slight ticks up with independents. You know, maybe with what’s happening in the Republican field, but the choice is not between Barack Obama and the field yet. The choice is between those Republican candidates, and I think people really aren’t that tuned in. You know, I’m glad Feisty, you know, you’re tuned in and all of our commenters are, thankfully, keep us employed, but I think most Americans, if you’re looking at a general election, they don’t tune it until much later.
MARK MURRAY: Couple things to look at. One, in about the next six months or so, the President Obama’s approval is closer to fifty percent than it is now, that’s a very good sign for him. Also keep an eye, Feisty, on what the situation on the right track, wrong track. A lot of those numbers right now in around the 20 percent or so, closer to 40 percent, you know, in the high thirties. That’s where President Obama would be to end up getting reelected. Thank you.

You all pontificate on possible causes for the so called bump, but flat out leave out the obvious one.
That is some crack investigation.

I think the right track/wrong track question depends on how it is asked; those doing the polls need to be specific and ask more than one question. With so much GOP over-reach in states like WI, OH, so many teacher, fire and police officer cuts while cutting taxes on the 1%, the right track/wrong track is likely as much a reflection on local and state happenings as it is on federal. It probably also reflects on what people see as a dysfunctional Congress with a 9% approval level. That question may not be as related to President Obama as it is to other factors.
Keyword, Spanky is "last"--you're quoting last month's polls which have as much relevance as last years.

So for the math challenged - you got a sample of folk that is hugely weighted in Obama's favor.

So tell me Jody, why the big shift away from the r's in the latest poll?
What makes you think Quinnipiac rigged the numbers? Are you suggesting that they purposely searched the voter rolls to purposely skew the numbers in the Democrats' favor? Are the respondents asked to identify themselves as Democrat, Republican or Independent?
If you remember your Statistics 101 class, you'll recall the problems of opinion polling. How many of the respondents are giving you their answer and how many are giving you the answer they think you want to hear? Are the Independents truly "Independent" or are they just hiding that they registered with as R or D?
You'll also recall that in opinion polling the sample size represents those who cared enough to answer. Did more Republicans hang up on the survey than Democrats?
Obviously, a truer sample would be 33% across the board. But, please, don't call "shenanigans". I think we're both smarter than that.

We need a survey that asks what the GOP/TP has done for Americans. Don't worry about the president right now -- What have Teapublicans done for John Q. Citizen? What have they done since they took control of congress in 2010? What have they done since the economic meltdown in 2008? What have they EVER done to make your life better?
The GOP/TP has been in deep sh!t for some time, and by the looks of things, they are digging deeper into that hole of sh!t. Most of their presidential candidates this round are nothing but "capitalist pigs" trying to make a name for themselves to sell garbage (books, TV shows or films, increase speaking fees, precious metal, who knows what). The only "hopefuls" serious about running for POTUS are too extreme (Ron Paul) too simple-minded (Bachmann) or too inconsistent (Romney).
The pact the Teapublicans have made to stand united against any efforts to improve economic conditions and to sabotage the president has become so blatantly obvious it's hard to believe they even bother to show up on the two weeks they "work." The debt debacle, as well as over-reach in Wisconsin, Ohio, now again in Arizona, are unpopular with the majority of Americans, as well as corruption and inequality as demonstrated by the OWS movement.
In the meantime the president provided the Jobs Act as well as a deficit reduction plan, which was blocked by Teapublicans. And now various pieces of the Jobs Act are being voted down, and not just by a margin of Teapublcians, but with zero votes--ZERO. So the president has turned to doing signings because at least it's something he can do.
And though congress has reallylow approval numbers, especially Teapublicans, polls still show a very close presidential race ahead in 2012. (FR Guys--you should follow-up with polling on congress--here Teapublicans are not looking too good.)
Don't underestimate the right-wing propaganda machine, the FOX Noise viewers and Hate Radio listeners, or the low-information voters out there who don't bother with news at all. Especially the Haters, some of whom we see posting here in FR -- The video of Elizabeth Warren at a Town Hall, and the Teabagger who disrupted the meeting was so vile they had to bleep most of what he said.
There's enough of this ugliness and ignorance to keep the race close in 2012, even with Romney as the candidate. One thing about the far-right is they get out the vote. So fellow moderates and progressives, don't be complacent, starting with the upcoming "issue 2" vote in Ohio. Then get out and reelect the president and give him a congress that will actually WORK, and will work together.

First, at some point, if you are controlling the sample it is no longer a "random sample"...and, no, if for whatever reason Quinnipiac got 85% saying they were Democrats, I believe they'd have enough integrity to toss the results of that sample into the hopper.
Secondly, if anything, Quinnipiac deserves credit for acknowledging the results on the political affiliation identifier...they're telling you they got a higher percentage of Democrats in the sample. I'm looking at a FOX News poll and I don't see any indication of the percentage of Democrats vs Republicans vs Independents from that poll.
Lastly, I don't believe it's Mark and Domenico's place to be calling out Quinnipiac for their results simply because of the percentages of political party affiliation reported. I believe the methodology is sound. If anything, I believe they covered fairly well why the Quinnipiac poll should not be taken at 100% face value given that we're a year out and there is still the in-fighting amongst the Republican candidates to be settled.
The economic statistics only remind us all each day how much Teapublicans suck-- Starting unnecessary wars, then cutting taxes during time of war, then fear-mongering Dems into helping pass TARP with no strings attached. Teapublicans have blackmailed the nation into keeping tax breaks for the rich, blocking regulation causing Dodd-Frank to be as shallow as it is wide, thereby forcing the country to continue operating under Bush-era policies.
Nothing has changed in regard to economic policy--it is still the same failed GOP "trickle-down" voodoo economics started under Reagan. But at least Reagan, Bush Sr. and others had the good sense to recognize the need for revenue. At least they weren't ignorant "starve the beast" anarchists willing to destroy the country to protect their campaign donors and their own jobs.
Aside from ending the wars (over ten years!), there are many fast and easy things that could be done, such as reinstating the "transaction tax" on Wall Street, ending loopholes since "cheating" should be frowned upon. In regard to Social Security, just increase the cap from $110, 000 to $500,000. What's so terrifying about these ideas?
We know there are fake Democrats like Nelson, and Lieberman who already had to fess up and go Independent, and a few other who need to grow a spine. But for the love of America why can't Teapublicans actually DO something to help our nation?
Side Note: Quinnipiac has a good predictive record, and not always results I like to see. So conservatives, stop cherry-picking when YOU don't like the results.

When Luke Russert caught Boehner off guard with the question about Norquist, and the continued follow-up questions, you could see the wheels turning during a pretty long silence. I chuckled that the only come-back Boehner could think of was to claim they are focused on JOBS. Riiiight.
But ultimately, if the 2012 election is a referendum on the economy, we are still to this date operating under Bush-era policies. We still have the wars, we still have the tax cuts for the rich, and we still don't have meaningful regulations to prevent "too big to fail." I dare someone to outline an "Obama Economic Policy" for us, because if there is one it is only in proposal form. The GOP/TP have obstructed any change or progress from being enacted. So if people don't like the economy, throw the Teapublicans out--because it's their economy.

I think the debt ceiling debacle really started the Obama approval rating recovery. To see the President's opponents willing to gamble our AAA credit rating in order to protect tax cuts for the rich was an eye opener for most people. As I recall, "stupid, ridiculous and disgusting" were the top three words used to describe what happened, and they didn't mean the President's willingness to compromise.
Interesting that Dominico and Murray fail to mention the USA today Poll highlighted on Chuck's show this morning.
You know the one where Obama is hosed in swing states, where they overwhelmingly feel they were better off 4 years ago.
That, plus the right track/wrong track numbers = ABO.

Amy, good point, I agree. I think people saw a party willing to allow the country to default rather than bend an inch. While never great, the approval ratings for Congress have been steadily decreasing since Jan 2011 when the GOP took control of the House.

I dont declare you have amnesia, but I am correct, you are wrong. Yes, they walked away from Obama's grand boondoggle, as it was mostly smoke and mirrors and would not have avoided the downgrade. They did, however, PASS the only legislation that would have avoided the downgrade. It was called Cut Cap and Balance. It would have met the requirements of the S&P (the S&P even said so) and avoided a downgrade. But the Dem Senate wanted no part of it. You dont have amnesia, as the media sort of didnt mention it much.
But facts are the House passed legislation to prevent the credit downgrade. The Senate killed it. So your anger over the credit downgrade is misplaced. It is owned 100% by the Dems. They caused the downgrade as the solution to avoid it was in front of them, they just voted it down.
So no, I dont have amnesia. I know it wasnt long ago. And I know the offer from BHO would not have avoided the downgrade, as his "Grand Plan" involved fictional savings by ending the wars in Iraq and Afganistan which were already being counted on. His plan would not have avoided the downgrade.

Amy, can you provide any evidence that teachers need to be kept employed. The teachers trade association estimates a 5% hiring of teachers across the country next year and 13% over the next couple of years without the jobs bill. As for cops and firemen, can you provide any evidence of widespread loss of jobs? Can you give some assurance that his really isnt just a federal government payment into their union benefit plans so political cronyism at its worst?
Bush's average annual costs for the wars was $95 billion - Obama's is $165 billion.
Like teachers who call in sick to demonstrate with the occupy crowds to confront the cops who get bricks/rocks thrown at them and union city workers who go to protest by shutting down a port that supplies union workers jobs?
Aren't teachers, cops and fire guys losing their jobs because government is stretched thin?
So why do libs protest ..... which further stresses governments due to overtime etc. .... which only increases the number of layoffs?

Federal stimulus funds went to states, to pay the salaries of cops, teachers and firefighters. Without those funds, those people would have lost their jobs. Do you not read your local papers? States were facing layoffs because of the financial crisis and resulting lost revenues.

So think about it, how long can we keep dreaming up "Stimulus" and "Jobs Bills" to continue to pay these people? Obviously there is no funds to keep them employed long term. And if Colorado is any indication, the American people have no desire to raise their own taxes to keep them employed.
At this point we need to face th facts the funds are not there to keep them employed long term, and that the funds will not be available to keep them employed. So either cut expenses somewhere else to pay them, or let them go.

Yes but it doesnt appear that those funds are needed anymore for teachers. But where is the evidence. John A and B constantly talk about providing sources for these so called needs. The Wall Street Journal provided data showing that the federal government has actually grown in employment by 200,000 employees and 13% since Obama took office and State and local employees are off less than 1% since the stimulus money stopped. There is also ton of evidence that the last bailouts were just budget gimmickery that allowed the federal money to go into union unfunded benefit plans. I have no interest in the feds using my taxpayer dollars to bailout the california government unions if they cant generate enough revenue in their own state to cover the promises made by their government officials. dsdsherm. Cut, Cap and Balance was a bag of Constitutional Amendment garbage passed off as fiscal responsibility. It would have taken years for it to be voted on by the states. Not only that, the idea of tying Congress and any President's hands in times of crisis is stupidity. The Federal Government is not the State Government and it is not like a family budget. Why did republicans vote against "Pay as you Go" legislation? It had the same idea of a balanced budget approach without all the jumping through amending the Constitution hoops.

The issue is who caused the downgrade. The S&P said if Cut Cap and Balance were passed, it would have avoided the downgrade. They did not seem to be concerned of the time needed to implement it. It is WAY more fiscally responsible as it forces the government to work within a budget (Which BHO and Reid obviously refuse to do, heck they cant evcen pass one). Tying the hands of BHO is EXACTLY what the S&P demanded to avoid the downgrade. The issue was the out of control spending. And passing legislation fcused to adress the issue would have been enough for them to wait for it to be implemented. It would not have taken that long to implement, and the majority of Americans are in favor of a Balanced Budget Amendment.
My response to Amy is correct and I stand by it. The GOP House passed the only legislation the S&P admitted would have avoided the downgrade. They did their job. The fact the credit got downgraded is on the Senate and the Dems. And it will be again. Soon. Because nothing has been done to curb spending. And your opinion on the bill has no bearing on whether or not it would have avoided the downgrade. It would have. Period. And it was the only solution propsed that would have accomplished the goal. And it was proposed by the GOP.
So obviously the downgrade is not our fault and I will not sit by idle while some misinformed person implies that the downgrade is the fault of the GOP.
And obviously the legislation had some fiscal responsibility or the S&P would not have indicated this legislation would have satified them.
You cannot skew the facts. The GOP presented a responsible solution to the issue to avoid it. Just because the Dems didnt like it has no bearing on whether or not it would have accomplished the goal. It would have done everything they asked for. The GOP did their job. The Dems let Ameirca down.

Also the 13% could be from projections of enrollment in the future due to more kids entering school for the first time and the growth could contribute to the need to hire more teachers. Look to Texas as they recently experienced this.
As for government growing by 200,000 employees most were in departments concerning security. I believe the article pointed this out.

As we all know, November polling data is key the year before the election. McCain was at 3 percent the November before primary season, in 2007.

Having been approached several times, both in person, and on the phone, to participate in focus groups and polls.....I have come to realize just how unscientific, inaccurate, and generally skewed they are. In most cases, the interviewer will talk with you until you submit an answer that does not support their premise and suddenly the interview is over. Questions are structured in such a way that there isn't a third choice, even when you would never consider choices one and two on the menu. Polls focus on single sound bytes for the most part, and don't allow anyone an opportunity to explain why they would choose as they did. You can basically structure statistics to prove or disprove any theory you would like. And a statistical probability is just that-a probability. 41 out of 10 will do or say "thus" However, at not point in time do you know if you are actually talking to one of the 41 or one of the other 59 in the sampling. Or a given outcome will happen 40 times out of 100....well, that leaves 60 times that it won't happen....Really scary to think that people are basing such an important decision on poll numbers instead of evaluating what each candidate actually says and does.
Congrats, Feisty, on having your question chosen. It will be interesting to see what the NBC poll says next week. I think part of the President's improving poll numbers is because he is speaking out more and getting his message across with more visibility. The Republicans voting down every single proposal he makes, even ones that they have supported in the past, is helping, too.

Mark and I note that people shouldn't put too much stock in one poll or another. The ones we talked about are just two polls. And two polls don't make a trend. Samples can certainly skew numbers if you have too many Democrats or Republicans sampled. But Quinnipiac is a reputable organization and the poll can't be discredited because of changes in sample percentages. But you make a good point and those numbers are ones to keep an eye on.
Again, polls are snapshots in time, and what's important is the trend. Unfortunately, in a 24/7 Twitter culture, up and downs of politics are more like an EKG rather than whether the patient will live. That's perhaps a clumsy analogy for stressing that it's important to look at trends. I agree that it's too early to say there's a trend that Obama is in a strong position. Going from really bad to not as bad isn't news for the White House to celebrate.
Let's see what other polls show as well. The Quinnipiac poll, perhaps in part because of its sample, could be an outlier, but the more reputable data points the better.
Domenico, your comment is why I keep harping, over and over again about "the polls". Somebody's always quoting "the polls" but usually never state which polls. I have repeatedly suggested that to get a good look at what the average is of several polls (Fox News polls even) combined on Obama and Congress approval ratings, Obama vs each of the Republican opponents, etc., one only has to go to realclearpolitics.com to see the results. This site updates the results frequently so one can get a pretty clear picture overall.
All well and good Dominico, but for you to answer the question of "Obama's rising poll numbers" and not address the ridiculous sampling is just poor journalism.
In fact Dominico it is failures like that, which are so basic and obvious, that lead to the clear inference of bias.
I know that's not what you want to hear, but it's a fact. And for you now to assert that the poll, with the acknowledged flaw in demographic - "could be an outlier" is just more support for that inference.
Clearly it is no oulier - it is a biased poll. That Dominico is an objective fact. Just look at their own sample results, as I cited above.
As you know data and particularly polls are easily manipulated. This is a great example.
But hey - how about you call them up and ask why this sample is so skewed?

The problem is not so much the answer to the questions (although I do not believe that there is not a regular reader on here that doesn't know where D & M stand in terms of their political outlook, clearly in the Obama camp) but the questions picked to answer. If you go back and look, they have all been fairly lame and most of them are designed to try and prop up Obama's image. 8th graders could pose more serious and probing questions.So it should come as no surprise that the ensuing answers are equally devoid of any serious analysis and content. And given the fact that there are no time or space constraints being imposed on the questions or the answers, there really is no excuse for the of picking of fluff questions to be responded to by shallow fluff answers.
It really is a shame that MSNBC has stooped to this level. For a major media outlet providing analysis of elections to the highest office in the land to print articles that are akin to something you would expect from TMZ is a total waste. With all due respect guys, can"t you take it up a notch or two and drop the obvious bias? After all, you are supposed to be journalist.
I'd suggest it's only a biased poll if Quinnipiac went out of their way to purposely sample more Democrats than Republicans. Are you suggesting that's what they did?

If you failed to consider the sampling it would be a competence issue.
If it is not a competence issue Dominico, then the only other reasonable inference is that you were aware of the polling issue, but intentionally failed to provide it as an explanation, which of course shows bias.
But I would be happy to hear an alternative explanation.

A statewide poll suggests the Janesville congressman and House budget chair has become a more polarizing figure in the state in the course of the federal budget debate. According to a survey by Public Policy Polling, since December 2010 Ryan’s favorability rating among Wisconsin Republicans rose, but his unfavorable rating among Democrats rose from 51% to 79% and his unfavorable rating among independents rose from 29% to 42%.

You fail to understand, it seems , that the 2010 Tea Party backed candidates ( 60+) were VOTED INTO OFFICE in a landslide by the people.
They ( the tea party candidates ) have a right to their beliefs and to stand behind those beliefs ( even though YOU disagree with them).

Epic failure. Any calm, rational debate went out the window a long time ago, and now the Tea Party is scrabbling to hold on with jagged fingernails to any credibility it has left. Hell, ya'll managed to lose half of the seats you gained in Wisconsin less than a year after ya got em. If they still used tar and feathers, ya'll be riding a rail out of Washington as we speak.
We all remember when Michelle Bachmann was called upon to read her section of the Constitution, and ended up reading from her medication bottles instead. You guys didn't even notice that her shoes didn't match, and she was wearing her pants on backwards. The Tea Party is one of desperation now, Leona--funds drying up, people starting to wonder what happened to the dream, lot of doubt out there that you guys can even sing in a bar, much less run a national campaign.
What is going to happen when ya'll realize that a midterm election doesn't matter in the age of a 24 hour news cycle?

I really find the GOP lovers entertaining... President Obama is a master at letting you play your hand while he sits back as cool as a cucumber.. He is only waiting for a contrast and then he will show how he saved this country from ruin in 2008 with facts instead of fiction like FOX news and their followers like to produce. Once a Republican nominee is picked you will then see his numbers go through the roof... I cannot wait to have one of those clowns on stage trying to debate him... This is going to be heaven here on earth and it will be a joy because all of these Obama haters will not be able to sleep at night knowing they will have to deal with him for another 4 years and then they can really watch out... I just think back to 2007 when the same ole people were saying the same of thing... He was toast and then they woke up in November to a nightmare... Very interesting analogy regarding President Obama-as a cool and unemotional gambler....I think that it might be quite appropriate. Gamblers do not care about anything as long as they win. Gamblers are very good at camoflage and subterfuge. Gamblers, often, do not think of long range consequences, only the cards immediately before them. Gamblers often continue to play, well into a losing streak and lose even more....Yes, this might be a very appropriate comparison. I certainly wouldn't give a gambler the keys to the vault at my bank.....why would I give them the keys to the entire US economy?
